Farmers to benefit from early fish breeding

After successful experiments conducted under the field situations for the past two years, the Krishi Vigyan Kendra (KVK) of the National Dairy Research Institute (NDRI), Karnal, has managed to teach fish farmers the advanced sexual maturity and breeding of various breeds of fish three months ahead of the natural breeding season in North India.

According to an estimate, at least 12,000 fish farmers of the region, including Punjab, Haryana, western Uttar Pradesh, Rajasthan and Himachal Pradesh, would be economically benefited with this scientific technique.

This reporter recently visited a 27-acre modern fish breeding and culture farm in this village, the only one in the region, in which the induced breeding of ‘Catla’ fish has already begun almost three months ahead of the natural breeding season.

Fisheries scientists had claimed that early breeding of fish reduced the maturity period, thereby increasing the weight of fish by 150 gm to 300 gm in one year depending upon the feed and climatic conditions as the fish came under cold blooded category of animals.

Dr J.C. Markanday, Principal Scientist and Head of the KVK, while demonstrating the technology exclusively to The Tribune at this fish farm said this scientific approach in the acceleration of sexual maturity had been made simple by the KVK that any fish farmer after obtaining simple training could practice induced breeding. In reply to a question he said fish being a cold-blooded animal, water temperature played an important role in the growth of fish. “The feeding in fish diminishes when water temperature is below 15°C and stops when the temperature is below 7° C”, he said.

He said that optimum feeding started when water temperature remained above 20°C, which was good for growth of fish. “Since, the temperature lowers below 20°C in most parts of North India from November to February, the early breeding in April instead of the natural period in July-August during monsoons, helps increase the weight, thereby, enhancing the production by 1500 to 2000 kg per hectare per year, giving an additional income of around Rs 15,000 to 20,000 per hectare every year”, he added.

A progressive fish breeder, Mr Sultan Singh, said he had 17 fish ponds in 27 acres of land and his annual income from the sale of fish and spawn ranged from Rs 25 lakh to Rs 30 lakh depending upon the weather conditions. He started fish farming in 1985 by taking a village pond on lease. Later, he diversified his share of land that he got from ancestral property into fish farms.

The farmer has also adopted prawn culture, which he believes would further add to his income. However, he said that it was a tedious task to keep the survivability rate of prawn high, especially during the winter season. “I have now decided to develop small aquariums with water heating facilities on experimental basis during this year to ascertain whether prawn could breed and propagate at larger scale under created temperature conditions”, he said.

Campaigning gains momentum in Sirsa

Fatehabad, April 18
Election campaign for the Sirsa (reserved) parliamentary constituency has gained momentum after the notification for the poll was issued yesterday.

Though the office of the returning officer for the constituency is situated at Sirsa, Fatehabad town has become a hub of political activity as candidates of the Indian National Lok Dal (INLD), the Congress, the Haryana Vikas Party (HVP) and the Bharatiya Janata Party (BJP) belong to Fatehabad district.

The constituency comprises four assembly segments — Fatehabad, Rattia, Bhattu Kalan and Tohana, of Fatehabad district and five assembly segments — Sirsa, Ellenabad, Rania, Dabwali and Darba Kalan, of Sirsa district.

The HVP nominee for the Sirsa seat, Mr Rair Chand, filed his nomination papers today. He started from Fatehabad town in the morning and proceeded towards Sirsa with a caravan of vehicles. He filed his papers in the presence of Mr Surender Singh, secretary-general of the HVP.

The INLD nominee, Dr Sushil Indora, who filed his nomination papers yesterday, opened his election offices at Bhattu Kalan, Fatehabad and Rattia. Mr Sampat Singh, Finance Minister, Haryana, inaugurated these offices. Mr Nishan Singh, district president of the INLD and MLA from Tohana, Ms Swatantra Bala Chowdhary, MLA from Fatehabad, and Mr Jarnail Singh, MLA from Rattia, were present on the occasion.

The election campaign of the Congress nominee, Mr Atma Singh Gill, who is a late entrant to the contest, has also gained momentum. He will file his nomination on April 22.

The HPCC president, Mr Bhajan Lal, has asked his supporters to work for the victory of Mr Gill saying he wanted Mr Gill to win at any cost. Mr Bhajan Lal’s ancestral village, Mohamadpur Rohi, falls under this constituency and hence it is the most important seat for him after Bhiwani.

The BJP candidate, Mr Mahavir Prasad, has also intensified his campaign. He will file his nomination papers on April 21. Though the BJP has never won this seat in the past, Mr Prasad and his supporters are optimistic about their victory this time. They also see the exit of Ms Selja, two time MP from here, as an advantage for their party. Ms Selja has opted to contest from Ambala this time. The BSP candidate Dr Ramesh Bhukkal, is also in the fray. However, his campaign is still not as manifest as that of candidates of the other major political parties. He will file his nomination on April 19.

CM provoking supporters: Hooda

Mr Bhupinder Singh Hooda, Congress nominee for the Rohtak Lok Sabha seat and the Leader of the Opposition in the Haryana Assembly, today alleged that the Chief Minister, Mr Om Prakash Chautala, was giving provocative speeches to incite his supporters to create violence during the elections.

Addressing mediapersons here he referred to Mr Chautala’s speech at Lakhanmajra village in Meham constituency yesterday in which he had asked his supporters to do “ghallughara” in the elections. He said the Chief Minister was trying to re-enact the “Meham mayhem” of 1990.

He said his party feared violence during the polls and the Congress would therefore approach the Election Commission to take appropriate steps to prevent a repeat of the Meham episode. Mr Hooda said Mr Chautala had used the same kind of language during the infamous byelection in that year. Mr Hooda also referred to Mr Chautala’s remarks against former PWD Minister and Congress leader Anand Singh Dangi at the same public meeting and said the Chief Minister was guilty of contempt of court since the case against Mr Dangi was pending in court.

Incidentally, Mr Chautala had said that Mr Dangi could be in jail once again shortly as he had allotted land to his favourites when he was the Revenue Minister causing loss to the exchequer. Mr Dangi who also present at the Press conference, said he planned to file a contempt of court plea against Mr Chautala. In reply to a question Mr Hooda admitted that he had helped Mr Jai Parkash Barwala get the Congress ticket from Hisar seat since he was a strong candidate. He, however, said he was in no way responsible for denial of ticket to Mr Randeep Singh Surjewala.

I.D. Swami violating poll code?

Union Minister of State for Home Affairs I.D. Swami, who is contesting the Lok Sabha elections from Karnal, has allegedly ordered to raise his security cover from Y-category to Z-category in violation of the Model Code of Conduct without seeking prior permission from the Election Commission even as the poll notification has already been issued by the government.

A 33-member squad of the Central Industrial Security Force (CISF), led by Assistant Commandant D. Yadav, arrived here yesterday. However, the squad was still awaiting the orders of deployment from its headquarters. Presently, it is stationed at the Jat Bhavan, Sector 12.

DIG of the CISF, Taj Hassan also arrived here late in the evening on Saturday. He reviewed the situation, and passed verbal orders asking the squad not to take up the new assignment until specific orders were received from the headquarters in that regard.

A senior official of the CISF said the Union Ministry of Home Affairs had asked them to provide Z-category security to Mr Swami following which a 33-member team was despatched to Karnal.

Mr Raj Kumar Sharma, candidate of the Ekta Shakti, who is contesting elections against Mr Swami from here, has alleged that the Union minister has misused his position bypassing the EC to raise his security cover. “This is a gross violation of the Model Code of Conduct”, he said.

He has demanded that a criminal case be registered against Mr Swami for bypassing the EC and misuse of power. “We will submit a memorandum to the EC through the returning officer-cum-District Magistrate on Monday demanding a legal action against him”, he said.

Mr Swami was not available for comments. However, his son, Mr Rajinder Swami, claimed that the EC had sanctioned to raise the security cover and a letter in that regard had already been faxed to the district administration.

On the other hand, District Magistrate R.S. Doon said he had not so far received any specific orders from the EC to allow deployment of additional security personnel with the Union minister.

BJP betrayed regional parties, says Chautala

The Haryana Chief Minister, Mr Om Prakash Chautala, today accused the BJP of having betrayed regional parties with whose strength it had come to power at the Centre.

He was addressing an election rally in favour of the National Conference in this Sikh-dominated village near the Indo-Pak border in the Jammu district.

Dr Farooq Abdullah also addressed the gathering.

Mr Chautala, who spoke in chaste Punjabi, said the regional parties would again emerge stronger in the Lok Sabha elections and would elect their own leader for the post of Prime Minister.

He said the BJP praised the regional parties when it had to grab power at the Centre, but it gradually started humiliating leaders of these parties. “The Deputy Prime Minister, Mr L.K. Advani, was so thankless that during his recent yatra he asked the people not to vote for the regional parties,” he said.

Mr Chautala said Mr Chandra Babu Naidu, Dr Abdullah and he had supported the BJP thinking it would give a new direction to the country, but the party failed to do so during the past five years.

He said Dr Abdullah supported the BJP-led NDA government, but he was left alone when the Assembly elections were held in Jammu and Kashmir in 2002. Mr Atal Bihari Vajpayee was keen on installing Mufti Sayeed as the Chief Minister of the state forgetting that Dr Abdullah had come to his rescue during every crisis.

Mr Chautala said only the National Conference was capable of delivering the goods in the turmoiled Jammu and Kashmir. “Development has come to a halt ever since the Mufti-led coalition came to power,” he said.

He said there was no NDA at the Centre now, the power was in the hands of the BJP.

Dr Abdullah asked the people to strengthen secular forces in the elections.

Chautala pooh-poohs Opposition claim

Dismissing opposition speculation in Haryana about the fall the INLD government after Lok Sabha elections, Chief Minister Om Prakash Chautala said that his government would complete its term and he would win after the next Assembly elections scheduled early next year.

Mr Chautala was addressing a meeting in Dighal village of the district yesterday evening in support of INLD candidate Bhim Singh Suhag contesting for Rohtak Lok Sabha seat.

Opposition parties in Haryana including the Congress, the HVP and the BJP had been predicting the fall of the Chautala government in two or three months after the Lok Sabha poll.

Mr Chautala said “the BJP has given the ticket to a person whose name allegedly figures in a coal scam of thousands of crores”, adding that the BJP had been a party of capitalists and the NDA government and the Centre has done nothing for farmers and poor sections of the society. He said earlier the BJP had inducted DP Yadav who was also scam-tainted and now one fielded had been from Rohtak.

He said that 13 Congress leaders in the state wanted their names proposed for the Chief Ministership and were involved in infighting and could do little good for the common men. He said that the Congress had been opposing his government’s move on the SYL canal when he sought support of the party.

In a statement issued here today, Mr Randeep Singh Surjewala launched a veiled attack against his political rivals in Haryana.

In an obvious reference to Mr Jai Prakash, Congress candidate from Hisar, Mr Surjewala said that he did not fall in the category of people "who try to ride the Congress and BJP horses at the same time". Mr Surjewala, who lost the race for the Congress ticket for the Hisar Lok Sabha seat to Mr Jai Prakash, however, called upon his colleagues in the Indian Youth Congress (IYC) to abstain from resorting to provocative statements or submitting resignations in protest against refusal of the ticket to him.

Mr Surjewala, who submitted his resignation as IYC chief following denial of the ticket to him, said the Congress would do well in the Lok Sabha poll in Haryana because of Ms Sonia Gandhi's hard work and popular resentment against the misrule of the NDA and Mr Om Prakash Chautala during past five years.

Mr Surjewala, whose resignation was rejected by Ms Gandhi, said that rather than raking up controversies, it would be more appropriate to strengthen Ms Sonia Gandhi's hands at this juncture.

Transport Minister of Haryana, Ashok Arora and his family own property worth Rs 59.60 lakh. He is contesting elections from Karnal parliamentary constituency.

In an affidavit before the Election Commission through the returning officer cum District Magistrate while submitting nomination papers as INLD candidate for the Lok Sabha seat here he declared that he owns property/cash worth Rs 36,78,449, wife Ms Lata Rani owns property/cash worth Rs 15,27,922, daughter Chhaya owns property/cash worth Rs 7,43,540 and son Himansu owns property/cash Rs 10,063.

According to the affidavit Mr Arora has Rs 2.45 lakh in cash, Rs 2,30,555 bank deposits Ford Ikon car worth Rs 4,50,000, Esteem car worth Rs 2,10,000, jewellery worth Rs 1,37,500, depsoits in Ashoka Traders (individual) Rs 1,94,458, in Ashoka Traders (HUF) Rs 5,50,936, revolver worth Rs 2,10,000, commercial building worth Rs 10 lakh and membership of a housing society at Gurgaon worth Rs 4.50 lakh.

His wife Ms Lata Rani has Rs 27,500, in cash, NSC savings certificate worth Rs 60,000, LIC policy savings of Rs 85,518, jewellery worth Rs 6.87lakh deposits in Saraswati Enterprises Rs 4,32,340 and another deposit in with Ashoka Enterprises Rs 2,35,064.

His daughter Chhaya has a cash of Rs 7,500, bank deposits Rs 19,040, NSC savings certificates of Rs 12,500, jewellery worth Rs 27,500 and a deposit of Rs 6.77 lakh in Saraswati Enterprises. His son Himansu has bank deposits of Rs 10,063.

State BJP chief opens election office

The BJP will not go for an alliance. Prof Ganeshi Lal, state unit BJP president, stated here today that the BJP was competent enough to contest independently in Haryana.

Professor Lal was here today to inaugurate Mr Gurdayal Singh Saini’s party nominee from Kurukshetra parliamentary constituency office. He stated that the BJP would win all 10 seats in the state and era of three Lal’s would be finished.

On being asked as to what would be the position of the BJP in the Lok Sabha elections, Prof Ganeshi Lal said people were determined to see Mr Atal Bihari Vajpayee again as the Prime Minister.

When asked that in future which political leaders of Haryana are likely to join them, he refused to name them.

Born on August 15, 1947, Mr Chander Pal is confident that he will achieve major success in his political life, equivalent to India’s growing international presence. “Independent India was born on August 15, 1947, and on the same day, I also came into this world,” he says with a smile.

Mr Chander Pal said since the country’s date of birth is the same as his, he was sure that he would achieve significant heights in politics with Member of Parliament being a step in the direction.

Having held the post of Sarpanch of Dadupur village for 15 continuous years and currently a member of the zila parishad, Mr Chander Pal said he had decided to enter the fray for the Lok Sabha since the country needed honest and dedicated people like him. “Although I have never contested for the Assembly or the Lok Sabha, I am confident of victory,” he said.

Mr Chander Pal has agricultural land, transport business and also works as government contractor. “I have been with the BSP since 1981 as a primary member. I have never held any party post,” he said.

The BSP nominee stressed that ticket was allotted by the party high command solely on merit. “There is no other consideration for allocation of party ticket,” he said. “The departure of state president Ashok Sherwal will have no impact on the party,” he stated.

Mr Chander Pal said his priorities would be development, setting up of industries and farming sector. “Problems being faced by the common man will be sorted out. There is a clear North-South divide in Haryana and favouritism has been shown in employment. Farming sector issues have been sidelined,” he said.

He claimed support from different sections of the society. “Other political parties are following anti-people policies. Only we are going to look after the interest of everybody,” he said. He stated that in the Ambala constituency, the competition was directly with the BJP. “Congress candidate Kumari Selja is an outsider,” he added.

Humorists took a dig at the present political system and regaled the audience at the sixth annual Mahamoorakh Sarmmelan held here last night. The show on the theme of ‘chunavi dangal’ was organised jointly by the Haryana Institute of Fine Arts (HIFA) and the Karnal Club.

The sammelan started with ‘gadhe ki baraat’. A poet dressed as a politician was came on a donkey and his fellow poets raised slogans; ‘hamara neta kaise ho’ and the answer was ‘motu bhaya jaisa ho’. Comments like ‘jitenge to lutenge, harenge to kutenge’ kept the audience laughing throughout the show.

Among those poets who participated in the programme were Pradip Chobe, Arun Jemini, Santosh Anand, Adil Lakhnavi, Tej Narayan Sharma and Manjit Singh.

Meanwhile, winners of the poetry-writing competition on ‘fell good factor’ were honoured with cash prizes of over Rs 25,000.

Haryana prepares to face floods

Yamunanagar, April 18
The Haryana Government has started preparations to meet any eventuality in case of floods during the ensuing monsoon season, an official spokesman said here.

A week-long flood relief training camp began on the banks of the Yamuna here today where six trainers would impart training to 45 trainees drawn from various districts in the state. They would be imparted intensive training in meeting emergency situations in case of floods.

He said the state government provided Rs 13 lakh to each district in the state to meet emergency situations arising due to natural calamities.

A similar camp was held at Brahmasarover in Kurukshetra from April 4 to 10 in which 109 persons were trained in saving life and property in case of floods. As many as 750 persons had so far been trained at various camps organised in the State.

The trainees are imparted training in driving motor boats and boats having oars. They are also imparted training in how to swim with the help of a piece of wood, empty tins, pitchers and bottles and make boat with the help of a coat.

There were 250 boats, 73 engines for boats, 1500 life saving jackets and 31 trailors to shift boats from one place to another he added. — PTI

3 cases of jaundice reported

Three cases of jaundice have been reported in Kagdana village in Nathusari Chopta in the district. All three are children and are under treatment in private nursing homes.

According to the information received today hepatitis had spread in Kagdana and three children were infected with it. Leakage in pipes pollute drinking water supply. Sale of substandard ice-cream had caused the disease believed some.

Village residents say that they had complained to the Public Health Department about polluted water supply but none turned up to take stock of the situation. They alleged that employees deputed at water works did not have sufficient material to repair the pipes.

Youth shot at

In the second shooting incident this month, a youth was shot at in Babyal, near Ambala Cantonment, today.

The incident took place at about 11.30 am when Pankaj, a resident of Babyal, was returning home from the local market. Pankaj, a van driver, was accosted by two youths on a motor cycle at Babyal Chowk. One of the youths shot at him. The bullet hit Pankaj on his left arm.

Pankaj was rushed to the Civil Hospital, Ambala Cantonment. He was operated upon and the bullet removed.

A relative of Pankaj claimed that he was shot at by a person with whom he had an old enmity. “We have informed the police about the suspect,” he said.

A police official said a case had been registered. He said police teams had been set up to arrest the youths.

On April 1, a former president of the Naggal unit of the Indian National Lok Dal, Mr Amrik Singh, was shot at on the Ambala-Jagadhari road.

The shooting incident had taken place when Mr Amrik Singh was on his way to his shop in the Saha grain market. Mr Amrik Singh was hit by two bullets. While one bullet hit him on the arm, the second hit him on the thigh. He was taken to the Civil Hospital, Ambala Cantonment, from where he was referred to the PGI, Chandigarh.

Incidentally, a few days ago, Pradeep Danny was reportedly shot at near Gandhi Market. However, there were conflicting reports to the shooting incident. While some people claimed that Pradeep Danny was shot at by three motor cycle-borne youths, there were others who stated that Danny sustained injury on his face after he fell from his scooter.

Four pilgrims killed in mishap

Yamunanagar, April 18
Four women died and 18 were injured when a bus carrying pilgrims collided with a truck near Khizrabad, about 35 km from here, today. According to information, the pilgrims were from Heeranagar tehsil of Kathua district of Jammu and Kashmir.

The bus carrying 50 pilgrims was going to Hardwar when the driver lost control and collided with the truck on the Jagadhri-Paonta Sahib highway. The deceased have been identified as Rano Devi, Satya Rani, Raj Rani and Lajo Devi.

The injured have been taken to Khizrabad Hospital. Two persons are in a critical condition.

A case has been registered. The district administration sent the bodies to their native places in the evening.

5 get life term in murder case

Ambala, April 18
The Additional Sessions Judge, Ambala, Mr B.M. Bedi, has sentenced life imprisonment and a fine of Rs 5000 each to five persons in a murder case here. Those who were convicted are Anil, Kamal, Pardeep, Sandeep and Harish.

According to prosecution, the deceased Sanjeev belonged to Banondi village close to Naraingarh. On September 16, 2000, the accused had thrashed Sanjeev at Banondi. He sustained serious injuries in the incident. He was rushed to the Civil Hospital at Ambala City. The doctors referred him to the PGI, Chandigarh, where he succumbed to his injuries.

On a complaint of the uncle of the deceased, the police had registered a murder case against the five persons and arrested them.

4-year jail term for 19

Kurukshetra, April 18
A court here has sentenced 19 persons, hailing from Pehowa subdivision of this district, to four-year imprisonment on the charge of causing hindrance in the official work being carried out by the officials of the Public Works Department last year.

The court yesterday handed down the judgment in the case where the police had registered a complaint lodged by Sarpanch of Ramgarh village, Subhash, and another person, Mr Vijay Kumar, on April 3 last year against 19 persons of the village who disrupted the work of the construction of a culvert and forced the Public Works Department officials and workers to flee. — UNI
