HUDA chief’s arrest stayed Chandigarh, November 28 Mr Wadhwa's arrest was ordered by the District Consumer Forum(DCF), Rohtak, for the alleged non-compliance of the forum's orders in eight cases. As per the orders of the DCF, Mr Wadhwa was to undergo imprisonment for six months in each case. Since the DCF had categorically stated that the sentence would not be concurrent, Mr Wadhwa would have to serve a four- year term. Besides, the DCF had imposed a fine of Rs 10,000 on Mr Wadhwa in each case, totalling Rs 80,000. The DCF had also ordered that the fine should be recovered from the salary of Mr Wadhwa. Appearing on behalf of Mr Wadhwa and HUDA, Mr Raman Gaur and Mr O.P. Godara, Joint Director(Legal), HUDA, contended before the State Commission that Mr Wadhwa was not even a party in the original complaint filed before the DCF by Mr Ranjit Singh, who had purchased a plot from an allottee of HUDA. The possession of the plot could not be offered to Mr Ranjit Singh by HUDA because the plot was under litigation. The DCF had ordered HUDA on March 27, 2002, to give an alternative plot to the complainant or refund the amount paid by him along with 15 per cent interest. Counsel for HUDA told the commission that the orders of the DCF had been stayed by the commission much before the district forum ordered the arrest of Mr Wadhwa for non-compliance of the district forum's order of March 27, 2002. Mr Gaur also contended that the DCF had not followed the mandatory process of issuing notice or warrant against Mr Wadhwa nor did it give any opportunity of personal hearing to the Chief Administrator, HUDA. He told the commission comprising Mr Banarsi Dass and Mrs Shakuntala Yadav that an advocate of HUDA, Mr Sant Kumar, had been appearing before the DCF regularly. Even on the day the arrest orders were issued by the district forum, the HUDA advocate was present. Hence, there was no question of disobedience on the part of Mr Wadhwa. He said the DCF's orders were contrary to the provisions of law and related facts. |
MC staff threatens stir on salary issue Sirsa, November 28 The employees’ leaders criticised the state government for its inability to pay their salaries in time in spite of instructions in this regard. Most of the MCs of the state have not deposited the deductions in the employees GP account in spite of announcement by the Chief Minister. The retired officials too are not being paid pension in time. They also submitted a memorandum to the Deputy Commissioner demanding immediate redressal of their grievances. All units of the Haryana Power Corporation Workers Union held gate meetings today in connection with their demands. A memorandum was submitted to the SDO later. While addressing union members the union leaders demanded that the part time employees should be regularised and new recruitments be made according to the new workload by withdrawing the ban on recruitment. |
Arrested farmer dies in jail Sirsa, November 28 On the other hand, the District Jail Superintendent, Mr H.S. Dhingra, says the old man was a drug addict. After his illness was discovered, regular medical examination was conducted. He was examined on November 23 and then again on November 25, when the doctors admitted him, the superintendent adds, saying the allegations levelled by the relatives are baseless. |

raided Panchkula, November 28 The raid at Mamta Nursing Home, Sector 12- A, was carried out after the Deputy Commissioner, Ms Satwanti Ahlawat, had directed the Civil Surgeon, Panchkula, Dr Satvir Chaudhary, in this connection. A complaint was earlier received by Ms Ahlawat that the SMO, Kalka, was illegally running a nursing home in Sector 12- A, and medical termination of pregnancies (MTP), caesarian operations and deliveries were being performed by Dr Singh in the name of a BAMS doctor. A team, headed by District School Health Programme Officer, Dr Rajinder Sarna, went to the nursing home for a surprise check in the evening. However, the information of this surprise check was allegedly leaked out to the nursing home authorities and no records were found. A senior health official said other than the birth register, no other records were available at the nursing home. “Dr Mamta, who is a relative of Dr Kamla Singh, maintained that she was running the nursing home. She said she was a doctor, who had done her degree in allopathic medicine from Russia and was dealing with all cases,” said a member of the team. He also said an operation theatre, various equipment used for doing
MTPs, and other surgical equipment were also found in the nursing home. Meanwhile, the Health Department sent the three doctors at the Civil Hospital, Kalka, including the SMO, Dr Kamla Singh, on deputation to other community health centres and primary health centres in the district. This has been done following the raids on two chemist shops in Kalka, from where the prescription slips given by these three doctors to their patients were found. These prescription slips had certain discrepancies like prescribing the brand name of medicines rather than the salt, as advised by the Health Department, Haryana. Dr Kamla Singh has been sent to

Food advisory panel reconstituted Chandigarh, November 28 The ex-officio members of the committee are Principal Secretary, Finance, Principal Secretary, Food and Supplies, Managing Director,
CONFED, Senior Regional Manager, FCI, Haryana region, Deputy Principal Secretary to the Chief Minister and representatives of the Indian Oil Corporation.
The Director, Food and Supplies, will be the member Secretary of the committee.

Two crushed under trains Karnal, November 28 In another incident, 52-year-old Yashoda Rani was also crushed under a train. Witnesses reported that she was seen roaming near the track before the arrival of the train. The bodies were sent to the Civil Hospital for post-mortem. |
