Mayor gets strict with roadside vendors
Jalandhar, February 13 Nearly 50 vendors, supported by BJP councillor Joginder Tony, today had come to him expecting some softening of the stand by the Municipal Corporation (MC). They, however, were taken by surprise as a determined Mayor rather proved to be harsh on them. He told them point blank, “You are supposed to be moving around the city with your carts in the inner lanes of colonies and not just settle along main roads obstructing the traffic. Time and again you have been warned by the staff by way of announcements, but it appears that it fails to fall on your deaf ears.” As councillor Tony asked Mayor to consider them keeping in view the vote bank, Jyoti further showed an aggressive posture putting his logic, “There has been a phenomenal increase in number of carts over the past five years. My staff has counted as many as 55 vends from Jyoti Chowk to Nakodar Chowk. If I allow you to proliferate, this will become a city of vends with even no space to walk. Give me a reason why I should be safeguarding the interest of some 2,000 vendors without caring about the problem of the 9 lakh population of the entire city.” Tony insisted that the vendors be allowed to park within yellow line. At this Mayor argued, “The yellow line area is meant for parking of vehicles of shoppers and not for parking of fruit and vegetable carts. Such carts further prove to be a nuisance as motorists passing by stop ahead of them purchasing stuff and blocking way for other commuters.” Politicising the issue
Expressing his concern for the livelihood of poor vendors, councillor Tony even tried to politicise the issue saying that the Mayor was trying to target the wards falling in MLA Manoranjan Kalia’s constituency and sparing those falling in the Jalandhar (North) constituency, represented by KD Bhandari. Since January 16, when Mayor Jyoti had led a flag march alongwith Commissioner Viney Bublani and tehbazari staff in the congested lanes of Nakodar Road and Jail Road,10 challans have been issued by superintendent Vikrant Verma against those putting up generators outside. Nearly 28 challans have been issued to motorcycle showroom owners for parking new vehicles on the road. As many as 50 vendors, too, have been challaned. Verma said all those challans, which are more that fortnight old, are being sent to court. |
Dr Puri alleges police inaction

Jalandhar, February 13 Addressing mediapersons, Dr Puri said the police was working under political pressure as Radisson Hotel, where the incident occurred, belonged to a politically well-connected person. He alleged that the hotel management and its staff was solely responsible for the theft. He said the police was not providing clear picture of the theft that took place in a high-security zone and that to inside the room. Three diamond rings worth lakhs of rupees were stolen from a room of the hotel on Sunday morning. The incident took place when Dr Puri, who was putting up in a room of the hotel along with his family, left the room for breakfast. |
Florist violates bylaws, runs business from under-construction building
Jalandhar, February 13 While the construction of upper floors is going on and basement is yet to be developed for parking, the owner of Meera Florist has been allowed to open a showroom at the site, which falls along Guru Nanak Mission Chowk in contravention of the Clause 3.12 (ii) of MC Bylaws. The bylaws clearly state: "No building shall be occupied without obtaining completion certificate." As per the process, an application for permission to occupy a building is to be submitted to the MC through Form-D with a declaration that the building is complete in all respects and fit to occupy. The dereliction on the part of the owner and the MC authorities indicates little safety concern for the visitors and employees in the shop. While the owner was already operating from a small shop at the site, he had demolished his previous construction and begun raising the construction all over again. It being Valentine's Day tomorrow, the owner has even been allowed to encroach upon the frontal parking area by erecting a huge tent and selling rose buds and designer bouquets. Even as the bylaws state that the Assistant Town Planner (ATP) or Municipal Town Planner should visit the construction sites on weekly basis, ATP Param Pal Singh said he was not aware of the building being occupied and put to use commercially. "I will check the building tomorrow and take due action," he commented. Municipal Town Planner Tejpreet Singh said if there would be any violation of the sort, the building would be sealed. Harinder Singh, owner of the shop, claimed that he had not committed any violation. He avoided any further reply saying that he was busy with customers today. Violations galore as authorities sleep
The building branch officials have even been sleeping over the rampant violation by almost all showroom owners in Model Town who have been allowed to construct shops in the basement, which according to approved plan and bylaws was initially left for developing parking lots. There are shops that do not have ramps at all for taking the vehicle to basement parking. There are others which have dumped their own stuff, making the basement unavailable for parking yet again. |

Jalandhar, February 13 The commission had earlier also called for a report on the matter from the Director, Health and Family Welfare, Punjab (as per a ruling issued on 14.2.2012). Notably, in his reply (filed on 27.6.2012) to the commission, the (then) Deputy Director-cum-Medical Superintendent had cited the reasons responsible for the deplorable condition of the maternity ward. The report (of the MS) was forwarded to the commission by the Director, Health and Family Welfare, Punjab. Quoting from the rejoinder of the Jalandhar-based complainant Kulwant Singh Nagra, which he sent to the commission as a reaction to the MS’ report, the commission, in its latest ruling on the issue, stated, “Even the deputy director-cum-medical superintendent, Civil Hospital, Jalandhar, admitted the deplorable state of affairs of the maternity ward of the Civil Hospital, Jalandhar, in his report.” The commission states, “The condition of the maternity ward shows that it is great disregard and ‘contempt’ for the human rights of the mother and newly born babies. Consequently, the complainant has raised the demand for grant of ‘reasonable compensation’ to all the patients admitted in the ward during the period of flagrant violation of human rights.” The commission hence holds, “In this view of the matter, copies, of the order as well as the rejoinder filed by the complainant be sent to the Deputy Commissioner, Jalandhar, who is directed to file his comments, especially with regard to grant of compensation to the patients admitted in the ‘Maternity Ward’ of the hospital from time to time.” The ruling, made by the commission on December 13 last year was received by Nagra a few days ago and the case has been adjourned to May 30. As cited in the story carried by The Tribune in November 2011, the maternity ward had been suffering from very dirty conditions. The ward and toilets were unkempt and unclean so were the sheets. Due to dearth of water, sheets were piled up and the ward raised a stink which caused a lot of inconvenience to the patients. The MS, in his reply, had told the commission that reason for the condition of the ward was that the “motor of the water supply system had turned defective. Consequently, the sewerage in the maternity ward was blocked.” The MS’ report had added that after the shifting of the ward, such problems would not arise. |

Jalandhar, February 13 Deepak Kumar, Management Information System (MIS) co-ordinator of the SSA, Jalandhar, was honoured for the feat by the Education Minister, Punjab, Sikander Singh Malooka, secretary- cum-director General School Education (DGSE) Kahan Singh Pannu and State Election Commissioner, Haryana, Dharamveer. As per the e-Punjab School Project, the district SSA administrations of all the schools are required to update their districts' school, students and teachers' data on the website epunjabschool.gov.in. Jalandhar district took away the ward because, "We were the first to update all the data timely onto the website," said Deepak, MIS co-ordinator of SSA, Jalandhar. "From the attendance of teachers and students to their background, and health records etc, all the date is supposed to be uploaded to the website. Down to things like the height and weight of the students," Deepak said. "All the schools heads have been trained in updating their respective school datas and then it is collectively available for the DGSE's office to see. So this ensures that right after the attendance, the DGSE's office can take a look at the state of affairs at the district schools," Deepak said. SSA coordinator Ashok Grover said, "While we have so far managed to effectively get the data of the middle, high and senior secondary schools on to the website, in future we plan to take it to the primary schools too so that each and every bit of information regarding schools is available on the net." "More than a lakh students are presently on the website and in future there are plans to devise admission forms in such a way that information given by the students about their past status and present growth is all taken on to the website," he said. |

Apeejay College of Fine Arts organised a guest lecture on ‘Cyber security and need of socially-aware youth’. Rishi Verma, founder of NGO 'Anti-Hacking Anticipation Society-aiming to fight against cyber crime', was the chief guest on the occasion. Verma threw light on various issues related to cyber security such as SIM cloning, call spoofing, mobile charger hacking and SMS spoofing in an illustrative manner. He enlightened the students about the benefits associated with electronic gadgets and acquainted them with various threats connected with email, android-based cell phones, e-mail phishing, shoulder surfing, banking transactions, social networking and engineering as well as cyber stalking. Verma said the best use of electronic gadgets lies not only in deriving benefits out of them but also by exercising precautions to prevent misuse of the electronic facilities. Aashim Washwa and Tapan Virmani, students of mechanical engineering of DAV Institute of Engineering and Technology, presented their research paper in the international conference on Material Science and Mechanical Engineering held in Bangkok, Thailand by the World Academy of Science, Engineering and Technology. The research paper titled ‘Optimisation of material removal rate in electric discharge machining using fuzzy logic' was based on experimental studies undertaken by the two students under the guidance of head of Mechanical Engineering Department Dr Amit Kohli.
