JBT teachers case: CBI not to register FIR Chandigarh, November 26 Instead, the agency will register a “P”, as a preliminary inquiry is known in the CBI, and start investigations. This course of action, legal experts say, will be keeping in line with the Supreme Court’s order, which asked the agency to register a formal case “if it found that the material collected during the investigation disclosed the commission of an offence”. It is pertinent that the CBI will be free to register a formal case against anyone except Mr Sanjiv Kumar, IAS, on whose petition the inquiry has been ordered. The court had directed the investigating agency to investigate into all the cases registered against Mr Sanjiv Kumar by the Haryana Government. However, the state government was restrained from proceeding ahead with these cases against the officer. Action against Mr Sanjiv Kumar can be taken only after the CBI probe is over and that too with the permission of the apex court. This restraint order is applicable to the departmental inquiries against him also. Meanwhile, BJP circles in Haryana are happy over the CBI probe against the Chief Minister, Mr Om Prakash Chautala. A senior BJP leader, who did not want to be identified, told TNS that till now Mr Chautala had been virtually blackmailing the BJP on the strength of his five-MP support to the Vajpayee-led NDA government. Now, the BJP leader hoped that Mr Chautala would be compelled to adopt a “sober” approach towards its coalition partners, because the CBI was a Central agency. However, the CBI will have to deal with the case carefully because of the trust imposed in it by the court, which said: “Little people of the country have high hopes from the CBI, the prime investigating agency, which works and gives results. We hope and trust the sentinels of the CBI would justify the confidence of the people and this court reposed in them.” Meanwhile, the Leader of the Haryana BJP Legislature Party, Mr Krishan Pal Gurjar, has also demanded the resignation of Mr Chautala in the interest of the fair probe. However, the newly-elected President of the Haryana BJP, Prof Ganeshi Lal, confined himself to welcoming the court orders and saying, “Agar ghapla hua hai, to iss inquiry say doodh ka doodh, aur pani ka pani ho jayega”. The Leader of the Opposition, Mr Bhupinder Singh Hooda, said the CBI should enquire into all recruitments made in the state under the Chautala government. He alleged all the recruitments during the past four years were “tainted”. |

education board enhances remuneration Chandigarh, November 26 These decisions were taken at a meeting of the board presided over by its Chairman, Brig O.P. Chaudhary (retd), at Panchkula last evening. While stating this here today, a spokesman of the board said it was decided to increase from Rs 35 to Rs 40, the daily allowance being given to centre superintendents, supervisors and examiners. This decision would be effective from the annual examinations of middle, matric and Senior Secondary to be held in February and March, 2004. The remuneration of the controller had also been increased from Rs 125 per day to Rs 140 per day and that of clerks from Rs 40 to Rs 50 and in case of peon it had been increased from Rs 30 to Rs 35. Similarly, the remuneration had been increased from Rs 30 to Rs 35 for chowkidars and sweepers. He said the examiners engaged in evaluation of answers books of middle examinations would be Rs 3 per answer book instead of Rs 2.50. In case of matriculation examination, the remuneration would be Rs 3.50 per answer book instead of Rs 3 at present. Similarly, in case of senior secondary, the examiner would be paid Rs 4 per answer book instead of Rs 3.50 The remuneration of checking assistant had also been increased to Rs 500 per one thousand answer books from Rs 250 per thousand answer books. He said the board had also decided to follow the pattern of the Central Board of Secondary Education in giving three types of question papers instead of five types during the annual examination to be held in February, March-2004. Each subject expert would be paid Rs 200 as remuneration and travelling allowance as per rules. The local subject experts would be given Rs 50 as local conveyance charges along with remuneration. He said the Board had also decided to pay the payment of remuneration to the examiners of internal practical exams of middle and matric after the completion of next annual examination. |
Pvt candidates face dilemma over exam centres Hisar, November 26 While the university is not permitting private candidates to take its examinations, Kurukshetra University is no longer providing its examination centres in these five districts. Thousands of candidates, especially women, now face the prospect of having to appear at examination centres of Kurukshetra University at Kurukshetra or other nearby towns. This means that they will have to stay in these towns for the entire duration of the examinations. The state government recently gave affiliation to colleges of Hisar, Bhiwani, Fatehabad, Sirsa and Jind districts with this university after disaffiliating these from Kurukeshtra University, Kurukeshtra. Earlier, Kurukeshtra University rules permitted several categories of candidates, especially girls, to appear in its examinations as private candidates or as students of its correspondence courses. The candidates were free to choose an examination centre of their choice in these five districts, as all colleges of these districts, were affiliated to it. Most candidates, therefore, chose their hometowns as examination centre. Since the colleges are no longer affiliated to this university, it is not setting up centres in the area. The newly created Devi Lal University has yet to take a decision on allowing private candidates. It also does not have a directorate of distance education, and thus private candidates cannot appear in its examinations. The problem is more acute for those students who have already passed their first or second year examinations from Kurukshetra University. They have no choice but to choose centres at Kaithal, Ambala or Kurukeshtra for their next examinations. The problem has financial implications for Kurukshetra University also as it charged hefty fees from private and correspondence courses candidates. On the other hand, students will have to spend more for examinations as they have to make lodging arrangements outside their hometowns. There is strong resentment among students over this issue. They want Kurukshetra University to set up centres in these five districts till Sirsa university sets up a distance education directorate and also allows private candidates to appear in its examinations. Mr R.C.Poonia, Registrar, Chaudhary Devi Lal University, said the university was planning to allow private candidates in its examinations from the next year. |
CM must quit, says Bhajan Lal Hisar, November 26 In a press release issued here he said Mr Chautala should quit on moral grounds since the probe had been ordered after seeking the Haryana Government’s reply. Evidently, the court suspected that there was something amiss in the appointments. He said even otherwise with Mr Chautala in the saddle, the Haryana Government would only make things difficult for the CBI. A fair probe was possible only after Mr Chautala quit. |

Rescued
girl handed over to father Faridabad, November 26 In response to a petition filed by the NGO ‘Shakti Vahini’, the court of the Additional District and Sessions Judge, Mr R.S. Virk, ordered the Social Welfare Department, Haryana, to give the custody of the rescued girl to her father. The NGO had earlier brought the victims father, Abul Hassan, a resident of Kamrup district in Assam, before the court a few days ago and had submitted the relevant documents. The victim was among the five minor girls, who were brought from Assam and West Bengal and sold here several months ago. No official of the Social Welfare Department was present. The girls father expressed relief that the trauma had finally come to an end and his daughter would soon join the family. He said his daughter told him that even in the mahila ashram. The trafficking mafia had issued threats to her. According to ‘Shakti Vahini’, no counselling or training was provided in the ashram and the department had ‘failed’ to take measures for proper rehabilitation of the victim. |

under mysterious circumstances Yamunanagar, November 26 The girls were taken to a nearby hospital, from where they were shifted to Civil Hospital Yamunanagar. They were declared dead in the hospital. It is reported that both were working as domestic servants and had gone for their job. According to reports, there was tension in the house of the girls and they had consumed some poisonous substance. The postmortem examination of the bodies was conducted today at the Civil Hospital and Viscera sent for chemical examination at a Karnal laboratory. The Farakpur police station has registered a case. |
1 dies as cop’s car collides with motorcycle Ambala, November 26 The car collided with the motor cycle near Dandehri Modh. Tejpal, a dairy owner, died in the accident while Mulk Raj sustained serious injuries. Mulk Raj was rushed to Civil Hospital, Ambala City. The Ambala SP, Mr Mohammad Akil, said a case had been registered. “We took prompt action in the case,” he said, adding that the police officer was taken into custody and was later produced before the Duty Magistrate. The family members of Tej Pal said: “He and Mulk Raj had gone to see a plot near Manakpur where the dairies from Ambala City are likely to be shifted. The accident took place while they were returning.” They demanded that appropriate action should be taken against the car driver.

disrupted Sonepat, November 26 A large number of passengers remained stranded at Sonepat and nearby railway stations due to the disruption. The Kalka-Delhi Shatabadi Express and New Delhi-bound Jhelum Express were held up at Bodhwal Majri and Ganaur, respectively. The technical staff from Ganaur railway station repaired the damaged track, the sources added.

youths killed in road accident Sirsa, November 26 The mishap took place when the jeep in which the youths were
travelling hit a tractor-trolley loaded with sticks. While seven
youths, Parveen, Vikram, Shivam, Raj Kumar, Ravinder, Badshah and
Bagga Singh, died on the spot, one succumbed to his injuries on
way to hospital.
The police has registered a case against the driver of the
tractor.
In another accident in Santnagar village of the district, an
18-year-old youth died when he was crushed under a tractor
trolley. Seva Singh, who was working in his fields, fell and was
run over by the loaded trolley as the coupling of the trolley
snapped. |
