Cong leaders to join hands to fight govt:
Hooda Chandigarh, June 13 Reporters attending the press conference, who are familiar with the Hooda vs Bhajan Lal feud, the Bhajan Lal-Birender Singh axis, the Hooda-Surjewale tie-up and the like, were, however, openly sceptical about the PCC chief’s assertion. The press conference followed a meeting of the party where signatures, collected by the Congress from people in the state against the shady defence deals of the BJP-led Union Government, were handed over to a CWC member, Dr Chintamani, who was here to take part in the meeting . According to Mr Hooda, 14 lakh people in Haryana had signed to register their protest against the NDA government’s underhand defence deals as exposed by the Tehelka website. All important leaders of the Congress including a former Chief Minister, Mr Bhajan Lal, a former PCC chief, Mr Birender Singh, a former Union Minister, Ms Selja, and a former Governor, Ms Chandrawati, were present at the meeting. Henceforth, all party activities would be carried out unitedly by Congress leaders, Mr Hooda said, adding that he had never showed reluctance in participating in any move against the state government. While the unity mood in the Congress was apparently a result of the party’s performance in the Assembly yesterday — where a no-trust notice as well as adjournment and call attention notices given by the party were rejected — Congress members today blamed Mr Satbir Singh Kadian, Speaker of the Assembly, accusing him of failing to act in an impartial manner. Mr Ajay Singh Yadav, Deputy Leader of the CLP, who was assigned the task of briefing the Press on what happened in the Assembly, said the Congress was thinking of moving a no-confidence motion against the Speaker when the Assembly meet for its winter session. He said a final decision in this regard would be taken by the CLP after the Assembly was prorogued. Mr Yadav accused the Speaker of rejecting, without citing sufficient reason, adjournment and call-attention notices given by Congress members on various issues affecting the state. Mr Yadav said they wanted to take up issues in the education sector, such as the government decision to scrap plus two courses in colleges, fixing quotas of paid seats for NRIs in medical and engineering colleges, the effect of such decisions on poor students, the handing over of certain schools to panchayats, etc. But the Speaker refused to admit an adjournment notice given by the Congress on the problems in the education sector, he said. He added that similarly the Congress was not allowed to take up the issue of retrenchment of government employees, the law and order situation and problems faced by farmers, Mr Yadav said. Mr Hooda and Mr Yadav claimed that at least 25 per cent of the wheat produced by farmers was not procured by government agencies. They challenged the government to set up four-member team, with two INLD ministers and two Congress members, and send it to various mandis in the state for determining the actual position. |
Cong seeks Chautala
govt’s dismissal Chandigarh, June 13 A party delegation led by the Leader of Opposition, Mr Bhajan
Lal, gave a memorandum to the Governor alleging that the Chautala regime was playing havoc with the democratic rights of the people and subverting the rule of law in the state for perpetuating Mr Chautala personal and family fiefdom. It also alleged that Mr Chautala was trying to settle scores with political opponents by misusing the State machinery to register false and baseless cases against them. The Congress alleged that Mr Chautala was using “state terrorism” even against the common masses and ordinary citizens to frighten them into subjugation. “Consequently he has emerged as a symbol of terror and authoritarianism in the state. If these evil designs of Mr Chautala to terrorise the entire population of the state into subjugation are not checked, we are afraid that the state will soon slip into complete chaos and total anarchy,” the memorandum alleged. 22 officers selected for central posting? Chandigarh, June 13 The officers picked up from service batches between 1984 and 1991 were posted in the state government as Joint Secretaries and Special Secretaries. In the Union Government, they may be posted Deputy Secretaries and Directors, respectively. While the official version for suggesting these officers’ names for central deputation was to fulfil the 40 per cent central deputation reserve norm, in reality the officers were reportedly being shifted for being found “inconvenient” by the state government. The perks and clout of a Deputy Secretary at the Centre is considerably less than what a Joint Secretary enjoys at the state level. Consequently, the officers whose names have been retained by the Centre for consideration for posting as Deputy Secretaries are upset even though the Centre’s decision to accept them is a recognition of their clean track record. To placate these officers the Chief Minister, Mr Om Prakash
Chautala, had invited them to tea with him at his residence about a fortnight ago. The officers, being sent on deputation, nevertheless continue to feel that they have been subjected to discrimination by the state government as some other officers of their service batches have been retained with the state government. The officers being sent out from Haryana are reportedly being considered for postings in the Ministries of Agriculture, Home, Steel, Industry and
Defence. Mr Sudhir Rajpal, Mr Anand Mohan Sharan, Mr Sandeep Garg and Mr Raghavendra Rao are reportedly among the 22 officers whose names have been retained by the Union
Government. According to reports, Ms Sumita Misra Singh and Mr Shivraman Gaur are among those whose names did not find favour with the Central Government. The 37-member list from Haryana comprised 17 direct recruits to the IAS and 20 officers who were promoted to the IAS cadre from the

Jind Tehsildar
suspended Jind, June 13 Three days ago, Mr Mohinder Pal, Naib Tehsildar of Jind, was also suspended presumably when he refused to execute the alleged illegal land exchange deed. The land
exchange was opposed by some local citizen at a meeting held last week on this issue that the temple land was illegally exchanged with the land of private parties. They demanded the cancellation of exchange deed. It was pointed out in the meeting that the Jind Tehsildar registered the deed under political pressure. Among others, the meeting was attended by Mr Jai Parkash, former Union Deputy Minister and M.L.A. Barwala, Mr Mange Ram Gupta former Haryana Minister and M.L.A. Jind and Mr Sher Singh M.L.A. Julana. It was decided in the meeting that legal proceedings should be started to get the land exchange deed cancelled. Mr Jai Parkash said Jayanti Devi Temple was a government property and the land in question was given to the temple by the ruler of the erstwhile Jind state. He said legally the land cannot be sold or transferred to any private party. However, the priest of the temple who was party in the exchange deed justified the exchanging. He said 23 kanals of temple land was exchanged with 31 kanals of land belonging to private parties. By exchanging the land, the temple got more land near the temple. This matter was brought to the notice of Mr Om Prakash Chautala, Chief Minister of Haryana, when he visited Jind on June 9. |

extended Rohtak, June 13 Paying tributes to Rajinder Singh Ahlawat, Commandant, 41 Bn of the BSF at Kharkhara village, near Meham, Mr Chautala said India was fighting an undeclared war in Kashmir. Although India had invited Pakistan Chief Executive Gen Musharraf for talks there was no let-up in terrorist activities in the valley, he added. The Chief Minister said a stadium would be constructed after Rajinder Singh Ahlawat on the land donated by the panchayat. The panchayat had donated 17 kanals for a memorial and cremation of the martyr. The Chief Minister said Mrs Meenakshi Ahlawat, wife of the deceased, would be appointed teacher in the Education Department and both her sons Anmol (9) an Ankur (5) would be provided education free of cost. Mr Chautala announced the construction of a link road between Kharkhara and Basaana villages. This road would also be named after Rajinder Singh. The Chief Minister said ex gratia facilities available to the families of Kargil martyrs would also be provided to the bereaved family. The DIG (BSF), Mr I.M. Mal narrated various acts of bravery of Commandant Ahlawat, who was known as “Tiger” among his colleagues. Paying rich tributes to Commandant Ahlawat, former minister Krishan Murti Hooda urged the government to stress upon the Centre to launch a special drive in Haryana for recruitment to military and paramilitary forces. |

order on gun licences Chandigarh, June 13 In a letter addressed to all state governments, the ministry directed that the manufacture of these .12-bore pump action shotguns which had been entrusted to Ordnance Factory Board only, should not be given to private arms manufacturer. Periodical surprise checks might be undertaken to ensure that unauthorised manufacture of such guns
was not undertaken by unscrupulous manufacturers. It was also observed that the use of. 12-bore pump action shotguns with barrel length of 20 inch or more falling in the NPB category might be allowed for use by security guards of banks other than the nationalised banks and officials of the Forest Department. The government might issue licences to eligible persons in these sectors only. |
Three killed in head-on
collision Sirsa, June 13 According to information given by the police a jeep collided with a truck near Moriwala village in the district on the national highway killing all three occupants on the spot. Two of them have been identified as Vinod and Anil Kumar of Sirsa while the third is yet to be identified. A case has been registered under Sections 279, 304-A,
IPC, against the truck driver. In another accident three persons, including a woman, were injured at Savantkhera village in the district when a scooter collided with a tractor-trailer. According to reports, Vinod Kumar of Savantkhera village was riding a two-wheeler with his sister and son when a tractor-trailer knocked them down, injuring all three. The condition of the woman was stated to be serious. In yet another accident a car knocked a 14-year-old boy when he was playing on the road. Meanwhile, two accused in a theft case have been sentenced to five years’ imprisonment along with a fine of Rs 1,500 by the local judicial magistrate. According to the district police chief, today, the district police had arrested Prem and Bhim Singh for breaking into a house at the local Aggarsain Colony in 1996. The judicial magistrate found both of them guilty in the matter and passed the sentence. |

camp concludes Rewari, June 13 About 10 per cent of the females found to be suffering from fallopian tube blockage were advised to go in for test tube babies while about 40 per cent of the males, found to be infertile, were asked to go in for IUI (improving semen quality). The camp was the first of its kind in Rewari. Dr Mittal said the centre would now provide Internet facility to patients for further consultation with Dr Balkrishnan of Wadia Maternity and Infertility Hospital, Mumbai. Earlier, about 60 gynaecologists from various parts of Haryana, Delhi and Rajasthan attended a workshop on “infertility and follicular study” organised under the auspices of the Rewari unit of the Indian Medical Association here on Sunday. During the workshop, the chief speakers were Dr Balkrishnan and Dr Manju Puri, Professor of Gynaecology and obstetrics, Lady Harding Medical College, New Delhi. |

challenged ‘deprived’ of land Panipat, June 13 In his complaint, copies of which have been sent to the Chief Minister, the Home Minister, the DGP, Haryana, and the SP, Panipat, he demanded that a land registry dated May 21, 2001, be got cancelled and action taken against Hoshiar Singh. Balwan Singh alleged that taking advantage of his brother’s mental sickness, Hoshiar Singh had got his land measuring 20 kanals registered in his own name by showing a payment of Rs 4.96 lakh. He alleged that Raghbir Singh had been illegally confined somewhere from the day the land registry was done. When Hoshiar Singh was asked not to indulge in such an activity, he threatened that Raghbir Singh would be eliminated. The complainant stated that he was serving in the Defence Security Corps in Delhi and taking advantage of his absence, Hoshiar Singh had duped his brother. |
Anti-encroachment drive in
Mahendragarh Narnaul, June 13 In a recent weekly Janta Darbar held at Narnaul, the Deputy Commissioner, Mr R.B. Langyan had directed all development and panchayat officers and district revenue officers to remove all encroachments in the district at the village level with the help of the police and to demarcate the encroached land. Mr Langyan made it clear that during the removal of encroachments no favouritism should be shown. The Deputy Commissioner said that the names of those living below poverty line should appear during the Gram Sabha meetings in order to give benefits to them under various schemes. Mr Langyan directed the officers to select those poor women having no residential house and to provide the same under Indra Awas Yojna on priority basis. He disclosed that during the Janta Darbars, Intkal Darbars will also be organised for the mutation registration by the revenue officers in the district. He said separate Intkal Darbars will also be organised in the big villages to combat backlog of mutations. As many as 172 complaints were
received during the darbar. |
1,11,111th visitor gets
surprise gifts Kurukshetra, June
13 She received surprise gift packets. Mr Rajendra Khurana of Tarawadi, Karnal, and Ms Poonam Attreya of Yamunanagar who came before and after 1, 11, 111th visitor also received gifts. Apart from gifts, the visitors were given a guided tour of the Centre and shown various facilities. Ms Singhla said: “I was really surprised to receive the gift at the Centre. We all linked the Panorama very much and also the fun science section”. The centre coordinator, Mr S. Kumar, said. “The Kurukshetra Panorama and Science Centre which was inaugurated on March 6 by the Prime Minister is creating a record. In span of 86 working days, more than 1,11,000 visitors have visited the centre, including more than 8,000 students”. Apart from permanent display of exhibition in the halls and in the science park, the centre has also conducted various educational programmes for school students. |
Forum slaps penalty on courier
firm Narnaul, June 13 Ram Kishan complained to the forum that he gave a letter to the Madhur Courier for being sent to Osmania University,
Hyderabad. The complainant was to appear for BA examination and it was his last chance to take the examination. The letter contained a demand draft for Rs 750, an application form and a marksheet. When the complainant did not receive the roll number even after a fortnight he contacted the courier. On assurance by the courier he went to Hyderabad. He found that the university authorities had not received the form with the result that the complainant could not appear in the examination. The opposite party pleaded that it did not know about the contents of the letter and the last date of receipt was not mentioned thereon. It said the university authorities refused to accept the envelope and the complainant was informed. However, there is no evidence that the letter was returned to the complainant. The forum observed that as the envelope neither reached the university nor the complainant, this amounted to deficiency in service. |

employees plan stir Panipat, June 13 He said the dismissed police personnel, whose services were terminated on a Supreme Court decision, plan to start an agitation and go on an indefinite fast in front of the Rashtrapati Bhavan. Talking to mediapersons here today, Mr Surinder Singh said they had put up their grievances before the Chief Minister, but in vain. The dismissed employees alleged that it had been promised by the state government that those dismissed would be given 5 per cent weightage in the ongoing police recruitment, but no concession was given. |
Prisoner’s threatening letters to shopkeeper Kaithal, June 13 According to information, Ram Kumar, who runs a grocery shop in Jakholi, received on March 9 a letter from Naresh Kumar of the same village, presently in jail following his alleged involvement in a robbery. In the letter he was asked to pay Rs 10,000 at Central Jail. He received the second letter on March 25, raising the amount to Rs 50,000. The police
registered a fresh criminal case against Naresh Kumar for writing threatening letters to Ram Kumar. However, the shopkeeper continues to receive threatening letters asking him to pay Rs 10 lakh or face the prospect of losing his family members. Mr A.S. CM lays stone of
33 kv substation Narnaul, June 13 The Chief Minister criticised certain politicians for trying to divide people on the basis of caste and creed. He refuted all charges levelled against him. Mr Chautala said he never tried to overlook the interests of the people of South Haryana. With regard to old power feeders in Mahendragarh district the Chief Minister said an 11 kv feeder at Kunjpura had been upgraded. Mr Chautala announced a Rs 3.5 lakh grant for the construction of pavements at Bublana village. On the occasion the Managing Director, DHBVN, Mr Uma Shanker stated that the distribution of power in Mahendragarh district was through a network of 24 substations. To strengthen the network a prospective scheme was under way which would Rs 30.69 crore. Against the scheme the DHBVN had received 21.45 crore, he added. Later, the Chief Minister along with other ministers and leaders, visited Rao Hoshiar Singh’s residence to express condolences over the demise of the latter’s son who died yesterday. |
4 arrested for conspiring to loot liquor
vend Gurgaon, June 13 According to the local police chief, Mr Kuldip Sihag, they have been identified as Rajbir, Ram Kumar, Dinesh and Ashok, all residents of Jharsa village. One of the members, Sudhanshu, a resident of Bihar, has absconded. Employees of Vipul Motors were allegedly looted of cash on June 9 near Punjab National Bank in the Udyog Vihar area here. Out of the looted amount, a sum of Rs 2.70 lakh has been recovered from the accused. Also, the knife and a van used by the accused has also been seized from them. The police recovered country-made weapons, including a pistol. The police feels that a number of cases will be solved following their arrest. |

thieves active in Rohtak Rohtak, June 13 Arun of the local Jagdish Colony said in his complaint that he had parked his motor-cycle in front of the Mansarover park, but when he returned it was found to be missing. Gulshan Khattor of the local Para Mohalla locality said he had gone to meet his sister at Salara Mohalla on his scooter which was stolen by some unidentified thieves. About 20 vehicles have been
stolen from different parts of the town since the last fortnight. In another incident, the
police has registered a dowry case. Mrs Sangeeta of Janata Colony said in the FIR that she got married to Pramod of Ajaib village, in January. She alleged that she was harassed by her in-laws for bringing insufficient dowry. The police has registered a case against the father-in-law, mother-in-law, husband, brother-in-law and sister-in-law of the complainant under Sections 498-A and 306 of the IPC. |
Five NFL engineers suspended Panipat, June 13 According to information, this year’s contract for supply of water for manufacturing fertilizer was given to a Delhi firm. As per contract, the water was to be chemically treated before use. Following complaints of irregularities by the company, a team from NFL headquarters led by Chief Vigilence Officer Sukhcharan Singh raided the plant and found that untreated water was being used. As a result the cooling tower of the plant had rusted at many places. The General Manager of the plant confirmed the raid. The engineers have been identified as Rakesh Kumar, V.K. Gupta, S.K. Singhal, A. Rahim and R.M. Kaushik. However, they refused to comment. |
A journey back in time Ambala, June 13 In a major effort targetted at the high-end tourist, the Ambala Division of the Railways is planning to put back into service, a 96-year-old steam engine on a particular stretch of the Kalka-Shimla section soon. The old steam engine, which adorned the DRM complex in Ambala, has already been sent to the Amritsar workshop for overhauling. Also, another old steam engine has been requisitioned from Baroda and sent to the workshop for being overhauled. Talking to The Tribune, Divisional Railway Manager, Mr Deepak Krishan, said that the plan was to run the old steam engine fro Shimla to Kanoh on the Kalka-Shimla narrow gauge section. “The steam engine will pull two coaches and cover the distance at a leisurely pace in about 2-3 hours,” he said. Mr Deepak Krishan said that they were also planning to tie-up with a tourism or hospitality agency for the train to be pulled by the old steam engine. “Initially, we are planning that the train will run trice a week and we are targetting the high-end tourist,” he said. He said that the steam engine, which was located in the DRM complex, was built in 1905. “It is a KC engine built by the North British Locomotive Company. The other steam engine from Baroda is also nearing 100 years. Regarding the requisition for coaches, they can be built once the project takes off,” he said. Mr Krishan pointed out that old steam engines were already running in the country. For instance, the Fairy Queen was between Delhi Cantt and Alwar and another steam engine train was running between Ooty and Mettupalayam. The DRM said that a lot of effort would by needed to make the moth-balled steam engine functional again. “We will have to see that the steam engines are absolutely safe and worthy of running. Also, since spare parts are no longer available, they will have to be made,” he said. He said that in Europe, people had purchased train engines and track sections. These trains were run once in a while and were a delight for train enthusiasts. “In India, we have an organisation called the “Friends of the Steam Engine” based in Delhi,” he said. Additional Divisional Railway Manager, Mr Ashwini Kapoor, said that the old steam engine which was at the DRM Complex, weighs about 32 tons and will run at a speed of about 20-22 kmph on the Shimla-Kanoh stretch. He said that the maximum speed on that stretch is about 25 kmph. He said that the old steam engine is coal-based and the staff will have to be given appropriate training. “Besides the driver, there will be two firemen, who are also referred to as stokers,” he said. “It will definitely be a different experience, enabling the tourist to savour a train journey of the bygone era,’ he added. Be that as it may, the proposed journey on the train pulled by an old steam engine will surely transport the tourist back to a time when train travel was not just a mode of transport, but also a lot of fun. |

IMA seeks meeting of
transfusion council Ambala, June 13 The president of Haryana unit of the IMA, Dr D.S. Jaspal, in a letter written to the Commissioner and Secretary, Health Department, Haryana, stated that the council was constituted in 1996 on the directions of the Union Government. Since its inception, not even a single meeting of the council had been organised. The council was formed under the chairmanship of the Commissioner and Secretary, Health Department. The Director-General, Health Services, and several NGOs, including the IMA, were made members of the council. It was the blood banks’ regulatory body which had to lay down certain guidelines for blood banks, donors and beneficiaries. The promotion of voluntary blood donors was one of the prime duties of the council. Dr Jaspal alleged that the blood banks run by the state government at district headquarters generally discriminated against private nursing homes. These nursing homes had to face a lot of problems in procuring blood from blood banks. In case of emergency, the relatives of the patients were inconvenienced for arranging blood. The blood bank authorities said it was not practical to provide blood without replacement. It would discourage the voluntary blood donation concept. A blood bank officer said, one should at least pay something to get something. |

Mr Kaundal said that Rs 600 crore were proposed to be given to the state electricity board for the Joginder Nagar Yidyut Pariyojna (Pool III), which had been recently inaugurated by the Chief Minister, Mr Prem Kumar
Dhumal. The minister, also disclosed that to make the government sector undertakings in cooperative sectors, more effective and trustworthy, the duration of govt functionaries appointments to a particularly place which was for two years only, had been increased to five years, so that frequent changes of office-bearers in the cooperative sectors did not affect its functioning. Earlier, members who were elected consecutively twice were not eligible for further selection, but now these conditions had been removed, and any member could contest any time they desired. The minister also disclosed that a subject on cooperative banks was also being introduced at the senior secondary level, so that students were acquainted with this issue right from the beginning. The minister also said that in the sphere of cooperatives, an Integrated Cooperative Development Project was being started at
Solan, on which Rs 7.5 crore would be spent. This was the third fully camputerised branch of the bank which had been opened today at
Parwanoo. The fourth branch was to be shortly opened at Nalagarh. The minister, expressing satisfaction on the functioning of the bank, disclosed that since 1983, the bank had collected a deposit of Rs 39.00 crore and an additional target of Rs 43.50 crore of working capital had also been met with. He also alleged that the previous Congress government had totally destroyed the economy of the state and the state had been plunged into an acute financial crises. Detailing the activities of the bank, its Managing Director, Mr P.C. Kashyap said that during the year 2000-2001, that the
