Mafia usurps commercial complex

A complex consisting of 36 commercial sheds, constructed by the Delhi State Industrial Development Corporation (DSIDC) two decades ago at Seelampur, Welcome area of Northeast Delhi, to promote the local cottage and small-scale industries, has been almost completely encroached upon by the local property mafia.

Not only the sheds, but even the four toilets (two for gents and two for ladies each) in the complex, are being used as store rooms for goods.

A genuine allottee of the shed of the complex said on condition of anonymity that the complex was constructed in early 80s’ for benefit of local businessmen. Immediately after the construction of the 36 sheds, they were allotted to local businessmen on merit and depending on their requirement.

The DSIDC had promised to provide all possible facilities like round-the-clock electricity and water supply, security, parking and transportation facilities at the time of allotment.

Initially, the DSIDC tried to adhere to its promise, but gradually things began to deteriorate. Even the watchmen deployed to maintain a vigil at these sheds were withdrawn one by one.

A local social worker and the president of Friends Club, Mr Dharmvir Gupta, said that because of inadequate facilities on the complex, most of the allottees preferred to shift elsewhere, giving the local property mafia room to step in. “We have written many times in this regard to the concerned officials, but no action has been taken so far despite the fact that the regional DSIDC office is just a stone’s throw away from these sheds.”

When quizzed in this regard, the chairman of DSIDC, Mr Ahmad Hassan, said, “We were not aware of the incident so far. We will take stern action against the culprits.”

Supply power or close shop, NPCL warned

Greater Noida, October 17
In an all-party panchayat in Emanabad village, the farmers of Greater Noida villages have warned Noida Power Company Ltd that they will put a padlock on its offices if it fails to supply power to the villages for at least 14 hours daily.

Should the NPCL fail to supply power for 14 hours every day by November 1, 2004, as per the government orders, the farmers will force it to close shop and leave Greater Noida, the farmers threatened. Ex-minister and MLA Nawab Singh Nagar said that ever since the power had been privatised in Greater Noida, the power supply to the villagers has been stopped.

A resolution was passed in the panchayat, in which a large number of village pradhans had taken part. It was resolved that in case the private company fails to supply power to the villages for 14 hours, the farmers will see to it that the NPCL offices are locked. Former MLA and Samajwadi Party leader Sameer Bhatti said Noida Power Co Ltd had crossed all limits in exploiting the villagers and time had come now to throw it out of the area. He said he would personally request Chief Minister Mulayam Singh Yadav to cancel the agreement with the company.

Former organiser of Dehat Morcha Rajkumar Bhatti said the company had failed to set up its own power-generating unit. He said the company was fleecing the rural people on the promise of power supply for 24 hours. The fixed charge has been increased from Rs 50 to Rs 100 now, but the company has not cared to change the burnt-up or defective transformers. Corporate gurus give tips to budding managers Meerut, October 17 A two-day national inter-business schools and corporate houses festival, Fiesta-I Quest 2004, ended here on Saturday evening in which the corporate gurus gave tips to the budding managers.

The mega event was organised under the aegis of Institute of Productivity and Management, Meerut (IPM Meerut). Hundreds of budding managers from the various management institutes throughout the country participated in this event. HC orders status quo on hotel property

The Delhi High Court has ordered status quo in respect of a space in the Fortune Global Hotel and Commercial Complex in Gurgaon, regarding which a dispute had arisen in a purchase deed.

Passing an interim order to this effect, Mr Justice H R Malhotra said, “I am of the opinion that it is a fit case where the status of the property should be preserved, otherwise the suit might render infructuous.”

The suit was filed by Kochhhar and Co for a specific performance of the agreement on purchase of 10,747 of sq ft space in the second floor of the hotel, as had been agreed upon in a deal by it with Vipul Infrastructure Developer Ltd and the Mab Finlease Ltd in January.

The Kochhar and Co had bought the space for using it as office premises. The court said that Vipul Infrastructure and Mab Finlease Ltd, their servants, employees, agents, assignees and representative were restrained from selling, alienating, transferring or creating third party rights in any manner whatsoever on the suit premises, including the car parking space attached to it.

Kochhar and Co had contended that it had paid Rs 40 lakh to the developer company, but the latter wanted to “wriggle out” of the contract.

The issue of the workers’ strike in the German multinational here manufacturing harvester combines has acquired a new dimension after the reported intervention of the Government of Germany.

During his recent visit to India, Chancellor Gerhard Schroeder is learnt to have spoken to the Prime Minister and the Haryana government to help the company overcome the crisis faced by it for the past four months.

This development had a swift effect and the local administration, swung into action and arrested some of the agitating leaders of the workers union for creating law and order problem. Though the arrested persons have been released on bail, the labour unrest faced by the Class India Limited has been continuing despite the mediation by the senior officials of the labour department.

The company management has now announced to give a last chance to the workers to resume work. According to the Managing Director of the company, Mr P.K. Malik, if the workers do not end their ‘illegal’ strike, the company would have to terminate their services and recruit new workers.

He said the management had shown a lot of patience in this regard despite the fact that the workers had been on strike since June 23 and it had been declared illegal by the Government. He said the company had issued at least 22 reminders and notices asking the employees to join the work, but the majority of them did not resume duty due to the threats from an ‘outsider’ union, he alleged.

He charged that the All Escorts Employees Union (AEEU) was not letting these employees join duty and had been instigating them to continue the strike for its own interests only. Mr Malik alleged that the families of three of the few workers who dared join the work on August 4 and September 3, were threatened by the union members who visited their houses.

This made these employees stay back at homes. The workers are demanding recognition by the management to the ‘All Escorts Employees Union’, reinstatement of the ‘dismissed suspended workers of the Class India Limited and distribution of ex gratia for year 2002-03. In response, the management has declared that these demands could be met, but there was no question of recognising the AEEU, as the CIL was a separate entity and it had nothing to do with this union.

Rs 9 lakh compensation given to accident victims

A compensation of Rs 9.82 lakh was paid to the victims of six cases of road accidents that were disposed of by the district-level Lok Adalat held here in Sector-12 yesterday. The Lok Adalat was held in the court of the Additional District and Sessions Judge, Mr K.K. Bali, under the supervision of the District and Sessions Judge, Mrs Nirmal Yadav.

Two cases of the Hindu Marriage Act were also decided on the occasion. Meanwhile, a camp on legal awareness was also held at Palwali village of the district on Sunday. Mr P.K. Goyal and Mr Sunil Singh, both advocates spoke on the topic “Rights of senior citizens” and provided some basic information and guidance on the legal rights of this segment of the residents.

This camp was held on the orders of the Chief Judicial Magistrate, Mrs Anita Dahiya. SSIs hail move to reduce earnest money deposit Faridabad, October 17 While the demand for the steel as raw material for the Small Scale Industries (SSI) here, has been growing and there has been a huge gap between the demand and supply, some of the measures taken up by the National Small Industries Centre (NSIC) seem to have come as a major relief to the local small units.

The Faridabad Small Industries Association (FSIA) has welcomed the decision of reducing the earnest money deposit from five to 1.5 per cent. As per the new agreement, the NSIC will be supplying goods against the presentation/ deposition pay order or demand draft without waiting for its clearance.

This will reduce the lead time and help in faster supply of the material. It may be recalled that the NSIC has started routing the steel supplies received from the Rashtriya Ispat Nigam Limited (RINL) and the Steel Authority of India Limited (SAIL).

It is stated that the SSI which earlier could not get the steel supplies directly from the RINL and the SAIL due to their inability to place big orders or sign purchase agreements or an MOU, have now been offered to get the facility through the NSIC. The NSIC had recently started computerised invoicing with the help of the FSIA.

While the FSIA and other SSIs of the region have been demanding higher supplies through this process, it is reported that the NSIC had supplied more than 2750 metric tonnes of steel worth about Rs 7.5 crore to the SSI units of Faridabad, Gurgaon, Panipat, Sonepat, Karnal and Panchkula districts in the first five weeks, since August 23.

It is likely to distribute about 4,000 metric tonnes during this month only. The major steel suppliers have been asked to provide relevant information about the supplies, including the stock available on their sites on the Internet, so that it could be checked by any units which need the material. — TNS

Special police arrangements for festive season

Keeping in view the ongoing Ramlillas in the city, the Delhi Police have made special arrangements to combat crime. There are more than 1,500 Ramlillas being staged in the national Capital.

The police have deployed extra force in different locations in the city. According to the police officials, most of the Ramlillas are unorganised and cases of pick-pocketing, chain snatching and eve teasing are rampant.

According to the DCP, North East district, Mr Anurag Kumar, “We have deployed special forces to keep a vigil during the festive season, particularly in the slum areas.” We have made arrangements to check the movement of small criminals, who indulge in petty crimes like chain snatching, pick-pocketing etc, he added.

Moreover, special arrangements have been made for fire fighting.

According to the DCP, East district, Nuzhat Hassan, “We have made special arrangements of fire fighting” as fire related incidents are common on such occasions. She said that that the police have also distributed pamphlets to spread awareness among the public about safety norms.

Meanwhile, the senior police officials said that though there is no specific threat, the police are on high alert to avoid any unwanted activities in the Capital.

Satta racket busted

With the arrest of three persons, the Delhi Police claimed to have busted a gang involved in running a betting racket on the ongoing India-Australia Test Match in Chennai.

Those arrested have been identified as Digamber Jain, Anand Gupta and Ramesh Chand.

The police arrested the four accused during a raid on a house in North Delhi.

The police also seized one television, four mobile phones, slips showing details of the satta transactions and Rs 20,700 in cash. The four accused had booked satta worth Rs three lakhs on the ongoing match, the police said.

Debate competition a big draw

NGO sends out feelers

Tarun Mitra Parishad, an NGO, has sought applications from physical handicapped persons in need of tricycles, wheelchairs, artificial limbs and other medical aid equipment. Needy women, who can work on sewing machines, may also apply. The applications should be sent at J-88, Laxmi Nagar, Delhi – 92, within the next week, said the president of the NGO, Mr Ashok Jain.

Set up in 1975, Tarun Mitra Parishad organises such a function annually, where aids are given so that the needy can earn their livelihood. The function will be held next month, Mr Jain said.

Navratra celebrations

On the third day of the Shardiya Navratra at the historic Badri Bhagat Jhandewalan Devi Temple, Shialputri and Brahmcharni Swaroops of Goddess Durga were worshipped with full religious rites. Hordes of devotees had gathered to pay obeisance to the goddess. For a smooth conduct, the temple authorities had made extensive arrangements and the temple will remain open till midnight to facilitate devotees to offer prayers.

Meanwhile, religious fervour marked the festival’s beginning at the Santoshi Mata Mandir in Hari Nagar. It is celebrating its 65th Navratra festival.

Contempt notice to Agrasen College discharged

The Delhi High Court has discharged its contempt notice to Maharaja Agrasen College, which it issued over allegations that an advertisement put out by the college seeking to fill only one vacancy against two stipulated posts for lecturers under the physically handicapped category violated the court’s previous order.

Justice C. K. Mahajan disposed of the contempt petition after being satisfied that the college had taken steps to fill the second vacancy also.

Petitioner Bipin Kumar Tiwary had alleged that the High Court through its order on March 25 had directed the college to fill the two posts under the physically handicapped category in consonance with the provisions of the Persons with Disabilities Act.

It was alleged that in its advertisement dated June 14 only one post in the reserved physically handicapped category was offered in the Computer Science Department.

The college pointed out that a specific note had been inserted in the June 14 advertisement that more posts, including those under the physically handicapped category, would be offered in due course.

Subsequently, through another advertisement dated October 5, more posts, including one in the physically handicapped category, had been duly offered.

It was also alleged by the college that the real reason for filing the contempt petition was that no post had been offered in the physically handicapped category in the Political Science Department, a discipline to which he belonged. The petitioner wanted to take the benefit under the Act for himself only and deny others the opportunity to claim the benefit, it was claimed.

The petitioner had also failed to inform the court that he had also approached the Commissioner of Disabilities with the same grievance, it was added.

Drishtikon showcases the unusual in Narendr Pal Singh, who, until now had been known for use of bright, vivid colours, depicting simple patterns of life captured in the form of stunning images whether they were the metaphors of rural life or the watercolours of village beauties.

Drishtikon paints a contrasting picture... where ‘shikhandi times’ or for that matter, ‘disrobing’ bring back vivid scenes from the Mahabharata — that of Bhishmapitahmah deceived and lying on his bed of arrows and then of the famous game of dice which brought on Draupadiharan.. Each painting is able to retain one’s attention and makes you draw in, and want to keep looking, until you are compelled to that emotional response. As says Narendr Pal Singh, “The Mahabarata was also all about supremacy and power in the hands of the people and this is prevalent even today.

Today, nations, people, institutions are all power hungry. All that has changed is the style, but our core being remains the same and that simplicity has got lost in this power play. Drishtikon is my interpretation of this power play and its relevance in the modern-day society.”

Also Anant Art Gallery is presenting ‘Virasat’, an exhibition of intaglio prints by Dattatraya Apte from October 17 to October 31 at 35 Link Road, Lajpat Nagar III, here daily 10.00 am-7.00 pm except Mondays. Dattatraya Apte was born in Maharashtra in 1953.

He studied drawing and painting at Pune, printmaking at M S University, Baroda and paper-making at Glasgow School of Art, Scotland, as a Charles Wallers India Trust awardee. He has held solo exhibition of prints, painting and paper pulp works in New Delhi, Mumbai, Chennai and participated in several national and international exhibitions.

Lakhs of devotees from India and abroad, coming for the 57th Annual Nirankari Sant Samagam, will focus on the spirit of unity in diversity based on truth, love and peace. They will show to the world that once we are aligned with the Ultimate Truth — God, the whole world becomes one family.. This was stated here today by His Holiness Baba Hardev Singhji Maharaj, head of the Sant Nirankari Mission while inaugurating the voluntary service (sewa) on the venue of the Samagam—the sprawling grounds along Burari Road spread over about 400 acres.

He performed the ceremony by putting a cut into the ground with a spade. His holy mother Nirankari Rajmata Kulwant Kaur Ji and his gracious spouse Pujya Mata Sawinder Ji also participated in the ceremony.

The Sant Samagam will be held here from November 20 to 22. Baba Ji said that the Samagam will seek to stress the need for positive thinking as an essential means to improve the quality of life of every individual, the performance of various establishments of the world and, above all, the very thinking of the man today.

Certainly, he said, the Samagam will present a significant example of unity, discipline and understanding where there will be no negativity at all.
