Eunuch found dead at her home
New Delhi, February 13 The police has registered a murder case at the Nand Nagri police station. It is investigating the case from the angle of personal enmity. Investigators suspect that the murderer was probably known to Priya, as the entry into the house was friendly. "Robbery is not the motive behind her murder. Nothing was missing from the house, even her mobile phone was found there," said a police official. Investigators are questioning Priya's neighbours and friends in connection with the case. The matter came to light after Priya's landlord Sadan peeped through the window and saw her lying on the bed and with blood around her body. "Sadan said that he had not seen her for the past two days. Her house was locked and light was on so he just checked through the window and he found her lying dead," said the official. The body has been sent to Guru Teg Bahadur Hospital for a postmortem. |

New Delhi, February 13 The call of the campaign is to "unite to stop violence against women." Minister for Women and Child Development Kiran Walia, the chief guest on the occasion, called for check on the police forces so that no cases of violence against women remain unregistered. "In a recent survey, we found out that only 1 per cent women decide to lodge a complaint and approach the police. Most of them are turned down or they lose hope following non-cooperative behaviour from the police. With this initiative, we urge more and more women to speak up and come forward. The accountability on the part of the police department also needs to be fixed, to achieve concrete results." Pro Vice-Chancellor SM Rashid said, "The campaign was launched in New Delhi by Jamia in November 2012. Students and teachers will participate in the event tomorrow at Jantar Mantar. We want the women to voice their problems, concerns and difficulties." Speaking in reference to the brutal gangrape of a 23-year-old paramedical student in the capital in December 2012, Walia added that one mustn't think that Delhi is the only place with such events. "Majority of such events go unnoticed because women choose not to speak up, or they are not allowed to speak up. The Delhi incident should act as an eye opener for all.” |
Nursery admission: No application received under orphan category
New Delhi, February 13 Ever since the beginning of the nursery admission process in Delhi on January 1, not a single application has been received by the state Department of Women and Child Development for an "orphan certificate." Schools in the NCR have received no such application, either directly or through help desks. For the first time, nursery admission rules this year stated that "orphans" should be included within the meaning of "children belonging to disadvantaged groups". The child welfare committees were authorized to provide these certificates to students who may apply to private, unaided schools and avail 25 per cent reservation of seats for economically weaker sections and disadvantaged groups under the Right to Education Act. As per the nursery admission rules, this certificate was a must for any applicant seeking admission under this category in private, unaided schools. However, due to the specific definition of "orphan" described in the Department of Education (DoE) order and less publicity of the new scheme, not a single applicant came to the fore for a certificate. An orphan as defined by the Juvenile Justice Care and Protection of Children Rules is a child who is without parents or willing and capable legal or natural guardian. A senior official of Director of the Department of Women and Child Development explained, "The legal interpretation of the rule by DoE would exclude children in orphanages or childcare institutes since superintendents of these institutes become legal guardians of the children. This would mean that they cannot apply under the reserved category." Officials stated that orphan certificates have a long process and can be provided only after verification of death certificates of the parents and completion of social investigation of the child. |
