New Land Acquisition Bill
Chandigarh, September 4 "The final call on implementation of the Bill will be taken after studying its pros and cons," Haryana Revenue Minister Mahendra Pratap Singh told The Tribune today. Sources, however, said since Congress vice-president Rahul Gandhi was the force behind the Bill, the Hooda government would leave no stone unturned to incorporate some of the major features of the Bill into the state's land acquisition policy. Haryana has a history of violent clashes over land acquisition. With its land acquisition policy coming under the scanner of the Opposition and other stakeholders, the state government will have to tread with caution. As the proposed law gives a free hand to Chief Ministers, it should be a relief for Hooda, who had been at the receiving end for long over the acquisition of farmers' land. Claiming that the implementation of certain provisions of the Bill would not pose any problem, a senior official asserted that many concerns of the states like Punjab, Haryana and Kerala had already been taken care of in the amended Bill. Currently, Haryana follows two policies on land acquisition --Relief and Rehabilitation Policy and Land Pooling Scheme.The Relief and Rehabilitation Policy ensures a minimum floor rate, no litigation incentive and annuity for 33 years, besides residential plots to certain categories of farmers whose land is acquired. Under the Land Pooling Scheme, introduced last year, farmers have been made partners in planned development of residential and industrial infrastructure. The scheme provides an option to landowners or farmers to get developed land in exchange for their acquired land. The scheme paves the way for a landowner to get a 1,000 sq yard residential plot and a commercial plot of 100 sq yard for every one acre of land acquired for the development of residential sectors by HUDA. In the case of Industrial development, where infrastructure is developed by the HSIIDC, a farmer has the option to get 1,200 sq yard of developed land for every acre.
Fate of 25,000 acres hangs in balance
The fate of nearly 25,000 acres is hanging in the balance. While the HSIIDC has initiated the process for acquiring 12,000 acres for industrial purposes, primarily in Rewari, Sonepat and Rohtak districts, the Urban Estate Department has proposed to acquire over 12,000 acres for residential purposes. Rest of the land is being acquired by the irrigation, building and roads and power departments. The final decision on the land acquisition policy would be taken after Parliament takes a call on the new acquisition Bill, a source said. |

Karnal/Panipat, September 4 With pressure mounting on the two fugitive leaders following raids conducted by the CBI and tracking of mobile phones, the political arena is wide open for rivals to step in and lobby for the party ticket. Assandh, which was unreserved in the last Assembly poll, has become a hot seat in Karnal. Intense infighting was witnessed during the distribution of the Congress ticket. Zile Ram, who won the seat on the HJC ticket, later joined the Congress. Karnal district Congress president (Rural) Surender Singh Narwal, AICC member Kamal Mann, Youth Congress leader Pankaj Punia, defeated Congress candidate Ramesh Chudhary, Shamsher Gogi, a close aide of Rajya Sabha member Birender Singh, and Raghubir Singh Virk are vying for the ticket. AICC member Kamal Mann yesterday announced to contest the poll from Assandh and held a workers' meeting. “We will start door-to-door campaigning in all 80 villages falling under Assandh from September 6”, she added. In the absence of Jain, former ministers Bijender Singh Kadiyan, Prasani Devi and Panipat (Rural) DCC president Jagdev Malik have emerged as strong contenders for the Panipat (rural) seat. Virus attack on cotton crop worst in state this time
Sirsa, September 4 According to Dr Dalip Monga, principal scientist and head of the Sirsa regional station of the Central Institute of Cotton Research (CICR), the epicentre of the disease is near Hisar, Hansi and surrounding areas in Haryana. The impact of the disease is much higher than the previous years in Jind, Sirsa, Fatehabad and other cotton-producing districts too. Dr Monga said there was a scenario-shift this year as, till last year, the attack of whiteflies and the resultant CLCuV used to be mild in Haryana and severe in Firozepur, Abohar and Ganganagar, while this year, it is almost vice versa. "Not a day passes when five or six farmers from Sirsa do not visit our centre with samples of the crop in their hands for an advisory on the management of the disease," he added. He said the loss of the crop could not be estimated objectively in such a huge area as the impact varied from area to area. "The loss could be minimal where the farmers have managed effectively and the damage may even cross 70 per cent where the pest management by farmers has been poor," he said. The severity of the disease can be gauged from the fact that the Agriculture Department, Haryana, has issued an alert. "Letters have been issued to all Deputy Director (Agriculture) to keep a close watch on the twin effects of the whiteflies and CLCuV in their districts and file a weekly report to the headquarters," said Amardeep Singh Kuleria, the officiating Joint Director (Cotton) in Agriculture Department, Haryana. He, however, said the spread of the disease was below economic threshold level (ETL) and hence manageable. Plazas planned on Rohtak-Gohana, Rohtak-Bahadurgarh stretch
Rohtak, September 4 This is the first time that toll plazas have come up on this route. The widening of the road, started about two years ago, has been completed on the BOT basis, said an official of the NHAI. He revealed that the contract of this project had awarded to KEPL which would now collect the toll ranging from Rs 25 to Rs 180 depending on the make of the vehicle. According to sources, a car, jeep and van will be charged Rs 25 for single journey, it will be Rs 35 for return pass and Rs 820 for monthly pass at the toll plaza near Deeghal village, about 15 kilometres from Rohtak towards Jhajjar. The LCVs passing from here will have to shell out Rs 40 per journey, while the buses and trucks will have to pay Rs 85 and Rs 125 for single and return journey. A monthly pass of Rs 1,325 and 2,780 will also be available for these vehicles. Heavy vehicles and trailers will have to pay Rs 130 and Rs 160. The two wheelers have, however, been exempted. Anoop Kumar of Jhajjar said it was an additional burden on the common man as travelling will cost more now. The distance between Rohtak and Jhajjar is around 32 km. Gurgaon, September 4 While Fernandes directed Director General of the Ministry of Road Transport and Highways K Kandaswami to finalise the functioning model and request for oualification documents of the clover-leaf flyover at the Hero Honda Chowk immediately, it was also decided to install a traffic light system and allow traffic movement on both sides of the roads and the crossing. The NHAI was also instructed to immediately repair the service roads. It was also decided to construct a drain along the sides of the service roads, for which the Municipal Corporation of Gurgaon would provide funds and the NHAI directly supervise the work. NHAI, the Deputy Commissioner Gurgaon, the Commissioner Corporation and the Joint Commissioner of the Traffic Police would ensure that the work was carried out in the shortest possible time. On the removal of toll plazas in
Gurgaon, Hooda and Public Works Minister Surjewala emphasised that the Ministry of Road Transport and Highways and the NHAI need to expedite action against the concessionaire for repeated defaults and for causing harassment to commuters. HC orders reinstatement with all benefits
Chandigarh, September 4 Initially, the orders of his reinstatement in the Police Department were not implemented. Later, he was reinstated prospectively. Justice Raina asserted the High Court observed in May, 2012, the petitioner was seeking implementation of his reinstatement order passed by the Financial Commissioner-cum-Principal Secretary, Home. In its view, a policy decision was required to be taken to prevent the reoccurrence of such a situation . Justice Raina observed the essence of the court directions was that orders passed by the government in favour of an employee “should be implemented within a reasonable time frame so as to avoid unnecessary litigation” Justice Raina said the petitioner’s appeal and revision pleas were turned down after he was dismissed in April, 2008, by the Panchkula Superintendent of Police. The Home Secretary ordered his reinstatement in April, 2010. But the order was not implemented, leading to the filing of the writ petition. He was finally reinstated prospectively in July last year, taking away the past benefits. Allowing the petition, Justice Raina directed Vikram Singh’s reinstatement with effect from March, 2010, with all consequential benefits, including arrears of salary and seniority. |

71 govt schools in Sirsa have digital classrooms
Sirsa, September 4 Sirsa is the only district in Haryana and among a very few in the country to have digital classrooms in government schools. The district authorities have set up digital classrooms in government schools in as many as 71 villages of Sirsa. “I had only heard about digital classrooms from my teachers, but had never seen them. Attending classes in these is a wonderful experience, as visual description helps us learn in a better way,” Madan said. Other schoolchildren like Manish and Naresh also echoed his sentiments. Mohit Gautam, who teaches mathematics in a school, said students were benefiting a lot from the digital classrooms. He said even small topics were explained thoroughly due to animation. Navneet Kaur, an English teacher of the school, also finds teaching more meaningful in the digital classrooms. Sirsa Deputy Commissioner Dr J Ganesan, the brain behind the digital classrooms, said a memorandum of understanding (MoU) was signed with an American-India Foundation to execute the plan. Besides setting up digital classrooms in 71 government schools in the district, the authorities have set up Digital Equiliser Software installed computers in District Institute for Education and Training, Sirsa, for training teachers on pedagogy and methodology. The project is being executed under the Backward Region Grant Fund, a Centrally-funded scheme for addressing regional imbalances of backward districts of the

Drive begins to remove liquor vends
Rohtak, September 4 "Liquor vends, located at a distance of 500 metre in the district and at the entry point of every village in the district, provide an easy access to people, claimed Raj Singh Hooda, a local resident and political activist. He said while some of the vends had been functioning in the close vicinity of schools, religious places and residential areas in the city, the department was hardly sensitive to the complaints as the officials concerned pass the buck on other officials. More than 60 of liquor vends, which are located on highways are likely to be shifted soon as the state government has issued orders to comply with the directions of the court and the process has already begin. Drive against illegal tubewells in Gurgaon
Gurgaon, September 4 This was revealed at a review meeting by Deputy Commissioner Shekhar Vidyarthi today. Vidyarthi cautioned the officers, who are part of inspection teams, against the use of underground water through tubewells or borewells in their allocated areas. Presently, 22 teams have been constituted for checking of illegal tubewells in the district. The teams have been directed to submit their reports of findings regularly to the DC on fortnightly basis. He also reiterated that the teams should ensure that no builder or developer was making the use of underground water for construction activities. Vidyarthi said in compliance of the orders of the Punjab and Haryana High Court, the builders and colonisers, who have obtained license from the Town and Country Department, Haryana, have been directed to make arrangement of recycled treated sewage water for construction purposes. He said the HUDA authorities would keep a record of treated water taken by every builder from the sewage treatment plant (STP) and whether it was sufficient to meet its needs. He said HUDA and the MCG would provide primary and secondary treated sewage water and a builder would have to treat it
(tertiary treatment) at the construction site before using it. He said water supply from a tanker at construction sites was prohibited because Gurgaon district had been declared a notified area by the Central Ground Water Authority (CGWA). He said if any builder was found using underground water for construction purposes, a contempt of court proceeding would be initiated against that builder. According to an estimate, about 150 MLD sewage water is being treated in Gurgaon everyday. |

Rewari: The police arrested Krishan Kumar (19) of Dhani Jarawat village, who allegedly raped a Class XI student of the village on August 31.He was yesterday produced in a local court which remanded him in 14-day judicial custody. The girl, who was returning home from her school, was forcibly taken to a field where she was allegedly raped by the accused. In another case, the police arrested Monu for allegedly raping a woman (22) at Buroli village, about 15 km from Rewari, on August 22. The police yesterday produced him in a local court, which sent him in 14-day judicial custody. Sources said when the woman had gone to a field to collect fodder, Monu, too, reached there. Girl students urged to fight against foeticide
Kurukshetra, September 4 The district authorities have already decided to achieve the sex ratio of 980 and have formulated a plan in this direction. According to the plan, doctors found involved in female foeticide will be fined from Rs 10,000 to Rs 1 lakh and will get three to five year jail. On the occasion, the students took a pledge of doing their best to eradicate the social evil. Principal Dr Vijay Laxmi said the college administration would provide full cooperation for the eradication of the social evil. Death of blackbucks
Fatehabad, September 4 The activists are on a dharna at Badopal in Fatehabad and demanding registration of criminal cases against the officials of the Nuclear Power Corporation of India Limited (NPCIL) for the death of seven black bucks on the land acquired by the corporation for its residential colony. They have demanded that the land be declared a conservation reserve in accordance with the recommendation of the Wildlife Institute of India (WII). Though the NPCIL has already removed fencing from the land and submitted an undertaking to the National Green Tribunal that it would not carry out any construction activity on the land before getting the environment clearance from the Ministry of
Environment and Forests (MoEF), the activists have refused to end their agitation. Today a known animal rights activist Swami Kripacharya from Bani Dham in Rajasthan visited the site and demanded that the government should take appropriate measures to save hundreds of black bucks living around the site. Meanwhile, in a letter to the Chief Wildlife Warden, Haryana, Vinod Kumar Karwasra, a spokesperson of the the organisation, has demanded that the NPCIL should be asked to vacate the natural habitat of black bucks and a conservation reserve be set up as recommended by the WII. He alleged that 226 black bucks have been killed in Hisar and Fatehabad during the past one-and-a-half year. The ABJRBS has demanded to set up wildlife wings at Fatehabad and Hisar with sufficient staff and ambulance facility for black bucks. |

Chandigarh, September 4 The court, however, refused to grant stay on his arrest. He and former Transport Minister Om Prakash Jain are accused in a case of abetment to suicide in the death case of Karam Singh, a former sarpanch of Kambopura village in Karnal. Jain too has moved the High Court for similar relief.Both cases will now come up for further hearing on September 6. Gharaunda (Karnal), September 4 The residents, under the banner of the India Against Corruption (AIC), served a 90-day notice on the Superintending Engineer and the Executive Engineer to remove all encroachments on the road and undertake the widening of 9 feet stretch and erect dividers to regulate the traffic. The protesters also submitted a memorandum to the authorities and asked them to complete all works by March next year. The memorandum also said the construction of an underbridge at the crossing had been hanging fire for the past 11 months and inspite of three inspections and sending the detailed estimate to Chandigarh, nothing had been done and the estimates were returned. Havildar Jagmail Yadav cremated
Rewari, September 4 The body of Havildar Jagmal Singh Yadav who had lost his life along with 102 IAF personnel, including four pilots, in an air crash in Leh in 1968, was found under a glacier during a search expedition
last week. His body, which was intact even after 45 years, was brought to Mirpur village by IAF personnel this morning. Contingent of the IAF and the police fired several rounds in the air and gave a salute to the Naik Havildar before his cremation. Hundreds of villagers attended the funeral but the local minister, MP, MLAs and other top officials of the district were conspicuous by their absence. |
