BJP to raise corruption issue Rohtak, June 10 He said the highhandedness of the government in matters like the sale of government land at throwaway prices, theft of revenue by the mine owners and irregularities in giving prime contracts had been exposed. At present, he alleged, the government was planning to sell the Canal Rest House located near ISBT in Delhi. Mr Gurjar charged the government with adopting a vindictive attitude towards politicians, who raised their voice against the ‘faulty’ policies of the government. He said Mr Karan Singh Dalal, Mr Anand Singh Dangi, Mr Charan Das Shorewala, Mr Srikishan Dass and Mr Jai Prakash, all former ministers, were implicated in various false cases by the government when they protested against certain government decisions. The government was now trying to implicate another former minister, Prof Ganeshi Lal, he said, adding that the BJP would oppose any such move tooth and nail. Mr Gurjar demanded a CBI inquiry into the accummulation of assets by all present and former MLAs and ministers irrespective of their political affiliations. Mr Gurjar said the BJP was on the hitlist of the Chief Minister, Mr Om Prakash Chautala, and the party leaders were not taken into confidence while formulating important policies. He alleged that the government had centralised power by ‘sarkar apke dwar’ programme as the Chief Minister himself used to announce even petty development works in villages and towns. He alleged that only youths of Bhiwani and Sirsa districts were preferred for recruitment to the Police Department ignoring the interest of youths of other districts. Mr Gurjar said it was surprising that the application form for the post of ASI was available for Rs 200 while that for the post of constable was available for Rs 500. Mr Gurjar expressed concern over the ‘misuse’ of government machinery for the rallies of Mr Chautala recently held in Uttar Pradesh. |
Claims on IT sector hollow Jhajjar, June 10 As per the details, this district bordering the national Capital with a population of over 8 lakh, has a telephone density of 25.9 per thousand population. This graph falls to 16.56 per thousand after excluding the industrial township of
Bahadurgarh, where the density mark is at 82 per thousand. According to approximate figures, in the entire rural Haryana, tele density per thousand is not more than 15. These facts, showing a wide gap between rural and urban communication empowerment, paints a gloomy picture of infrastructure development in the IT sector, exposing the hollow claims of the
government. Jhajjar district is divided into five telcom blocks —
Bahadurgarh, Beri, Matinhale, Salawas and Jhajjar. Oficial sources say no Internet dhaba has been opened in any of the blocks so far, despite announcement to provide free Internet connection by Bharat Sanchar Nigam Limited
(BSNL). In fact, computer literacy and Internet awareness in these areas is minimal. Moreover, out of the total 262 villages here, 58 have no telephone facility at all. To name a few are:
Pharipur, Safipur and Malikpur in the Beri block and Birohar, Kaliawas,
Dhalanwas, Khanchroli, Khera Thapu, Coria, Sudhapana, Mohanbari,
Jharli, Sunderketi, Kahroda, Kheri, Bhindawas, Sajhanpur, Mundahera and Khetawas in the Matanhail block. Another startling fact is that panchayat telephones installed by the government in 174 villages a few years back went out of order at the very beginning. This indicates that Haryana is far behind the southern states in the IT sector. However, the state has introduced computer education in schools. There will be one computer for every 50 students and no computer will be issued to a school with less than 200 students. Experts in the IT sector say that a poor communication system deprives the rural population of access to new developments in agriculture. Students, too, find it difficult to keep pace with those from urban areas. |

Mahasangh opposes
privatisation Sonepat, June 10 This demand is contained in a resolution adopted at a meeting of the delegates held here last evening. Mr Ved Vyas Arya, general secretary of the All-Haryana PWD Mechanical Karamchari Union, presided. In another resolution, the meeting opposed the retrenchment of employees in various corporations and boards, especially the Haryana State Minor Irrigation Tubewells Corporation, Confed and Infed and warned that if the retrenchment of employees was not stopped, the mahasangh would have no alternative but to launch an agitation on the issue. The meeting demanded immediate payment of bonus and other facilities to the agitating employees. Earlier addressing the delegates session, the newly elected president of the
mahasangh, Mr Balbir Singh Rohilla, criticised the “anti-employee” policies of both the state and the Central Governments and called upon the employees to remain united. He said a one-day convention of the state unit of the mahasangh would be held on June 30 at Faridabad to chalk out the future course of action for launching a state-level agitation against the state government for its failure to accept the long-standing demands of the
mahasangh. Mr Raj Singh Dahiya, vice-president of the HSEB Workers Union, decried the “anti-employee” policies of the Chautala government and accused it of backing out of its promises made to the employees and sangh leaders. He announced that the mahasangh would take a final decision on June 30 at Faridabad on the issue of launching a statewide agitation against the non-fulfilment of the demands by the state government. Representatives of various government employees’ unions spoke on the occasion and endorsed the decisions of the mahasangh on the issue. |

3 more NRDMS centres for Haryana New Delhi, June 10 A spokesman for the department said here today that the Centre had agreed to the proposal which would cost Rs 1.48 crore. The Centre had also sanctioned project for creation of GIS data base for the districts of Panchukla, Ambala and Yamunanagar. An amount of Rs 21.97 lakh had been allocated for the purpose. He said that the department had also established NRDMS at Panchkula to increase the efficiency of the use of natural resources of the state using geographical information system and to create data base warehouse. The Centre was working as nodal agency for all GIS-related activities in the state. The publication of Resources Atlas of the state was under progress. He said a Plant Tissue Culture Centre had been established at HARSAC, Hisar. Production of plant saplings through tissue culture would be started soon for sugarcane, potato, eucalyptus, sheesham, gerbera, carnation, strawberry and papaya. Centre, Hisar, had completed three consultancy projects, the spokesman said. Urban land use maps of Karnal, Narnaul, Sirsa and Rewari had been prepared using satellite data during this year. A proejct on tree-cover mapping in three districts had also been initiated. |
6 engg colleges to be set up Chandigarh, June 10 Stating this here today, a spokesman of the Technical Education Department said computer had been made a compulsory subject for all diploma-level courses and the conventional teaching-learning process had been converted into teaching-learning through computers. As many as 60 per cent of the seats out of the total sanctioned intake had been provided for IT-related courses. He said the Union Ministry of Human Resource Development had identified three polytechnics in the state for upgradation in a manner that would provide technical education and training to physically challenged persons. These polytechnics were Government Institute of Engineering and Technology, Hisar, Government Polytechnic, Sirsa, and BPS Mahila Polytechnic Kanya Gurukul, Khanpur Kalan, Sonepat district. |

welcome govt’s scheme Ambala, June 10 The chairman of Ambala Trader Federation, Mr N.C. Jain, president of the Ambala unit of Haryana Chamber of Commerce and Industry, Mr Bharat Bhushan Jain, the convenor of Haryana BJP trader cell, Mr Kirti Prashad Jain and the president of Pharmaceutical Manufacturing Association, Mr T.C. Kansal said that this relaxation would provide a big relief to thousands of traders, in the state. They said it was a major demand of the state traders, which had been accepted by the Chief Minister. One of the industrialists Mr G.D. Chibbar, who was honoured for paying maximum income tax, said that a majority of businessman would benefit by this new scheme. He said that it would be a affective step to end the ‘inspector raj’ in the state. Several leading businessmen of Ambala have also urged the Chief Minister, Mr Om Prakash Chautala, to discuss the matter of modification ST-38 with the traders’ organisations before getting it implemented. They said that the businessmen were willing to co-operate with the government at every level if their grievances were properly responded to by the authorities. The Chairman of Improvement Trust, Ambala, Mr Rameshwar Dass Aggarwal, who is also a leading tobacco products manufacturer, said that the decision to divide the state Prohibition, Excise and Taxation Department, into four divisions at Ambala, Faridabad, Hissar and Gurgaon would help speedy disposal of grievances of the traders. |

BSNL, HVPN fined
1,500 each Fatehabad, June 10 Mr Banarsi Dass of Kumarian village had complained to the forum that the power transformer of his tubewell connection had burnt on May 25, 1995. He had written several times to the HVPN to replace the transformer, but the department did not pay heed to his repeated requests. He stated that due to the indifferent attitude of the HVPN authorities, he could not sow any crop in 15 acres. Mr Banarsi Dass had made his complaint to the Consumer Forum Hisar, but after the constitution of the forum at Fatehabad, the case was referred to Fatehabad. The forum chairman, Mr P.C. Gupta, and members Balwant Singh Dandiwal and Seema Saraf found the HVPN guilty of negligence in providing services to him. The forum asked the HVPN to pay the complainant, Rs 1000 as compensation and a further sum of Rs 500 as legal expenses. In another complaint, the forum directed the BSNL to pay Rs 1,500 as compensation to the complainant, Mr Roshan Lal, of Dharsul village, who had complained that the telephone installed at his residence was usually out of order. He made several requests to the BSNL authorities to correct the fault, but to no avail. The forum found the BSNL authorities guilty of negligence in providing the required services to its consumer and directed it to pay compensation to the consumer. |

board starts road repair drive Panipat, June 10 This was stated by the Chief Engineer of the board, Mr Vijay Prakash, while talking to mediapersons at
Samalkha, about 18 km from here, yesterday. He was on a visit to the district. He said the board had taken up all repair works, which had been announced by the Chief Minister at the “Sarkar Aapke
Dwar” programmes. He stated that the repair work of about 3000 km of roads had already been completed at a cost of over Rs 100 crore. The Chief Engineer further said with a view to protecting the produce of farmers in the mandis the board had already completed the construction of 34 sheds at different
mandis, whereas the construction work on other 26 sheds was going on. Besides, the board had also started the construction of godowns with a storage capacity of 44,000 metric tonnes. The construction of the godowns in Panipat would be completed during the current financial year. The board had also formulated plans to introduce foreign techniques to promote cotton-growing areas of Sirsa and Hisar districts. For this, the Cotton Technical Mission would bear 60 per cent of the expenditure and the remaining 40 per cent by the state government. Of the Rs 4-crore budget provision in the plan, Rs 90 lakh in
Dabwali, Rs 78 lakh in Ellenabad and Rs 40 lakh in Sirsa mandi areas had been spent, the Chief Engineer added. He also stated that a comprehensive plan had been formulated for setting up kisan
bhavans, public toilets and water coolers at all mandis in the state. In the first phase, these facilities would be provided in 35 big mandis at an estimated cost of Rs 64 crore. |

work on SYL, SJP urges Centre Gurgaon, June 10 Talking to newspersons here today the national General Secretary of the SJP, Mr Shyam Singh Rana, suggested that in case Mr Vajpayee faced problem to break the logjam between Punjab and Haryana on the SYL issue, he could borrow a leaf from the move made by Mr Shekhar when he was the Prime Minister. Mr Rana was here heading a party, which started from Shimla on June 5, to highlight the present government’s “faulty” economic policy. About 12 such jathas are on the move from various parts of the country, one of which from Jagannathpuri was being headed by Mr Chandra Shekhar. All jathas are scheduled to converge at Porbandar on June 19. The show would culminate in a public meeting to be addressed by Mr Chandra Shekhar. Dwelling on the SYL project, Mr Rana expressed hope that SAD in Punjab and the INLD in Haryana would try to settle the issue. The fact that the two parties are part of the NDA would further help them if they were sincere in finding a solution to the problem. Mr Rana lamented that the farmers of Haryana, like in other parts of the country, were facing financial problem. |

President of the Jeev Raksha Bishnoi Sabha Banwari Lal Bishnoi said here today that the sabha had launched a campaign against the hunters. “The sabha is committed to protecting and saving the wildlife,’’ he said. He, however, lamented that the police was not extending full cooperation to them in this regard.

case against company Kaithal, June 10 She had complained that she was coerced into depositing a sum of Rs 10,000/- in Golden Land Development India Limited, Manimajra, by its local agents on the promise that the money would be doubled in three years. The company issued a post dated cheque for the maturity amount drawn on Indian Bank, Manimajra. However, the cheque could not be enchased due to insufficient funds in the company’s account. The police has registered a case against 12 persons in this connection and started investigations. |

mars fashion show Ambala, June 10 People got fearful when a youth dancing on the tune of a Punjabi song all of a sudden snatched an AK-47 rifle from a constable of the Punjab police and began to dance with the rifle in his hand. Later he decamped with the rifle. The local police chased him and succeeded in getting back the rifle. The theatre has a capacity to accommodate about 1,000 persons while around 5,000 persons were present there to witness the fashion parade. Initially the audience were allowed to enter only by the entry cards, but later it was made open for all. Some of the youths even threw stones on the stage and despite repeated requests and warnings by organisers they did not hesitate to disrupt the function. The participants also faced problems. The best aspect of the function was that the organisers did not invite professional models for the show. They offered an opportunity to local models. Most of them made their maiden appearance on the stage. Some of the audience said, “Had it been organised properly, it could have turned out to be a wonderful show.” |

However, it could not be confirmed wheather Mr Matta was present in the car or not. His rival was of the Haryana Vikas Party. For the vice-presidentship, Mr Man Singh Nehra, who is known for his association with the Congress, won the poll defeating Mr Som Bishnoi, a close associate of the INLD. He won by a thin margin of eight votes.
