PM’s message on toll receipts: NHAI conforms Karnal, April 12 Mr Doon had taken suo moto notice of the news items titled “Toll receipts may land NHAI in trouble” published in The Tribune on April 10, 2004 and sought an explanation from the NHAI authorities through its Deputy General Manager cum Project Director, Ambala alleging that publicising the name of Prime Minister, Atal Bihar Vajpayee on the slips was a violation of the model poll code. The NHAI authorities were allegedly circulating thousands of slips among those passing through the Karnal till barrier, in the form of receipts of toll at a time when notification of the general elections to the Lok Sabha had already been issued. the toll receipts bear a line printed as ‘Prime Minister Shri Atal Bihari Vajpayee’s Dream Project — NHDP. Deputy General Manager cum Project Director of NHAI, Ambala circle Vijay Shrivastava wrote to the district administration to clarify weather the recent interim orders of the Punjab and Haryana High Court were applicable on them or not, in which the apex court had given relaxation to the State Government on the display of hoardings that were set-up before November 30, last year. Replying to the NHAI query, the DM has said that those interim orders of the apex court were not applicable in the toll slips case as the orders were issued in a specific case. He ruled out any relaxation to the NHAI in this particular case. Meanwhile, when The Tribune visited the toll tax barrier this morning, the same slips were still circulated among the people passing through the barrier but were being torn-off from the area carrying the message of the PM. When contacted, an official posted at
the toll tax barrier said that the new slips were being printed without
the PM’s message and would be replaced within 24 hours. For the being,
the slips were being torn-off from the area carrying the PM’s message. |
Clearance to refinery expansion my biggest achievement:
Swami Karnal, April 12 The Bharatiya Janata Party (BJP) leader, re-nominated as party candidate from this constituency, while talking to The Tribune here, said the Indian Oil Corporation’s new venture ‘expansion and para-xylene/purified terephthalic acid project’, estimated at a total cost of more than Rs 10,000 crore, would generate thousands of jobs for the local people. This project would be commissioned by August 2005, he claimed. The minister said he had got sanctioned a potable water supply scheme for 100 villages in Karnal district, a Jawahar Navodaya Vidyalaya at Saga village near Nilokheri, a Kendriya Vidyalaya at Harsinghpura, a flyover on the national highway at Panipat, a trauma centre at Karnal, Rs 20 crore under the Pradhan Mantri Grameen Sarak Yojna (PMGSY) for Karnal and Panipat districts. He said the state government, on his personal efforts, had cleared the fly-over at Kachwa road in Karnal. The state government had promised to reserve expenditure on this much-awaited project in the next budget he said. The proposal of overbridges at four points on the national highway at Karnal were under the consideration of the Union Government, he said. Regarding the toll tax barrier issue, he said it was unfortunate to set up a toll collection centre near Karnal by the National Highways Authority of India (NHAI). Mr Swami said he was of the view that this toll collection centre should have been set up at the district border. He said that the matter was even brought to the notice of the Prime Minister who had principally agreed to either reduce the amount or increase the cess on petrol and diesel and stop collecting toll. The matter was still under the consideration of the Union Government, he said. Asked about the issues that could affect the political scene in the state during the General Election, he said this time the state would witness a different type of political battle, in which caste or class would not dominate. “Development works will play a major role in influencing the mind-set of the people during the time of voting”, he said. The leadership qualities of Mr Atal Bihari Vajpayee and his works would dominate the political scene in Haryana, he claimed. In reply to
a question, he said it would have been better if an understanding on
seat adjustment had been reached at between the BJP, the Haryana Vikas
Party and the Shiromani Akali Dal. He was still hopeful that anything
could happen till the last moment. Efforts were still being made at the
highest level, he disclosed. |
Jai Prakash’s supporters to meet at Jind Chandigarh, April 12 Mr Jai Prakash is an aspirant for the Congress ticket from the Hisar Lok Sabha constituency from where the President of the Indian Youth Congress, Mr Randeep Singh Surjewala, is also a strong contender. Mr Jai Prakash is being strongly supported by a former Haryana Congress President, Mr Birender Singh, who himself does not want to contest the elections on the plea that the party has made him in charge of the elections in Uttar Pradesh. According to informed sources, Mr Birender Singh has taken a tough stand in favour of Mr Jai Prakash. However, the AICC President, Ms Sonia Gandhi, is believed to be in favour of Mr Surjewala contesting from Hisar. It is no secret that Mr Jai Prakash is in touch with the BJP so that if the Congress ticket is denied to him from Hisar, he will contest from there on the BJP ticket. The tussle between Mr Surjewala and Mr Jai Prakash for the Congress ticket has interestingly held up the announcement of the BJP candidates for those five seats which the party had not contested in 1999. Since the BJP does not have strong candidates for these seats, it is certain that Congress leaders may cross over to it after they are denied the ticket. It is under this strategy that Mr Jai Prakash’s supporters are believed to have convened the Jind meeting. Sources close to Mr Jai Prakash say that he will go by the decision at the meeting. It is no secret that the agenda and decisions of such meetings are
normally pre-decided. When the RPI MLA and the NCP MLA, Mr Karan Singh
Dalal and Mr Jagjeet Singh Sangwan, wanted to quit their parties, they
had also called similar meetings. Their supporters had authorised them
to take whatever decision they felt was “in the best interests of their
constituencies”. |
Weight of nominees weighs down party workers Ambala, April 12
A former MP and BJP candidate for this parliamentary
constituency, Mr Ratan Lal Kataria, who was recently weighed against
coins, said the weighing had become a part of the poll process. “As far
as I can remember, party candidates have been weighed against coins
during the campaigning,” he said. Coins are not the only thing against
which politicians are weighed. In some villages, party candidates are
weighed against laddoos. These are later distributed among the villagers
. A party office-bearer pointed out that the process of weighing
candidates against coins serves a dual purpose. “First, it is an honour
for the party candidate. Secondly, the money collected from the weighing
is handed over to the candidate to meet the campaign expenses,” he said.
The availability of a balance bar is a constraint. It is normally
available with grain commission agents, flour mill and some departmental
stores. Collecting enough coins for the weighing is no longer a
problem now while a few years ago, getting a large number of coins was a
major issue, today coins are available in plenty. These days, party
activists usually collect coins from the bank against cash. After the
weighing function, the coins are again deposited back with the bank
while the candidate take home the currency notes. A manager of a
nationalised bank pointed out that they hand over bags containing coins
to the party activists. “We do not take back the coins if the seal of
the bag is broken since is a problem counting large number of coins.
However, some bank branches which have regular dealing with some
customers oblige the customer by taking back these “ he observed. |
12 women HVP leaders join BJP Kurukshetra, April 12 BJP district media in charge, Fateh Chand Gandhi said that the office-bearers, who joined the BJP today, included HVP, Mahila Morcha, district president, Ms Prem Pal, district vice - president, Ms Raj Bala Bakhna, district secretaries, Ms Arjna Sharma and Ms Naika Devi, district treasurer, Ms Maya Devi, Thanesar Block president, Ms Kalawati, Thanesar Block vice - presidents, Ms Kailo Malik and Ms Premi Devi, Thanesar Block general secretary, Ms Raj Bala, Thanesar Block secretaries, Ms Roshni Devi and Ms Bimla Devi and Thanesar Block Treasurer, Ms Sunita Devi. The new entrants to the BJP alleged that they were leaving the HVP because they were feeling neglected and did not get due respect from their party leader belonging to this constituency. They had liked the BJP’s policies and the BJP leaders had given them respect. Addressing the gathering, Prof Ganeshi
Lal thanked the new entrants for joining the BJP and assured them
respect. He informed that hundreds of the social workers would be
joining the BJP at Sonepat on April 22. |
HVP leader quits party Fatehabad, April 12 Mr Khanda said that he and his
followers would oppose the HVP nominees at Sirsa as well as in Bhiwani
and field independent candidates at both these places. He said that he
had yet not decided about joining any other political party. |
SAD (Haryana) to field three candidates Ambala, April 12 Mr Randhir Singh Fauji, general secretary of the state unit, said here today that a meeting of the state executive had been summoned in Kurukshetra for April 13, in which the candidates from Karnal and Kurukshetra would be announced. The party had allotted party ticket to Mr Raonak Singh from Ambala, who would file his nomination papers on April 20. Sources said Mr Sahib Singh Virk and Mr Suraj Singh Ratak
were likely candidates from Kurukshetra and Karnal, respectively. |

was the main police station of the cantonment area once. Mr Satpal
Dhall runs the cloth shop in which the Sadar police station was located.
Mr Dhall said the Sadar police station was shifted out to its present
building in 1939. “Although, it is not apparent, but this shop was
indeed the police station,” he said. He added that the building
structure was of the olden days had thick walls. An old resident of
Kotwali Mohalla, Mr OP Sharma, said the area derived its name from the
Kotwali or police station. “The Sadar police station was the key police
station of the area and a large area came under it,” he said. Mr
Sharma stated that the jail, which was better known as `karagar’, was
located on the ground floor of the two-storeyed building. “The jail was
located towards the narrow lane and the passers-by could see the
prisoners lodged in it,” he said. He observed that in those days, the
constabulary used to wear cotton half pants during summer which was no
longer prevalent. “The mode of patrolling was either on foot or on
cycle. The Superintendent of Police used to drive down on a motorcycle.
We would immediately know that the SP had arrived since everybody at the
police station used to alert on nearing the motorcycle ,” he recalled.
Mr Sharma said the building in which the police station was present used
to be owned by Nanki Devi and her husband Ram Chander. “The new sadar
police station came up on a ground which was used by local mango
sellers. In those days, mangoes were common in the region and mango
sellers used to congregate on the land where the police station is
located at present,” he said. Mr Sharma stated that after the police
station shifted to its new premises, there was a time when a tent shop
was also located there. “A major fire broke out in the shop in 1949.
After that the tent shop shifted out,” he said. |
Five unnatural deaths reported Hisar, April 12 According to the police, youth Ranjeet Singh (18), resident of nearby Sadalpur village, committed suicide this morning. He hanged himself from a ceiling fan in his house. In another incident a youth Prem Kumar of Budha Khera village also ended his life by hanging himself from a ceiling fan in his house last night. A local resident Ajmer Singh committed suicide here late last night. According to the police, he had thrown himself before a train near Patel Nager here after midnight. The police today recovered body of an unidentified person from near the Sector-15 here. There were injury marks on the body. A youth was killed in an accident at Hansi, 25 km
from here, last evening. According to the police, Ravi Jain, a resident
of nearby Jamalpur village, along with his brother Sunil Kumar was
coming here from his village on a motor cycle. As they reached near
Civil Hospital, Hansi, an unidentified vehicle allegedly hit their motor
cycle from behind. Ravi Jain died on the spot while Sunil Kumar received
serious injuries. He was admitted to the Hansi Civil Hospital. The
police has registered a case in this regard. |
Police custody for Babbar militant Ambala, April 12 Earlier, the police filed an application in the court
and sought police custody for Kala for 14 days. Kala is allegedly
involved in six murder cases. He along with another terrorist Amrik
Singh Koli, had been active in criminal activities in the Ambala and
Patiala areas for the past several years. |
