Congress councillor suspends agitation

Congress councillor from ward number 40, Dr Pradeep Singh Rai, has, for the time being, suspended his agitation, as Mayor Sunil Jyoti and Municipal Corporation (MC) Commissioner Vinay Bublani have considered his demand to provide sweepers in his ward like the wards represented by the ruling SAD-BJP councillors.

Charging VAT by an amount of Re 1.21 proved a petrol pump owner dear, as the District Consumer Disputes Redressal Forum has termed the act as unfair trade practice while asking him to refund the amount and pay up Rs 1,000 to the buyer. In his complaint against Oriental Motors, an IOC pump adjoining Lyallpur Khalsa College here, Navjot Kumar, a resident of New Harbans Nagar, said that he had purchased petrol of Rs 500 on June 3, 2012, at about 9.30 am for his motorcycle PB-08-AY-4788.

PUDA auction site mired in controversy

A controversy has surfaced over an auction planned by PUDA regarding a chunk of land measuring 21 kanals 14 marlas at Chuggiti here. Even as PUDA has been flashing information regarding the conduct of auction of the prime site as a "multi-use chunk" on its official website, members of the People for Animals (PFA) have claimed that the site was in their possession since 2005, as the PWD had given it to them on a lease for a token amount of Re 1 per acre a year for constructing an animal shelter and a veterinary hospital.

OVER Rs 4 LAKH DONATED IN CHARITY

St Soldier Group of Institutions organised its fifth annual charity show “Saanjhan Pyaar Diyan” on its campus on Tuesday. The event was witnessed by more than 12,000 students and faculty members from schools and colleges of St Soldier Group of Institutions. The children of Apahaj Ashram, Pingla Ghar, District Anti-Leprosy Association and Rashtriya Andh Vidyalaya were the special guests.

Students turn up in huge numbers for parade

Over 3,000 school students and Lions Club members held a massive parade in the city to spread awareness regarding the club's activities. The parade started from the Company Bagh and culminated at Sain Dass School. The club members organised mobile blood donation camps and eye-testing in the vehicles of the Health Department.

Provident fund defaulter sent to civil prison

In what may act as a deterrent to defaulters, the regional office of the Employees Provident Fund Organisation (EPFO) of the Union Ministry of Labour and Employment arrested a brick-kiln owner Prem Malhotra for not depositing the PF dues of the employees and labourers.

The owner of Raman Bricks at Malikpur village in Phagwara of Kapurthala district, Prem Malhotra, was arrested from his house located at Hardeep Nagar on the Hoshiarpur road in Jalandhar by the PF recovery team with the help of a police personnel of division number 8 this morning.

Prem Malhotra was provided an opportunity till 1 pm today for depositing the PF dues of Rs 7,62,651 from June 2000 to July 2010. He requested the PF officials to allow him to deposit half of the amount right now and provide some more time to deposit the remaining amount, but they asked him to deposit the full amount by 1 pm, as he had already been given a number of opportunities to deposit the amount but had failed to do so.

Subsequently, exercising his powers of Civil Judge, the Assistant PF Commissioner-cum-recovery officer NK Jain directed him to send to civil prison. Following this, he was sent to Model Jail in Kapurthala located at Theh Kanjla village.

Talking to The Tribune, Regional PF Commissioner Vishwajeet Sagar, said “Prem Malhotra purchased this brick-kiln from a lady Parveen Chopra a few years ago, but he failed to deposit the PF dues of Rs 5,75,000, which had now increased to Rs 7,62,651 after including the interest till date.”

To a query, Sagar said “Section 17-B of the Employees Provident Funds and Miscellaneous Provisions Act, 1952, clearly states that the new owner will be liable to deposit the due PF in case of transfer of establishment in his name.”

Sagar further stated that Prem Malhotra had been provided a number of chances to deposit the PF dues before arresting him on Tuesday.

Showing records, Sagar said a number of notices of demand were sent to him in 2011. As the PF department did not get any positive response from him, the warrant of arrest was issued against him in 2012, but he had been evading arrest since then.

To a query, Sagar, said “Even if an employer does not deposit the PF amount with the department, the PF department pays the due amount to the employee from its special reserve fund (SRF) as and when he applies for that.”

The PF team, which arrested Prem Malhotra this morning, was headed by Assistant PF Commissioner RK Jaswal and comprised of Vijay Chaudhary (Enforcement Officer), Vijay Rawat (Enforcement Officer), Kashmir Singh (Enforcement Officer), Amandeep Singh Dogra (Enforcement Officer) and Indu Sharma (Accounts Officer).

Sagar said, “The brick-kiln owner’s arrest will definitely have a deterrent effect on other PF defaulters of the region.”

According to the PF Act, the defaulter brick-kiln owner will have to knock the doors of the Punjab and Haryana High Court for even applying for getting bail, he added.

Congress councillor suspends agitation
Demand for more sweepers considered by Mayor and MC Commissioner

Congress councillor from ward number 40, Dr Pradeep Singh Rai, has, for the time being, suspended his agitation, as Mayor Sunil Jyoti and Municipal Corporation (MC) Commissioner Vinay Bublani have considered his demand to provide sweepers in his ward like the wards represented by the ruling SAD-BJP councillors. The latter have reportedly agreed in principle to do so.

Talking to The Tribune soon after his meeting with Mayor and Commissioner, Dr Rai said, "They have provided in my ward four more sweepers with immediate effect. While two of them started working in the ward today itself, the remaining two will start doing so from tomorrow. Similarly, they assured me to provide one more sweeper after a month and they also promised me to provide five more sweepers in my ward after recruitment of more sweepers on compassionate grounds within a few weeks."

The Congress councillor said the MCJ authorities had also assured him to provide sweepers on a par with the wards represented by the ruling SAD-BJP councillors within a few months.

Dr Rai, who met the Mayor and MC Commissioner along with Congress leader Rajinder Beri and leader of the opposition in the MC house Jagdish Raj Raja today, further said, "I have decided to suspend the agitation for the time being, as the MC authorities have provided a bit relief to the residents of his ward as far as cleaning the area is concerned."

Dr Rai was in an agitation mode for about a week as his ward was not provided sufficient number of sweepers for making the 16 localities falling under his ward clean. He already came on the road twice on January 28 and February 3 by taking broom in his along with his supporters.

Actually his ward was provided only 11 sweepers for the 16 mohallas of his ward. Of them, two sweepers are absent from their work for the past three months, but even then, they were drawing salaries despite the matter in the notice of the MCJ authorities.

Of the remaining nine sweepers, four to five sweepers report daily for their duty and they were doing their work with full zeal, but that was not sufficient for cleaning the entire areas of his ward.

Dr Rai stated, "There are over 2,200 sweepers and 60 wards in the MCJ and if an equal number of sweepers were allocated to each of the 60 wards, his ward should also have got over 35 sweepers, but he was given only 11 sweepers."

Alleging that each of the wards represented by the ruling SAD-BJP councillors were provided over 40 sweepers, Dr Rai said the MCJ was giving a step-motherly treatment to the wards represented by the opposition Congress councillors.

In his complaint against Oriental Motors, an IOC pump adjoining Lyallpur Khalsa College here, Navjot Kumar, a resident of New Harbans Nagar, said that he had purchased petrol of Rs 500 on June 3, 2012, at about 9.30 am for his motorcycle PB-08-AY-4788. He said the pump owner charged him at the rate of Rs 78.41 per litre and gave 6.38 litres of petrol for Rs 500 vide their bill number 14972.

The complainant said the petrol prices were brought down by Rs 2 a litre by state-owned oil marketing companies with effect from intervening night of June 2 and 3, 2012. "Due to the reduction in the petrol price, VAT also came down. Before the reduction in the price, the price of petrol was Rs 80.41 paise per litre, but it had become Rs 78.22 per litre. However, the pump owner continued to sell it at Rs 78.41 per litre to me as well as all other consumers who came at their petrol pump. The opposite party charged excess rate of 19 paise per litre and Rs 1.21 paise for 6.38 litres which tantamounted to an unfair practice," he wrote, seeking the refund of the excess amount and also demanded compensation and litigation expenses.

In reply, the pump owner said the complainant got filled 6.38 litres petrol from the outlet for a sum of Rs 498.79. The complainant tendered a currency note of Rs 500. Due to the scarcity of coins/change, mobile oil worth Rs 1.21 was filled in the vehicle of the complainant. Since the amount of Rs 1.2l was a petty amount, it could not be shown separately in the cash memo and a consolidated cash memo of Rs 500 was issued to the complainant, the reply read.

The reply further mentioned that it was due to an inadvertence that the rate of petrol was mentioned as Rs 78.41 per litre as a matter of routine. However, after the issuance of cash memo to the complainant, other cash memos were issued at the rate of Rs 78.22 per litre. It was sheer routine work and slip of pen and the complainant was making a mountain out of the molehill, he wrote.

The forum said that the version of pump owner could not be accepted. "The rate of the petrol on the date was Rs 78.22 per litre, but he charged Rs 78.41 per litre as mentioned in the cash memo. The version of the complainant that on cash memo, the rate was mentioned as Rs 78.41 paise per litre due to inadvertence, instead of Rs 78.22 paise per litre, cannot be accepted. So the opposite party charged excess rate while selling the petrol to the complainant. It constitutes an unfair trade practice. So the complainant is entitled to refund, compensation and litigation expenses," it was pronounced.

PUDA auction site mired in controversy

Aghast at the development, Dr Gursharan Singh Bedi, president of the PFA, appeared before Additional Chief Administrator PUDA Sarojini Gautam Sharda showing copies of fard. The officer, too, had procured the copies from the revenue department, which showed the same land as a government land. She has now referred the matter to the Chief Administrator Jalandhar Development Authority-cum-Deputy Commissioner Shruti Singh to take the decision.

The PUDA auction notice puts the land as 8345 sq metres with a reserve price of Rs 10,401.50 per sq metres. The eligibility fee for the same has been kept at Rs 17,36,100.

Chander Bhushan, general secretary, PFA, said it took the NGO years to get some land allotted. "Further, it has taken us years since then to get the lease period extended from 10 years to 30. The decision came in our favour on 11/11/11 for we wanted to take some financial aid from the Central government for the purpose for which it was mandatory for us to get the lease period extended. The site has 50 to 60 feet deep pits as the PWD used this site for land filling required for a flyover near the site. Since then we have just been trying to fill up this land. We have all the documents in our favour. I really wonder where from this idea of holding auction has come up," he claimed.

PUDA officials, on the other hand, have been countering them, saying the PFA could have at least put up a board in eight years time indicating that the site was in their possession. Dr Bedi claims that he had put up a board as well as a pillar but these got uprooted.

It was an extraordinary day for residents of Jalandhar city and surrounding areas as they experienced different colours of nature on a single day on Tuesday. Their day started with strong winds as the sky remained cloudy in the wee hours, downpour started occurring around 11.30 am, hailstorm occurred around noon and the sun shined around 3 pm.

However, normal life was thrown out of gear for citizens, as a number of trees, billboards and police beat boxes were displaced due to the strong winds which were blowing since midnight.

A police beat box was displaced from its place at the central verge at Milap Chowk and the strong winds brought it on the road which created traffic jam for some time in the morning. Several trees were uprooted in various parts of the city, including one near Hans Raj Stadium between Namdev Chowk and BM Chowk.

Subsequently, heavy rain, accompanied by hailstorm, took citizens citizens by surprise around noon.

While pedestrians and two-wheeler riders were left with no option but to take shelter under different parapets of buildings to protect themselves from rain during the biting cold, the persons travelling in four-wheelers, especially cars, enjoyed the rain and hailstorm.

However, their enjoyment lasted only for a few minutes, as several feet high water accumulated on a majority of the roads of the city and surrounding areas. As a result, the vehicles were forced to move at a snail’s pace, which resulted in traffic jams on most of the city roads. A majority of the citizens covered their heads with woollen caps and their hands with gloves to keep themselves warm, besides wearing other woollen clothes.

The citizens heaved a sigh of relief as the sun started shining at around 3 pm.

Interestingly, the meteorological department further surprised the citizens, as despite feeling the biting cold today, the minimum temperature was recorded as 14.5 degrees Celsius at Adampur near Jalandhar. However, the maximum temperature was 18.9 degrees Celsius today.

Meanwhile, the met department made a forecast of occasional thunderstorm with mist and haze along with party cloudy sky in the next 24 hours.

Manoranjan Kalia, MLA, was the chief guest. Punjabi singer Gippy Grewal and Surveen, star cast of Punjabi movie ‘Singh v/s Kaur, mesmerised the audience with their performances. Popular Punjabi singers Bubble Rai, Harpreet Dhillon, Rimej Jey, Jelly and Mandeep Mand, a student of St Soldier, gave performances on the occasion. Rs 4.5 lakh were donated to the Aphaj Ashram, Pingla Ghar, District Anti-Leprosy Association and Rashtriya Andh Vidyalaya on the occasion.

Group discussion

The Department of Economics of Apeejay College of Fine Arts organised a group discussion for the students of BA, BSc (Economics), B Com, BBA and M Com on Tuesday. Various topics related to Indian economy were enlisted for discussion. Groups were formed prior to the event. 40 students registered for participation. Supreet SJ Talwar, Head of the Department of Economics, SM Sharma and RN Ghai were the judges for the event. The students discussed topics such as ‘Role of Social Media in Consumerism’, ‘FDI in Retail’, ‘Future Development Path for Indian Economy’, ‘Reforms by the UPA Government in the last eight years’, and ‘Inflation'. Jannat, Zorawar, Sumit, Shuchi, Rishabh, Gaurav, Sohim, Harpreet, Sandhi and Bikramjit Singh gave outstanding presentations.

Scholarships awarded

Six meritorious students of Lyallpur Khalsa College were awarded scholarships in a function on Tuesday. The scholarships worth Rs 5,000, sponsored by the Jat Sikh Council, were awarded to Rajdeep Kaur, Onkar Singh, Sanjeet Kaur, Gurpreet Singh, Gursimranjot Kaur and Jagraj Singh. The function was presided over by Balbir Kaur, president of the college governing council.

Film promotion

The lead cast of the upcoming movie, Singh v/s Kaur, visited CT Group of Institutions on Tuesday. Actors Gippy Grewal and Surveen Chawla were welcomed by Manbir Singh, managing director, CT Group, and Harpreet Singh, vice-chairman, and other officials of the management. Students of CT Institute of Hotel Management prepared a special cake for the star cast. On the demand of the students, Gippy Grewal sang various songs from his films. Both the actors also visited Hans Raj Mahila Maha Vidyalaya to promote the movie. During the promotional event, Gippy Grewal told the students about the theme of his upcoming movie and said through the movie he had given the message that boys and girls were equal. Gippy Grewal and Surveen Chawla performed on various songs of their movie. Gippy Grewal also performed on the songs, Carry on Jatta and Punjabi Beat. Principal Dr Rekha Kalia Bhardwaj presented phulkari to the actors. Head of psychology department Dr Jasbir Rishi, staff secretary Ramnita Saini Sharda, joint staff secretary Dr Neelam Sharma and other staff members were also present on the occasion.

Extension lecture

KMV’s postgraduate department of Hindi organised an extension lecture on topic ‘Janvadi Chetna Ka Kavi: Dhumil’ on tuesday. Renowned name in the Hindi literature, famous writer, critic, journalist and poet Dr Hukum Chand Rajpal was invited as a subject expert. Being a specialist in different schools and eras of Hindi poetry Rajpal highlighted important points. He explained the concept of social fabric in an interesting manner. Principal Dr Atima Sharma also attended the event.

Cricket tournament

The Vikaramjit Singh Sandhu Memorial Society, Jalandhar, will organise a 20-20 cricket tournament at the Sai Dass School Cricket Ground from February 11 to 16. The society has announced a cash prize of Rs 30,000 for the winners and Rs 15,000 for runner-up. Besides, more prizes have been declared for the players who will give outstanding performance during the tournament.

Workshop

A two-day national workshop on ‘Applications of Mathematical Modeling' was organised by the Department of Applied Sciences of DAVIET. The resource persons on the concluding day were Dr Sunita Gakkhar, Professor, Department of Mathematics, Indian Institute of Technology, Roorkee, Dr JN Sharma, Professor and Head, Department of Mathematics, National Institute of Technology, Hamirpur, and Dr Rangan K Guha, Department of Mathematics, SLIET, Longowal.

Guest lecture

The Department of Computer Science and Application of BD Arya Girls College, Jalandhar Cantt, organised a guest lecture on the topic, Emotional intelligence and psychometric profiling, on Tuesday. The lecture was delivered by Dr Sohan Singh Chandel, faculty member, Amity Infocentre. He encouraged students to have an optimistic approach in life. College principal Dr Sarita Verma encouraged the students to have strong will power.

Cancer awareness programme

A cancer awareness programme was organised at Innocent Hearts College of Education Monday to mark the World Cancer Day. Dr Rupinder Bhargava, Consultant Oncosurgeon, Prof Lakhbir Singh, president of NGO Pahal, were invited for the seminar. Dr Bhargava emphasised on the prevention, early detection and treatment of cancer. Professor Lakhbir Singh said positive thoughts, will power and determination were very important in fight against cancer. Green vegetables, fruits, salads should be preferred and fast food be avoided, he said. Dr DK Joshi, principal of the collge, urged to spread the light of positivity.

Korfball championship

The Korfball team of Hans Raj Mahila Maha Vidyalaya won the GNDU Korfball Championship for the 13th year consecutively. Principal Dr Rekha Kalia Bhardwaj congratulated the team for the achievement. HMV defeated BBK DAV, Amritsar, by 15-7 and Government College for Women by 13-6. In addition, team members Harpreet, Simaranjit Kaur, Lakhwinder Kaur, Navdeep Kaur and Karamjit Kaur have been selected for the GNDU Korfball team.

Nearly 114 units of blood were donated and eyesight of 130 persons was tested as a part of the club's "Sight First Programme".

Elephants and horses were made a part of the contingent.

The students, riding on the animals, carried flags of India and the US.

A cultural show, including dance and music items, was presented on the occasion.

District president Prince Verma, vice-district governor Paramjit Chawla, and chairman of the event JB Chaudhary organised the event.

Capt Amarinder Singh came here to pay homage to late Punjab Agriculture and Education Minister Master Gurbanta Singh on his 33rd death anniversary. Amrinder Singh said It was the Congress who won the Moga seat during the last Assembly election and now people were ready to teach turncoat Jain a lesson by voting in favour of Congress candidate Vijay Sathi. Ridiculing Deputy CM Sukhbir Badal's claim that some more Congress MLA would join the SAD soon, Capt Amarinder Singh said he issued these baseless statements to mislead voters but he would not succeed in his plan.

Amrinder Singh said Sukhbir had made a mockery of the Anti-Defection Law by allocating ticket to Jain, who had won on the Congress ticket in the last Assembly elections. — TNS
