members of Tansir gang Panipat, April 8 The presence of criminals with heavy arms in the city is considered to be a serious lapse in the security system following the proposed visit of Congress President Sonia Gandhi and BSP chief Mayawati to the city this month. The sources revealed that the four youths had gone underground in the city as the Uttar Pradesh police was after them. They had managed to run away with a large quantity of weapons when the police shot dead three members of their gang in an encounter on March 31. Giving details, the sources added that on March 28, the members of the gang kidnapped a child Pawan when he was going with his father, Jagmaal Singh, at Hiranwada in Uttar Pradesh. Later three of them had visited Jagmaal’s brother Chanderpal residence and demanded Rs 7 lakh for the release of the child. He refused to hand over the money and raised the alarm. With the help of the local residents, Chanderpal caught the three and handed them to the police. Later the Uttar Pradesh police shot dead the leader of gang and his two accomplices in an encounter near Kaseraba village in Uttar Pradesh on March 31 and rescued Pawan. The police also recovered rifles and countrymade pistols from the spot. Some members of the gang members managed to run away taking advantage of the darkness and took shelter in a rented house at Badhawa colony in the city, the sources added. Tansir was a resident of Pukhtagadi village in Muzaffarnagar district in Uttar Pradesh. The link of the four youths with Tansir has also become evident as they also hail from the same village. The gang had been operating in Uttar Pradesh for the past 10 years and was involved in several cases of murder and extortion. When the gang leader Tansir was declared a wanted criminal in Muzaffarpur district, he shifted to Delhi, the sources further added. The old woman staying with the four youths also escaped from the city. Earlier she was arrested by the city police on the day of the incident, but had been released later. When this correspondent visited Badhwa colony, neighbours said she had left the place and the police had locked her house. |
198 polling booths
in Gurgaon dist sensitive Gurgaon, April 8 The police is sanitising the district. Vigilance would be stepped up under the direct supervision of SHOs and DSPs. The bulk of the sensitive polling booths fall in the Mewat area of the district. The authorities have decided to round up proclaimed and jumper who number more than 2,500. A strategy is in place to take into custody licensed weapons and go after unauthorised weapons. |
Poll notification on April 16 Sirsa, April 8 At the meeting he stated that the notification for the Lok Sabha elections in Haryana would be made on April 16. The nomination could be filed upto April 23. The scrutiny of the nomination papers would be held on April 24 and withdrawal till April 26. The polling is scheduled for May 10 and counting for May 13. He also gave details of the 61 villages identified by the district administration as hyper-sensitive whereas 71 villages in Sirsa district have been identified as sensitive. |
Sihag to contest from Hisar Hisar, April 8 Talking to mediapersons here today Mr Anil Sihag, vice-president of the state unit of the party, said the party would announce its candidates for all seats soon. He himself would be the party nominee from Hisar seat as the party high command had asked him to contest from this seat. He said Mr Paswan would visit Haryana and address election rallies in favour of party candidates. He criticised Chautala government in the state and the BJP-led National Democratic Alliance government at the Centre for anti-people policies. PANIPAT:

While addressing a press conference here Mr Hooda who was also the general secretary of the state Lok Jan Shakti Party said he was intimated by the party state president, Capt Shamsher Singh, in this regard in the morning. |
Nagra is HVP
candidate from Ambala Ambala, April 8 When HVP General-Secretary Surinder Singh announced Mr Nagra’a name as the party candidate, a group of activists, led by Mr Jagdish Chand, left the workers’ meeting venue at Aggarwal Dharamshala in Ambala Cantt. Mr Jagdish Chand said he had served the party for long but the party high command did not grant him ticket. “I am now going to contest the election as an Independent,” he said. Later, talking to mediapersons, Mr Surinder Singh said difference of opinion was possible within any party. “The solution is to sit and talk over an issue,” he said. Mr Surinder Singh said Mr Aman Kumar Nagra was a winning candidate. “We are going to win in all 10 constituencies of Haryana,” he stated. On the confrontation between Haryana Chief Minister Om Prakash Chautala and the Election Commission, Mr Surinder Singh said it was an unfortunate aspect. “We have always maintained that law and order has deteriorated under the INLD government. There is a problem of attitude which had led to jungle raj in the state,” he said. He said it would be wrong to say that Mr Nagra joined the HVP only for the ticket. “We have known Mr Nagra for a long time and his thinking matches with our party’s efforts,” he said. He said that HVP supremo, Mr Bansi Lal, will be present at the time of filing of nomination papers by Mr Nagra on April 21. |

BSP candidate from Rohtak withdraws Rohtak, April 8 Mr Jojo said since he had sustained gunshot injuries during an attempt on his life last month, it was not possible for him to campaign. He, however, declared his unstinting support to any other BSP candidate, who would be nominated by party supremo Mayawati to contest from Rohtak.

Docs’ call to help road mishap victims Sirsa, April 8 Speaking on the occasion, the District Medical Officer, Dr R. C. Chaudhary, said that every year about 80,000 road accidents occur in India and about 12 lakh people become victims of road mishaps in the world. A majority of the affected in the accidents are bread earners and young whose death adversely affects the economic status of many families. It is, therefore, pertinent that road safety rules are strictly observed and victims of road accidents are shifted to the nearest primary health centres without delay. Dr Chaudhary also threw light on other health issues like healthy drinking water and environment etc. Other doctors present also expressed their views on road safety and emphasised prompt action to save the life of accident victims. They dispelled the notion that helping accident victims would land them in any legal trouble. |
Judicial remand for
2 cops Kurukshetra, April 8 Both culprits filed a bail application for the hearing of which the court had fixed April 9. They had been sent to judicial remand till further orders. According to the case, a Ladwa woman, in a complaint lodged with the police, had alleged that following her dispute with her neighbour, ASI Sita Ram and head constable Amrit Lal entered her house when she was alone on September 4, 1998, and tried to molest her. She further alleged that when no action was taken on her complaint, she moved to the court demanding action against them. After hearing the complaint and finding prima facie case, both culprits were summoned to the court. On registration of the case, they applied for anticipatory bail which was rejected by sessions court. Later, the accused filed an anticipatory bail in the Haryana and Punjab High Court and were directed by the high court to present themselves in the lower court by April 6, 2004. |

Chaos at three
exam centres Ambala, April 8 The Class XII home science examination was scheduled to take place through the National Open School. Candidates had started to gather at designated centres but the centre superintendents realised that there were lesser number of question papers as compared to candidates having valid examination cards. For instance, at a centre in Ambala Cantonment, there were only 43 question papers as compared to 240 students who held valid cards. This led to confusion. The students who were denied entry into the examination centres got agitated and alleged that mismanagement had taken place. The students were upset with the incident and said the authorities concerned should have checked the question paper numbers well in time. “I had checked my name yesterday and it was there. Today, I am not being allowed to take the examination. It is a very disturbing incident. The authorities should realise that our future is at stake,” Pooja a student, said. Another student observed that being the home science examination, there were comparatively fewer students. “I wonder what will happen when it was the English examination, which will be taken by all students,” she said. A centre superintendent said the problem has been brought to notice of the controlling officials. “We have been informed that they are looking into the matter and a decision will be taken keeping the students interest in mind,” he stated. |

HIGH COURT Chandigarh, April 8 In their petitions, the three have challenged the legality of the Additional Sessions Judge’s order of January 29, 2003, in which they were found guilty and convicted. Asserting that the order is an abuse of the process, arbitrary and illegal as it was not passed in a bona fide manner, the petitioners have sought that it be quashed. |
