Keep vigil to curb communal strife: CM Chandigarh, December 4 Mr Chautala asked police officers deployed in districts having inter-state borders to check the proliferation of gambling and ‘satta’. Smuggling of oil should also be checked. Mr Bhaskar Chatterjee, Secretary, Town and Country Planning, said modern shopping malls and multiplexes would be set up in all cities. Mr Chautala also reviewed development works being undertaken under the “Sarkar Aapke Dwar” programme. About corruption by lower-rung officials, Mr Chautala said a rotation system should be adopted for those posted in public dealing offices so that one person did not remain in the seat for long. The Chief Minister was informed that 62 per cent extra power was being given to the rural sector during the current financial year as compared to that in 1998-99. The power utilities were able to reduce their commercial losses from Rs 632.81 crore during 2000-01 to Rs 205.22 crore during 2001-02. These had earned a commercial profit of Rs 115.93 crore during the past financial year. |

JBT Recruitment Scam Chandigarh, December 4 Mrs Sekhri was the Director, Primary Education (DPE), before she was succeeded by Mr Sanjiv Kumar at whose instance the apex court has ordered the CBI inquiry into the recruitment of teachers made in 2000. The posts were advertised in November, 1999, a few months after the Chautala government took over in July. Since the Haryana Staff Selection Commission had been dissolved by the new government, it was decided that the teachers should be selected by the district-level three-member selection committees to be constituted under the chairmanship of the District Primary Education Officers (DPEO). The then Director, DPE, Mr Ram Pal Chander, received the selection lists some time in January. The INLD won a majority of its own in the February, 2000, assembly elections. Before the selected candidates could be appointed, Mr Chander was transferred and Mrs Sibal was brought in his place. Sources in the Education Department reveal that pressure was brought on Mrs Sibal to change the lists, which she resisted. The sources say a few days before her transfer, an INLD functionary came to Mrs Sibal’s office and shouted at her for not acceding to the wishes of the powers that be. The sources say Mrs Sibal was so upset at the behaviour of the INLD functionary that she virtually cried. The same afternoon, the sources say, Mrs Sibal brought cotton bandages and sealed the steel almirah in the presence of five employees of her office. They all signed the bandages at several places. The keys of the almirah, too, were sealed in an envelope. A few days after the incident, Mr Sanjiv Kumar took over as the DPE. If Mrs Sibal had not sealed the almirah in a way that it could not have been broken, Mr Sanjiv Kumar, the sources say, might have given in to the pressure. But he knew that tampering with the lists would land him in soup. Among his colleagues, he has a reputation of playing safe even while being not reluctant to take risks. Controversy has always dogged Mr Sanjiv Kumar right from the beginning of his career as the SDM, Naraingarh. But he has managed to come unscathed out of controversies. Administrative service is in Mr Sanjiv Kumar's blood. His great-grandfather, Rai Bahadur Rameshwar Singh, was the first Deputy Commissioner of Dhanbad district. His grandfather, Rai Bahadur Ram Bilas Singh, was in the Indian Police (IP as it was known during British rule). His father, Dr M. Kumar, who did his FRCS from Edinburgh (UK) in 1965, retired as Chief Surgeon, Eastern Railway. Interestingly, his mother, Mrs Kanak Lata, has written many books, including "Gandhaari Nein Aankhen Kholi", for which she was awarded the Radha Krishan award of Eastern India by the Bihar Government. Mrs Sibal is currently on deputation to the IAS Academy, Mussoorie. Who prepared the second list and where? Who handed over the second list to Mr Sanjiv Kumar? Which list has more meritorious candidates — the first or the second? The CBI will have to find answers to all these questions.
