Haryana tightens screws on Bhadana

The Haryana Government is slowly, but firmly, tightening screws on the "renegade" former minister, Mr Kartar Singh Bhadana. Mr Bhadana quit the ministry on March 30 last. In the next couple of days, he resigned from the membership of the state assembly as well as the ruling Indian National Lok Dal (INLD) to join the BJP.

Haryana tightens screws on Bhadana

The Haryana Government is slowly, but firmly, tightening screws on the "renegade" former minister, Mr Kartar Singh Bhadana.

Mr Bhadana quit the ministry on March 30 last. In the next couple of days, he resigned from the membership of the state assembly as well as the ruling Indian National Lok Dal (INLD) to join the BJP. Now he is contesting the Dausa Lok Sabha seat against Mr Sachin Pilot, son of the late Mr Rajesh Pilot, on behalf of the BJP.

The process of tightening screws on Mr Bhadana started when the Faridabad district administration launched a probe early this month into a drinking water factory owned by Mr Bhadana. The administration had doubts that the factory might have been set up in violation of various rules and regulations like the zoning plan of the area or the change of land use rules.

Interestingly, according to sources close to Mr Bhadana, the factory was inaugurated by none other than the Chief Minister, Mr Om Prakash Chautala. They say that Mr Chautala would not have inaugurated the factory if there had been any violation. Moreover, why the administration had not acted to find out the violations, if any, committed by the factory when the Chief Minister inaugurated it or Mr Bhadana remained a minister.

Now the government has cancelled the lease of a mining firm in which a close associate of Mr Bhadana was a partner. The lease was given to Faridabad Yamuna Sand Company for extracting sand from the Yamuna from Faridabad to Palwal a few years ago. However, informed sources say, the company did not execute a proper agreement with the Mining and Geology Department. Though it is mandatory to execute the contract within four months of the award of the lease, the company continued to extract sand. The department naturally turned a blind eye, to be woken up only after Mr Bhadana quit the INLD.

The department noticed the lapse a few days ago and cancelled the lease.

According to the sources, the firm has two partners, Mr Pritam Singh and Mr Gurmail Singh. While one is the front man of the Sethi group of mining companies, the other is believed to be a "close associate" of Mr Bhadana. The sources say the cancellation of the lease has hit the economic interests of the former minister.

The work will now be reauctioned.

It may be recalled that the younger son of the Chief Minister, Mr Abhey Singh, had told newsmen after Mr Bhadana's resignation that the government would deal with him (Mr Bhadana) after the elections in "an appropriate manner".

Meanwhile, the ruling party is trying to rake up old controversies against Mr Bhadana relating to the alleged illegal occupation of government land and selling of a piece of land to a lady doctor close to the Prime Minister without having the valid title of the land.

The sources close to Mr Bhadana dismissed the ruling party's efforts as "character assassination" due to obvious political reasons.

BSP candidate joins BJP

Mr Balwan Singh, whose name had been announced as the Bahujan Samaj Party (BSP) candidate from Kurukshetra Lok Sabha seat, has joined the BJP. In a press conference here today he lashed out at the BSP leadership. He said the policies and intentions of the BSP were wrong and because of this he had decided to join the BJP.

Mr Balwan Singh’s name as BSP candidate had been announced by the party High Command. He alleged that the party workers were not supporting his candidature since the day he had been allotted the ticket. He said he was fully satisfied with the policies of Mr Atal Bihari Vajpayee.

He said he had joined the BJP not for any political gain and added that BJP candidate Gurdyal Singh Saini was a noble person. District BJP President Ghanshyam Dass was present on the occasion and welcomed Mr Balwan Singh in the party. He said Mr Gurdyal Singh Saini would file his nomination papers at Kurukshetra on April 21.

3 file nomination papers for Hisar seat

Three nomination papers were filed for the Hisar Lok Sabha seat here today.

Seeking re-election for the third term from here, the Indian National Lok Dal (INLD) candidate, Mr Surender Singh Barwala, filed his nomination papers. A rally was organised at the Chhotu Ram Chowk here before filing of the nomination by him. The Chief Minister, Mr Om Parkash Chautala, Mr Sampat Singh, Finance Minister, Ms Sumitra Mahajan, MP and Mr Puran Singh Dabra, Mr Ram Kumar Katwal and Mr Ram Bhagat Sharma, all legislators, were present on the occasion.

Addressing the party rally, Mr Chautala alleged that the BJP had provided party tickets to criminals.

The Haryana Vikas Party nominees, Mr Kanwal Singh, a former minister, also filed his nomination before the Returning Officer, Ms Deepti Umashankar, here today. Mr Surender Singh, general secretary of the HVP and a son of the former Chief Minister Mr Bansi Lal, and Mr Attar Singh Saini, a former minister and several leaders and workers of the party were also present on this occasion.

Earlier, talking to mediapersons here Mr Surender Singh alleged that some government officials were violating the Model Code of Conduct by supporting INLD candidates in the state.

Mr Ramji Lal Suthar, candidate of the Samajwadi Labour Party, also filed his nomination papers today. Mr Rajender Tanwar, president of the state unit of the party, and Mr Karan Singh, president of the district unit, were also present on the occasion.

In a press note issued here today, Dr Rajender Sura, a local Congress leader, said the Congress candidate, Mr Jai Parkash, a legislator and former Union Deputy Minister, would file his nomination on April 20.

Two candidates Mr Ranbir Singh and Mr Nar Singh, both of the Ekta Shakti Party (ESP), filed papers from Ambala.

From Kurukshetra, the candidates are Mr Jagmeet Singh Saini (Ekta Party) and Mr Teja Singh (ESP). The contestants from Karnal are Mr Raj Kumar and Mr Balwan, both from the ESP, while those from Rewari are Swami Dharamdev (INLD) and Mr Rajinder Singh (SUCI) The candidates who filed papers from Sirsa and Sonepat are Mr Sushil Kumar Indora (INLD) and Mr Sube Singh (Jan Chetra Party), respectively.

13 file nominations in Haryana

Thirteen candidates from various parties in Haryana filed their nomination papers for the forthcomining Lok Sabha elections today.

Three candidates filed their papers from Hisar. They are Mr Surinder Singh Barwala (INLD), Mr Kanwal Singh (HVP) and Mr Ramji Lal (SP). Two candidates Mr Ranbir Singh and Mr Nar Singh, both of the Ekta Shakti Party (ESP), filed papers from Ambala.

From Kurukshetra, the candidates are Mr Jagmeet Singh Saini (Ekta Party) and Mr Teja Singh (ESP). The contestants from Karnal are Mr Raj Kumar and Mr Balwan, both from the ESP, while those from Rewari are Swami Dharamdev (INLD) and Mr Rajinder Singh (SUCI)

The candidates who filed papers from Sirsa and Sonepat are Mr Sushil Kumar Indora (INLD) and Mr Sube Singh (Jan Chetra Party), respectively.

No nominations were filed from Rohtak, Faridabad and Bhiwani today.

INLD candidate files nomination

Sirsa, April 16
Outgoing INLD MP from Sirsa, Dr Sushil Indora, filed his nomination here today amidst fanfare. He was accompanied by INLD MLAs from Ellenabad, Dabwali, Tohana and Ratia, besides other party leaders and supporters.

Earlier, the national President of the INLD Om Prakash Chautala addressed a public gathering at the local Nehru Park. He said the INLD had always received full support from the people.

Mr Chautala termed the Congress and the BJP as opportunist parties, ridden with internal differences and revolts. He accused the BJP of non cooperation when they were in alliance partners.

Mr Sampat Singh inaugurated the election office of Dr Indora at the local Tularam Junthra Dharamshala yesterday. He called upon party workers to put in their total strength in campaigning for him.

Ambala, April 16
The Ekta Shakti candidate, Mr Ranbir Singh Bumbak, became the first candidate to file his nomination papers for the Ambala Lok Sabha seat.

A former Head Constable of the Haryana Police, Mr Ranbir Singh Bumbak, filed his papers at the Deputy Commissioner’s office this afternoon. Mr Nar Singh filed the nomination as a covering candidate. They were accompanied by a large number of supporters.

Talking to mediapersons after filing the nomination, Mr Bumbak said he would work for overall development of Ambala parliamentary constituency. “This region has been affected due to the lackdaisical attitude of Mr Bhajan Lal, Mr Bansi Lal and Mr Om Prakash Chautala,” he said.

Mr Bumbak said he resigned from the Haryana Police as he wanted to contest the election. “I realised that we need to take a stand against the politicians who had done little for the state in general and Ambala in particular,” he said.

He said corruption was a major poll plank. “We need to root out corruption. Common people are unhappy with the corrupt practices,” he stated. “I will take up issues concerning the police personnel. The pay of the policemen must be immediately raised,” he added.

Mr Bumbak has stated in his affidavit that he owns two houses in Karnal for which he has taken a loan of Rs 3.5 lakh from the LIC. He has a bank balance of Rs 52,000 while he has Rs 50,000 as cash. His wife owns gold jewellery weighing about 20 tolas.

Karnal: The Ekta Shakti candidate from Karnal, Mr Raj Kumar Sharma, and his covering candidate filed their nomination papers today . Thousands of supporters of the Ekta Shakti took out a procession in the town.

Mr Sharma and his covering candidate, Mr Balwan, came to the office of the returning officer-cum-District Magistrate this afternoon along with supporters and filed their nomination papers.

The candidates then led a procession through various parts of the town. Women were missing from the road show.

Sonia regrets ‘injustice’ to Surjewala

The AICC President, Mrs Sonia Gandhi, this evening called Mr Randeep Singh Surjewala, who recently resigned as President of the Indian Youth Congress and expressed regrets over the “injustice” done to him by the party.

Mr Surjewala was a contender for the Congress ticket from Hisar and was told by Mrs Gandhi to go ahead with campaigning in that constituency.

Mrs Gandhi, who informed Mr Surjewala that she had rejected his resignation, urged him to tell his supporters to withdraw their resignations.

The Lok Janshakti Party candidate from the Karnal constituency, Mr Surinder Singh Hooda, claimed today that he had received a threatening call to stay away from the elections.

Mr Hooda submitted a complaint to the Deputy Commissioner-cum-Election Officer, Mr Balwan Singh, stating that he feared threat to life, and demanded personal security. Addressing a press conference, Mr Hooda said: “Some unknown person from Uttar Pradesh called me on my mobile in the morning and threaten me not to contest the elections”.

In a press note, Mr Khatri said All-India Youth Congress President Ranjeet Singh Surjewala was a strong and winning candidate from Hisar and had exposed the failure of the National Democratic Alliance.

The Senior Citizens Forum, here at a meeting have resolved to request the Deputy Commissioner and District Returning Officer, to direct all presiding officers in the district to have separate queues for senior citizens to exercise their franchise.

Forum president, Jagjit Singh Virk, said here yesterday that considering the problems and inconvenience senior citizens and aged voters face while waiting to cast votes in Lok Sabha elections, the state government had been requested to take steps in this direction.

EC’s transfer orders challenged

A Public interest petition challenging the Election Commission’s order to transfer Haryana Director-General of Police M.S. Malik came up before a Division Bench of the Punjab and Haryana High Court today.

The petitioner, Dr B. Singh, said the order of the EC asking the Haryana Government to shift Dr Malik on the ground that his wife was the nominee of the ruling Indian National Lok Dal (INLD) for the Sonepat parliamentary constituency was illegal and arbitrary.

He said the DGP’s transfer could not have been ordered as his wife had yet to file her nomination papers for the seat.

Dr Malik, it may be remembered, had proceeded on 32 days leave after the Haryana Government and the EC entered into a war of words over the issue.

The Bench adjourned the case for April 20.

Bail plea

An application for bail filed by Mr Om Prakash Hitler, a relative of Haryana Chief Minister Om Prakash Chautala, was taken up today by a Division Bench of the High Court.

Mr Hitler, lodged in the Bathinda jail along with his son, has said that the case against him is politically motivated as he is opposed to the Chief Minister.

The case, relates to an FIR registered by the Dabwali Sadar police on February 27, 1995, in which Mr Hitler and his son are alleged to have killed a young boy at a function.

After hearing the arguments of counsel for the petitioner, the Bench issued a notice of motion to the Haryana Government and others for May 10. Meanwhile, Mr Justice S.S. Saron of the same court issued a notice of motion to the Haryana Government and others on a separate bail petition filed by Mr Hitler and his son, Mr Manoj Kumar.

Both have sought bail in the case relating to possession of illegal arms registered on July 10, 2000. The case will now come up on May 7.

MDU to conduct entrance test for MBBS course

The Haryana Government has declared Maharshi Dayanand University as the competent authority for conducting admissions to the MBBS/BDS and BAMS courses for the 2004-2005 session in government, government-aided and private affiliated institutions of Haryana, a press note issued here today said

Accordingly, MDU will hold the entrance test for the MBBS/BDS course on May 28. The test for admission to the BAMS course will be held on June 7.

The prospectus for the MBBS/BDS and BAMS courses will be available from the publication cell of the university from April 20 and April 26 onwards, respectively. The last date for the receipt of applications for the MBBS/BDS entrance test is May 11 and that for BAMS May 17.

The competition was sponsored by Jyoti Limited” “Vadodara and held by the Forum of Free Enterprises in 2003-2004.

Subject for the Essay was “Disinvestment in India-Going Forward.” The Judges were Dr R.H. Patil, Chairman, Disinvestment Commission, Government of India. Mr Ravinder Purohit, Economic Adviser, Hindustan Construction Co. Mumbai and Dr G Sethu, Dean Indian Institute of Capital Markets.

The Forum encourages younger people to think and write on the economic subjects. The Form has been conducting this competition since 1956.
