Bishnoi describes Chautala’s concessions
‘too little, too late’

Yoginder Gupta
Tribune News Service

Chandigarh, September 26
The Haryana Congress has described the concessions announced by Chief Minister Om Prakash Chautala for certain reactions of society at the Fatehabad rally as a case of “too little and too late”.

In a statement issued here yesterday the Congress MP from Bhiwani, Mr Kuldip Bishnoi, said most of the announcements made by Mr Chautala were either the withdrawal of anti-people policies initiated by the INLD government itself or were the implementation of the Congress agenda.

Mr Bishnoi said the people of the state would not be misled by Mr Chautala’s pronouncements made on the eve of the Assembly elections and would ensure a crushing defeat for his party.

The Congress MP, who is the younger son of Haryana Congress President Bhajan Lal, said the withdrawal of the fee charged from the unemployed youth along with the application forms for jobs was an admission by Mr Chautala that he had been doing injustice with this category of the youth.

Mr Bishnoi said if Mr Chautala was really repentant, he should announce that various recruitment agencies refunded the money charged from the unemployed youth in the past five years.

He said after exploiting the unemployed youth for the past five years. Mr Chautala was now trying to win their sympathy in the election year.

Mr Chautala should explain why a fee of Rs 500 was imposed on the unemployed youth for seeking job. If the decision was correct, why was he withdrawing it now. If it was wrong why did it take Mr Chautala four years to repeal it. The Congress had promised to pay unemployment allowance about a year ago. Mr Chautala had now only implemented the Congress agenda.

Similarly, he said Mr Chautala’s announcement that a farmer would have to mortgage only three acres of land for availing loan to purchase a tractor instead of 10 acres was far below what the Congress had promised.

He said his party was committed to give a loan of Rs 3 lakh without interest to those farmers who owned merely three acres.

Mr Bishnoi said the announcements pertaining to drought and flood relief made by Mr Chautala also did not match what the Congress had done during its regime. He said the Congress government had paid impressive flood relief to farmers and other affected sections of society in 1995. On the other hand the drought relief provided by the Chautala government was as low as Rs 2 in many cases.

Ridiculing Mr Chautala’s claim that he would fight to the finish for the SYL canal, Mr Bishnoi said it had always been the Chautala family which had created a hurdle in the construction of the canal.

The Congress leader said in 1999, Mr Chautala had promised to double the old-age pension on every birth anniversary of late Devi Lal. However, he had not fulfilled his promise to the old.

Announcement on jobless allowance “cruel joke”
Tribune News Service

Chandigarh, September 26
Various opposition leaders today took upon from where the Congress MP from Bhiwani, Mr Kuldip Bishnoi, left in criticising the Chief Minister, Mr Om Prakash Chautala’s announcements made at the Fatehabad rally yesterday.

Mr Bishnoi had described the announcements as “too little and too late”. The other opposition leaders in Haryana today joined him in describing the unemployment allowance as “a cruel joke” with the youth in the state.

In separate statements issued here today a former Haryana Congress President, Mr Birender Singh; the officiating leader of the Congress Legislature Party, Capt Ajay Singh Yadav; the President of the Youth Congress, Mr Randeep Surjewala; the BJP President, Prof Ganeshi Lal; Mr Karamvir Singh Saini, President of the Haryana Backward Classes Welfare Morcha; Mr Sat Pal Kaushik, Secretary of the state Congress; and Mr Karan Singh Dalal, Congress MLA, said first the Chautala Government collected Rs 500 from each unemployed youth applying for a job and now he was promising them unemployment allowance.

They said when the government had advertised almost all the available jobs in the state and had collected Rs 500 from each applicant, the abolition of application fee tentamounted to cheating the unemployed youth. If the government was sincere in helping the unemployed youth, it should refund the huge amount collected as the application money during the past five years. It should at least refund the application money to unsuccessful applicants because, the Opposition leaders alleged, the jobs were not given on merit.

Mr Surjewala said the announcements were part of the “politics of deception and deceit” being practiced by the Chautala Government in the state. He said Mr Chautala could not buy the votes of the unemployed youth by giving them a “pittance” for the next two months.

He said when the Congress would come to power, it would order an inquiry into the functioning of the Public Service Commission and the Haryana Staff Selection Commission.

Mr Birender Singh said a political rally organised by the misuse of official machinery would not fetch votes for the INLD, which had organised a similar rally before the Lok Sabha elections also, in which Mr Chautala’s party was wiped out.

Move on allowance decried
Tribune News Service

Hisar, September 26
Various political and social organisations here have criticised the Haryana Government’s move on the provision of allowance for the unemployed. While some bodies said that the allowance did not solve the basic problem, others maintained that it was not enough.

The convenor of the Haryana Berozgar Yuva Sangathan, Mr Udayveer Punia, said the allowance was an insult to the educated unemployed youth of the state. Terming the move a poll gimmick, he said the government had exempted the youth from the form fee only after collecting Rs 300-crore from them in the name of recruitment.

The district president of the Bharatiya Janta Yuva Morcha (BJYM), Mr Mandip Malik, has said the provision of unemployment allowance was a cruel joke with the jobless youth. He said by exempting the form fee, the Chautala government had admitted that its earlier move to charge the fee was wrong.

Mr Ishwar Singh Mor, the general secretary of the District Congress Committee (rural), has said the unemployment allowance was a classic case of “too little, too late.” Mr Hari Singh, a local Congress leader, asserted that allowance was not the solution of the basic problem of unemployment.

10 members to miss Assembly session
Tribune News Service

Chandigarh, September 26
Ten members will not be attending the Haryana Assembly session when it starts on September 29. One of them who will be missed a lot by the press and others who have been regularly watching the proceedings of the state Assembly is Mr Krishanpal Gujjar, leader of the BJP in the state Assembly.

Those who will not be attending the session this time include Congress MLA Bhupinder Singh Hooda, who was the Leader of the Opposition, and Mr Jai Parkash, a firebrand MLA, also from the Congress. Both Mr Hooda and Mr Jai Parkash got elected as members of the Parliament in the Lok Sabha elections held in May.

Mr Gujjar on the other hand belonged to a party which fought the 1999 Lok Sabha elections as well as the Assembly elections held in February in alliance with the ruling Indian National Lok Dal. But provoked by the Chief Minister and INLD supremo, Mr Om Prakash Chautala’s policy of treating the state leaders of the BJP with sheer disdain, Mr Gujjar took up the cudgels against the government.

The coming session will see the presentation of the Bill regarding advancing panchayat elections as well as another Bill to hand over the management of temples of Kurukshetra to the state government.

Both decisions are being opposed by the BJP, but Mr Gujjar will not be there to oppose the Bills since he along with his five colleagues had resigned from the state Assembly to protest against the Centre’s reluctance to take action against Punjab Chief Minister Amarinder Singh for passing the controversial Act abrogating water sharing agreements between Punjab and other states.

Among the existing members of the Opposition in the House, fireworks can be expected from the officiating leader of the Congress, Capt Ajay Singh Yadav, and Mr Karan Singh Dalal, who won the elections on the Republican Party of India ticket, but later switched loyalty to the Congress.

Mr Karan Singh Dalal has already come to be known as a detractor of the Chief Minister. He was earlier the only member of his party (RPI) and was seldom allowed an opportunity by the Speaker to participate in the debate. His chances of speaking in the Assembly look brighter now in view of his alignment with the largest Opposition party in the House.

Review decision on fly ash, demand kiln owners
Our Correspondent

Kurukshetra, September 26
The brick-kiln owners in Haryana have been asked to keep their brick-kilns closed till the Union Government’s decision on mixing fly ash with clay is not withdrawn.

A call to this effect was made by the Haryana Brick-Kiln Owners Association (HBKOA) to its members at its emergency meeting held here today under the chairmanship of its president, Mr Surender Singh.

When contacted, association general secretary Gulshan Narang said that almost all the brick-kilns in the state had already been closed.

Mr Narang said that, moreover, refusal of mixing the fly ash with the clay by the brick-kiln labourers had already led to virtual closure of the brick-kiln industry in Haryana.

While on the one hand, the labourers opine that their involvement in mixing the fly ash in clay would cause serious ailments followed by heavy expenditure on medical treatment, on the other, Mr Narang claimed that manufacturing of bricks with fly ash mixing was possible only in mechanical kilns and not in manual kilns.

Mr Narang further said that as per another resolution, it was also decided that the brick-kiln owners who had deposited sales tax for four quarters, would not deposit the advance sales tax till the process of brick manufacturing was restored.

He maintained that the RSS supported the Sarvkhap Mahapanchayat’s stance on the issue.

Mr Jain said the anti-RSS stance taken by the Human Resource Development Minister, Mr Arjun Singh, was a result of his vested political interests.
