The Uttarakhand Cabinet has given a go-ahead for setting up the food security commission, increasing honorarium of anganwari workers working at mini centres and raising of monthly allowance from Rs 2000 to Rs 3000 to the disaster-hit people in the affected areas whose houses were destroyed in the mid-June natural calamity.

After almost a month-long intense campaigning for the students' union elections in DAV PG College for the academic year 2013-14, students will cast their votes tomorrow (September 5) to seal the fate of 28 candidates contesting election for different posts.

It is considered to be the biggest election in the history of DAV PG College with almost 25,000 registered students going to participate in the voting process on September 5. It is a challenge for the police and for the management of the college to conduct these elections in a fair and peaceful manner.

For the convenience of the students, the total 23 polling booths have been distributed into four zones with Zone-1 being entirely kept for girls. Students belonging to commerce stream will be able to cast their votes in Zone-2 whereas Zone-3 is for arts stream students. Students in the science stream and all students of postgraduate courses will be able to vote in polling booths of Zone-4.

Meanwhile, RK Johri is the Chief Polling Officer for the election and he will be responsible for conducting the massive affair in which thousands of students will decide the fate of ''future leaders.''

''Barricading has been done throughout the campus and to make things easier for the students, there is a separate entry and exit for every zone.

Security has been tightened around the campus and no vehicle would be allowed on the polling day inside the campus,'' Gopal Chetri, professor, DAV PG College, told The Tribune.

Voting will begin at 9 am and students will be allowed to cast their votes till 2 pm in the afternoon.

On the question of security measures for the election, SP, City, Jagdish Chandra, told The Tribune: ''We have deputed 3 companies of PAC, 35 sub-inspectors, 150 constables and Cheetah mobile force in the security of the DAV College elections. Fire tenders along with water cannons will also be stationed near the campus.''

No end to factionalism in NSUI; students take out two-wheeler procession

The row between the two groups in NSUI formed in the wake of the ongoing student body elections at MPG College refuses to die down in Mussoorie. One group supporting Neeraj Sajwan and his panel also alleged that the NSUI state president was acting indifferently against them in the election process.

One group which is supported by Megh Singh Kandari, the former student union president from NSUI, along nine other former presidents of the college union and four former town NSUI presidents, miffed at declaring the opposition group as actual NSUI candidates, alleged that the state NSUI president Amit Bhullar had declared the candidates from other group without consulting them, which was uncalled for.

The present NSUI town president Suresh Panwar ,coming out in support of the students contesting elections from Megh Singh Kandari group, alleged that the state president Amit Bhullar declared the candidates for the elections from the other group despite the practice being that the NSUI members of the town decided on the candidature contesting under the banner of NSUI.

He also said that they came to know about the decision only through the media and after they had declared their own candidates under NSUI banner earlier.

The two groups of NSUI have fielded their own candidates in these elections, claiming to be the rightful representative of the student wing of Congress, leading to a sense of ambiguity among the NSUI supporters who are confused as to vote for which group on the election day on September 6.

Former student union president from MPG College Jaipal Rana,Gaurav Gupta,Narendar Panwar,Sandeep Panwar,Anit Kumar, former NSUI town president Viren Negi,Wasim Khan,Ravinder Tamta and several other former officials from the union, extending their support to the presidential candidate Neeraj Singh Sajwan and his group supported by Megh Singh Kandari and Anuj Gupta, said that their candidates will win the college elections despite all odds as they were the actual candidates of NSUI in the elections.

Later the students from the above group took out a two-wheeler rally in support of their candidates in the town.

Cabinet approves setting up of food security panel

The Uttarakhand Cabinet has given a go-ahead for setting up the food security commission, increasing honorarium of anganwari workers working at mini centres and raising of monthly allowance from Rs 2000 to Rs 3000 to the disaster-hit people in the affected areas whose houses were destroyed in the mid-June natural calamity.

Due to the notification for the Uttrakhand Legislative Assembly session slated to take place from September 18, there was no formal briefing on the Cabinet decisions.

According to sources, the Cabinet has approved the decision to set up a Food Security Commission comprising a chairman and five members at the state and similar appellate authority at the district. These would take up complaints pertaining to the implementation of the Food Security Act.

Further, the Cabinet also approved hiking of honorarium due to the anganwari workers working at mini centres. In addition to the Rs 1,500 given by the Centre, the state government would chip in an additional Rs 500.

The Cabinet also approved the payment of arrears under the Fifth Pay Commission to the wireless employees employed with the state police. Around 200-odd policemen would benefit from the decision. Along with accepting the decision of hiking monthly rent from Rs 2000 to Rs 3000 to the persons whose houses have been destroyed in the mid- June disaster, the Cabinet also approved hiking of compensation for farmers whose crops got washed away in the floods.

DM directs Wedding Point owners not to allow loud music after 10

Dehradun, September 4
After repeated complaints against Wedding Point in Dehradun city resorting to sound pollution by high blaring loudspeakers during late night hours, Dehradun District Magistrate BVRC Purshottam today in a meeting with Wedding Point owners directed them not to allow DJs and other music system in their premises after 10 pm.

The DM warned the owners of strict punishment if the order wasL flouted.

The DM who yesterday had a meeting with Dehradun Hotels' Association made a similar appeal to them.

He said that anyone found using DJs or other music system after 10 pm will have to pay a fine of Rs 10,000.

He said even the families of the two sides involved in marriage will be penalised in the process.

Dehradun District Magistrate Purshottam also directed for installing of CCTV cameras in Wedding Point corner for security reasons. He called for designating a particular place for bursting of crackers.

He also asked the Wedding Point owners to compulsorily inform the district administration about marriages and other programmes being held in their premises.

Joint Magistrate, Dehradun, Ranjana Verma, and SP, City, Jagdish Chander, were present on the occasion.

In order to control the spread of HIV/Aids, the Department of Health and Family Welfare has decided to provide free 108 ambulance services to ferry pregnant women and children to and fro for carrying out HIV confirmatory tests at the nearest integrated counselling testing centres and ART centres.

Under the Government of India programme the Department of Health and Family Welfare (Uttarakhand) has tied up with 108 emergency services for extending this facility.

In case, during the confirmatory tests if the pregnant woman and children test positive, they would be put on the treatment at the ART (Anti Retroviral Treatment) centres located at Haldwani and Dehradun. During this period free to and fro travel facilities would be provided.

Automobile company's workers allege harassment by management

The dispute between the automobile giant Hero Motocorp's management and its factory workers here is yet to die down.

Four days ago, both the parties reached a consensus in the presence of the Labour Commissioner but the workers have once again alleged harassment by the factory managers.

In a letter sent to the District Magistrate, Labour Commissioner and the media, the Hero Motocorp workers’ union has alleged that now the management was targeting workers who had played a pivotal role in the three-day agitation earlier.

Workers said earlier, the company management had expelled workers who had tried to raise the company’s “follies” pertaining to the workers.

They alleged harassment and exploitation by the company management and threatened to boycott the production work completely in the coming days if the management did not stop harassing them.

SIDCUL police post in charge Manoj Mainwal said police personnel had once again been deployed at the factory in view of the tension.

Meanwhile, management officials of the company have refuted the claims of the workers saying that they have just asked for some formalities from the workers who had participated in the agitation. They claimed it was an exercise to gauge the problems of the workers.

Social activist Murali Manohar has come in support of the workers and has demanded a monitoring committee for SIDCUL-based companies as in the last few years, several cases of exploitation of workers had come to light.

He alleged that despite 70 per cent reservation for Uttarakhand citizens in SIDCUL-based companies, not even a single company out of 100 firms in Haridwar had implemented the provision.

Additional Labour Commissioner Vipin Kumar, who helped in ending the strike of the agitating workers a few days ago, said he was in touch with the company management and workers.

Governor Aziz Qureshi has greeted all teachers on Teachers' Day, which is celebrated on the birth anniversary of India's second President and great scholar and teacher Sarvepalli Radhakrishnan.

In his message on the eve of Teachers' Day, the Governor said teachers played a significant role in the creation of a developed and civilised society.

He said a teacher was always the guiding light which showed the right path to the youth. He said in today's world, teachers faced the challenge of inculcating among the students power to think originally and to help them become sensitive towards human values like patience, service and discipline.

"Teachers can equip the students with the ability to face difficult situations in life," he said.

The Governor said this day was the occasion for all to remember the teachers who had contributed to making their lives better.

Haridwar, September 4
Dev Sanskriti University has become the first university in the entire state which will be relying on its own set-up to cater to the demand of paper.

The university has installed a state-of-the-art beater machine, which makes quality paper by recycling worn-out clothes and used paper from the pulp.

Thus, while paper requirement will be looked after, it will also provide quality paper to the students and staff of Dev Sanskriti University.

Talking to TNS Pranav Pandya, head of Shantikunj Gayatri Parivar, said that installation of this machine is a part of the varied steps taken by the institution to be self-reliant.

He said already the university had installed rain water harvesting plant, power plant, solar plant,sanitation plant and now this paper plant adds to self-reliance objective in this direction. While coordinator of Dev Sanskriti University Gauri Shankar Sharma said that at a time 50 kg of raw material was made by this machine and it had the latest technology which enhanced the quality of the paper. Dev Sanskriti University will also provide free training to those people who were willing to establish similar plants and machines so that they make out a living from this. Gauri Shankar added that for Uttarakhand disaster-affected people, the Shantikunj foundation is providing free training in making of jute bags, mattresses, horticulture equipment and other self-reliant employment-generating avenues.

TC Sharma of the self-reliant cell said that from the installed machine 50 types of paper variety is being made. These are then being used for visiting cards, folders, file paper, carry bags, photo frame and normal writing purposes.
