Noida police on red alert, looking for Bawarya criminals
Noida, September 12 A red alert in Noida and adjoining area has been declared by Dr Chandrika Rai, DIG Meerut range. The police force from the adjoining districts has also been asked to cooperate in nabbing the culprits. The DIG has given the local police a dressing down yesterday evening. He said about a dozen police teams are engaged in cracking the case and he would personally check if night patrolling was conducted effectively. It was a must in important places, the DIG added. Meanwhile, the SO in charge, Sector-39 police station has been reverted to the police line. Dr Rai’s terse advice to the policemen during his visit to the village was that they “should rather show performance and results instead of issuing statement and making claims”. The police here just fiddled while the dacoits were engaged in the danse macabre. There seems to be no plausible answer as to why the policemen sent in response to an SOS from village Raipur on September 10 midnight were not properly armed and had been a tame witness to the death and loot. One version is that the police Gypsy had reached the village on time, but the policemen had developed cold feet and did not chase the desperados. They had only fired in the air and did not engage the criminals. While the SP City and COs were there with the full force, the local police post in charge J.P. Choudhary had not been seen for hours after the dacoity. The DIG Meerut advised the policemen to nail the culprits rather than shooing them away. “For apprehending criminals, we should spread a net and wait for the sparrow to come and should not frighten them away by banging sticks on the ground,” said the DIG Meerut to the police. The DIG said the security in Noida area will be improved. The villagers had met the DIG and apprised him of the details. Within five minutes of sending the signals, the police arrived on the scene, but the policemen only fired in the air. The dacoits had fled. Had the police barricaded the area and chased the dacoits, they could have been nabbed. There were only two ways to flee–Expressway or Yamuna Pushta. Barricades here could have made a big difference, they said. The police and the PAC jawans have been deployed in the area. Meanwhile, four persons admitted to Kailash Hospital continue to be serious. Madan has been discharged while Yadram and Prakash are still in coma and on ventilators. Prithvi and Mahesh are stable,

UP-Haryana farmers exchange gunshots
Rabupura (Noida), September 12 The farmers from both the sides, equipped with firearms, had reached the disputed area. Challenging each other, they resorted to firing for about 15 minutes. But the saner elements in both the camps managed to resolve the dispute. It may be recalled that the Haryana farmers from village Pehua had destroyed the crop of UP farmers on 400-bigha land of village Phalaunda in UP. There has been considerable tension in the area since then. The dispute on the Yamuna Khadar land dates back to 1981. In 2003 after the death of UP farmer Joginder of Phalaunda village, the authorities from both the sides had intervened. As a result, peace was brokered in the area. But the incident on Tuesday had resulted in a clash the next day when the farmers
used firearms. Surprisingly, the police and the administration from both the sides have taken the incident rather lightly and no steps have been taken to resolve the dispute. One out of 21 accused was arrested and sent to jail, that too, after a year. |

Youth’s death wrapped in mystery
Garh Mukteshwar, September 12 It is still not clear whether someone killed him or he shot himself dead. The police are investigating. Bundu, son of Yog Raj of Kasauli, had reached the house of his maternal uncle, Dev Dutt, at 10 pm. As he was drunk, his uncle tried to shoo him away. Bundu felt insulted. He put a revolver to his temple and fired to end his life, according to a version. The police have sent the body for a postmortem and taken possession of the revolver. The other version is that he had clashed with some villagers under the influence of liquor. Some bullets were fired and one of it killed him on the spot. Since Bundu was a criminal, the villagers made it look like a suicide. According to SO Lokinder Singh, it appears that he had committed a suicide.

BJP leader alleges police inaction into firing incident
Faridabad, September 12 He has claimed that despite his several appeals to the police and the administration, he had not been provided with security. Mr Bainda, who is undergoing treatment for the gunshot injuries, in the Escorts Hospital, spoke to the newsmen about the incident and alleged that the police and the district administration were yet to ask him about the incident, which nearly cost him one of his legs. He claimed that none of the senior police officers had contacted him for his statement on the incident. A week had passed, but he did not know the progress made in the case by the police and he came to know through the press that two persons had been arrested and released on bail in this connection. He said that the manner in which the incident took place appeared to be preplanned. Giving the details of the incident, he said four persons, including two residing in Sector– 9 here, had approached him to inaugurate the office of their new venture on September 3, near Neelam flyover here at about 7 pm. He said he could find only four of them present at the spot, so he decided to leave the place after a few minutes, but the hosts of the function then declared that they wanted to give him a salute by opening fire in the air. But he claimed that despite his protests, two youths having a pistol and a 12-bore gun opened fire. While the youth carrying the pistol fired three shots in the air as he was preparing to get into his car, the other person, identified as Harjit, shot at him. The bullet hit his left leg above the ankle. He said it was impossible that the gun which require about 60 degrees of space before loading could misfire and hit at a low level. Had the bullet hit him a little above, it could have claimed his life. He demanded a thorough probe and personal security in a latter to the DGP Haryana. Copy of this letter has been dispatched to the Chief Minister, Haryana and Mr L.K. Advani, BJP leader and former Home Minister. The police have booked a case under Section 336, 338 and 285 of the IPC. |

New Delhi, September 12 The Secretary of the Delhi Manufacturers Federation, Mr G. K. Sethi, said they have decided to adopt a wait and watch policy as the government has assured them that it will file an affidavit in the Supreme Court within one week time on the issue of closure of the industries. He warned that the Federation would resume the agitation after one week if the government failed to approach the Supreme Court and at the same time did not give the manufacturers a clear assurance on suspending action on factories in non-confirming areas. The decision to suspend the agitation was taken at a meeting of the Federation today. The representatives of the Federation, an umbrella body of 51 industrial associations of Delhi, had a meeting last night with the Chief Minister, Ms Sheila Dikshit and the Finance Minister, Mr A. K. Walia, after the Delhi Cabinet decided yesterday to approach the Supreme Court for a fresh look on the relocation of industries. Mr Sethi said the government has assured them that it will seek four months time for conducting a new survey to identify areas with a concentration of more than 70 per cent industries. ‘‘We want a clear assurance from the government as to whether it will suspend action against factories during this period or not?’’ he added. The Delhi Government decided to approach the apex court yesterday to seek relaxation of the deadline for the closure of industries in the non-conforming areas and allow 18 months time to units that have taken possession of alternate land for relocation. stand in the wake of the Supreme Court’s order to relocate industrial units in the Capital. The Secretary General of the Confederation of All India Traders, Mr Praveen Khandelwal, said the Confederation has also demanded that the white paper should address
all other issues concerning trade and industry in the city. He said the Congress party had promised during the elections to declare areas with more than
70 per cent industrial units as ‘Approved Industrial Area’. Meanwhile, the Delhi Chief Minister was in touch with the DDA and the Union Urban Development Ministry regarding the difficulties of the factory owners and was
pressing them to finalise the Master Plan as soon as possible. The Chief Minister said the monitoring committee set up on the Supreme Court’s order would now monitor the progress of other related issues, including the inclusion of new units in the household
category and provision for allotting new areas for relocation of industrial units. |

ASI to regulate hawking around monuments, reiterates court
New Delhi, September 12 Justice Pradeep Nandrajog, who had rejected the hawkers’ petition last month, reiterated that they could not sell their goods in the vicinity of a protected monument without getting a licence from the Archaeological Survey of India (ASI) under the Ancient Monuments and Archaeological Remains Rules, 1959. The petitioner’s counsel, Keshav Kaushik, had sought review of the order on the ground that the petitioners had a licence from the MCD and they had been there for years. However, the ASI counsel, Nishakant Pandey, pointed out that no licence other than that issued by ASI would be valid for hawking near a protected monument and none of
the 19 petitioner hawkers had applied for such an ASI licence. According to Rule 8(d) of the said Rules, hawking or selling of goods in any form is prohibited within a protected monument, except in accordance with the terms and conditions of a licence granted by an Archaeological Officer. In view of this Rule, the MCD had issued an order on February 19, 1998, banning ‘tehbazari’ at the Qutab Minar. The petitioners had challenged the MCD order, claiming that the hawkers were there for the last 30-40 years and had also been issued EPF Numbers and National Security Number. He had sought direction to ASI and MCD not to interfere with their right to hawk. The authorities could regulate such activities at the Qutab Minar as is
being done by the ASI at Taj Mahal, Agra, he had suggested. |
Ambitious civic centre in prime area on hold for 15 years
New Delhi, September 12 A senior officer of the MCD, on the condition of anonymity, said that the proposal to construct the civic centre was approved in May 1989; a huge open space was also earmarked for the centre near the prime Minto Road. But since then the MCD has even failed to get the allotment of the earmarked land from the Land and Development Office of Delhi Development Authority (DDA). “The proposal was to construct a 25-storeyed building in about 1.21 lakh square metres area near Minto Road. As per the plan, a parking lot, an electric sub station, and a press was to be located in the basement. The art gallery, museum, library, assembly hall etc would have been housed on the other floors. Offices for the employees of the corporation were to be constructed from the eight floor onwards to the 15th floor,’’ said the officer. “ At the time of approval, the estimated cost was Rs. 45. 95 crore. Now, it has gone up to Rs. 364.41 crore. Even the fee of
the architect has gone up from Rs.2.067 crores to Rs. 12.75 crores,” said the officer. When contacted in this regard, a senior MCD official said that an evaluation committee has been set up and a fresh proposal will be put up in the next meeting of the standing committee. |
Recruitment of Punjabi teachers still a far cry
New Delhi, September 12 No step has either been taken over the new recruitment of part-time Punjabi teachers following the much-hyped announcement, according to the Kendri Punjabi Sahit Sammelan, a premier literary body. The part-time appointments of Punjabi teachers were banned more than a decade ago following which the number of such staff in government-run and aided schools came down to 729 from over 2,000, the Kendri Punjabi Sahit Sammelan told Chief Minister Sheila Dikshit in a recent communication. A Delhi Government proposal to absorb trained teachers as Punjabi translators and in other related posts in different departments has not seen light of the day till today, it observed. The President of the Kendri Punjabi Sahit Sammelan, Manjit Singh, said other posts like Punjabi Officers, which had always remained filled for years together even when the language was not accorded a second official status, were now ironically lying vacant. Such instances, he said, showed that Punjabi’s official status in Delhi ‘’is on paper only’’. Echoing similar views, the General Secretary of the Kendri Punjabi Sahit Sammelan, Mr Mohan Singh Berry, said the announcement regarding the official designation to Punjabi now appeared to be a mere ‘’political stunt’’. Nothing has come out of it in terms of promotion of the Punjabi language and culture, he observed. The Delhi Government recorded the number of part-time Punjabi teachers at 729 but their strength on the rolls of the Delhi Punjabi Academy is 827, he said. A gap of about 100 in this regard has raised doubts over fair role of officials involved, Mr Berry said. |

Match-fixing rackets busted, seven held
New Delhi, September 12 The Inter State Cell arrested Neeraj Sehgal, alias Vicky, Puneet Sharma and Brij Mohan from Paschim Vihar. Sophisticated match-fixing equipment, including mobile phones, recorders, earphones etc, and account books were recovered from their place of work, the police said. The account books had details of various games like the Holland series, the Natwest series and Lawn Tennis championship. The police expected the betting racket to be in full swing in view of the ongoing ICC cricket championship. Therefore, the sleuths of the Inter State Cell were keeping a tab on bookies and providing intelligence about their activities. After a thorough investigation, a police team raided a premise, GH-13/471, Paschim Vihar. and arrested the suspects red-handed while they were accepting bets on the India-Kenya match. The money at stake was Rs 20 lakh. During interrogation, Neeraj Sehgal disclosed that he was a builder by profession and about a few years ago he had come in contact with a notorious bookie. Together, they had earned more than Rs 50 lakh. Thereafter, Neeraj distanced himself from his real estate business and started an independent bookie. The Anti Homicide section arrested the suspects from Gokulpuriu in East Delhi. The suspects were identified as Masood, Rizwan, Mukesh and Sayeed. The police had received information that one Kanwar Pal, a resident of Bhajanpura, was running “Matka satta” with the help of his associate from Gokulpuri The premises were raided and the suspects were arrested During interrogation, the suspects disclosed that they were involved in the betting racket for the last six months. The suspects used to work for one Kanwar Pal, who would visit them to collect the booty. At present, he is absconding. The arrested suspects and Kanwar Pal worked on commission basis. The collections of the day were collected by Kanwar Pal and then deposited with Haji of Jama Masjid. Kanwar Pal is said to receive only about 10 per cent commission of the total collected money, the police said. |
DSIDC bags ISO certification
New Delhi, September 12 The DSIDC has won ISO 9001:2000 certificate for excellence in developing industrial infrastructure in Bawana, where non-conforming units are being relocated as per a Supreme Court order. The DSIDC has developed 1,800 industrial plots in 18 months in Bawana. The corporation has developed 2,000 acres of land in a record time, including construction of 143 km of road, 150 km water pipelines and 260 km of storm water drains, DSIDC officials said. The ISO certificate was received by DSIDC Managing Director Jalaj Srivastava. A commission was also appointed by the Delhi High Court to visit and assess the infrastructure. DSIDC has been entrusted with the construction of 15 combined effluent treatment plants for 21 industries of Delhi. Of these, 10 plants have been completed. While eight have been commissioned the remaining two will be commissioned after the Delhi Jal Board completes its internal conveyance system. DSIDC is also developing a polytechnic at Rohini, which is a World Bank project, a high-tech vocational centre with Italian collaboration, an ITI at Narela, a socio-cultural complex, development works in 144 unauthorised colonies and construction of schools. The corporation has also launched the Rajiv Gandhi Housing Project at Bawana for the industrial workers of Bawana and Narela industrial complexes. |
Out of sight, family bond may not be out of mind
New Delhi, September 12 While the sociologists presented several views on joint families as perceived by various religions, the underlying theme remains the same—that of kinship.. Members of a family living apart in different cities and countries may not necessarily mean absence of an emotional bond among them, said sociologist Dr Tulsi Patel who heads the Sociology Department of Delhi University. The feeling of ‘jointness’, she explains, is clearly exhibited at various occasions like death and weddings in the family when all members of a family make it a point to attend them. The sociologists were putting forth their views at a seminar titled ‘Families From Different Faith Perspectives’, organised by the NGO Deepalaya as part of its silver jubilee year celebrations. ‘’The urge to be present on such occasions was a healthy trend that showed that basic principles of caring and sharing underlying a joint family system have not lost their relevance,’’ said Dr Patel. Giving a Muslim perspective of the family, Dr Mohammada Ishaq of the Jamia University said that Islam attached great importance to social relations and family was the most important channel through which these relations were conducted. Relationship between a husband and a wife, he said, is the basis of family, which is the basic unit of society. |

The South district police have arrested a juvenile for allegedly stealing a scooter from Krishna Nagar. The scooter belonged to one Suresh Chand Kalia. The police arrested him while riding on the stolen scooter. During investigations, it was revealed that he was earlier arrested in February 2004 in Badaun in UP.
He was sent to a children home from where he managed to escape.
Health check-up programme
A health check-up programme for senior citizens was organized by the Central District Police in collaboration with the ‘Help Foundation’ today at the Darya Ganj police station. As many as 109 senior citizens were examined for various diseases including for cardiac, diabetes and lung problems. A number of doctors, including
Dr Anuj Singhal, Dr Vikas, Dr Promila Srivastava, Dr Mehta, Dr Verma and Dr Javed were involved
in the health check up programme. During the second half of the programme, the police personnel also underwent check up. Around 125 police personnel of Darya Ganj and Kamla Market sub-divisions underwent check up at the camp. The doctors also gave a talk on personal healthcare and stress management techniques. |
5 held for driver’s murder
New Delhi, September 12 The incident took place in August. The arrested persons have been identified as Subhash, Tilak Ram, Rohtas, Ranjit Kumar and Mukesh. According to the police, Ram Surat, the victim was a resident of Khyala. It was revealed that Ranjit Kumar and Mukesh had hired the tempo to drop some goods at a farmhouse in Bijwasan. They took the tempo to an isolated farmhouse and stabbed the driver after throwing chilli powder into his eyes. The duo then escaped with the tempo and with the help of another person, Rohtas, they sold it to Subhash and Tilak Ram. |
