New rent act proposed for
Haryana Chandigarh, November 24 The act is said to have been formulated to fulfil one of the necessary conditions for getting grants from the Urban Reforms Fund (URF). Official sources here said that recently the state government had entered into a formal agreement with the Union Ministry of Urban Development for support from the URF. “A new policy for rent control is one of the preconditions for getting money from the URF,” the sources said and added that the state government would be soon getting Rs 10.70 crore from the fund for toning up the urban infrastructure in some of the towns. It was learnt that since the new policy contained some fundamentally new features, it was decided to formulate an act instead of amending the existing one in this area. The draft would be first given to the Cabinet for approval. They said that one of the most important features of the proposed act was constitution of a rent authority and a rent tribunal and barring the jurisdiction of all courts except the Supreme Court for cases relating to rent disputes. The rent tribunal shall consist of a chairman and at least three members. The chairman shall be either a retired or serving High Court judge or should have held the office of member of the tribunal for three years or more or a member of the Indian Legal Service and held a post of Grade I for three years or held the post of Secretary in the Law Department of a state government for three years. The members also would have to be either from the legal field or should have held the post of rent authority for at least eight years. The sources said that another feature of the proposed act was that it would make written agreements between landlords and tenants compulsory. Registration of the written agreements would also be made compulsory except in certain circumstances. The act would also limit the inheribility of tenancies. The proposed act would also fix new rates of rent payable and provide for its determination, enhancement and revision. The proposed act would also provide for limited period of tenancy and automatic eviction of tenants upon expiry of such tenancy. It would also ensure adequate maintenance and repair of rented premises and facilitate further improvement and additions and alterations of such premises. |

Herbal park
plan approved Jind, November 24 Mr Rajiv Sharma, Deputy Commissioner of Jind, said the park would be set up on a par with Chaudhary Devi Lal Nature Herbal Park, Chuharpur (Yamunanagar). It would be set up under the control and guidance of the state horticulture department, said the Deputy Commissioner. He said the main attraction of the park would be a separate plot having medicinal plants, swings for children, a duck lake, musical fountains, solar lighting systems besides many other attractions like a meeting hall and a cemented track for walkers. The park would be unique in style projecting the methods of eco-preservation in a natural way”, said the Deputy Commissioner. M/s Vimal Kapur Associates of Rohtak had prepared the architectural design of the park. The Deputy Commissioner said a polygreen house would also be established to propagate medicinal plants in the herbal park. A nursery of plants will also be set up just opposite this herbal park. The Horticulture Department has planned to plant 2,000 varieties of plants and herbs that would cater to the needs of farmers showing interest in cultivating medicinal herbs. A target has been fixed during the current financial year to cultivate medicinal plants/herbs in 115 hectares of land in the district. |
IAF vice-chief visits Ambala station Ambala, November 24 Air Marshal M. McMahon inaugurated the automated logistics management system. Senior Air Force officers, including AOC Air Commodore L.K. Malhotra, were present on the occasion. The new system is also referred to as the Integrated Material Management On Line System (IMMOLS). An Air Force officer said that IMMOLS ushers in an era of paperless transaction. It signifies change in the way the Indian Air Force handles its logistics management. The IMMOLS project was launched simultaneously at many sites across the country. The Air Force Station of Ambala was selected as one of the pilot sites for the project. With the inauguration of the project, the station has become the first E-wing of the Western Air Command. The Vice-Chief also visited one of the fighter squadrons which he had commanded during the early part of his career. Air Marshal McMahon was commissioned in the IAF in July, 1963. He has participated in the 1965 and 1971 wars. He has over 4,000 hours of flying to his credit. He has also commanded the Air Force Station of Ambala. As Vice-Chief of Air Staff, this was his second visit to the station. Air Commodore L.K. Malhotra, AOC, has been instrumental in the implementation of the project. |
New site
proposed
for dairies Ambala, November 24 A piece of land in Khojkipur village has now been found suitable for the shifting of the dairies. Khojkipur village is the third site where the dairies may be shifted. The village is located close to Ambala Cantonment and there is good connectivity by road. The land, measuring 20 acre, will be enough to accommodate the dairies. The land was selected by a committee comprising dairy owners and the local Patwari. This is the third site which has been found ‘suitable’ for the shifting out of dairies. Earlier, the land had been acquired at Ugada Bada village. After the dairy owners protested, land was suggested at Khuda Kalan, it was found that there was a dispute over the land. Yet again, the search began for another piece of land and now the search committee has suggested land at Khojkipur village. President of the Dairy Owner’s Association, Mr Hira Lal Yadav said that the new site at Khojkipur village was better than the Ugada Bada site. “First, the panchayat is the owner of the land so there is no problem of ownership. Secondly, the land is much closer to the Ugada Bada site,” he said. |
Six-month jail for car company
official Jind, November 24 The president of the forum, Mr Jagdeep Dhanda, and two members Sajjan Jindal and Sheela Singla indicted Mr L. Krishnamurthi, for disobeying its orders issued on March 25, 2002. Naresh Kumar and Vineet Kumar, both residents of Kath Mandi, Jind, had booked a Fiat Uno car by depositing Rs 21,000 on February 6, 1996, in the accounts of Premier Automobiles Limited, Mumbai, but the car was not delivered to them. The money was also not returned along with the interest, the complainants alleged. The forum in its decision on March 25, 2002, had ordered the company to return the booking amount along with interest at the rate of 12 per cent per year from February 6, 1996. The company had also been ordered to pay an additional amount of Rs 1,000 as legal expenses. According to Mr Dhanda, Premier Automobiles Ltd, neither returned the booking amount along with interest nor the legal expenses. The company through Mr Krishnamurthi was asked to pay the amount to the complainants, within two months, but they failed to obey the orders”, he added. Premier Automobiles Ltd neither approached the court to appeal against the decision nor responded to the forum’s decision, he claimed. On January 21, the forum had got a letter from Mr Krishnamurthi that the company had asked India Auto Ltd. to return the amount. He stated that Premier Automobiles Ltd had on September 27, 1997, entrusted the powers of financial deals of booking Uno cars to India Auto Ltd. |

Youth dies in road mishap Fatehabad, November 24 According to reports, the two were coming towards Fatehabad after attending a marriage party at Bighar village. Both were in an inebriated state. Sube Singh could not control the motor cycle on a turn and fell down. The two were taken to the local general hospital by the driver of a private bus. The doctors declared Sube Singh brought dead.
