Online NDMC a flop show? New Delhi, September 20 Initially, the council toyed with the idea
of starting a unique facility for the residents of Lutyen’s Delhi - the
ambitious Interactive Voice Recording System (IVRS). Some computers were
used in setting up the new system. But the system was meant for the
computerised recording of grievances of the residents. However, the
system reportedly is impractical. Later, the council tried to cover its
failure to convert the IVRS into interactive website. That website
exists, but not in interactive condition. As a matter of fact, the
website has nothing to offer. There is hardly any relevant information
in the website. The actual situation is that most of the computers have
become junk because of lack of use for years. The President of NDMC’s
Workers Federation, Mr Ganga Ram, said that the NDMC was playing
computer games in the name of computerisation for more than five years.
Even the Municipal Corporation of Delhi (MCD) was far ahead in this
front. “There is everything online there. And there is no need to stand
in long queue to pay your water and electricity bills and property
taxes,” he said. Even birth and death certificates can be obtained
online. When contacted in this regard, the Director (PR) of NDMC, Mr
Madan Thapliyal, said that it is true that our computerisation process
is slow but “we are trying to come up with innovative schemes in this
field.” “We are now going to establish a Citizen Facilitation Centre
(CFC) cum call centre at Shahid Bhagat Singh Place with a phone number
with 8 hunting lines connected with online computers,” he said.

officials promise to expedite issues New Delhi, September 20 He is also planning to improve the corridor at SPM Mukherjee
Marg, the wall City Museum and the Lahori Gate. The Minister said that
most of the issues had been resolved in a meeting with the Municipal
Commissioner. The MCD officials agreed to take immediate action on the
pending issues. Mr Sibal also met the Union Minister for Urban
Development, Mr Ghulam Nabi Azad, and discussed the issue of the
regularisation of godowns situated in the rural areas adjoining the G.T.
Karnal Road. |
Massive illegal constructions put MCF in the mire
Faridabad, September 20 The Punjab and Haryana High
Court has issued notice to the civic body and the Haryana Urban
Development Authority (HUDA) to submit their reply in response to the
PIL filed by a social activist, against the unauthorised constructions
and opening of back-door entries on the dividing roads in some of the
residential sectors here. The court will take up the matter on October
22. In the PIL, the petitioner, Mr K.L. Gera, a resident of Sector-
15-A here, has alleged that the dividing roads in several sectors of the
town had been turned into commercial areas by the residents and the
construction mafia, in connivance with the officials of the civic body
and HUDA. According to the rules laid by the District Town Planner, no
showroom or market of any sort could be made on the dividing roads of
the sectors, whose width had been about 100 feet and there had been no
provision of granting any permission by the authorities concerned. It
is pointed out that the house owners in various sectors, including those
located on the Court Road in Sector- 12, Sector-11, 10, 9, 8 and 7, have
built shops and showrooms at the back of their plots touching the
dividing roads. It is claimed that these persons had not only made
illegal commercial spots but had also occupied the green belt, lining
the dividing roads. This causes pollution and ruins the environment. It
is pleaded that all the unauthorised constructions on the dividing roads
be removed as had been done in Sectors like 15 and 15-A, earlier. It is
stated that the petitioner had approached the authorities, but the
respondents had not taken any action against the encroachers. It has led
to a rise in the number of accidents, traffic jams and other related
problems besides giving a message that the authorities might be in
collusion with the guilty. |
Two robbers shot dead in police encounter
Meerut, September 20 The police recovered
Rs 21 lakh in two bags. The Senior Superintendent of Police Meerut, Mrs
Anju Gupta, has recommended an out-of-turn promotion to two constables
who had played a key role in the encounter. The DGP of UP Police has
also announced a cash reward of Rs 20,000 for the police party. Both the
constables Aman Kumar and Subhash got bullet injuries and were admitted
to a local nursing home. The SSP said in a press conference that some
robbers shot dead the driver and brothers of a Delhi-based trader and
robbed Rs 21 lakh near Incholi village at Behchola turn on Meerut-Mawana
Road. The message was flashed on walkie-talkie at 12.08 pm. The SSP
ordered for a checking in the whole district. It was noticed that the
robbers headed towards city. Two robbers on a Splendor motorcycle were
intercepted by two constables near Gandhi Bagh crossing. The robbers
opened fire on the constables when they tried to stop them. Both the
injured constables again chased them and flashed the location of
gangsters on walkie-talkie. Meanwhile, CO I- CO II and Inspector Sadar
Bazaar, with a heavy police force also chased the robbers. Both the
robbers then entered a farm near Robta Road and opened fire on the
police party. The police also retaliated. In exchange of fire, both the
robbers were shot dead. A sum of Rs 5 lakh in one bag and Rs 16 lakh in
another bag was lying by their side. Soon after the encounter, Dy IG
Meerut range, Chandrika Rai, SSP and SP City visited the spot. Dy IG,
SSP and IG Zone Mr Mumtaj Ahmed also announced a reward of Rs 17,500 for
the police party. |

New Delhi, September 20
Satta-happy cricket buffs arrested The Crime Branch
of the Delhi Police today claimed to have arrested five suspects who had
allegedly bet on a cricket match between India and Pakistan, played in
England yesterday. The suspects have been identified as Pramod Kumar,
Mahesh Kumar Jain, Pradeep Bali, Praveen Kumar and Sani. The police
received a tip-off that bets were being placed on the cricket match in
Guru Nanak Apartments in Pitampura. The information was developed and
the sleuths zeroed in on the flat where the betting was on. In the
ensuing raid, the suspects were arrested. They had played a satta of Rs
30 lakh. Seven mobile phones, a recording machine and some papers
related to satta were recovered from their possession, the police said.
Out-of-turn promotions The Commissioner of Police, Delhi, Dr. K. K.
Paul, today awarded out of turn promotion to constables Gorakh Nath and
Charat Lal of Central district for their role in the investigation of
Pushkin Chandra murder case. Constables Priyavart and Rajender of
South-West district have been honoured for their excellent work in
solving the blind murder case of Dr Gyan Prakash Batra. Constable Ajit
Singh of the Crime Branch has been promoted for his role in the
investigation of a dacoity of Rs 2 crore at the ICICI Bank, which was
being carried by Brinks Arya Pvt Limited.
New electric sub-station The
Chairperson of the NDMC, Mrs Sindhushree Khullar, inaugurated an
electric sub-station at Bapa Nagar this morning. The 11 KV Sub-Station
has been established at an estimated cost of Rs 65, 18, 500, including
the building cost of Rs 9, 76, 300. Mrs Tajdar Babar, MLA from Minto
Road Assembly constituency and Vice-Chairperson of the NDMC, was also
present at the inaugural function. Speaking on the occasion, Mrs Khullar
said that with the commissioning of the new sub-station, the reliability
and quality of electricity supply will improve in Bapa Nagar and Kaka
Nagar areas. To meet the demand of Bapa Nagar, Kaka Nagar and
surrounding areas, this sub-station has been established, she said. |
Woman burnt to death, case not filed even after 10 days Ghaziabad, September 20 Shahabudin of Chilsera village in Farukhabad had married his daughter Madina, 18, to Iqbal, son of Ali Mohamed of Maithri village, Eta. But soon after the marriage, the in-laws had started harassing Madina to bring Rs 2 lakh from her parents. Madina was then subjected to cruelty. Shahabudin had given a dowry of Rs 2 lakh at the time of his daughter’s marriage. He had given Rs 40,000 to Iqbal six months ago. But a demand for another Rs 1.60 lakh was made soon after. Things came to a boil on September 9 when kerosene was sprinkled on Madina at mid-night and a match was put to her. Some neighbours and her uncle Imamuddin then rushed to her house on hearing the shouts. She was rushed to a Kaushambi hospital where she gave a statement in the presence of a doctor, an SI and Imamuddin that she had been fast asleep. When she woke up, she found herself engulfed in flames. She was shifted to Guru Tegh Bahadur Hospital where she succumbed to burns in the morning next day. Madina’s father Shahabuddin has alleged that his daughter had been killed by Iqbal and his parents as she could not bring more dowry. He has been going to the Indirapuram police station daily since September 11, but the police have not registered the FIR yet. While SO Indirapuram police station, S.P. Singh contends that the SDM’s report and postmortem reports are still awaited, Shahabuddin is now seeking SSP J.N.Singh’s help in the case. |
22 hurt in collision
Noida, September 20 Both the vehicles were being driven at a
high speed. While there was a green signal for the bus, the trailor hit
the bus in the middle as a result of which the bus turned. The front
portion of the trailor (engine driver cabin) was left dangling
precariously in the air about 10 to 15 ft high from the ground with the
impact of the accident. The injured were rushed to Sumitra Hospital.
Judging from the serious collision, the passengers and the crew members
had a miraculous escape. Only six persons are in hospital, the rest have
been discharged after first-aid. Truck trailor No.HR-38-5750 hit the
bus No.UP-14-2663 right on the NTPC crossing. |
Rs 7 crore worth of fake medicines seized
Ghaziabad, September 20 The police claimed to
have busted a factory manufacturing the medicines on a large scale.
Considerable quantity of raw material used for manufacturing the
medicines was also seized along with the machinery and equipment from
the factory. The police said that the drugs and medicines manufactured
in the factory were exported to foreign countries also. The proprietor
of the company, an NRI, is reportedly absconding. Dy SP border Dinesh
Yadav said that the police had got information that a fake medicine
factory was functioning in Kad Kad Model village. The factory was
raided by a joint team of SOG and Link Road police yesterday evening.
Five persons, Ravi Malik, son of Jagdish Swaroop of C-28, Ram Prasth,
Krishen Kumar, son of Sardari Lal of B Block, Ram Prasth, Kanhya, son of
Hira Lal, Dharmendar, son of Sibhe Singh of Kad kad Model village and
Raju Singh, son of Prithvi Raj of Shahid Nagar were arrested from the
factory. The factory was functioning from the house of Subhe Singh
Raghav. Fifty cartons of Proctor & Gamble, 70 of Vicks Vaporub and
Vicks Inhaler, 400 cartons of Johnson and Johnson and 60 cartons of baby
oil, one truck-load of mosquito repellents, and large quantity of oral-B
tooth brush were seized from the premises. Thirty bags of empty bottles,
large quantity of wrappers, raw material and packing machines were also
recovered. The police said the proprietor Radeep Malik, an NRI, had
been working here for the last eight months. The CO border said the
products of this factory were exported to New York, Malaysia, Bangladesh
and Pakistan. The police are trying to nab the proprietor of the
factory. |
Legal corner SC upholds quashing of notification on ‘Phool Walon Ki Sair’ Tribune News Service
New Delhi, September 20 The Delhi High Court had quashed the notification on the ground that the mandatory proceeding to hear the persons whose land was being acquired, was dispensed with by the Government without recording the urgency or the need for such dispensation. Dismissing the appeal of the Union Government challenging the High Court order, the Supreme Court Bench, comprising Justice N. Santosh Hegde, Justice Ashok Bhan and Justice A. K. Mathur, said the notification was bad in law, as the inquiry proceedings under Section 5A of the Land Acquisition Act had been given a go by without any reason being recorded for that. The annual festival of ‘Phool Walon Ki Sair’, started during the Mughal reign, had got discontinued but was revived in 1961 on the initiative of Nehru to focus on the spirit of secularism. An organisation called ‘Anjuman-Saire-e-Gul-Faroshan’, of which the President of India is the chief patron, took charge of organising the annual festival and had requested the Delhi Government to allot it a huge tract of land at Mehrauli in south Delhi for organising the festival. |
Rally against ‘anti-employee’ policies of Haryana govt today
Faridabad, September 20 Stating this, the Sangh district president, Mr Subhash Lamba, said
that the protest was a part of the ongoing agitation of the government
staff against various decisions of the government recently, which had
left several thousand employees retrenched and their posts abolished, he
claimed. Alleging that the state government had been trying to retrench
more employees by abolishing several posts in the departments like the
offices of the deputy commissioners, health department, besides closing
some of the tourist complexes of Haryana Tourism. He said that the
authorities had been planning to give the sack to about 4,000 workers of
the Forest Department and another 2,500 Anganwadi employees. He said
the government claims on employment sound hollow as instead of providing
jobs, it was snatching the jobs of those who had put in several years of
service and at this stage, they would not be able to get other
job. According to the Sangh, although the authorities had promised to
consider favourably the policy of regularising the ad hoc staff, removal
of salary anomalies, there were many issues which remain to be
addressed. Claiming that the agitation would continue, he said the
Sangh would hold a state-level rally at Bhiwani on October 17. |
BHEL gets Vishwakarma Rashtriya Puraskars New Delhi, September 20 Various modifications in manufacturing systems and processes, undertaken by these awardees have resulted in a cumulative saving of about Rs one crore to the company, a release claimed. In addition, four `National Safety Awards’ have been won by BHELL’s Trichy Plant for outstanding achievements in terms of longest accident-free period and lowest accident frequency rate at their works. Significantly, BHEL and its employees have been winning both these prestigious national awards, instituted by the Union Ministry of Labour, consecutively since their inception. Five ‘Vishwakarma Rashtriya Puraskars’, under different categories, have been shared by 11 employees from BHEL’s units at Trichy and Hardwar, for their innovative suggestions, leading to cost reduction, higher productivity, import substitution etc. Notably, Mr Nand Kumar, a Vishwakarma award winner, developed an improved machining process for gas turbine inner rings, resulting in increased productivity and recurring savings of nearly Rs 12 lakh per year. |
Child loses mother before birth
Mundali (Meerut),
September 20 Soldier Mohd. Arif had been missing and
was later declared a deserter during Operation Vijay in Kargil in 1997.
However, he was subsequently traced to Central Jail in Rawalpindi,
Pakistan. His family members faced a lot of humiliation in society as
the Indian Army declared the soldier a deserter. By the time the Indian
government managed his release, Sapper Moh Arif of Bombay Group, had
already lost his mother while his wife Guriya who had spent just six
months with Arif, married someone else at Pataudi in Haryana. Guriya
also became pregnant while staying with his second husband. As Arif
returned to India, a debate started about Guriya’s future as to who is
her real husband since Arif had not divorced her yet. After his return,
Arif also expressed wish to take back his wife, but Guriya refused as
she was going to be a mother of a child. Some maulvis also issued
fatwas on this issue. A mahapanchayat was called to discuss the matter
in village Naurangabad near Meerut. After a marathon panchayat session
lasting late in the evening, it was decided by the panchayat that Guriya
should go to Moh Arif. But the panchayat could not decide the fate of
the unborn child. In an exclusive conversation with ‘The Tribune’, Arif
said that he liked the company of his wife. Besides, he said the child
should be given to his father after 10 days of his birth. He refused to
accept the child. While Guriya told ‘The Tribune’ that she was not
happy at all and decided to go back only to respect the wish of
religions persons and for the sake of Islam. |
Maintain dignity of democracy: Minister New Delhi, September 20 Speaking on the occasion of the prize distribution function of the 7th National Youth Parliament competition for Jawahar Navodaya Vidyalayas, the minister said that the country had entered the modern world after decades of struggle against foreign dominance. It is, therefore, the prime duty of all citizens to continue to strive for the maintenance of the dignity and unity and integrity of the nation. The Jawahar Navodaya Vidyalayas, including Dhansura, Sabarkantha, Gujarat, won the Running Parliamentary Shield and Trophy. Merit trophies to seven Vidyalayas were also given for standing first in their respective regions. Addressing the participants, he said that democracy was not an heirloom or static and imperishable system. It is an activity and a constant challenge and a continuum. Every citizen has to be aware and vigilant to safeguard this delicate system. After observing the Youth Parliament sitting staged by the students of Jawahar Navodaya Vidyalaya of Dhansura, Mr Pachouri appreciated the quality of debate, the dignity and decorum of the proceedings and the valuable points chosen for discussion. Computing and Management (IACM) and Thomson Prometric, it is catering to
the requirements of the schools for various courses exclusively through
online, a release claimed. ‘Dakshankan’ is catering to the micro-level
text and focussing on the grey and green areas of the students. The
service is using information technology and is based on the unbiased
introspection of individuals. The evaluation programme has been
developed as per the syllabi of the CBSE. With the use of ‘Dakshankan’,
a Sanskrit word signifying competence, introspection of individuals for
better learning, comprises examinations available in a chapter-wise,
module-wise and course-wise breakup. Testing one chapter of every
subject everyday on ‘Dakshankan’ and thereafter, repeating the test
again and again will make a student confident. ‘Dakshankan’ is a tool
which allows you to sharpen your axe of knowledge and understanding as
much as you want, the release said. |
Lok Adalat settles 921 cases
Faridabad, September 20 According to Mrs
Anita Dahiya, Chief Judicial Magistrate, Faridabad, a total of 820 cases
were settled by the Adalat in Faridabad, while about 101 cases were
disposed of at the Adalat held in Palwal, the same day. She said a
compensation of about Rs 44.53 lakh was paid in about 38 cases of the
Motor Vehicles Accident Act. A fine of about Rs 4.65 lakh was also
released. Besides, 565 summary cases, 141 criminal cases and 76 civil
cases were also decided in Faridabad. |

New Delhi, September 20 Elections to the students union were last held on
the campus in 1997. The students in JMI have since then been pressing
for what they call the restoration of their “democratic
right”. “Students in JMI are being denied their right to form a union,
which will take up the cause of the students. We have been asking the
administration to allow us to form a union like in the other
universities, including the JNU and the Delhi University,” said Tausif,
who looks after the NSUI’s unit in JMI. “We have full faith in the
Vice- Chancellor and even today he reiterated that he is keen on
allowing elections on the campus. The dates will be finalised only when
the committee that has been set up files its report,” he added. The VC
had earlier constituted a committee for the reconstitution of the
students’ elections, which included academic members of the university,
to file their report on the feasibility of allowing elections. “The
Committee includes some teachers who think that once the union is
formed, students form a pressure group that later threatens the
teachers. We want to tell them that a union can have academically
inclined students, who will take up the cause of the students and not
resort to violence. Students unions protest in all universities when the
need arises, but it does not mean that students are turning violent,”
added Tausif. |
Hospitals replacing mercury-based medical gear
New Delhi, September 20 Toxics Link, an environmental NGO, in its report ‘Lurking
Menace: Mercury in the Health-care Sector,’ has revealed the serious
threat posed by mercury present in equipment like sphygmomanometers and
thermometers to healthcare workers and patients alike, on account of
faulty handling and disposal of the highly toxic metal during routine
equipment breakages. With the report Toxics Link had brought to notice
that mercury, which is widely used in the health-care sector, is usually
handled without any protective gear. |
