Man stoned to death
Rewari, September 20
Ajay Pal (34), a shopkeeper in Pali village, 16 km from here, was stoned to death by unidentified persons on Saturday night. He was found lying in a pool of blood yesterday on the roof of a public structure near his shop where he had slept on Saturday night.

24 suspected jaundice cases in Ambala area

A woman of the Baldevnagar area, Ambala City, died of suspected jaundice yesterday which created panic among the people of the area. A number of cases of the disease were also reported from this area.

A former municipal councillor of the area, Mr Harish Sasan, said around 24 people of this area were affected from suspected jaundice. Nirdosh Kumari who died of jaundice in the Army Hospital, Ambala Cantt, was a teacher in a local school. Others who were found affected from the disease included Joginder, Amandeep Kaur, Kamlesh Rani, Geeta Bakshi, Poonam Rani and a newborn baby, he added.

He said contaminated water had been supplied in some parts of the area for the past one month and it could be the cause of the disease. Residents of the area reported the matter to the Public Health Department a number of times, but to no avail. He said after the death of a woman the residents reported the matter to the Deputy Commissioner who immediately took action.

Meanwhile, the Civil Surgeon, Ambala, Dr Neel Kanth Sharma, sent a team of doctors in the area under the supervision of the District Health Officer, Dr Umesh Lamba, to assess the situation. He said four suspected cases of jaundice were detected which would be confirmed after proper testing.

Dr Sharma said a health camp was being organised in the area tomorrow where senior doctors of civil hospital would examine patients free of cost. Meanwhile, a team of the Public Health Department also visited the affected area to check the leakage in the underground potable water pipe lines.

UGC withdraws aid to KU coaching centre

The University Grant Commission has withdrawn the grant to the IAS coaching centre, Kurukshetra University. This will affect a large number of students, especially those belonging to the reserved categories.

The Vice-Chancellor, Prof A.K. Chawla, who was here to attend a function at Mukand Lal National College, however, hoped that the centre would continue to run on a self-financing scheme.

Talking to the Tribune, Professor Chawla admitted that if the grant was not restored then meritorious students would be deprived of scholarships. “The UGC has taken a unilateral decision when it decided to withdraw the grant. We are in touch with it and hope that the grant is restored,” he said. When asked how the university proposed to run the centre, he said, “The classes could be run on a self -financing scheme as the director and staff are guest faculty.”

He further said all reserved posts of teacher, which were lying vacant, would be advertised soon. Prof Chawla added that “guest faculty is being hired to ease the shortage”.

When asked what the university was doing to improve the examination system, the Vice-Chancellor said from the current session all engineering students would be getting computerised marks cards and certificates with attached photographs. “The system would be gradually extended to other streams also”, he said. He added that the interviews under the Career Advancement Scheme would also be held soon.

When asked about the resignation of the university’s chief warden (Hostels), Professor Chawla said the university has not yet accepted his resignation. The warden had reportedly resigned in protest that he was being ignored while making decisions regarding the hostels. When asked who would be the next Dean, Academic Affairs, the Vice-Chancellor said, “His term is yet to expire. He might be given an extension.”

Talking about his recent visit to Pakistan along with a delegation, he said he had met the Chancellor, University of Punjab, Pakistan, and the latter was of the opinion that the there should be collaboration between the two universities.

Follow guru-shishya parampara, Dhanpat tells teachers

College teachers’ unwillingness to take extra classes has prompted Higher Education Commissioner of Haryana, Dhanpat Singh to invoke the guru-shishya parampara of ancient India and Dronacharya-Eklavya story of the epic Mahabharata.

The Higher Education Commissioner, however, does not seem to be certain whether the dose of Indian tradition will have the desired effect on the hardboiled men and women working as college lecturers. He has, therefore, also asked the principals of the government colleges of the state to hold staff meetings and inculcate a sense of professional ethics among the teachers so that they do not shun additional responsibility.

In a letter, addressed to principals of all 60 government colleges of the state, the Higher Education Commissioner wrote that since December, 2001, 588 lecturers had been recruited in the state in three installments. However, despite the large scale recruitment, there is still shortage of lecturers due to opening of new colleges, introduction of postgraduate courses, introduction of new subjects, etc.

Many teachers are also deputed to pursue refresher courses, orientation courses and other training programmes. Some also go away for doing research work which augments their own prospects of career advancement while institutions also benefit from teachers who are interested in strengthening, through research, their grip on the subjects they are teaching. Because of these very reasons it becomes incumbent on the lecturers working in the colleges to share the extra work by considering the work as part of their professional duty, the letter, dated September 17, said.

“Our rich heritage and national history boasts of an exemplary guru-shishya parampara which envisages that the guru is even above the parents, nation and of course the self. In this very tradition we have the mythological example of Dronacharya and Eklavya which is often quoted to exemplify the teacher-disciple relationship in India. Hence it is obvious that a teacher is conferred the highest degree of respect and held in high esteem.

However, a teacher also owes it to society to give his/her best to justify the honour bestowed on him/her”, the Higher Education Commissioner wrote.

Mr Dhanpat Singh then cajoles the lecturers by briefly describing the qualities of an ideal teacher. “A teacher should be calm, patient and communicative by temperament, amiable by disposition and accountable to his self first”, it says.

The letter becomes strictly businesslike only in the last paragraph. “It is in the interest of the nation and the entire populace that the teachers as nation-builders should perform their duties as something expected of them. Therefore, till such time all the vacancies are filled up, the existing teachers in the college will share the extra workload among themselves”, it asserts, while advising the principals to hold staff meetings and impress professional ethics upon the teachers.

Police remand for cop, printing press owner

A police constable and an owner of a printing press, who were arrested by the police on the charge of creating dissensions in the police force and levelling false allegations against senior officials, were remanded in three-day police custody by the Chief Judicial Magistrate, Mr Surya Partap Singh, here today.

The police had arrested the owner of a printing press, Krishan Chand, a resident of Ganga Nagar, for printing posters in the name of police organisation, attacking the personal life of the SP, Mr Ranbir Sharma. He did so on the direction of constable Narinder Singh of Kaithal.

Not only this, a call had been given to police personnel to raise their voice against the style of functioning of the Kaithal SP. The SP had been accused of being vindictive and serious allegations had been levelled against him as regards discharge of his duties.

There was also an attempt to attack the character and personal life of Rajinder Parshad, ex-Sena Lipik, who dealt with department transfers in the SP office.

The said constable was caught distributing posters yesterday. He was booked under various sections of the IPC.

Meanwhile, Mr Ranbir Sharma, who was decorated with President’s Police Medal for meritorious and distinguished services in 2000 while posted as SP, Faridabad, said he was unperturbed by the charges levelled in the distributed posters. There was no iota of truth in the charges. “Whenever any honest officer tries to discipline the force, mischievous elements try to raise unnecessary hue and cry,” he added.

He said, the allegations made in posters regarding his selection to the post of DSP in 1987, allegedly with the help of some politicians, were baseless. He was elected on merit, he asserted. “By his acts, the constable has tried to tarnish the image of the entire police force and action will follow against him as per law,“ he said.

Meanwhile, representatives of various social and other associations have criticised the attempt by certain disgruntled elements to tarnish the image of the SP.

CM’s district lags in healthcare

The state of healthcare in the home district of Chief Minister Om Prakash Chautala is pathetic, with several departments of the Civil Hospital not having doctors. Moreover, there is no ophthalmologist in the district.

Patients have no option but to go to private medicos and shell out huge sums for the cure of even minor ailments. Inquiries at the local hospital revealed that about two months ago certain “tainted” doctors were transferred.

Their alleged affiliation with opposition political parties is believed to have led to this move. Since then, several departments, including eye, orthopaedics and ENT, have been left without doctors. Besides, posts of doctor of dermatology and psychiatrist are lying vacant ever since doctors quit their jobs to carry on private practice more than a year ago.

Sources blame political interference for the state of affairs. Officials at the hospital alleged that political bigwigs from the ruling party were weeding out “opponents’’ and giving consideration to “likeminded” people.

A senior staffer at the hospital said patients often resented the staff shortage and had heated exchanges with officials.

Patients coming to the district’s biggest hospital from far-off places face greater problems. The 100-bedded hospital is inadequate for accommodating all patients.

Doctors agree that there is an acute space shortage, adding that sometimes they have to accommodate patients in the corridor, kitchen or wherever space was available.

Sources said about seven months ago, a proposal to increase the bed capacity had been sent to the higher authorities but no action had been taken. Shortage of nurses is another area of concern. Against the sanctioned 30 posts, there are just 21 staff nurses.

Plea to CJ to set up panel for the displaced

The Chief Justice of the Punjab and Haryana High Court has been requested to constitute a committee to look into the rehabilitation work of displaced families of Bohli village in the district, whose thousands of acres of land was acquired by Indian Oil Corporation Limited to set up a refinery about a decade ago.

The appeal was made by one of the displaced persons, Mr Surendra Singh Huda, through a letter.

Mr Huda has stated in his two-paged letter that over one-fourth of the displaced 483 families of Bohli village are yet to be rehabilitated in New Bohili village, especially carved out for them.

He has alleged that basic facilities have not been provided to even those families in New Bohli.

He further says that the then Chief Secretary of Haryana had assured the displaced persons on November 12, 1992 that at least one person of each displaced family would be provided job in the refinery but the word had not been kept.

The letter says that the affected persons have adopted every possible democratic way to protest to get their legitimate right, to no avail.

Mr Huda also states that a PIL filed by him three years ago, is pending in the High Court. He has requested the Chief Justice to constitute a committee to look into the issue without further delay.

Bank unions threaten agitation

The All-India Oriental Bank Employees Federation (AIOBEF) and the All-India Oriental Bank Officers Association (AIOBOA) have decided to launch an agitation against the recent merger of Global Trust Bank with the Oriental Bank of Commerce.

In a joint statement issued here today Mr Yog Raj Gupta, general secretary, AIOBEF and Mr U. K. Mukherjee, general secretary, AIOBOA, said that the two organisations would launch a phased agitation to resolve the outstanding issues. To begin with they would hold demonstrations and dharnas and if the management did not accept their demands, they would give a strike call.

They said the merger was bound to have a negative impact on the Oriental Bank of Commerce and its 14,000-strong workforce.

The GTB had non-performing assets and accumulated losses worth several hundred crores which would affect profitability of the OBC which was being forced to offset these losses.

They said the merger had created serious anomalies in the salary structures. The GTB officers employed on contract and on individual pay packages would continue to draw higher salaries than OBC officers despite their role in the failure and bankruptcy of the GTB.

Notably, the OBC had guaranteed protection of their salaries for three years. They said the government, the Reserve Bank of India and the OBC management should ensure pay parity.

The union leaders demanded absorption of all outsourced employees of the GTB in the OBC. They said such employees were being discriminated against for no fault of theirs.

They demanded a judicial probe into the role of the GTB promoters in the bank’s bankruptcy, fixing of responsibility and legal action against the guilty.

49.8 p.c. students pass middle supplementary exam

As many as 49.8 per cent students have been declared successful in the middle supplementary exami-nation, the result of which would be declared tomorrow.

The Chairman of the Board of School Education,

Haryana, Mr O.P. Chaudhary said for the first time in the history of the board the result of supplementary examination was being declared in a short period of one month.

He said out of 6,933 candidates, who appeared in the examination 3,453 were declared pass and 3,431 were placed in the compartment.

The pass percentage of boys (53.09) was higher this time than the girls, who obtained 46.24 pass percentage.

The Secretary of the Board, Mr Rakesh Gupta, informed that the result could be known subject wise on websites http:// results.nic.in and http:/ hbse.nic.in and helpline No. 01664-254000 from 9 a.m. onward on September 21.

The students could also see their results in the offices of the District Education Officer concerned from 11a.m. onwards on September 21.

He said pass certificates of candidates would be sent within 15 days and fail and compartment cards would be sent within a week. He said the candidates who were placed in the compartment should send their forms within the prescribed dates for Annual Examination-2005 and they should not wait for their compartment cards.

Candidates were required to fill new forms in which examination fee had been included and the forms bear a hologram of the board the price of which was Rs 250. The last date of depositing these forms is October 29. After this date a late fee of Rs. 300 upto December 23 would be payable in the form of bank draft. He said old forms would not be acceptable in any case.

Seeds worth Rs 45 lakh sold at HAU fair

The two-day-long Farm Darshan Mela organised by Haryana Agricultural University (HAU) concluded here today.

Nearly 24,000 farmers from various parts of Haryana, Punjab, Rajasthan and Uttar Pradesh participated in the fair.

A seed sale centre had been established with the help of Kribhco, the Haryana Seed Development Corporation, the National Seeds Corporation and the Central State Farm.

According to an official statement, the farmers purchased seeds worth Rs 45 lakh during the fair. Seeds of wheat, mustard, gram, etc, in addition to various fruit and vegetable plants, were sold during the fair.

Meanwhile, the HAU Vice-Chancellor, Mr M.K.Miglani, inaugurated a basic terminal station of the BSNL on the university campus today.

Mr R.K.Tyagi, General Manager, BSNL, was also present on the occasion.

Two killed in road accidents

Sonepat, September 20
Two persons were killed and six others injured in a series of accidents occurred on National Highway No 1 and state highways in this district during the past 24 hours.

One person was killed and three others were injured when a jeep carrying them collided with a truck near Madira village, about

50 km from here, last night. The victim was identified as Raghbir of Mirzapur Kheri village whereas the injured were identified as Bhupinder, Ranbir, and Anand of Mahra village. The police has registered the case.

An unidentified youth was crushed to death by an unidentified vehicle while crossing the road near Kundli village, about 25 km from here.

An aged man going on a bicycle was injured when he was hit by a scooter in the Model Town area.

Three more persons, Suman Kumar of Gurgaon, a youth Sandeep of Mehlana village and Anand of Mahra village were injured in different road accidents occurred in the city.

The police has registered the cases and further investigations were in progress. However, no arrest has been made so far.

Mileage allowance rates raised

The Haryana Government has decided to enhance the rates of mileage allowance admissible to its employees during tours.

While stating this here today, a spokesman of the Finance Department said the rate of road mileage, in case of journey by own car, would now be admissible at the rate of Rs 6 per km instead of Rs 4 per km earlier and in case of journey performed by a scooter or motorcycle, it would be given at a rate of Rs 3 per km as against Rs 2 per km earlier.

He said that in case of local journey performed by officials on tour within the State, they would be entitled to mileage allowance at a rate of Rs 6 per km for taxi or car as per their respective entitlement. Also, they would be entitled to a mileage allowance at a rate of Rs 3 per km for other modes of conveyance for journeys between office or residence and bus stand or railway station or airport at headquarters.

Sainik School admission exams on January 9

The All-India Sainik Schools Entrance Examination for admission to classes VI and IX in Sainik School, Kunjpura, for the academic session 2005-06 will be held at Kunjpura (Karnal), Rohtak and Delhi on January 9, 2005.

The question papers prepared by the Defence Institute of Psychological Research, New Delhi, for admission to class VI would be in English and Hindi, while the question papers for class IX would be only in English. However, the medium of instructions in the school after admission would be in English only.

The boys born between July 2, 1994, and July 1, 1995, (both days inclusive) were eligible for admission to class VI and those born between July 2, 1991, and July 1, 1992, (both days inclusive) were eligible for admission to class IX.

As many as 100 seats for class VI and 30 seats for class IX were likely to be available for admission.

The prospectus-cum-application form can be obtained from the school with effect from October 1. It can also be obtained by post through a demand draft drawn in favour of Principal, Sainik School, Kunjpura, payable at the State Bank of India, Kunjpura.

The application forms, duly filled, should reach the school office by November 20, he added.

2 drivers crushed under truck

Karnal, September 20
Two truck drivers were crushed under another truck on the national highway near Shamgarh village, 9 km from here, this morning.

As per information available, a snag had developed in a truck (HP-13-0247) coming from Himachal Pradesh. The driver of the truck, Om Prakash, son of Roop Lal, a resident of Galog (Solan), came out of the truck to seek help.

Soon, another truck (HP-14-6109) also coming from Himachal Pradesh stopped to help him. The driver of the truck, Jaswant Singh, son of Nanak Chand, a resident of Bhatrog (Solan), came out of the truck and asked Om Prakash about the problem.

As they were jointly planning to repair the truck standing at the right side, a third truck coming from the backside crushed them to death, police sources said.

The driver of the third truck fled. However, the police has recovered the truck. An FIR was registered and a hunt was launched to nab the truck driver.

Authorised ‘masti’ at college

The authorities of Mukand Lal National College had surprise for the students, when the Principal announced: ‘Today there would be no classes, but dance and masti’.

A function was organised on the college premises to celebrate the award of ‘Centre for Potential of Excellence’ to the college by the University Grants Commission.

The Principal, Dr Ramesh Kumar, announced, "All the students would get a packet of ladoos, eatables are available at discount and there would be no classes today". The college authorities had arranged a disc jockey (DJ) from Delhi.

After the assembly was over, the students danced for hours on the tunes of latest Hindi and Punjabi songs. Classes would be held as per the time-table tomorrow.

Mr Verma, it may be mentioned, had reportedly gone on leave from the office of the Administrator, HUDA, Gurgaon, in the wake of the controversy of the sale of commercial sites at Gurgaon in an auction that took place on May 24. However, on his return from leave, the state government has again given him the same posting.

They had been awarded for being outstanding entrepreneurs in the small-scale sector.

In a statement issued here today, a vice-president of the NUJ(I), Mr Ashok Malik, said a news item published in The Tribune on September 20 from Rohtak that Mr Varinder Chauhan and others had been elected as the office-bearers of the HUJ was wrong. He said an ad hoc committee had been appointed by the NUJ under the convenership of Mr Shivaji Sarkar, a vice-president of the NUJ, to look after the affairs of the HUJ.

He said the committee was still to conduct the elections of the HUJ. Therefore, if anyone claimed to be the office-bearer of the HUJ, the claim was false.

Guru Gobind Singh stayed here as a child

Lakhnaur Sahib Gurdwara has a rich Sikh history as Guru Gobind Singh had stayed at Lakhnaur village as a child.

A booklet on the gurdwara states that Lakhnaur Sahib is the paternal place of Mata Gujari, wife of Guru Tegh Bahadur. Guru Gobind Singh’s maternal grandfather, Bhai Lal Chand Subhikhiya, and maternal uncles, Kirpal Chand and Mehar Chand, were residing here along with Mata Gujari.

The booklet, qouting Sikh scholar Bhai Veer Singh, states, “This is a place where Shah Arfdeen, Pir of Karnal, and Syed Shah Mira Bheek Sinhanvi paid obeisance to Guru Gobind Singh.” This is a holy place of the Sikhs, being the residence of the maternal grandparents of Guru Gobind Singh and the home of the in-laws of Guru Tegh Bahadur.

Lakhnaur village is situated on the Ambala-Lalana road (Gujari Marg), which is four and a half kilometres from Ambala Cantonment. The area had earlier been under the control of the Patiala Estate. It is believed that the old names of Lakhnaur were Lucknavti, Luckhunpur or Lakhinagar.

It is said that in 1499 AD Guru Nanak visited this place during his first pilgrimage. At that time, one of the forefathers of Bhai Lal Chand Subhakiya, maternal grandfather of Guru Gobind Singh, paid obeisance to Guru Nanak and became his staunch disciple.

The booklet states that after Guru Nanak, his son, Baba Shri Chand, visited this place many times. When Guru Hargobind stayed at Kartarpur, Bhai Lal Chand Subhakiya left Lakhnaur and joined him at Kartarpur. Through Baba Shri Chand, Bhai Lal Chand sought the consent of Guru Hargobind to marry Guru Tegh Bahadur to his daughter, Mata Gujari.

It is mentioned in “Guru Bilas Patshai Chhevin”, written by Mahakavi Sohan, that the marriage of Guru Tegh Bahadur was solemnised with Mata Gujari, daughter of Bhai Lal Chand Subhakiya, on ‘Assu’ 15, Samvat 1688, at Kartarpur. After that, Bhai Lal Chand left Kartarpur and again started to live at Lakhnaur.

The booklet states that Guru Tegh Bahadur became the ninth guru of the Sikhs in Samvat 1722. In the next year, Guru Gobind Singh was born at Patna. In Samvat 1728, when Guru Gobind Singh was five years old, Guru Tegh Bahadur sent Mata Gujari and Guru Gobind Singh to Punjab. On their way to Punjab, they arrived at Lakhnaur through Kurukshetra and stayed here for some time.

Thereafter, Mata Gujari and Guru Gobind Singh left ‘langar’ vessels, cots and ‘astra-shastra’ at Lakhnaur and proceeded to Punjab. All these articles are still present in Gurdwara Lakhnaur Sahib. There is also an old ‘Hukumnama’.

In Samvat 1732, when Guru Tegh Bahadur left Anandpur for Delhi for ‘atam balidan’, Mata Gujari and Guru Gobind Singh along with other family members arrived at Lakhnaur. During his stay at Lakhnaur village, Guru Gobind Singh learnt to handle weapons.

Guru Gobind Singh, who resided at Lakhnaur as a child, used to play ‘khido-khundi’, ‘gatka baji’, ‘teer-andazi’, ‘neja baje’, ‘dhal talwar’ and practice on other weapons.

Man stoned to death

Ajay Pal (34), a shopkeeper in Pali village, 16 km from here, was stoned to death by unidentified persons on Saturday night. He was found lying in a pool of blood yesterday on the roof of a public structure near his shop where he had slept on Saturday night.

Besides, the police recovered the body of an old sadhu from a well near the structure. It is suspected that the sadhu too had been done to death by the assailants who threw his body into the well after murder. The motive behind these killings could not be ascertained.'

The Khol police has registered a case. The police was making efforts to establish the identity of the sadhu.

Mahasabha seeks ticket for Brahmins

The Akhil Bharatiya Brahman Mahasabha today demanded that each political party must allocate tickets to Brahmin candidates for the coming Haryana Assembly elections.

Mahasabha national president Naresh Dutt Sharma said today that the parties must give tickets to 15 Brahmin candidates. “We are going to take a decision regarding the winning Brahmin candidates at a meeting to be held on September 26,” he said.

Mr Sharma claimed that no political party can win power by being indifferent to Brahmins. “If at all such a party does come to power, then they cannot continue in office,” he said. “We will oppose any political party which does not give tickets to Brahmin candidates,” he added.

Mr Sharma did not rule out the possibility of the mahasabha fielding its own candidates in case no political party acceded to their demand.

Mr Sharma said reservation of seats has led to a sorry situation with people living in reserved constituencies unable to exercise their full franchise. “1081 Assembly seats and 120 parliamentary seats are reserved. We need to introspect on this issue,” he said.

Tiranga Yatra to arrive on September 23

Former Ambala MP Ratan Lal Kataria said today that preparations were on for the Tiranga Yatra, which will arrive here on September 23.

Mr Kataria said that the yatra would be received at Shahpur. “The yatra will arrive at Ambala Sadar in front of PNB where a major rally will be addressed by Ms Uma Bharti”, he said. TNS
