Crime Branch to look into Karkardooma scuffle

The matter pertaining to a recent scuffle in the Karkardooma court complex, following a flare-up between a group of lawyers and a sub-inspector, has been transferred to the Crime Branch of the Delhi Police for investigation.

On September 10, Dinesh Kumar, a sub-inspector posted in the women cell of Northeast district, had gone to the Karkardoom court in a case hearing. As he came out of the court, he got into a brawl with a lawyer, Ravinder Kumar. In the ensuing scuffle, Ravindra Kumar slapped Dinesh and the latter retaliated by slapping the former. Later, Ravindra Kumar’s colleagues joined in and thrashed the sub-inspector who took refuge in the court of Assistant Sub-Judge S P Garg.

But the lawyers, refusing to relent, reportedly chased him into the courtroom and gave Dinesh Kumar another beating in front of the judge. Later, the police was informed who intervened and rescued Dinesh Kumar.

Following the incident, the lawyers had gone on an indefinite strike demanding action against the sub-inspector. They had further demanded that the SI should be suspended and a departmental inquiry be instituted against him. The lawyers have also demanded that an FIR be registered against Dinesh Kumar and her be arrested on non-bailable charges for hurting the lawyers.

According to the DCP Crime, Mr Tajender Luthra, “Presently the case is registered under the act of riots. Both the lawyer and the sub-inspector are party in that case. We are investigating the matter and, at this moment, it is very difficult to say anything about who is at fault.”

This is not the first incident of its kind involving the lawyers and a police official. Last month, the lawyers in the Tis Hazari courts had beaten the SHO of New Ashok Nagar police station over a minor dispute.

Anxious traders want re-look at shop timings

Concerned over the consequences of working late hours all seven days of the week, a section of traders has asked the government to reconsider its decision to extend the working hours of shops till 11 p.m.

The new shop timings are slated to come into effect in the Capital from September 15, pending which a traders’ body has asked the government to set up a joint committee consisting of shopkeepers, consumers, police and transporters to examine the issue and take a final decision.

Criticising the government for “arbitrarily” taking the decision to allow shops to remain open till 11 p.m., the Confederation of All India Traders (CAIT) said it would worsen the law and order situation and harm the family life and health of shopkeepers.

“The important decision has been taken arbitrarily without taking the traders, industry and citizens into confidence,” the CIAT said in a memorandum to the Chief Minister, Ms Sheila Dikshit.

It asked the government to set up a joint committee comprising trade and industry representatives, consumers and concerned agencies to examine the issue afresh and not enforce the new timings until its recommendations came in.

Expressing fear for the security of traders, the CIAT said that since banks do not accept cash at late hours, the traders will have to carry the day’s earnings home, making them susceptible to anti-social elements.

They also pointed out that since shops will have to be run in double shifts and new employees cannot be given independent charge immediately, old workers will have to put in extra hours, thus affecting their health, the CIAT said.

The new timings, the CIAT said, would also affect the family life of both the shop owners and the employees, considering that they would be spending more hours working than with their families.

Travelling at odd hours is also expected to affect their budgets since buses and auto-rickshaws are hard to find at late hours.

“Even the government seems to have acknowledged its erroneous decision in making the announcement without examining all pros and cons. First, the new timings were to come into effect from September one, but the government itself deferred the decision to September 15,” said the General Secretary of CIAT, Mr Praveen Khandelwal.

He claimed that at least 10 government departments, which are connected with the move, have raised objections. “We have sought appointment with the Chief Minister and the Lt-Governor, Mr B. L. Joshi, to present our point of view,” Khandelwal said.

Youth gets life term for killing pregnant wife

A city court today has sentenced a youth to life imprisonment for smothering to
death his eight-month-old pregnant wife for bringing inadequate dowry and suspecting
her fidelity.

Additional Sessions Judge R. K. Yadav also imposed a fine of Rs 2,000 on the convict, Bhupinder, 26, after finding him guilty of murdering 22-year-old Seema.

The court noted that the prosecution had established cruelty and murder charges against Bhupinder beyond any doubt. Since his dowry demands were not fulfilled, Seema had became an eyesore. Circumstances make out a complete chain of evidence that it was Bhupinder and no one else who had smothered his wife to death.

Bhupinder had married Seema on April, 18, 2000. He used to beat and verbally abuse her for not getting him Rs 30,000 as dowry, the police said, adding that since she used to joke with his brother he was labouring under the misconception that she had an extramarital affair. On the intervening night of May 11/12, 2002, Bhupinder smothered Seema to death with a pillow. Medical tests proved that she was eight months pregnant at the time of her death.

However, the court acquitted him on the charge of demanding dowry as the prosecution could not prove the charge.

Two get 30-month RI for injuring CRPF personnel

A city court has sentenced two persons, who had injured two CRPF personnel while trying to pick their pockets, to 30-month rigorous imprisonment.

Additional Sessions Judge O. P. Saini also ordered the convicts, Madan Lal and Mahinder Singh, to pay a fine of Rs 4,000 each. On the night of April 17, 2000, CRPF Constables Sanjay and Vijay Kumar had been travelling in a bus on route number 761 when Lal and Singh, with their accomplices, tried to pick the pockets of the cops.

When the CRPF personnel tried to grapple with them, they managed to flee after injuring the cops. Later Lal and Singh had been apprehended by the police in an Arms Act
case. During the Test Identification Parade in that case, the CRPF constables had identified the duo.

Though the police had registered a case of attempt to murder against Lal and Singh, the charge could not be proved. The court convicted them for injuring the CRPF personnel.

3-point formula to beat traffic snarls

The authorities have decided to wade into one more novelty to beat the traffic snarls in the city. The new concept will be implemented in three stages.

Three points in the city: Mahavir Chowk, Gurdwara Road and Mehrauli-Gurgaon Road will occupy the attention of the authorities in the first leg.

Besides, the autorickshaws and the roving vendors, who block the smooth movement of traffic, have also come under scanner. They would feel the heat in the coming days in case they continue with their errant ways.

There is a plan to widen a small stretch on Mehrauli Road near Mahavir Chowk by incorporating a part of the land of the Police Lines Ground. This is in order to allow a parking space for three-wheelers.

Mahavir Chowk is always a scene of traffic snarls. The congestion is mainly due to the unorganised parking and erratic movement of three-wheelers. Mehrauli Road and Old Delhi Road which converge at the chowk in the heart of the city present a disorganised scene due to obstructions to the free flow of vehicular traffic.

To cap it, the adjoining Mata Road which houses the General Bus Stand is also affected by the unregulated movement and parking of the three-wheelers.

The intense traffic jam around Mahavir Chowk has another spin-off: the area is subjected to the worst air and sound pollution. The main market, the Police Lines, offices and residences of district officers, the district Civil Hospital and a senior secondary school are at a stone’s throw from Mahavir Chowk.

Besides, the jams come in the way of possible security operations during the time of any emergency.

Gurdwara Road is tipped to get a face-lift which would again take care of the floating vendors and the unregulated movement of the three-wheelers. This road is also one of the widely used stretches by the city dwellers.

The authorities also plan to bring sanity on Mall Road.

According to many, the authorities have made several moves in the recent past to decongest the roads, especially in old Gurgaon city.

The three-wheelers, including rickshaw pullers and vendors, are considered to be main defaulters. However, they are subjected to only temporary regulations. They ignore the authorities after a while.

There are also reports to suggest that some vested interests, including leaders of ruling political parties, are humoured by the vendors and owners of makeshift shops on the roads so that they could continue with their erratic behaviour.

Cong leader pooh-poohs Chautala’s foreign junket

Senior Congress leader and MLA from Palwal, Mr Karan Singh Dalal has described the ongoing tour of Haryana’s Chief Minister to Pakistan as a political gimmick and wastage of state funds.

He has demanded the resignation of the Chautala government for its alleged inability to tackle the acute problem of power and water.

Speaking to The Tribune on phone today, Mr Dalal alleged that the Chief Minister was perhaps more concerned about strengthening his personal links abroad and gain political mileage in view of the elections in the state next year. The Chief Minister was hardly bothered about the people of the state, who had been facing hardships due to

acute shortage of drinking water and electricity these days, Mr Dalal said.

Ridiculing that while the people of Haryana were thirsting for water, the Chief Minister and his officers were busy in bringing ‘water’ from the birthplace of saint Bhai Kanhaiya in Sialkot district of Pakistan on the occasion of his 300th birth anniversary.

Advising the Chief Minister to first take care of the people who had voted him to power, Mr Dalal claimed that the residents in both urban and rural areas were not getting adequate drinking water and power. The situation had failed to improve despite the promises by the state government.

He said the reports from various parts of the state indicate that people had been forced to buy drinking water. To cap it, power crunch had been affecting not only the agriculture sector, but had also disrupted the industrial production, especially in the southern parts of the state.

The Congress leader said there was hardly any section of society that had not been affected by the government ‘failure’ to provide the basic amenities.

Mr Dalal claimed that the influential people in the state had taken recourse to ‘extortion business’ over the past five years.

He alleged that an industrialist here had been working as ‘stooge’ for the extortionists, and instead of raising the demand of basic amenities and power to the industry, the person had been collecting money.

Mr Dalal is in the seven-member committee, appointed by the general secretary of the Congress, Mr Janardhan Diwedi, to prepare a chargesheet against the Chautala government on the various acts of omission and commission.

He said that the committee members will be touring Faridabad district on September 15, to enquire and collect information about the

‘irregularities’ regarding tax evasion, extortion, auctioning of various projects, illegal property and mining of sand and other material in the area.

He claimed that the present rule had no moral right to remain in power, in view of the ‘malfunctioning’ of the administration.

The 21st International Human Unity Conference was inaugurated at Kirpal Bagh, here yesterday by Sant Rajinder Singh Ji Maharaj, President, World Council of Religions.

Addressing the vast gathering, he stated that the purpose of the conference was to know that although we may have different religions, occupations, cultures, and that our external lives may be different, there is only one true reality within all of us. Genetic research carried out by scientists has also shown that over 99 per cent of our genes are the same, and that it is less than one per cent difference in our genes that has brought about so much diversity in the human race. We are all born from one source that enlivens our mind and body. Our soul is a drop of God. The paradox of spirituality is that of the drop merging in the ocean of God. When we experience the soul, we realise we are one, in spite of our exterior differences.

Dr Margaret Czzerny from Austria spoke about “meditation as a tool for non-violent conflict resolution” and the International Human Unity Conferences (IHUC). The first IHUC was organised in 1974 at the Ram Lila Grounds, Delhi, by Sant Kirpal Singh Ji Maharaj.

Reverend Patrick Motilal of the Free Church, New Delhi, said that God made us alike but we have separated from one another.

He paid tributes to Sant Kirpal Singh Ji Maharaj, the founder President of the 1st International Human Unity Conference.

He carried Sant Kirpal Singh’s printed messages in his Bible for inspiration. Swami Sudhamanand Ji Maharaj from Geeta Bhawan, Rishikesh, said that saints come to unite people with the right messages.

The 6th Free Cataract Operation Camp was also held at the conference with the Grace of Sant Rajinder Singh Ji Maharaj in which 255 patients were identified for free operation.

An open sesame to fun-filled fantasy

The story opens with all the fairy folks living in a large cave underground. Once led by the kind and wise Mrs Claus (whom they fondly call Mrs C, and who has suddenly left them), they have now lost their magic and are forced to carry out their good deeds in the world from their underground home.

4 die as dengue, malaria strike in Loni

Four persons who had been ailing for many days have died in Loni while more than two dozens are down with malaria and dengue.

A team of doctors has been asked to pinpoint the cause of their death. People allege that diseases in epidemic forms are breaking out due to unhygienic conditions.

In village Alipur Loni development block, Teja 65, Meenu 14, daughter of Balkishan and in Mandola village, Ravi, 12, son of Sant Ram and Kirti Sharma, 5, had been suffering from fever for last many days.

While Meenu and Ravi were being treated in general hospital Delhi, and SGTB hospital Shahadara, Teja and Kirti were being treated by the private doctors in their village. Besides, Sonu, 12, daughter of Pappu Gupta and Anaro, 70 have died in Delhi hospitals. They all belonged to Mandola village. In their blood test in Delhi’s Ganga Ram Hospital and Apollo Hospital, symptoms of dengue were found.

Satish, 32, son of Ramchander and Bhopa, 55, of Alipur village and Brijesh Tyagi, Anil, Mukesh and Rakesh and many others of different villages and colonies had all been down with malaria and dengue for the past fortnight.

People allege that due to unhygienic conditions, water has filled up ponds, breeding mosquitoes.

It has resulted in people being bitten by mosquitoes. The administration has not sprayed any insecticides or pesticides. No health camps were organised either.

The team of doctors has been deployed to point out the cause of several deaths. They will soon submit the report. However, the general feeling is that the diseases have assumed epidemic forms due to unhygienic conditions only. So long as proper hygiene is not observed, things will remain in bad shape.

JNU students on indefinite hunger strike

Following the largely unfruitful talks with the Vice-Chancellor, Prof. G. K. Chadha, the Jawaharlal Nehru University Students Union (JNUSU) has decided to go on an indefinite hunger strike from this evening.

The representatives of the JNUSU met the Vice-Chancellor to negotiate their demands and seek an early resolution. “While the VC accepted our demand for a hike in the amount of scholarship, there has been no comment on the rest of our demands,” said Ena, the Vice-President of the JNUSU.

Ena elaborated, “The VC has assured us that he will send a recommendation to the University Grants Commission (UGC) to increase the amount of the sanctioned scholarship for BA and MA students. He has sanctioned Rs six lakh for the book bank in the library and agreed to the demand for keeping the ‘Dholpur House’ open throughout the day, but he has not given us any assurance on our demand seeking a student’s representative on the Academic Council and the board of students.”

With the main demands still pending the JNUSU, along with the NSUI, has decided go on an indefinite hunger strike. In today’s mass hunger strike, 62 students joined the protestors.

She added that the NSUI too has decided to continue its agitation till the administration accedes to its demands.

Children pay homage to Beslan victims

Paying homage to the victims of the Beslan tragedy, students from various schools in the national Capital assembled at Gandhi Smriti here today to express sympathy and solidarity with children who suffer owing to terrorism, war and neglect.

Offering prayers at the Martyrs’ Column, where Mahatma Gandhi breathed his last, the children appealed to people of the world to shun violence and give them “a chance to blossom into a fair and free world”.

The children urged the people to light a candle each on October 2, the birth anniversary of the Mahatma, and pray for the children in Beslan, Russia, and those who have suffered elsewhere in the world.

“By lighting a candle in every home and school in the world, we will be able to express our solidarity with the children affected by violence,” their appeal said.

Holding posters and placards with messages of peace and harmony, the children stood in silence and prayed for a peaceful world. A ‘Book of Solidarity’ was also placed before them on the occasion, which was signed by the children and others with a message of love and peace in it.

The book will be placed at Gandhi Smriti till October 2. A delegation of children will then hand over the signed ‘Book of Solidarity’ to the Ambassador of Russia in India. This book will then be handed over to the children of Russia by President Vladimir Putin.

Former President R. Venkataraman, former Prime Minister I. K. Gujral, Union Minister of State for Statistics and Programme Implementation Oscar Fernandes and representatives from several embassies also joined the children in the prayer meeting to express their solidarity.

The children’s assembly commenced with a one-minute silence. An all-religious prayer meeting was also conducted. A fusion performance with elements of Sufism by Tushar Vashist, Sidharth and Raj, all students of Netaji Subhas Institute of Technology, was also held.

A head constable of the Haryana Police is among those who have been booked in a dowry harassment case in the district recently. No arrest has been made so far in this connection.

According to a report, the Havaldar, posted in the district police lines here, is father of one Pravin Kumar, whose wife has lodged a complaint with the police.

The complainant identified as Suman, a resident of Dayalpur village, has stated that she had been married to Pravin since December 2001, but her in-laws, including her husband, father-in-law, brother-in-law and her three sisters-in-law had been harassing her for not bringing enough dowry and had allegedly turned her out of the house recently.

In other cases, two woman residents of Sector-7 and Sector-9 were devoid of their gold chains by motorcycle-borne youths in separate incidents here recently.

According to the complaint lodged, one Bimla, wife of Balbir, a resident of Sector-7-A, lost her gold chain as two youths on a motorcycle, snatched her chain on the pretext of asking an address.

In another incident, two youths riding a two-wheeler snatched the chain from one Varsha Garg in Sector- 9 on Saturday.

Senior citizen murder case solved, three held

New Delhi, September 13
With the arrest of three persons, the Southwest district police claim to have solved a murder case in which a senior citizen was strangulated by three person. The accused have been identified as Anoop (30), Sambhu (20) and Vinay, alias Monu (19). According to the police, the incident had taken place at 10:30 am on August 7, at E-137, Nariana Vihar. Three assailants had entered the house and one of them, Anoop, started talking to the deceased. Meanwhile, the other persons also joined Anoop and overpowered the victim who was dragged inside the house. When the victim, G. P. Batra, tried to shout for help, they strangulated him. Later, the assailants decamped with the looted cash and jewellery.

The investigations revealed that G. P. Batra knew Anoop. His wife Pooja had worked in the house as a domestic help. Taking advantage of the inside information, he hatched a plan to rob the house. The police arrested Anoop yesterday.

At Anoop’s instance, other two accused were also arrested last night. The police are trying to nab the fourth accused involved in the case and have sent a police team to Uttaranchal to arrest him.

Man held with stolen scooter

New Delhi, September 13
A stolen scooter was seized near the DDA flats in the Kalkaji area by the staff of the PCR van. When the police asked the man riding the scooter to stop, he tried to speed away. However, the police intercepted him.

During interrogation, the suspect, identified as Mohammad Rashid, confessed that he had stolen the scooter from the DDA flats in Kalkaji. — TNS

Drive against encroachments in East district

New Delhi, September 13
The Municipal Corporation of Delhi today carried out an anti-encroachment drive in several parts of East district in the Capital. Several unauthorized shops and extensions were razed in the IP Extension and Kondli Gharoli dairy farms area. There were illegal constructions opposite the Retreat Apartments near the IP extension. A heavy contingent of police force was present to prevent any breakdown in the law and order situation.

In the second case, shops and residential flats had been constructed in the Kondli Gharoli dairy farms. The demolition work would continue for the next few days, the police said. — TNS
