96 marriage palaces seek regularisation
Jalandhar, January 30 The owners have also submitted the relevant copies of no-objection certificates (NOCs) sought from various departments concerned, including PWD, Excise and Taxation Department, Punjab Pollution Control Board and Fire Department. The JDA Chief Administrator-cum-Deputy Commissioner, Shruti Singh, had called a meeting of officials of the Senior Town Planner, District Town Planner and officials of all the departments asking them to file a compliance report for each palace in the next meeting on February 4. Of the total palaces which have applied, 35 are of Jalandhar and Hoshiarpur each and 26 of Kapurthala. In all, there are 62 palaces in Jalandhar, 73 in Hoshiarpur and 53 in Kapurthala. The Senior Town Planner (STP), Gurpreet Singh, has already started issuing demand notices for the payment of change of land use (CLU) and other charges to nearly 76 palaces which have applied for regularisation. Asked about no response from 92 remaining palaces, the STP said he would report that to the Chief Administrator, who would issue further orders on the matter. “It, however, will be presumed that the owner is not interested in running his business any more and his premises will be declared an unauthorised one,” he said. Gurpreet Singh said the owners have to respond within three days of the receipt of the demand notice and produce building plans, which would be checked as per the new policy. “No compromise will be made on construction norms as public safety is prime,” he said, adding that six months' time would be given to make required structural changes and to get NOCs from the Forest Department and NHAI.

Industrialist’s son held for mowing down youth
Jalandhar, January 30 Nirmal, son of a Model Town-based doctor, was going to his home on his motorcycle when the car, driven by Sahil Gupta, a resident of Guru Gobind Singh Avenue, coming from the opposite direction, collided with his bike leaving him critically injured. Nirmal sustained grave head injuries. The police said Nirmal was rushed to a hospital, but he succumbed to the injuries on the way. His body was today handed over to the family after postmortem at the Civil Hospital. Sahil Guptal, who was booked for rash and negligent driving causing death, was arrested from his residence this afternoon. |

Jalandhar, January 30 Mayor Sunil Jyoti said the supply would remain discontinued till February 28. He said the decision was taken as there was a problem in de-silting of sewage channels as level of discharge was not going down. Currently, the MC has been giving supply in the afternoon from 12 noon to 2 pm. The Mayor has planned to visit the city's main disposal unit at Pholariwal on Monday to check the problems there. RAY proposal cleared A proposal mooted by the MC for the implementation of the Rajiv Awas Yojna (RAY) scheme as a pilot project for the construction of 442 dwellings in nine slums across the state has been cleared by the Ministry of Housing and Urban Poverty Alleviation. The expenditure of Rs 12.35 crore to be incurred in the first phase is to be shared by the Centre (50 per cent), state (20 per cent), Municipal Corporation (18 per cent) and beneficiary (12 per cent).
Garbage collection hit The garbage collection in the city remained paralysed today as the ditch machines meant to lift the filth and dump it in trucks have gone out of order. Mayor Sunil Jyoti said the garbage lifting might also not be possible tomorrow again. "We have sent the machines for repair which will take another day", he said. Contractors get dues Mayor said he paid Rs 3 crore to the contractors who had not received their dues for a long time. He said he would be in a position to make some more payments in 10 days. |
Seven illegal colonies razed
Jalandhar, January 30 The SDM-I, Iqbal Singh Sandhu, said two colonies were razed each in Dhanal Kalan and Shahpur villages, and one each in Qadianwala, Pholariwal and Fatehpur. The unauthorised colonisers had only erected the boundary walls and no houses had come up as yet. The team was led by JDA Estate Officer (Regulatory) Amarjit Singh Bains, SE Somnath, and Naib Tehsildar Parveen Chhiber. The action has come up following the recent orders of the Punjab and Haryana High Court, which stated that the SDMs would be held responsible for any illegal construction in their areas. |

Jalandhar, January 30 A number of JEs from different districts reached the venue and lodged a strong protest against the city police for not arresting the accused even after five days of the incident. The protesters alleged that the police was giving them enough time for seeking bail by going slow in the case. The accused - Sarabjit Singh, DDPO, Bhagwan Das, BDPO, and Navdeep Singh Gill, SDO - of the department had allegedly driven junior engineer Harbhajan Singh to commit suicide on January 25 at his office. The deceased also left a suicide note alleging that the trio had been harassing him for a long time. They were also implicating him in a false case of corruption and were demanding Rs 2 lakh (that he withdrew from his bank account) as "extortion" money, as per his suicide note. Though the police had booked the three in a case of abetment to suicide at the Bhargo Camp police station, yet no arrest has been made so far. The Assistant Commissioner of Police (West), RPS Sandhu, admitted that raids were conducted at their suspected hideouts at Amritsar, Ludhiana and Kapurthala and some other districts, but the police failed to nab them. He, however, claimed that evidences against the absconders had been gathered by the police and efforts were intensified to arrest them. Harbhajan Singh, a junior engineer (JE) in the department, had committed suicide by consuming poison at his office in Abadpura on January 25 morning. A resident of Kalia Colony, the JE reportedly had also left a suicide note accusing the three government officials. He even had written the names of the three officilas, who forced him to take the extreme step, on the wall of his office. |
Crimes against women: Social groups hold protests
Jalandhar, January 30 A city NGO, Chitra, today submitted a memorandum to the Deputy Commissioner, asking her to initiate steps to ensure better safety for women and speedy justice to victims of sexual crimes. The memorandum submitted to the Deputy Commissioner stated, "The members of Chitra strongly condemn the ghastly rape and murder of the 23 year-old girl in Delhi, the murder of a police inspector trying to protect his daughter and the Patiala suicide case." The steps suggested by the NGO to the government include creation of a woman helpline and advertising it at prominent public places, intensification of police patrol around educational institutes, prompt registration of cases and extension of help to rape victims, setting up of fast track courts and ensuring speedy justice to rape victims, removal of curtains and tinted glasses in vehicles, avoidance of deputation of women in night shifts and security for women performers at cultural events and marriage palaces and discouraging employment of female waiters. The NGO also demanded that general public should be sensitised about the available mechanism and NGOs should be involved in spreading awareness about it. Meanwhile, the Istri Jagriti Manch, the organisation which was the first one to initiate a campaign against the prevalence of vulgarity in Punjabi music industry, today protested against the prevailing state of lawlessness in the state. Speaking on the occasion, manch activists said sexual violence against women and the sensibilities which gave rise to a culture of violence were remaining unopposed by the government. Condemning the Shruti kidnapping case, Amritsar ASI murder case, Badshahpur (Patiala) rape case, and the prevailing atmosphere of fearlessness among criminals, the activists exhorted women to intensify agitation against the government and the forces which had created an environment, which is getting exceedingly unsafe for women. |
Hoardings continue to deface town
Phagwara, January 30 The Phagwara Municipal Corporation (PMC) has not taken any action to remove these hoardings and seems to have turned a blind eye towards the increasing number of such hoardings in every nook and corner of the town. As religious, social and sports events are always in the offing, almost all roundabouts, intersections and dividers are covered with these boards. The stretch near Goal Chowk has been the worst affected. Violations of the rules were seen at several places on the first visit of the newly appointed Punjab BJP President Kamal Sharma, who was given a warm welcome by the BJP activists in Phagwara today. Dozens of hoardings in this regard were seen installed in the town and the national highways passing through it, threatening the smooth flow of traffic and risking lives. But neither PMC authorities nor the police has dared to remove these hoardings. PMC Commissioner Kuldip Singh could not be contacted, despite repeated attempts. On the other hand, the prohibitory orders issued by the District Magistrate, Kapurthala, Alaknanda Dayal on January 22, enforced till March 22, under Section 144 of the CrPC on assembling of five or more persons in the district was also violated during BJP president’s visit. Factionalism in the party was also witnessed during the welcome function as most of the leaders were seen pulling each other’s legs. |
Property tax: MC starts zoning work of colonies in city
Jalandhar, January 30 Mayor Sunil Jyoti said the list of collector rates fixed for various colonies had been obtained. “There are about 871 different rates for various colonies. We are to make eight zones according to rate slabs. A preliminary meeting was held yesterday wherein we have noticed double rates in some areas. We first want to remove that confusion,” he said. The Mayor said, “We will be ready with our zoning work in two days after which we will prepare an agenda and circulate it to MPs and MLAs concerned who are to fix the per unit area rates. A meeting will be held in the DC office on February 12, which will be convened by Director, Local Bodies, Priyank Bharti. The zoning part will be finalised in that meeting.” |
