Dargah set to be removed
Jalandhar, February 9 Having lost a civil writ petition against Deputy Commissioner Jalandhar earlier in July 2012, Ashiq Hussain, a custodian of the Durgah Sharif, Khangah Peer Haji Shah Qutab, had filed a letters patent appeal (LPA) that the order passed by a single-judge bench may be set aside. He had contended that the demolition of part of the dargah, which had been in existence for the past more than 100 years, would lead to its destruction. The court has ordered, "It appears that there is no possibility of protecting any part of Durgah Sharif as a part of the structure falls in the main carriage way or the right of way of the national highways. A religious structure cannot be permitted to stall projects of national importance, particularly, national highway. The appellant may, however, shift that particular part of the Durgah Sharif falling in the way of his own." The matter regarding the eviction of the dargah has been taken up by the administration since 2001 when an application for the eviction of the dargah custodians had been filed by the Executive Engineer, Central Works Division, PWD (B&R), on the grounds that the land was owned by the Ministry of Surface Transport. It was then alleged that it had illegally encroached upon the place concerned and notices were repeatedly issued. Ashiq Hussain, heading the dargah, had then contested the eviction application before Collector Jalandhar on December 23, 2002, which went against him. He then appealed against the order, which was accepted by the then Deputy Commissioner and the case was remanded to the Collector Jalandhar (SDM) for re-consideration. The order of eviction was maintained on October 19, 2007, which was again challenged by him through an appeal, but it got dismissed on June 12, 2009. The order was again challenged in the Punjab and Haryana High Court by filing a civil writ petition which was dismissed on July 25, 2012. The petitioner had then filed an LPA in the high court, which the judges Rajive Bhalla and Rekha Mittal have again dismissed. After the LPA, the Deputy Commissioner had even sought an opinion on the matter from Superintendent Archaeologist, Archaeological Survey of India, Chandigarh Circle. The administrative officials are already on job to convince the dargah custodians to move off on their own or be prepared for demolition. A temple across the road on the same chowk had been earlier removed. Owing to the slow pace of work at the site, which the contractor Soma Enterprises blames on the administration for such structural delays, there are frequent traffic jams at the site the day through. |
MC starts levying property tax
Jalandhar, February 9 The MC has even put the return form to be filled for the purpose on the official website
www.mcjalandhar.in. Since the property tax is to be levied from November 15, 2012 till March 31, 2013, the MC has asked the occupants of 50 sq m (equivalent to 59.8 sq yard or 538 sq feet) house to pay up only Rs 19 this time against an otherwise annually payable amount of Rs 50. Those in a house of 51 sq m to 100 sq m (119.6 sq yard or 1076 sq feet) have been asked to pay up Rs 56 as property tax dues against annual charges of Rs 150. Viney Bublani, Commissioner, said the process for the calculation of the property tax for land measuring other sizes would be explained once the process of zoning and fixing of per unit rates are finalised. "A meeting with Director Local Bodies Priyank Bharti is scheduled to be held on
February 12 in Jalandhar. Other members of the committee, including MLAs, MP and officials of the department will also be called in. The decision taken at the meeting will be made public for inviting objections from the residents. A one-month time will be given for the purpose after which zoning will be declared final," said the Commissioner.

Jalandhar, February 9 To enforce the ban, the police has even registered cases against four shopkeepers for possessing the "killer" strings, besides recovering these in bulk from them during the past fortnight. Deputy Commissioner of Police (DCP) Sarabjit Singh had issued prohibitory orders under Sections 144 of the CrPC, directing shopkeepers and vendors not to sell and store the Chinese strings, which have been proving fatal to human beings and animals. The DCP said following reports regarding
injuries by the "killer" strings in the city area, the orders were issued. He added that all
station house officers had been directed to enforce the orders stringently to avoid any such incidents in future. He also claimed that the string was not only causing damage to the environment but also to wildlife due to its nature. There were reports that some birds' limbs were injured after these got stuck in Chinese strings during the past one month, he added. Meanwhile, wildlife lovers of the city have welcomed the police move. |

Jalandhar, February 9 Asked on his reaction to pending decisions related to Balwant Singh Rajoana for his alleged involvement in the assassination of former Punjab Chief Minister Beant Singh and Davinder Singh Bhullar for his alleged role in the car bombing intending to kill Maninderjit Singh Bitta, Sharma said the party's stand against terrorism was firm in all cases. Leaders of the SAD-BJP alliance in the state, on the other hand, had helped build up clemency campaign for both in the recent past. Sharma was here to participate in a state convention of the Chartered Accountants’ Cell of the party. The CAs who joined the party in the recent past were honoured by party leaders, including MLA Manoranjan Kalia and former Mayor Rakesh Rathour. ‘More than 1,000 quacks’ practise in city
Jalandhar, February 9 In a city brimming with unregistered medical practitioners, a lone raid, in an area (bus stand
sex clinics), which has been notorious for quacks, has yet again given rise to a clamour for a
general crackdown on unregistered medical practitioners as opposed to selective raids being carried out on a few, in response to complaints. About four years ago, similar establishments in the bus stand area were raided, but the practice still continues with impunity with big boards dotting the area (as well as others in the district), boasting of providing quick solutions for sexual and other ailments to the city folk. While conservative estimates put the number of total quacks in the city at at least a 1,000, what is bothersome is that the latest Health Department record on unregistered practitioners is at least
10 years old. Sources say the numbers, undoubtedly, have risen dramatically in
the past 10 years, especially since quackery has been thriving completely unchecked. Some sources claim that despite complaints to the health authorities, the department has, so far, not taken any serious stand on the issue. Dr Vishal Bhanot, president, NIMA, said, "Quackery is wide spread in
the district and I have personally got fake BAMS boards removed from the establishments of some quacks. Although it is a larger problem and needs strict action." Areas like the bus stand, Mithapur Road, Industrial Area and bastis abound in establishments running without proper registration, but no action has so far been initiated in them. have become fearless enough to masquerade as MBBS doctors because no one checks them (despite complaints to the health authorities). |

A high-level Governor's delegation from Iowa state (USA) met Punjab Chief Minister in Chandigarh today. The visit of the delegation to Punjab was planned by Lovely Professional University (LPU). The delegation has come to collaborate and establish ties in the realms of higher education, agriculture, animal husbandry and industry with Punjab. The 21-member delegation comprised of bigwigs of the state from various disciplines. The delegation is being headed by Craig A. Lang, CEO and president of the Iowa Board of Regent, and includes William Howard Northey, secretary of Agriculture, Iowa, Joan Ann Conrad, executive director, Iowa Utilities Board, Wendy Kay Winter, Dean of the College of Agriculture and Life Sciences, Iowa State University, Dr Barry, vice-president of University of Iowa. Like Punjab, Iowa also has significant agriculture-centric economic base. The governments of both sides are expected to sign a MoU in various fields of possible cooperation. A draft MoU has already been prepared on the issue and the same was discussed. The memorandum may finally be enforced during Governor of Iowa's visit to India in September. Phagwara, February 9 The injured chowkidar, Lehmbar Singh, was admitted to the Civil Hospital. He told the police that he was sitting in his room when six robbers entered the building after breaking locks of the main gate and attacked him. The police has registered a case under Section 458 of the IPC. |
