Taking suo motu notice of the news-item titled “Toll receipts may land NHAI in trouble”, published in The Tribune today, the Chief Returning Officer of the Karnal parliamentary constituency and District Magistrate, Mr R.S. Doon, has asked the National Highways Authority of India to immediately stop issuing the receipts publicising the name of the Prime Minister, Mr Atal Bihari Vajpayee. Mr Doon said that this was in violation of the model code of conduct for the forthcoming Lok Sabha elections.

The Municipal Council of Karnal today served notices to 16 various private companies, hospitals, schools and other commercial establishments for violation of the Haryana Prevention of Defacement of Property Act-1989 and Haryana Municipal (control on advertisement) Bylaws-1976.

The Haryana Civil Aviation Department has fixed a target of 4,500 hours of flying training during the current financial year. This was disclosed by the Commissioner and Secretary, Civil Aviation, Mr D.S. Dhesi, after a review meeting in which the performance of the flying clubs was reviewed here yesterday.

Disabled girl beaten to death

A seven-year-old disabled girl was allegedly beaten to death by her stepfather, who later buried the body in a cemetery.

He maintained that his party would not resort to such tactics in the parliamentary elections.

Talking to mediapersons here today, Mr Abhey Singh said he had many friends in the film industry who had offered to join the INLD for the forthcoming parliamentary poll, but, he had declined their offer.

The INLD leader said that the political parties which were taking the help of film-stars were not only showing their political bankruptcy they were also flouting the guidelines of the Election Commission with impunity. He said earlier when any political party hired the services of any film personality, it had to furnish details of the money paid to the latter to the Election Commission but now parties had found a novel way of giving membership to film personalities and making payments in black money.

HVP to hit Cong on factionalism

The Haryana Vikas Party (HVP), headed by former Chief Minister of the state, Mr Bansi Lal, has decided to hit the Congress where it hurts the most. The Congress is making efforts to project the electoral battle in the state between it versus the others.

The HVP has targeted the Congress on the issue of factionalism and its delay in announcing nominees for the parliamentary election in the state. The strategy of the HVP came to the fore yesterday during a series of election-related public meetings addressed by Mr Bansi Lal in the Mahendergarh parliamentary constituency.

Addressing a meeting at Wazirabad village in the Gurgaon Assembly segment of the Mahendergarh parliamentary constituency,the HVP nominee, Mr Anil Rao, charged that the Congress was unable to declare the names of its nominees in the state,especially for Mahendergarh.He attributed it to the internecine struggle in the Congress. At all public meetings in the Mahendergarh parliamentary constituency Mr Bansi Lal went to the extent of saying that the country’s security would be at risk if Ms Gandhi became the Prime Minister.

On the other hand the Congress also has plans to give a zing to its election campaign. The move of the Leader of the Opposition in the Haryana Vidhan Sabha, Mr Bhupinder Singh Hooda, to campaign for the party on a “Vikalp Rath” is seen in this context by many.The move is said to be have worked out about two months back.

There is anxiety and uneasiness among Congress workers in various parts of the state for the delay in announcing the names of the nominees. The reason for the discomfiture is not far to seek.The Congress rank and file were nurturing hope that their organisation would be the first to get into the election gear and be one up on the regional parties, including the ruling INLD

Blind persons plan deal with parties

Politicians remain indifferent to aspirations of blind people because they do not constitute a vote bank. The Netrahin Jagriti Sangh is trying to overcome this hurdle by forging alliances with other handicapped groups.

Mr Jagjit Singh Saini, general secretary of the sangh, said they had called a joint meeting of organisations representing blind, orthopaedically handicapped and deaf and dumb persons of Haryana for forcefully raising the demand of filling the vacancies meant for handicapped persons.

The plan for a joint initiative by various categories of handicapped persons is linked to the coming Lok Sabha elections. All the major political parties of the state would seek votes for their respective candidates, Mr Saini said and added that they would like to exploit the situation.

While there were about 800 blind persons registered in the employment exchanges of the state, the number of registered unemployed orthopaedically handicapped and deaf and dumb persons runs into thousands (approximately 15,000 orthopaedically handicapped and 6,000 deaf and dumb), according to Mr Saini. He said the meeting, called to mobilise all categories of handicapped voters, was expected to take place on April 18.

Mr Saini said while the ruling Indian National Lok Dal (INLD) of Haryana had done little for the visually handicapped persons, members of the sangh were neither in a mood to embrace the opposition parties. Parties would be asked to spell out their policies on recruitment of handicapped persons if they wanted their votes, Mr Saini said and added that a more comprehensive strategy to make the political parties hear the voice of the disabled persons would be drawn up during the meeting with the other groups.

Mr Saini said he was confident that the proposed alliance of disable persons would come through. “We might put up a candidate at the time of the Vidhan Sabha elections”, he said.

“The deaf and dumb had already lent their support to the agitation being carried out by the sangh. About 200 deaf and dumb volunteers had turned up in our support but we asked them to return because it was not possible for us to feed so many people”, Mr Saini claimed.

The agitation, launched by the sangh in September, demanding recruitment of visually handicapped persons by the state government, is consistently drawing participation from blind people from across the state.

Opposition parties spreading rumours, says Sampat

The Haryana Finance Minister, Mr Sampat Singh, today accused the opposition parties in the state of spreading rumours out of frustration in their run-up to the parliamentary poll. Mr Sampat Singh was addressing mediapersons here. Ms Swatantra Bala Chowdhary, MLA from here, was also present.

Mr Sampat Singh said it was ridiculous that none of the opposition parties in the state had yet been able to finalise its candidates for the coming parliamentary poll but the parties were spreading rumours about the possibilities of changes in the candidates of the ruling INLD that had already announced all its candidates.

He advised these parties to first try to resolve their own difference and finalise candidates for various constituencies rather than spreading rumours about INLD candidates.

Daughter-in-law to take on Hooda from Rohtak

Dr Geeta Grewal, estranged daughter-in-law of Mr Bhupinder Singh Hooda, Leader of the Opposition in the Haryana Assembly and Congress candidate for the Rohtak Lok Sabha seat, will contest the election against her father-in-law as a nominee of the Bahujan Samaj Party.

According to a press release issued by the general secretary of the BSP, Mr Narendra Kashyap, here today she replaces Mr Lokendra Singh who has opted out of the contest because of the gun shot injuries he sustained in a shootout here on March 18.

With Dr Grewal’s nomination the BSP has announced the names of nine out of 10 seats it plans to contest in Haryana.

Helpline for voters launched

The District Election Office has started a data-based helpline for voters here. They can get information regarding vote and polling booths where they are required to cast votes. The District Election Officer, Mr Mahtab Singh Sehrawat, told mediapersons here yesterday that voters could call up telephone No. 01667-230134 and get information about their voter list numbers and other relevant information.

Meanwhile, the Election Commission of India has appointed three observers for Sirsa (Reserve) parliamentary seat. Mr Sehrawat stated that Mr Hans Raj Varma and Mr Parveen Kumar, both IAS officers, have been appointed general observers while Mr Nathan Roll, an IRS officer has been appointed expenditure observer for the Sirsa (reserve) parliamentary seat.

Arhtiyas resent slow lifting of wheat

Despite claims made by the district administration with regard to arrangements for the procurement of wheat and its lifting by the agencies concerned, huge stocks have accumulated in both mandis of the town. However, the administration can claim success on one count that not many farmers could be seen waiting to sell their produce in the mandis, unlike in the past, as the labour deployed by the commission agents packed the produce in bags immediately.

The Deputy Commissioner, Mr Anurag Aggarwal said due to sudden heavy arrival of wheat in a short period the problem had cropped up. He said he had asked the SDM, Mr Sanjay Rai, and the DFSC to expedite the lifting and clearing of the accumulated stocks.

During a visit to the old grain market here today some commission agents revealed that the wheat purchased on April 3 and 4 has not been lifted till now. Mr Sham Bahadur Khurania, mandi president told the reporter that the stitching of packed bags was going on a snail’s pace and the contractors have failed to deploy sufficient staff in this regard. Some commission agents said to expedite the lifting process they would have to pay an additional amount of Rs 300-400 per round to rehra owners, who have been put on the job by the labour contractor.

Similarly, the commission agents at the new grain market too were sore over the slow lifting of the wheat procured by all four procurement agencies, FCI, DFSC, Confed and Hafed. According to information, they expressed resentment to the local MLA, Mr Leela Ram, and Mr Naranjan Dass Bansal, Chairman, Haryana Warehousing Corporation, who visited the commission agents today to invite them for a meeting to be addressed by Mr Abhey Chautala.

The additional amount of Rs 400-500 per round to rehra owners to expedite the lifting was an additional burden on them, they added.

NHAI told to stop issuing receipts

Taking suo motu notice of the news-item titled “Toll receipts may land NHAI in trouble”, published in The Tribune today, the Chief Returning Officer of the Karnal parliamentary constituency and District Magistrate, Mr R.S. Doon, has asked the National Highways Authority of India (NHAI) to immediately stop issuing the receipts publicising the name of the Prime Minister, Mr Atal Bihari Vajpayee. Mr Doon said that this was in violation of the model code of conduct for the forthcoming Lok Sabha elections.

The NHAI authorities were issuing thousands of slips among those passing through the Karnal toll barrier in the form of receipts of the fee collected from them, publicising the name of the Prime Minister at a time when the notification of the General Election to the Lok Sabha has been issued.

The DM said that a notice was served to the Deputy General Manager of the NHAI, Ambala, in this regard by fax this evening. He has been asked to explain the NHAI’s position within 24 hours, failing which adequate legal action would be initiated against the NHAI. He has also asked the NHAI to immediately stop issuing the receipts publicising the name of the Prime Minister.

Meanwhile, when this correspondent visited the toll tax barrier this evening after the notice had been served to the DGM, the NHAI authorities were still issuing the same printed slips among the commuters. As many as 3000 slips publicising the name of the Prime Minister had been issued among the public by the NHAI authorities till Saturday evening, revealed sources in the local NHAI office.

Mr Doon also said that after getting the replies of the BJP, the Samajwadi Party (SP) and the NHAI authorities in other three cases of violation of the poll code by them recently, a detailed report was forwarded to the Chief Electoral Officer of Haryana for necessary action.

16 get notice for property defacement

The Municipal Council (MC) of Karnal today served notices to 16 various private companies, hospitals, schools and other commercial establishments for violation of the Haryana Prevention of Defacement of Property Act-1989 and Haryana Municipal (control on advertisement) Bylaws-1976.

Revealing this to TNS, Mr R.S. Doon, District Magistrate, said notices had been served to Puri Health Centre, M/s Munsi Lal Kewal Ram distributors of TATA iron sheets, Hakim Rehmat Ilahi, Airtel, Escotel, OPS International School, Gulati Electricals, Hutch Communications, Sikka Advertising, Satya Honda, Jeet and Company, Car Scan Centre, Hartron Work Station, Suvidha Garments, Reliance India and Touchtel Communications.

He said legal action would be initiated against them. He said these companies/individuals had not taken prior permission from to MC to install, erect, paste or paint hoardings, banners and other advertisement material.

Meanwhile, when contacted, Mr Balwinder Singh Kataria, a senior official of the MC said, “The violators have been asked to explain their position within 24 hours, failing which it will be presumed that they admit their guilt and hence action will be initiated against them as per the law”, he said.

He said that the MC had also identified at least 40 other violations of the Haryana Prevention of Defacement of Property Act-1989 and Haryana Municipal (control on advertisement) Bylaws-1976 and the process had been initiated to serve them notices.

Target for flying training hours

The Haryana Civil Aviation Department has fixed a target of 4,500 hours of flying training during the current financial year.

This was disclosed by the Commissioner and Secretary, Civil Aviation, Mr D.S. Dhesi, after a review meeting in which the performance of the flying clubs was reviewed here yesterday.

Mr Dhesi said gliding activities in Haryana had witnessed an appreciable increase during the past one year. About 9,500 gliding launches, a new record, were undertaken by the flying clubs at Pinjore and Hisar. In addition, 2,900 hours of flying training was imparted by the clubs at Pinjore, Karnal and Hisar operating under the Haryana Institute of Civil Aviation.

He said the youth of Haryana were coming forward in a big way to participate in various adventure activities.

Disabled girl beaten to death

Sirsa, April 10
A seven-year-old disabled girl was allegedly beaten to death by her stepfather, who later buried the body in a cemetery.

Superintendent of Police Mamta Singh said today that the girl’s mother Raj filed a complaint alleging that her second husband Mahender Singh had brutally beaten the girl, Nishu, which led to her death at Mangla village of the district on April 7. He later burried the body, he said.

The Police approached the District Magistrate who has given permission for the exhumation of the body for autopsy. — PTI

Barwala’s resignation accepted

The Haryana Government has accepted the resignation of Mr Surinder Singh Barwala from the post of Chairman, Haryana Bureau of Public Enterprises.

As a result he will no more hold the office of Chairman of the Standing Committee of Public Enterprises. Mr Barwala has relinquished these posts to contest the Lok Sabha elections from Hisar as the Indian National Lok Dal (INLD) candidate.

Uma’s effigy burnt

Youth Congress activists burnt the effigy of Madhya Pradesh Chief Minister Uma Bharti near the railway station in the city today.

A senior leader of the Haryana Youth Congress, Mr Chetan Chauhan, while addressing the party workers said that Ms Bharti had been levelling false allegations against Ms Sonia. He said the Youth Congress would not allow the BJP leaders to speak against their leader

Air Force official killed in mishap

Ambala, April 10
An official of the Air Force was killed and three others were injured when their vehicle rammed into a tree on the Ambala-Chandigarh road near Ambala City here today. Air Force official, Rang Rajan who died on the spot belonged to Tamil Nadu. He was deployed in Barwala. The injured officials were admitted to the military hospital at the cantonment. The police has registered a case.
