Jalandhar, February 10 The agreement not only has the provision for imposing hefty penalties upon the contractors but even the termination of the contract on various grounds. Further, it has even made it mandatory for the contractors to seek performance certificates from every area councillor along with a list of fittings and lamps replaced during the course along with the exact location. It has even been specified that there will be a monthly review meeting with officials on the 20th of every month. Inventory preparation
There are several conditions attached in the contract. Before footing the second running bill towards the MC, the contractors will have to prepare an inventory of materials fitted with each streetlight point with wattage signed by himself and authorised signatory of the MC within two months from the work order. The clause clearly states that no payment is made to the contractor without the submission of this inventory. After the councillors had rued at the first MC House meeting that materials of inferior quality were being used, it has been clearly spelt out that the agency should use the materials of Philips/Bajaj/Crompton Greaves/Surya make only. The use of under-rated lamps/chokes/igniters and condensers can amount to termination of contract. Numbering of
streetlight points
Even the numbering of the existing streetlight points is to be signed by the contractor agency within the fortnight of the start of the contract as directed by the engineer-in-charge. A unique number is to be allotted to each pole in such a manner that the number reflects the location of the streetlight point. This report, too, is to be submitted within two months before the submission of the second running bill. Contractor to be accessible 24X7
The copy of terms reads that the contractor and the required supervisory staff shall also be available on a mobile phone throughout the day round the clock. The office should have the computer facility. Penalty will be charged for not receiving complaints through telephones and switching off mobile phones. In addition, a minimum of 10 display boards shall be erected in each zone as per the direction of the MCJ displaying contact phone numbers and addresses of the package office for the use of

The copy also mentions, "Any accident from streetlight installation to workers, animal, public and property will be the entire responsibility of the contractor and any claims arising out of the above will be entirely on the contractor's accounts." Advt on poles can lead to termination of contract
As per the contract, there should not be any advertisement on the pole, other than what is permitted by the MCJ. The agreement stipulates eight points for the imposition of penalties while even clearly defining the amount to be imposed for the non-compliance of each violation. It says
that the pendency of the complaints will be registered at the complaint centre and calculated on a weekly basis. The
pendency list will be prepared on every Tuesday and penalty will be imposed accordingly. z The contractor will
be responsible for 95 per cent working of all streetlight points. The normal period of restoration of fault will be 24 hours. If the fault is not removed within 48 hours, the penalty of Rs 50 per day/per point will be imposed. z In case the street points is not rectified up to seven days, the penalty of Rs 200 per day/per point will be imposed from the date of actual occurrence of
the fault. z If on inspection by the officer of the rank of the AE or above, if more than 5 per cent are found in a non-functional state, damage of Rs 5,000 per such instance (for first two instances) shall be imposed. These damages will be increased to Rs 10,000 per instant for every next default on the part of contractor. z In case any unauthorised point is found
connected, the contractor agency will inform the MC within 24 hours, failing which penalty @ Rs 1000 per point
per day will be imposed on the agency. z The contractor agency will be responsible for switching on and off of streetlight system as per the timing fixed by the MC authorities from time to time. In case of non-compliance, a minimum penalty of Rs 2,000 per switch per hour shall be charged even for fractions at the rate of per hour. z All glasses or acrylic covers of streetlight points will be cleaned twice in a contract year. If the glass or cover is broken during the cleaning, the same should be replaced with new one with no extra cost during the period of project. Penalty for the non-cleaning of covers will be Rs 25 per cover. z The entire panel box/junction box duly fitted with kit-kats will remain closed. The panel box will be painted with luminous post office red paint once in a year. If the panel is found open, a penalty of Rs 100 per box panel /per day will be charged. z That the contractor agency will maintain the streetlight steel tubular poles falling in the zone and will paint at site two coats of aluminum paints over the entire exposed surfaces of the tubular pole during first two months of the contract once in the year, failing
Rs 200 per steel tubular pole will be deducted from the bill. |
NRI kept in lock-up in defiance of orders
Jalandhar, February 10 The incident occurred on Saturday morning when the station house officer, called Gurdiyal Singh, a resident of Chamiara village, to the police station regarding a complaint lodged by the village sarpanch. Ignoring the CM’s direction that any case relating to an NRI should not be handled by officers lower than the rank of a DSP, the station house officer and his subordinates allegedly made the NRI sit in the lock-up for two hours. He was let off only after the president of the NRI Sabha, Punjab, Jasbir Singh Gill, reached the police station and informed certain senior police officials about the illegal detention of Gurdiyal Singh by the Lambra police. Talking to the Tribune, Jasbir Singh Gill alleged that the policemen were harassing Gurdiyal Singh in connivance with the village sarpanch and a land contractor, to whom the NRI had given his 80 acres on contract for five years for the past couple of months. “I will lodge a written complaint to the higher police officials on Monday against the Lambra station house officer, Jaswinder Pal Singh, and his subordinates for illegally detaining and harassing the NRI while making him captive in the police lock-up,” claimed Gill. The contractor had to pay over Rs 64 lakh to the NRI for the land. He allegedly hatched a conspiracy with the sarpanch not to pay the amount and started harassing him, alleged Gurdiyal Singh. “I have already lodged my complaint at the NRI police station, but that, too, failed to yield any result. Rather I was framed in a false case,” Gurdiyal Singh said. The money dispute among the sarpanch, contractor and Gurdiyal Singh was also taken up by the NRI Sabha last week, but to no avail, claimed Gill. In an effort to shoo away the NRI, the contractor and the sarpanch connived with the local police and a complaint was lodged in the police station by the sarpanch, accusing the NRI of abusing him and panchayat members, claimed a police officer. Superintendent of Police (Headquarters) MS Bhullar, however, admitted to having received a complaint in this regard. He added that an inquiry had been marked to Jasbir Singh Rai, DSP, Kartarpur, in this regard. |

Jalandhar, February 10 DCP Sarabjit Singh said “Enough is enough. Now, it is the time to take action against offenders. I have given clear instructions to the SHOs to issue notices to residents, shopkeepers, industrialist, businessmen and all those who are handling domestic helps for not complying with the orders. Strict actions will be taken against the offenders.” The police had issued directions under Section 144 of the CrPC asking them to get the police verification of their employees, helps and workers done. PHAGWARA: A Nepalese migrant youth, Sagar Bahadur, was found dead under mysterious circumstances near the local Grain Market on the Phagwara-Hoshiarpur Road late last night. SHO City Sarwan Singh Bal, along with a police team, rushed to the spot. He was working as a manager in City Heart Resorts Phagwara and went to his home after finishing his duty at about 11.30 pm, but was found dead with multiple injuries in the wee hours today. His purse and mobile phone were also found missing, the police said. In its preliminary inquiry, the police suspected the case as one of murder, but later after investigations, it was found that he was going on a cycle was badly hit by a speeding vehicle. SP Phagwara HPS Khakh said the police had registered a case under Section 304 of the IPC against unknown persons. Superintendent of Police HPS Khakh claimed that the CCTV footage of various camaras near by showed that his cycle was hit by a speeding vehicle and he sustained critical head injuries and died on the spot.— OC |

DEO forms probe panel

Jalandhar, February 10 The committee thus formed as per the DEO’s orders (on January 31, 2013) comprises Massa Singh, principal, Government Senior Secondary School, Athaula (in charge); Surinder Pal, principal, Government Senior Secondary School, Muthadda Khurd (member) and Bhupinder Singh, principal, Government Senior Secondary School, Mand (member). In a case spanning more than two years (the first complaint was made in August 13, 2011), the case has seen the constitution of seven inquiry committees to look into various complaints (made by Kanwaljit Singh and Anil Kumar against Raj Singh) and counter-complaints (made by Raj Singh against Kanwaljit Singh and Anil Kumar). Kanwaljit Singh and Anil Kumar made complaints against the said principal on 13/8/2011, 19/8/2011, 13/9/2011, 26/9/2011, 10/10/2011, 23/3/2012 on a number of issues, including allegations of misappropriation of the DA funds, fraud regarding house rent allowance etc. But the complainants had reportedly expressed dissatisfaction at the delays and alleged lapses in the reports of some of the older committees. Notably, Raj Singh had also made complaints against Kanwaljit Singh (on 14.2.2012) and against Anil Kumar (on 11/11/2011). The new committee has, thus, been formed by the DEO (S) to look into all allegations made against the said principal by the complainants. In its letter no. 13/16/12-4C/P.F./732, dated January 22, 2013 issued to the District Education Officer, Jalandhar, the state education department had asked the DEO (S) to send a report in answer to the complaints made by the complainants within 15 days. The DEO (S) had also been told to provide the RTI information sought by the complainants to them by the government. Surprisingly, the letter also mentions that despite the state department seeking an answer from the DEO on the issue through letters issued on many occasions, the DEO had failed to submit a report to the government. When asked about the delay in forming the committee, District Education Officer (Secondary), Jalandhar, Neelam Kumari, gave an ambiguous reply, stating, “Since the previous inquiries were constituted of single inquiry officers, the new committee has been formed after the orders of the government. This committee has three inquiry officers. The report will be available within the coming few days.” Complaints galore Government teachers Kanwaljit Singh and Anil Kumar made various complaints against Raj Singh, principal, Government Senior Secondary School, Nakodar, presently posted at Government Senior Secondary School, Malsian, on a number of issues, including allegations of fraud. Four arrested for possessing narcotics
Jalandhar, February 10 Those arrested are Sandeep Singh, an NRI son of sarpanch of Phulriwal village and Navjot Singh of Meethapur. They were travelling in a SUV vehicle near Mata Ran Chowk in afternoon when the police intercepted their vehicle and recovered 60 gm of narcotic powder from them. The police laid nakas at Model House area and Meethapur road and nabbed Sandeep Kumar, alias Kitty, of Model House and recovered 260 gm narcotic powder from him on Saturday. In a similar case, the police also arrested Mandeep Singh of Meethapur with 70 gm of drugs. The police has also impounded the vehicles used by them. |
