The city’s legislators, who represent lakhs of residents in their respective assembly segments, perhaps, are not interested in the ongoing zoning of the city for the implementation of the property tax. None of them, and even the MP, personally paid a visit to a meeting convened at the MC office by Director, Local Bodies, Priyank Bharti.

While the rest had their nominees, MLA Jalandhar West-cum-Local Bodies Minister Bhagat Chunni Lal and MLA Jalandhar Cantonment Pargat Singh did not even pay a heed to send any of their representatives. Just four objections were put up in the meeting, which lasted for nearly half an hour.

Senior Deputy Mayor Kamaljit Bhatia raised the objection that Basti Gujan had been included in Zone D along with posh colonies, including Defence Colony and Urban Estates. “How can you compare a colony with mud houses with that of such planned colonies?” he asked.

Bhagwant Prabhakar, a councillor representing MLA KD Bhandari, said the imposition of the tax would be much of a problem for industrialists owning huge sheds in the city.

The zoning committee members also raised objection to slabs of collector rate set for zoning. They claimed that the rates of none of the colonies in the city were beyond 18 lakh and the slabs should be revised again.

Bharti said the zoning details would be given out as a public notice in a day or two. “Objections would be called in for a month. After this, valid objections will be removed and a meeting to decide unit sq metre area for each zone would be convened by respective DCs. The process should be completed by mid-April,” he said.

Following the news-report and photograph published in Jalandhar Tribune yesterday, the Municipal Corporation has got removed all advertisement boards hung on streetlight poles along DAV College ROB and started an inquiry into the matter.

MC Commissioner Viney Bublani said the advertisements were removed the same day by the advertisement staff. The advertisement department had referred the matter to the streetlight wing to check as to whether the contractor levied charges for the same. “If that was be the case, we would take strict action against the contractor. There also were chances that some flex board printer hung up advertisement boards on his own. The staff was still inquiring into the matter,” he said, adding that such defacement of the city could not be allowed.

PUDA auction likely to be postponed

PUDA is likely to postpone its forthcoming auction of "multi-use chunk" at Chuggiti here put up for February 22 after members of the People for Animals (PFA) have given a representation that the land had been allotted to them on lease since 2005.

Sarojini Gautam Sharda, Additional Chief Administrator, PUDA, has written to PUDA officials in Mohali, saying the issue should be settled before going in for any auction for the 21 kanal 14 marla land. She has mentioned that it is a contentious issue which needs to be sorted out first before proceeding with any sale. She has even attached copies of the lease put up before her by the PFA officials.

Chander Bhushan, general secretary, PFA, said the land had been allotted to her on lease for 10 years by the PWD, which was later extended for 30 years. He said the NGO was planning to set up an animal shelter and a veterinary hospital at the site.

No headway in diamond rings theft case at city hotel
Incident exposes chinks in the security arrangements

The city police has failed to make any headway in the Diamond rings theft case even after two days of the incident, putting a question mark on the security of visitors and their property at city-based Hotel Windsor Radisson.

The incident in a high-security zone has further exposed chinks in the security measures taken up by the hoteliers even after repeated directions by the police administration.

Three diamond rings, worth lakhs, were stolen from a room of the hotel on Sunday morning.

The incident took place when Dr Ankush Puri, a local dentist who was putting up in a room of the hotel along with his family, left the room for breakfast.

He was surprised when, unable to to open the room with his key, he approached the hotel staff for the duplicate key.

As the family entered the room, they allegedly found three diamond rings missing from the bag and other belongings scattered.

Station House Officer, New Baradari, Vijay Kanwar Pal, said a case was registered against unidentified accused on his complaint.

Though the police had asked the hotel management to provide the CCTV footage, nothing concrete has come out as yet.

The police did not rule out the possibility of the involvement of certain hotel staff members in the case.

Youth arrested for rape

Jalandhar, February 12
The Jalandhar (Rural) police has arrested Jinda village youth Santosh Kumar for allegedly raping a 13-year-old girl.

The incident came to light after the victim complained of pain in her stomach on Monday and then narrated the incident to her parents.

Her father later lodged a complaint against the accused, a resident of the same locality, alleging that he had raped the girl on January 23 after taking her to his house. In his complaint to the police, the girl's father alleged that the accused had even threatened her with dire consequences if she disclosed the incident to anyone.

SHO, Division No. 1, said the medical examination of the victim, conducted at the local Civil Hospital, established the rape, following which a case was registered.

The accused was arrested by the police this evening. — TNS

Woman crushed to death by train

Jalandhar, February 12
An unidentified elderly woman, aged 70, was mowed down by a train on the railway tracks near Chuggitti this morning.

The accident occurred at about 7 am. The woman was badly mutilated under the Dhauladhar Express.

Receiving information, a team of the Railway police reached the spot and removed the body. The police sent the body to the local Civil Hospital morgue after initiating inquest proceedings in this regard. — TNS

The Punjabi Sabhyacharak Pirh, a local cultural society, held its 16th international folklore festival at Virsa Vihar Kendra here with an aim to spreading awareness against female foeticide among people. The festival is famous for its “Punjaban Mutiar” contest. This year over 68 girls competed with one another in terms of their proficiency in folk dance and household matters.

Manpreet Kaur from Bathinda bagged the title of “Punjaban Muttiar”, Gurmeet Kaur Mahal from Gurdaspur was the first runner-up and Pardeep Kaur from Khadur Sahib was the second runner-up. The tallest girl title was bagged by Hardeep Kaur from Mansa.

The winners were presented jewellery and cash prizes.

The other attractions were performance by dancers from Uzbekistan, Russia and Kazakhstan and daughter of the District and Sessions Judge, Chandigarh, who played Punjabi folk instrument “dhol”.

Punjabi singer Lakhwinder Wadali was honoured by Dr Barjinder Singh Hamdard and SS Durhe with Hamdard Award, which included a gold “kentha” and silver “tumbi”, on the ocassion.

The society’s secretary, Bikramjit Singh Biki, said their objective was to promote the Punjabi culture, which was losing its sheen under the western influence.

PTU signs MoU with NBA

The National Board of Accreditation (NBA) and Punjab Technical University (PTU) today signed a memorandum of understanding (MOU) with the basic objective of improving the quality of technical education and making it more relevant to the professions concerned.

The MoU provides for the conduct of workshops and seminars by the NBA for the benefit of institutions and faculty members. The basic objective of the workshops would be to introduce the faculty to the outcome-based education, which is a precursor to the outcome-based accreditation.

During the MoU-signing ceremony, Dr Rajneesh Arora, Vice-Chancellor, Punjab Technical University, said, “The strength of PTU in technical education is huge with 494 affiliated colleges. To improve quality of education, we need to join a professional and reliable organisation like the NBA.”

Dr Buta Singh Sidhu, Dean, Academics, PTU, said, “Being an affiliating university for all technical institutions in Punjab, we have the responsibility to ensure high-quality technical education of relevance. Considering this, the National Board of Accreditation, has requested PTU for becoming the nodal centre for conducting NBA’s awareness and training programmes in Punjab, Himachal Pradesh, Jammu and Kashmir, Haryana and Chandigarh. The PTU has agreed to that and would coordinate conducting of the NBA’s awareness and training programmes.” On behalf of the NBA, Dr DK Paliwal, member secretary, and from the PTU side Registrar Dr HS Bains signed the MoU.

Consumer forum tells Micromax to refund price of faulty mobile phone

The District Consumer Disputes Redressal Forum directed Micromax Informatics Limited to refund the price of a faulty mobile handset to a consumer.

The forum president, Jaspal Singh Bhatia, its members Jyotsna Thatai and Darshan Singh, also directed the mobile phone company to pay Rs 1,000 to the complainant, Vinay Khullar of Shaheed Bhagat Singh Colony, as compesation and litigation expenses, besides refunding the price of the mobile phone, that is Rs 5,000, within 15 days of receiving the copy of the order.

The forum observed in its order that the complainant purchased the mobile handset from the opposite party No 1, ie Jagdambay Mobile House on Jail Road, for Rs 5,000 having invoice dated January 3, 2012. The version of the complainant is that soon after the purchase of the handset it started giving problem and he approached Micromax Service Centre, ie opposite party No 2, for rectifying the problem, but to no avail.

The counsel for the opposite party No 3, ie Micromax Informatics Limited of New Delhi, contended that it was ready to replace the set. The opposite party No 3 is manufacturer of the mobile phone handset. The counsel for the complainant contended that the complainant had already purchased a new handset and was not interested in the replacement of the handset.

“From the affidavit of the complainant, we are satisfied that the mobile phone handset purchased by the complainant from opposite party No 1 was defective. Consequently the complaint is accepted and opposite parties No 2 and 3 are directed to refund the price of the mobile phone handset, ie Rs 5,000, to the complainant within 15 days from the date of receipt of copy of this order after receiving the old mobile phone set from the complainant,” the forum stated in its order.

In his complaint, filed under Section 12 of the Consumer Protection Act on January 13 last year, Vinay Khullar of Shaheed Bhagat Singh Colony alleged that he had purchased a mobile phone handset, Micromax A60 (IMET No 910556000267898) from Jagdambay Mobile House, opposite party No 1, which gave 12 months warranty on it. Just after one day from the date of the purchase of the mobile phone, its battery started giving problem and he immediately approached the service centre, where after a minor repair the handset was returned to him.

On January 5, 2012, that is the next day from the repair of the battery, the hardware processing of the mobile phone handset failed. He approached opposite party No 2, where he was directed to approach opposite party No 1 for replacement of the defective mobile phone handset, he stated in his complaint.

On the same day he approached the opposite party No 1 for the replacement of the defective mobile handset, but the opposite party flatly refused to do the same and told him to go to service centre for repair of the defective mobile phone. The opposite party No 2 told the opposite party No 1 about the defect and then the opposite party No 1 contacted its distributor in Ludhiana regarding the matter of defective mobile phone handset and agreed to change the same against further payment of Rs 1,000.

On his refusal to pay more, the opposite party No 1 misbehaved, used filthy language and threatened him of dire consequences and in this regard he complained to the SHO of the Division No 2 police station. The handset is lying with him because the same is not working and is a dead hand set.

This had tantamount to unfair trade practice and amounted to negligence and deficiency in service.

Vinay Khullar had prayed for refund of the price of the handset and also demanded compensation and payment of the litigation expenses.

“The policies of globalisation, liberalisation and privatisation adopted by the Central and state governments are responsible for skyrocketing prices, widespread unemployment, rampant corruption, accelerated social repression and intensified sense of insecurity among the general public. The contract system adopted by the majority of government and private institutions is nothing but exploitation of the common man and a step for non-implementation of labour and employee friendly laws.”

The representatives of the Joint Platform of Mass Organisations (JPMO), a conglomerate of over 20 groups of workers, peasants, agricultural labourers, central and state government employees, youth, students and women, stated this while addressing a state-level rally against these policies held at Dasehra Ground in front of the PIMS, Garha Road, here today.

The representatives of the JPMO, including Kulwant Singh Sandhu, Mangat Ram Pasla, Darshan Nahar, Jaswidner Singh Deshi, Parsonjit Bose (convener of the Delhi-based Left Collective Group), Bimla Devi and Satish Rana, addressed 
the gathering.

The JPMO convener, Kulwant Singh Sandhu, said the participants in today’s rally were encouraged to make February 20-21 nationwide strike a success in the state.
