HVP for tie-up with BJP to keep Sonia out Kurukshetra, December 10 This was stated here today by President of the HVP, Bansi Lal, before addressing a public rally. The former Chief Minister said his party’s support to the BJP would be on the pattern of being extended to the NDA government by the Telugu Desam Party(TDP) of Mr Chandrababu Naidu. Mr Bansi Lal said his party would never support Mrs Gandhi or even her daughter, Priyanka, becoming the Prime Minister. He added that if the Congress projected the former Union Finance Minister, Dr Manmohan Singh, as its leader, the HVP would support him. The rally was an indication that from now onwards the HVP would be in the election gear. Mr Bansi Lal made an effort to woo unemployed youth, the Backward Classes and the Dalits. He promised unemployment allowance of Rs 200 per month to those who had cleared the matriculation or plus two examinations and Rs 250 per month to the unemployed graduates. He promised “a life of dignity” to the Dalits and for the Backward Classes, his promise was to clear the backlog of reservation for them in government jobs. For the urbanites, Mr Bansi Lal assured that no house tax would be imposed on self-occupied houses. Besides promising round-the-clock power supply, the HVP leader said he would reduce power tariff for all categories of consumers. Instead of metered supply, slab system would be introduced for power consumed by tubewells. He said under the HVP Government, VAT would not be imposed unless the entire country opted for it. Halwai tax would be abolished. The Local Area Development Tax(LADT) would go. Examination fee being charged by the Haryana Public Service Commission and the Staff Selection Commission would be rationalised. Coming down heavily on Chief Minister, Om Prakash Chautala, the HVP chief said the INLD Government was established on falsehood. The HVP would play audio and video tapes of Mr Chautala promising free water and power in the near future. Once the INLD came to power, Mr Bansi Lal said, Mr Chautala went back on his promises. He said his son, Surender, lost the Bhiwani Lok Sabha seat to Mr Ajay Singh, elder son of the Chief Minister because he(Mr Bansi Lal) refused to give a false assurance to the electorate of the area on writing off the electricity dues. He claimed that now Surender would win from Bhiwani against Ajay with a huge margin because “my truth would prevail over Mr Chautala’s falsehood”. Mr Bansi Lal, who was facing a statue of Mr Devi Lal, from the HVP dais said all statues of the former Deputy Prime Minister would be pulled down and all institutions named after him in Haryana renamed within 30 days of the HVP coming to power. He said the officers who were implicating innocent persons in false cases at the behest of Mr Chautala would be severely dealt with. The HVP leader had a dig at the Congress when he said there were so many groups and subgroups within that party that nobody was sure for whom to vote. He did not spare even the BJP, which he described as “termite in my government(when the BJP was supporting the HVP government before 1999)”. To counter the propaganda that northern Haryana had been discriminated against by all Chief Ministers, Mr Bansi Lal highlighted various schemes implemented for this part of the state when he was be in power. Among others who addressed the rally were Mr Surender Singh, Secretary-General of the HVP; Mr Jatinder Singh Khurdban, HVP nominee for the Kurukshetra Lok Sabha seat; and Mr Ram Chander Jhangra, Chairman of the Backward Cell of the party. |
Chautala enumerates govt’s achievements Panipat, December 10 He said his government had concentrated on development works and more than 40,000 development works had already been completed within this short period. Around 40,000 educated unemployed youths have been employed in the state by his government, he said, adding that the government has also set the target to give employment to 50,000 more youths. Earlier, the Chief Minister inaugurated a 33 KV sub-station at local Kutani road constructed at cost of Rs 1.23 crore and commissioning of the sub-station will benefit more than 10,000 power consumers of Kutani, Raja Kheri, Insar Chawk and Desraj Colony.

298 JBT teachers’ posts lying vacant Yamunanagar, December 10 In the primary school segment, 26 posts of head teacher are lying vacant. The total requirement of head teachers in the district is 428. In Government Middle School, Kathgarh, near here, students are facing problems and they allege that the government’s campaign to remove illiteracy is ineffective. There are 245 students in the school up to Class V and there is only one teacher for these students. In this school, there are sanctioned posts of one head teacher and three of JBT teacher, but there is an acute shortage of teachers. In this school, from Classes VI to VIII, there is only one teacher, i.e. for the PTI faculty. In Class VI, there are 52 students, in Class VII 50 and in Class VIII 40 students. The class VIII examinations are going to start from February 16 and students are worried as they have not completed their syllabus because of the shortage of teachers. |

Haryana not to retrench staff Chandigarh, December 10 In a statement issued here Prof Sampat Singh said after the implementation of the Fifth Pay Commission, burden on the public exchequer had increased manifold. Post-retirement liabilities had also gone up at an alarming rate. The Union Government had also scrapped and reduced various plan and non-plan schemes, which were not serving any useful purpose. In view of this, employees in certain departments became underutilised or were surplus. The government, therefore, had to take measures to right-size such departments. Prof Sampat singh said the government’s intention was not to retrench its employees but to utilise their services in other departments. So far 436 employees had been adjusted in CADA, the State Agriculture Marketing Board and other departments. Similarly, 31 employees of the Industries Department and 50 employees of the Employment Department had been adjusted in other departments. Surplus employees were being transferred to other departments against direct recruitment posts. The junior-most employees who were direct recruits had been given the option to get themselves transferred to other departments. |

Public toilets, parks are
favourite haunts of addicts Rohtak, December 10 Flush cisterns and water closets in public buildings and private commercial complexes have been choked by hundreds of used syringes dumped there by the addicts. While it is relatively easier to take out these syringes from the cisterns, it is extremely difficult to clear the sewer pipes in which these get struck. Plumbers are reluctant to clear the cisterns as they fear injury which could lead to AIDS since drug addicts are among the high risk group. Doctors specialising in preventive and community medicine confirm the plumbers’ fears. They say the syringes have to be removed by hand and there is every possibility of contracting the dreaded disease if the needle piercing the hand happens to be one used by an AIDS patient. The estate manager of a multi-storeyed building here says this is the main reason why toilets are so dirty. He says the addicts even steal the phenyl and phenol balls from the men’s urinals. They eat these if they are unable to find an injection. He said since the building has many chemist shops around it, it had become a favourite spot of the addicts. No amount of vigilance had been of any help. After the addicts take the injection, they head straight for public parks in the towns especially the ones developed by the Haryana Urban Development Authority. These parks are well maintained and offer the addicts shade in the summer and sunshine in the winters. Security personnel deployed there say the parks are deserted the whole day. Over the past few years, drug addiction has become a major problem among youths. Injections and other intoxicating drugs are easily available everywhere. Virtually every grocer in the villages sell the injections and other drugs. Since the addicts are from the same village, there is little likelihood of getting caught. In the towns, there is hardly a chemist who does not sell injections since it earns them a quick buck. The hot selling injection is a branded drug called fortwyn. It is generally used during minor surgeries and child birth. It costs around Rs 6. However, cheaper versions of the salt in the drug — Pentazocine — are also available and can be bought off the shelf for about half the price. The other popular drugs and injections are phenergan, tidigesic, bupinorphine and zocine. At the top end of this nefarious market lies an injection called norpine which is a morphine derivative. It costs around Rs 15. This is mainly used by relatively better off addicts. The popularity of this intoxicant among the addicts from the middle classes can be gauged from the fact that empty vials of the injection and used syringes are found in hundreds in the dustbins in the toilets of even the better known hotels in the towns. While there are
de-addiction centres in most district towns, hardly any attention is being paid to the rural addicts. Many parents approach the village quacks to cure the addiction of their sons, but in the absence of proper counselling, the attempts fail invariably. |

Hisar, December 10 However the police has already registered a case against the doctor on the complaint of the victim. It was reported that the doctor made an attempt to outrage the modesty of a nurse when she was alone in the hospital and doctor held her hand. When the nurse resisted the doctor allegedly threatened her with dire consequences. In the meanwhile the laboratory technicians of the civil hospital staged demonstration in protest against the privatisation of pathological services of the government hospitals.

Groom takes bride away in chopper Karnal, December 10 Ram Kumar of Manjura village in the district instead of riding a traditional “ghori” or a car, with ‘sehra’ used helicopter to reach his in-laws at Mathana village in Kurukshetra district along with the “baratis’. After the knot was tied, Ram Kumar flew back along with bride Mamta in the same chopper to his village. The people in both villages, were more fascinated by the chopper, as it landed at the helipad, set for the occasion. The chopper belonged to a Delhi-based company and it cost Rs one lakh, the groom’s family said.

High Court Chandigarh, December 10 Seeking the transfer of the case to the Central Bureau of Investigation registered against Assistant Sub Inspector (ASI) Suresh Kumar and others on August 14 under Section 302, 307, 323 and 34 of the Arms Act, the alleged victim’s son had claimed that the police had not taken steps for investigating the matter. Going into the background, petitioner Shamsher Singh claimed that his father Shiv Narain succumbed to his injuries, while his brother sustained injuries, in October, 1998, after the two were fired upon by the ASI with his service revolver in the court complex. Although the commission of a cognizable offence was apparent from a statement made by Shiv Narain before his death, the first information report (FIR) was not registered against the cop and others involved. Rather, the police registered a case against the petitioner’s brother and two others on the ground that they had fired at the ASI, their counsel claimed. Taking up their plea on November 26, 1998, the High Court directed Narnaul’s District and Sessions Judge to submit his report after looking into the matter. The Judge stated that the ASI had indeed opened fire at the victims. Counsel added that finally on August 14, an FIR was registered against the ASI and others, but the police did not take any step to investigate the matter. Even the Bar members, present at the time of the incident, were not joined in the probe. |

Answering machine service launched Ambala, December 10 Talking to mediapersons here today, Chief General Manager, Telecom, Haryana circle, Mr A.K.
Nagpal, said the service was free. “For provisioning and enquiry, BSNL call centre may be contacted on 1500,” he said. Mr Nagpal said for availing the answering machine service, the calls need to be routed to 170511. “The recorded message can be retrieved by dialling 170512 from anywhere in Haryana. For accessing outside Haryana, the number 0124-170512 needs to be
dialled. For message retrieval, normal call charges are applicable. The messages in the voice mailbox are password protected and totally secure,” he said. He said besides the answering machine service, the Haryana circle had also launched SMS service from fixed line. “The services are available all over Haryana and it is free. The service requires a special SMS instrument, which will be provided from the customer services centre on payment of instrument charge. Access code for the service is 1256,” he said. Mr Nagpal stated that BSNL’s account less Internet service is now available in five SSAs of Ambala, Gurgaon, Rohtak, Rewari and Karnal. “Netone gives freedom to customers to access Internet without having any Internet account. The Internet usage charges are only 10 paisa per minute excluding call charges. The access and call charges will be included in the telephone bill separately. The service can be availed by dialling 172222,” he stated. Regarding mobile services, Mr Nagpal said that BSNL is planning to add further one lakh lines in the current financial year. “We have already crossed the milestone of 1,50,000 cellular customers. The equipment for adding new lines is expected in January 2004. This will result in addition of 84 new sites and will expand the BSNL cellular services coverage in urban as well as in remote areas,” he said. Mr Nagpal said that no shifting charges shall be charged for local as well as all India shifting of fixed telephone. “We have also introduced special Internet package for students. New connection will be provided at a monthly rental of Rs 99. The call charges are Rs 0.60 for every three minute duration,” he added. “We have launched ‘Sulabh’, which is a new tariff plan of basic phone for customers requiring predominantly incoming call facility. The rental has three slabs. Outgoing calls may be made through India Telephone Card. The existing phones can be shifted to the plan,” he said. |

Essay competition on copying menace Bhiwani, December 10 Disclosing this, the Board spokesperson said the competition was being organised under two categories, one for teachers of schools of the state affiliated with the Board on the topic, “Shikshak Ka Elan, Nakal Par Puran Viram,” and the second for the general public on the topic of “Nakal Bachon Mein Vikas Ki Nahin, Kunthaon Ki Janani Hai”. The employees of the Board would not be eligible to participate in this competition. The spokesperson further said the language of the competition would be Hindi and the word limit was 5,000 words. The last date of accepting the entries was December 22, 2003, and these were to be sent to Director (Academic), Board of School Education, Haryana, Bhiwani. The winners of the competition would be given cash prizes separately in both categories. The first prize would be of Rs 10,000, the second prize Rs 7,500 and the third prize Rs 5,000, respectively. |
Two bodies found Ambala, December 10 In
another incident, the body of a child, Sachin, was found near a
railway track in Ambala City. He was a resident of Palledar Mohalla,
Ambala Cantonment. Sushil, father of the deceased, told the police
that on December 8, after coming back from the school, Sachin had gone
out to play but he did not return. A complaint in this regard has been
in the Ambala Sadar police station. The Railway police has registered
a case in this regard. Prisoner jumps parole The Ambala police has
registered a case against a prisoner lodged in the Ambala jail.
According to information, the prisoner, Heera Lal, a resident of
Himachal Pradesh, went on parole for four week around two months back
but did not return even after the expiry of the parole period. A
police team has also been sent to Himachal Pradesh. |
