An engineer with the railway coach factory (RCF) here reportedly committed suicide by hanging himself from a ceiling fan at his official residence, located at Type 2 Colony on the RCF premises, falling under the Sultanpur Lodhi police station of Kapurthala district.

Posted as senior section engineer in furnishing shop of the RCF, Rahul hanged himself from the ceiling fan when he was alone at his residence. The exact reason for his reported suicide was not yet known.

The RCF authorities came to know about the incident on Sunday afternoon, as he his house was bolted from inside and he was also not responding to the calls on his mobile.

Marriage palaces issued notices, told to seek clearances

Tribune News Service

Jalandhar, February 4
Owners of all 96 marriage palaces who have sought the regularisation of their premises from the Jalandhar Development Authority (JDA) as per the new policy have been issued notices by the departments concerned for seeking due clearances.

A meeting of the officials of the NHAI, PWD, forest department, fire department, Senior Town Planner and the Punjab Pollution Control Board was convened by Chief Administrator JDA-cum-Deputy Commissioner Shruti Singh and Additional Chief Administrator Sarojini Gautam Sharda to take into account the action taken on the matter.

Shruti Singh told the officials to report the matter with applications received for NOCs by the palace owners by next Monday so that the process of their conditional regularisation could be initiated. The officials of the department have even given proformas and a checklist to each palace owner for applying for clearance.

At the next meeting to be chaired by the CA, the officials of each department will comment regarding each palace on whether the application had been received or not and whether the palace could fulfil the norms laid down in the policy and seek its NOC. Another meeting of the district level committee will then be fixed in three days' time to decide each case on the basis of reports from each department. After another three days, the STP is to approve the building plans and give conditional NOC.

Only a few likely to sail through

The main concern remains that only a few palaces would be finally able to get the sanctions. Almost all palaces are in the process of getting clearance from the fire department. Since the policies of the NHAI, PWD, JDA and PPCB are quite harsh for palaces, fulfilling the criterion will be difficult. The palaces have six months' time to get clearance from the forest department and the NHAI. They have also been given as much time to make structural changes such as having more toilets, adequate parking space and frontal setbacks in accordance with the new policy. The matter regarding the CLU and other charges to be levied is pending with the Punjab and Haryana High Court.

JDA resumes hotel

Taking a tough stand against the owner of Hotel Avanti falling in Urban Estate Phase-1, the JDA officials have resumed it for violation of its building norms. Estate Officer JDA Rakesh Kumar said while the owner could not construct beyond three floors, he had illegally constructed upper floors. "He had even kept his generator in the verandah, which was objectionable to the people in the neighbourhood. We issued him a resumption notice and are in the process of taking its possession. The owner, however, has filed an appeal against the order before the Additional Chief Administrator and the case is to be heard tomorrow," he said.

Water supply cut by two hours

Mayor of Jalandhar Sunil Jyoti takes a round of the sewage treatment plant at Phaloriwal in Jalandhar on Monday.

Jalandhar, February 4
After snapping the afternoon water supply, the Municipal Corporation (MC) authorities have decided to further reduce the supply timing by two hours.

While earlier the water supply timings were 5 am to 10 am and 5 pm to 10 pm, the supply will end up one hour ahead of the earlier schedule. The new timings will be 5 am to 9 am and 5 pm to 9 pm.

The decision came after Mayor Sunil Jyoti visited the water treatment plant at Pholariwal today and it was discussed that the volume of water supplied across the city by the MC was at least 30 million litres a day (MLD) more than the requisite norms. ?Ideally we should have been supplying 155 MLD, but we have been giving out 185 MLD. This is putting too much of a load on the treatment plant which has a capacity to treat 150 MLD now," he said.

The Mayor had visited Pholariwal along with Commissioner Viney Bublani, Senior Deputy Mayor Kamaljit Bhatia and officials from the O&M department. The purpose of his visit was to assess the working of the plant, as it was being suspected that the plant was working below its capacity owing to which there was sewage clogging in certain areas of the city, including Kishanpura and Ikehri Pull.

The Mayor said the functioning of the plant was normal. There has been a problem with five motors for which the Powercomm staff has been asked to do the needful. The entire problem will be resolved by 2014 when there will be four additional disposals at four ends of the city, including those towards Hoshiarpur, Nakodar, Kapurthala and Ludhiana.

Safai issue

After the Congress councillors had on Sunday held a demonstration and taken the task to clean up roads on their own alleging that only a few safai karamcharis made it to their wards, Mayor Sunil Jyoti said the rationalisation of the employees would begin soon. He said one new garbage-lifting trolley would be hired for a set of four wards each so that the problem of garbage-lifting and accumulation of malba (concrete waste) was resolved in the next 15 days.

Dharna threat by cong councillor
Resents insufficient number of sweepers in his ward
Dharmendra Joshi
Tribune News Service

Jalandhar, February 4
Congress councillor Dr Pradeep Singh Rai is in an agitation mode for about a week as, according to him, his ward has not been provided sufficient number of sweepers for making the 16 localities, falling under his ward number 40, clean.

While he has already taken to the streets, twice on January 28 and February 3, by taking broom to clean his area, now he has threatened the municipal corporation Jalandhar (MCJ) to hold a dharna at Workshop Chowk if his ward was not provided adequate sweepers.

Talking to The Tribune, Dr Rai said his ward was provided only 11 sweepers for the 16 mohallas of his ward. Of them, two sweepers are absent from their work for the last three months, but even then they were drawing salaries despite the matter being in the notice of the MCJ authorities, he added.

Of the remaining nine sweepers, four to five sweepers reported daily for their duty and were doing their work with full zeal, but that was not sufficient for cleaning the entire areas of his ward, he added.

Elaborating, he said “There are over 2200 sweepers and 60 wards in the MCJ and if equal numbers of sweepers are allocated to each of the 60 wards, his ward should also have got over 35 sweepers, but he was given only 11 sweepers.”

Alleging that each of the wards represented by the ruling SAD-BJP councillors were provided over 40 sweepers, Dr Rai said the MCJ was giving a step-motherly treatment to the wards represented by the opposition Congress councillors.

Dr Rai further said, “He, along with other Congress leaders, was going to submit a memorandum in this regard to MCJ Commissioner Vinay Bublani today at 11 am, but he called me stating some urgent work.”

The Congress councillor said, “We will meet MCJ Commissioner tomorrow. Meanwhile, he assured me verbally of providing four-five more sweepers for my ward tomorrow and the rest within a month.”

Dr Rai said, “If he failed to do so, I will be left with no option but to hold a dharna at Workshop Chowk and I will give formal notices to Commissioner of Police Gaurav Yadav, Deputy Commissioner Shruti Singh, Mayor Sunil Jyoti and MCJ Commissioner Vinay Bublani before holding the proposed dharna.”

Ten trucks carrying sand illegally excavated from Ravi bed seized
Tribune News Service

Amritsar, February 4
The efforts put in by the Industries Department and authorities have failed to check illegal sand mining in the district.

The police seized 10 trucks carrying a huge quantity of sand excavated from the bed of the Ravi late last evening. The miscreants, however, fled on seeing police parties leaving their trucks behind.

The incident has once again brought out the fact that the steps initiated by the authorities concerned have proved inadequate and miserably failed to produce desired results.

Though the Industries Department authorities claimed to have curbed the illegal excavation of sand to a larger extent, but the lack of staff has been posing great problems in stemming the problem completely.

Miscreants usually excavate sand from the bed of the Ravi near Ajnala during late evening hours and the department officials have expressed its helplessness to check the mining during late hours.

They pointed out that for the round-the-clock vigilance they needed 30-40 per cent more staff.

Ever since the Punjab and Haryana High Court passed orders to deal with the offenders of illegal excavation of sand strictly in April last year, the Industries Department has lodged over 50 cases of illegal mining in Amritsar.

In yesterday’s instance, the police seized 10 trucks from Jafarkot, Talwandi Raidadu and Sarangdev villages. The Ajnala police, falling under Amritsar rural police, has registered three separate cases in this regard. The police has been trying to find the ownership of the trucks.
