Senior leaders should contest poll, says Hooda Jhajjar, April 7 The Congress leader, however, made it clear at a
press conference here today that he would campaign for the party
candidates in the entire state. Making an implicit reference that the
outcome of the Lok Sabha elections would also help in settling the state
Congress leadership issue, Mr Hooda held that he wanted all senior
leaders to contest the Lok Sabha elections. The CLP leader did not
rule out media reports on a tacit understanding between HPCC chief
Bhajan Lal and Chief Minister Om Prakash Chautala when asked at the
press conference, saying, that “the outcome of the Bhiwani Lok Sabha
election will give a befitting reply.” Mr Kuldeep Bishnoi, son of Mr
Bhajan Lal, is the Congress candidate from Bhiwani. A wave in favour of
the Congress is sweeping across the state, claimed the CLP leader, who
sought the support of the District Bar Association here. Attacking both
BJP and the INLD, he said both parties were blaming each other for the
unpleasant scenario in the state. The exit of Mr Avtar Singh Bhadana, a
minister in the Chautala Cabinet proved that “there was one Mukhyamantri,
two mahamantries and the remaining were sentries” in the Chautala
rule. Raising the issue of the Sutlej-Yamuna Link canal and connecting
of the district headquarters through rail, Mr Hooda held that these
issues had reached positive conclusions and would have to be implemented
by whatever government comes to power in the next Lok Sabha. The

Hooda denies allegations on
Bhiwani seat Chandigarh, April 7 In a statement issued here
today, Mr Hooda said Mr Bishnoi’s father Mr Bhajan Lal, chief of the
Haryana Pradesh Congress Committee, was the only Congress leader in
Haryana who could contest from any Lok Sabha or Vidhan Sabha
constituency in the state. He said Mr Bhajan Lal’s elder son, Mr Chander
Mohan had won four consecutive elections from Kalka assembly
constituency. Mr Bhajan Lal himself had won Lok Sabha elections from
Karnal as well as Faridabad, Mr Hooda said and added that the decision
to field Kuldeep from Bhiwani had made the other candidates from that
constituency nervous. He added that the Congress had lost all 10 Lok
Sabha seats in the state in 1999 and the Congress candidate got the
third position in the byelection for Yamunanagar constituency in
February 2002. However, the Congress candidate lost only by a narrow
margin in an assembly byelection held barely six months later (August
2002) because Mr Bhajan Lal had already taken over as the PCC chief by
that time, Mr Hooda said. |
I am not an outsider, says Kumari Selja Ambala, April 7 Talking to The Tribune from New Delhi, Ms Selja said that Haryana is a small state and it would be incorrect to term her as an outside candidate. “I fail to understand the logic behind referring to me as an outsider for the Ambala seat. It is a feeble attempt by the political opponents to rake up a non-issue,” she said. Ms Selja said that she is planning to begin her campaigning after formal announcement of her name as the Congress candidate from Ambala constituency. “I am waiting for a formal announcement. I am planning to begin campaigning from April 11,” she said. Unfazed by competition, Ms Selja said that she is going to emerge triumphant. She opined that it was not easy for her to leave the traditional bastion of Sirsa constituency and contest from Ambala. “I have emotional attachment with Sirsa. However, I am ready to work as per the direction of the party high command,” she said. Ms Selja said that she is going to establish rapport with the people of Ambala constituency. “Cutting across all sections of society, I expect complete support from the people. I am going to work hard and I am going to win at the hustings,” she said. She said that she is currently in the process of identifying issues which are of concern to the common man. “The issues pertaining to the people will be stressed upon during the campaigning,” she said. “For instance, sugarcane farmers in the Ambala constituency are facing major difficulty in getting payment. It is a serious matter,” she added. Referring to the lack of employment opportunities in the area, Ms Selja said that the youth is facing a bleak future since the government had failed to generate employment for them. “It is important that employment generation avenues are developed so that people are fruitfully occupied. I am going to give a filip to industrial growth in the Ambala constituency,” she said. She said that she is going to lay emphasis on issues concerning women. “A sizeable chunk of the work force comprises women. Women in rural areas as well as urban areas face a host of problems which need to be sorted out. Women need to be empowered and the Panchayati Raj institution needs to be strengthened,” she said. |
Flaws in charges against Sherwals Chandigarh, April
7 The Panchkula police had on Tuesday registered a
case against the Sherwals for allegedly misappropriating Rs 70 lakh and
office furniture belonging to the BSP. The case under Sections 404 and
34 IPC was registered at the Sector 5 police station of Panchkula
following a complaint made by the BSP’s national secretary, Mr Narinder
Kashyap. While no documentary evidence reportedly was provided by the
complainant to substantiate his charge of misappropriation of Rs 70 lakh
by Mr Sherwal and his wife, Mr Kashyap did mention in his complaint the
date when he allegedly got an additional Rs 5 lakh deposited in the bank
account of Kusum. Mr Kashyap also mentioned Kusum’s account number in
the bank in the complaint. As far as handing over of Rs 70 lakh to the
Sherwals was concerned, the complainant said there was proof that the
money was given to him in Delhi from party fund for passing on to Mr
Sherwal toward expenditure for the Lok Sabha elections. The police
today enquired in the bank concerned located at Sector 17 here and found
that on the date mentioned by Mr Kashyap (February 2, 2004), Rs 4.51
lakh was deposited in Ms Sherwal’s account. However, contrary to Mr
Kashyap’s charge, it was found that the money was deposited by Kusum
herself and not by anyone else. Her signature was found to be on the
deposit form which was also authenticated by the bank authorities. Mr
Sherwal himself also wrote a letter to the Haryana Director General of
Police on April 2, in which he alleged threat on his life from BSP
leaders, including Mr Kashyap, and sought security for his personal
safety. A copy of the letter was sent to the SP, Panchkula, who asked
the police to file a case on the basis of Mr Sherwal’s letter. This case
was registered by the Panchkula police on Monday, one day before the
case against the Sherwals for swindling of party funds was
registered. Police sources said they were investigating both cases and
would file the reports at an appropriate time. The Sherwals vs the BSP
episode became known on March 31 when Mr Sherwal left the BSP to join
the Lok Jan Shakti Party led by Mr Ramvilas Paswan. Soon after, Mr
Kashyap also came to Chandigarh and addressed a press conference here
where he charged Mr Sherwal with misappropriation of money. |

to end ‘goonda raj’ Karnal, April 7 The HVP
leader said that the issues of Sutlej Yamuna Link (SYL) canal and the
implementation of Punjabi as the second language in the state were still
burning issues among the farmers and the Punjabis, respectively. He said
that there was direct contest between the HVP and the Congress in the
state. “We have upper hand as there is factionalism within the
Congress”, he said. The decision of all major political parties in the
state to go it alone in the elections would favour the HVP, he added. He
promised to end “goonda raj” in the state so that the people
particularly the women could move about freely without fear. |
Bitta to campaign against Jethmalani, Sibal Ambala, April 7 Talking to mediapersons here today, Mr M.S. Bitta said that he will campaign against them since they have represented terrorists in court. “I am not going to contest elections but I am going to campaign against Ram Jethmalani and Kapil Sibal, if they become candidates, since they have fought case on behalf of militants,” he said. Mr Bitta said that Devinder Pal Singh Bhullar, the terrorist who tried to kill him, was represented by Mr Kapil Sibal. “I am a true Congress worker but I cannot accept the fact that those who defended the militants should become Members of Parliament. I have told the party high command that they should not compromise,” he said. The AIATF president said that President’s Rule should be clamped on Bihar. “There is lawlessness in Bihar. Only through strict action can the situation come under control,” he observed. Mr Bitta opined the talks between India and Pakistan should concentrate only upon Pakistan Occupied Kashmir. “Pakistan must first free the prisoners of 1971 war and hand over Dawood Ibrahim to Indian security agencies. Talks should be held after our conditions are met,” he said. Expressing concern over jailbreak incidents, Mr Bitta said that a series of jailbreak incidents have taken place over the last couple of months. “Prisoners have escaped from Burail Jail in Chandigarh, Tihar Jail in Delhi and Danapur Jail,” he said. “I feel that there is a need for an anti terrorist military court. The court will decide about militants within six months time. Army will be responsible for keeping terrorists as prisoners. Also the Army will take care of the witnesses. This will go a long way in expediting cases. Such courts can be set up in different states including J&K, Nagaland, Assam, Punjab and UP,” he said. Mr Bitta said that allocating party tickets to filmstars is not a healthy trend. “Many actors who have been failures at the box office have been granted ticket,” he said. |

DGP’s transfer Sonepat, April 7 In a press note, he claimed
that it was a victory for the Opposition parties who had been agitating
against the misuse of the official machinery by the DGP as well as the
state government for making Mr Krishna Malik successful. He alleged
that Mr Malik had politicised the Police Department by deploying
policemen in plain clothes in the Sonepat Lok Sabha constituency for
canvassing and pressurising the electorate to vote in favour of Ms
Malik. Meanwhile, representatives of the BJP, Congress and other
political parties have also hailed the decision of the Election
Commission on the issue and demanded the resignation of Chief Minister

EC asked to declare Haryana sensitive Chandigarh, April 7 Mr Yadav said the party had told the commission that in the infamous Meham Assembly byelection in 1991, an Independent candidate was murdered so that the election could be countermanded. Going by that experience, the BJP said, there was every reason to believe that the ruling INLD would indulge in large-scale violence and would adopt all means to subvert the election process. Mr Yadav, who was accompanied by the party Treasurer, Mr Gian Chand Gupta, and party’s media Secretary, Mr Surinder Kaushik, said the Rohtak seat should be declared hyper-sensitive because the DC and the SP of that district had participated in a meeting of the INLD workers convened by the Chief Minister’s younger son, Mr Abhay Singh Chautala. He said the party had told the commission that Mr Malik should also be removed from the post of Director, State Vigilance Bureau, and his entry into the Sonepat constituency should be banned. The BJP also demanded the transfer of the DCs and the SPs of Rohtak, Sonepat and Bhiwani. Mr Yadav alleged that the state government had recently released 300 convicts on parole so that they could be used to intimidate the electorate. He said the commission should seek daily report about their movements. The Congress delegation, which was led by Mr R.S. Chauhan, President of the Panchkula District Congress Committee, urged the commission to deploy the paramilitary forces in the entire State. Special observers for each Assembly segment of the Sonepat Lok Sabha seat should be appointed and the Bhiwani constituency should be declared sensitive. The President of the Haryana unit of the INLD, Mr Sher Singh Badshami, urged the commission to reconsider its order to transfer the DGP, Mr M.S. Malik. |

byelection Chandigarh, April 7 Mr Bhadana joined the BJP and is
its candidate from Dausa in Rajasthan, from where the Congress has
fielded Mr Sachin Pilot, son of the late Mr Rajesh Pilot. The Chief
Election Commissioner, Mr T.S. Krishnamurti, told TNS that he was not
aware if his office had received the notification by the Haryana
Assembly regarding the vacancy in the House. He said in case the
notification had been received by his office, the byelection to fill
the Assembly seat would be held along with the Lok Sabha elections. |

Chowk. Congress
activists criticised the BJP leaders for using “cheap” language
while referring to the Congress President, Mrs Sonia Gandhi. They said
the language was derogatory and it was against the Indian culture and
ethos. The district unit president, Mr Ashok Jain, said BJP leaders
had used derogatory language. “We strongly condemn the language used

Haryana, UP villagers clash over land dispute; 9 hurt Karnal, April 7 As per reports
available, armed persons from Khawajapur village of Mujaffarnagar
district in Uttar Pradesh entered Haryana’s Saidpur village in Gharaunda
sub-division of Karnal and injured at least nine persons, including
three women. Five persons have reportedly been kidnapped. Those injured
have been identified as Manu Ram, Kalia Ram, Shiv Kumar, Lakshmi Devi,
Jamantra Devi, Suman Devi, Vinod Kumar, Jangi Ram and Suresh Kumar. They
were admitted to the Civil Hospital at Karnal, where their condition was
stated to be out of danger. Five persons — identified as Jai Singh, Atra
Ram, Om Prakash, Des Raj and Jita — were reportedly kidnapped by armed
persons from Uttar Pradesh. Their whereabouts were not known till the
filing of the report. The District Magistrate (DM) of Karnal, Mr R.S.
Doon, while confirming the incident, claimed that there was no land
dispute between people of Uttar Pradesh and Haryana in this village.
“The dispute over wheat cultivation on 100 acres of land at Jadauli
village was solved on Tuesday”, he said. The DM said that he had asked
the district police to hold an inquiry into the incident. “I will
personally talk to the DM of Mujaffarnagar on Thursday and bring the
incident to his notice”, he said. Twentyfive persons from Khwajapur
village forcibly intruded Saidpur village and interrupted the people on
this side while they were harvesting wheat crop. After heated exchange
of words between the two groups, people attacked Saidpur villagers with
lathis. They also reportedly fired shots in the air. |

24 SPs in 14 years KAITHAL: Key district officials posted here in the past
few years were transferred quite frequently. According to rule
government officials, cannot be shifted from one station before three
years, except under extraordinary circumstances. But the rules were
flouted by the law makers. Frequent transfers of senior officers posted
in districts demoralised officers and affected day-to-day functioning of
the administration. Political masters shifted officials in this district
to satisfy their whims. It is reflected in the contingency chart of key
officials of the district administration. Average period of posting of
some officials is six months as against statutory three years. In some
cases the officials remained in the district from 15 days to a month.
Avoidable burden was also put on the government exchequer due to
frequent transfers of officials. As many as 12 Deputy Commissioners, 24
SPs and 27 city magistrates have been posted in this district in the
past 14 years after Kaithal was made separate district in November 1989.

Crime on the rise in Panipat, Sonepat Panipat, April 7 While the police
authorities continued to be non-committal on the issue, the criminal
gradually entering these districts, thus threatening the prospects of
peaceful elections. The crime has become a routine. Yesterday two police
constables were mercilessly beaten by four youths carrying AK-47, when
the police raided their house at Badhwa Colony in Panipat. Later the
youths had managed to escape, according to sources. Infact, panic has
gripped the people following the regular incidents of murder, as the
police has yet to receive any clue. There has been a quick rise in the
incidents of crime since January this year. Two youths had been shot
while one sustained serious injuries when five assailants opened fire
indiscriminately at Norwala village on January 10. In the shocking
incident, an 18-year-old son of an industrialist was murdered while four
family members sustained serious injuries when five armed persons
attempted robbery at their house in Phase, HUDA colony in Panipat on
March 31. The incident has spread panic among industrialist to the
extent that many of them had decided to leave the state and set up
business anywhere else. Three days later, a 70-year-old man was done to
death at the New Dalvir Colony in Panipat on April 3. There seems to be
no end of crime. Jasbir and Baljit had been shot dead by some persons in
Butana village in Sonepat on January 3. On January 11, two armed youths
seriously injured Krishan Kumar in Krewri village in Sonepat. Besides
it, a businessman was shot dead by the two-armed persons in Kharkhoda
town in Sonepat in February. Recently assailants had kidnapped an
industrialist at gunpoint in March from Sonepat. He is not
traceable. While the police of the two districts do not have records of
the weapons used in the crime, police sources said the criminals mostly
used the country-made weapons that are easily available in Uttar Pradesh
at a very low price. Whenever the police of the neighbouring states
increase surveillance there, the criminals usually shift to these two
districts. |
High Court Chandigarh, April 7 In his petition, Mr Verma has alleged that the
Haryana Government was not accepting his plea for grant of voluntary
retirement on flimsy grounds. Alleging mala fides, Mr Verma has said
that earlier when he was being inducted into the Indian Civil Service,
the Haryana Government chargesheeted him. He has claimed that all
investigations into the five chargesheets resulted in clean chit to him.
However, after he served his notice for taking voluntary retirement, the
government again chargesheeted him. Asserting since the fresh
chargesheets were issued after he applied for voluntary retirement, his
application for voluntary retirement could not be refused, the
petitioner requested the court to intervene in the matter.
Bail
sought Three activists of the Bharatiya Kisan Union have moved
petitions in the High Court, seeking bail in cases registered by the
Jind police on March 2, 2003 and May 3, 2003. In their writs, the BKU
activists, Mr Paley Ram, Mr Omal alias Om Parkash and Mr Ram Krishan
have prayed for grant of bail. While Mr Paley Ram is lodged in Ambala
jail, Mr Omal is in Jind jail and Mr Ram Krishan in Hisar jail. Taking
up their petitions, Mr Justice S.S. Grewal issued notices to the Haryana
Government for May 24. |
Three booked in bride selling case Fatehabad, April 7 The police
booked a couple and another person on the complaint of Mrs Bala Devi, a
resident of Mohammadpur Rohi village, whose son Krishan had married a
‘procured’ bride and had been receiving threats from the broker who
‘procured’ the bride. Mrs Bala Devi said in her complaint that she
could not find match for her son Krishan who came in contact with Hari
Singh who assured to ‘procure’ him a bride for Rs 40,000. She said that
her son agreed to pay the money and Hari Singh came with a girl — Ritu,
who, he told was his niece. The marriage was solemnised in the village.
Hari Singh again came after 10 days and asked Krishan to sent Ritu with
him, as he wanted to take her to her mother. Krishan, however, refused
to send his wife with Hari Singh. Mrs Bala Devi alleged that Hari Singh
started coming to her residence frequently and demanded Rs 20,000 more
and threatened to take away Ritu if they did not pay the money.
Meanwhile Hari Singh also showed them two more girls and told them to
find customers for those girls. She alleged that one day Hari Singh, his
wife and another man tried to take away Ritu and injured villager Lilu
Ram, who resisted them. The woman in her complaint to the police
alleged that she was trapped by Hari Singh and his accomplices for the
marriage of her son. She said that Hari Singh had since been
blackmailing her family. The police on Monday booked Hari Singh, his
wife and an unknown person resident of Bighar village under Sections
370, 371 and 420 of the IPC. |
5-year jail for forcing friend to commit suicide Karnal,
April 7 Rajesh Kumar, a resident of Nilokheri, was accused of
forcing his friend Arvind to take the extreme step on the basis of the
suicide note left by the latter. According to the prosecution, the two
friends had collected Rs one lakh for a ‘kitty’ on September 16, 2002.
Arvind requested Rajesh to give him some money required to clear his
debts in the market. However, Rajesh refused to give him any money and
took all the amount along with him. Fearing a backlash from his
debtors, Arvind committed suicide the same night by consuming Celphos
tablets. In his suicide note he held Rajesh responsible for his extreme
step. On the basis of the suicide note and the complaint of the
deceased’s wife, a case was registered against Rajesh. — UNI |
Ex-BJP leader shot at Ambala, April 7 According to one version, Pradeep Danny was shot at by three motorcycle-borne youths. Pradeep Danny has been referred to the PGI, Chandigarh. Another version of the incident stated that he probably fell from his scooter and some object lying on the road pierced his right cheek bone. The incident reportedly took place when Danny, who had unsuccessfully contested the municipal council election thrice, was passing through Gandhi Market. Mr Harish Budhiraja, who was sitting at a shop in Gandhi Market, said he heard a loud noise. “We saw him lying on the road,” he said. Mr Budhiraja said they brought him to Civil Hospital here. Later, he was referred to the PGI Chandigarh. DSP Arun Kumar said they were looking into the matter. A police official said Pradeep Danny had been sent to the PGI, Chandigarh, for further investigation about his injury on his cheek bone. |

Patwari held taking bribe Ambala, April 7 The Patwari had reportedly demanded Rs 5,000 from Sukhbir Saini, a resident of the Mulana area for issuing him two fards (land record) of his land. It was mutually decided that Rs 1,500 would be paid in advance. Mr Saini complained to the Bureau in this regard. A team led by the DIG, state Vigilance, Mr M.S. Ahlawat, along with a Duty Magistrate arrested the Patwari red-handed, while taking bribe. |
