Karnal, October 17 He was addressing an impressive rally organised by the state unit of the party here. He said the time had come for the people to raise their voice against Chief Minister Om Prakash Chautala, who had exploited the weaker sections of society during the past four and a half years. He announced a mass campaign against Mr Chautala to expose the “misdeeds” of the government and the “atrocities” that the Dalits had faced under his rule. He said there was no difference between the Dalits, tribes and the Backward Classes in the present socio-economic scenario. They all needed to unite, irrespective of their caste, so that a combined effort could be made for their uplift, he added. Mr Paswan reiterated that his party would not have an alliance with any party in the forthcoming assembly elections. The party would contest on all 90 seats. “My priority would be to provide more jobs to the unemployed and reservation in the private sector also,” he added. Highlighting his performance as the Union Minister of Steel, Fertiliser and Chemicals, Mr Paswan said he had not only controlled the rising prices of steel but also reduced the prices to the benefit of industrialists and the common people. He said, “The Union Government has also formed a special committee to work out a formula to control the prices of steel in future.” The public sector undertakings should export steel only if it was surplus in the country, he suggested. The prices of fertilisers had not increased at all during his tenure, he claimed. The state LJP president, Mr Lalit Gautam, lashed out at Mr Chautala and said the LJP would go out to the masses throughout the state to gather support against the Chief Minister. |

Rohtak, October 17 Addressing a party rally he said Haryana had been ruled by different parties, including the INLD and the Congress, for the past about 40 years. None of these could get Punjab to complete this canal and irrigate parched lands in southern Haryana. It was time that the people of Haryana tried the BJP, he said, adding that it would do the needful. He accused the Prime Minister and the Congress President of conniving with the Punjab Chief Minister on the SYL canal issue. Punjab, he said, could never have enacted the law to terminate the water agreements without the backing of these two. The BJP General Secretary showered praise on former Prime Minister Atal Bihari Vajpayee describing as a “farmer in deed”. Though Mr Vajpayee was not born in to a farming family, no national leader had done as much for farmers as him. As Agriculture Minister, he said, whatever he had proposed to the then Prime Minister for farmers’ welfare it was approved instantly. This included cut in interest rates on tractor loans and crop insurance. Mr Rajnath Singh said though the Finance Minister, Mr P. Chidambaram, had praised the crop insurance scheme and had promised to implement it with some modifications, indications were that it had been consigned to the cold storage. Likewise, he said, the Centre had not made further reductions in the interest rates for farmers. He said farmers would not get these till they demanded this from the Congress-led government forcefully. He said they should seek lowering of interest rates to four per cent since these days even cars were being sold at these rates. Accusing the Congress of dividing the country along religious lines, he said it had done this at the time of Independence and now it was becoming evident again. The move to provide for reservations on religious basis was not only unconstitutional, but it was also aimed at promoting conversions, he said. Another BJP General Secretary and in charge of Haryana affairs Shiv Raj Singh Chauhan said the BJP would not enter into any agreement for sharing seats in the next Assembly poll. It would contest the poll on its own. He rubbished all reports of likelihood of an alliance with the INLD. Former Haryana Governor Babu Parmanand said at present Haryanvis could only buy jobs. But under the BJP rule, jobs would be given free. He also described the BJP as the best party for the Dalits. Mr Kishen Singh Sangwan, MP, said Mr Parkash Singh Badal was suggesting an alliance with the INLD but there was no question of accepting this suggestion as Mr Badal had been the biggest hurdle in the completion of the SYL canal. Others who addressed the rally included Prof Ganeshi Lal, Mr Ram Bilas Sharma, Mr I.D. Swami and Capt Abhimanyu. |
Bid to stop flow of water to Delhi
Sonepat, October 17 According to a report, the police used force to disperse the mob of farmers which had assembled at the site on the call of the BKU to prevent the flow of the water towards Delhi. They were protesting against the failure of the Congress-led UPA government to construct SYL Canal in the Punjab territory and the decision of the Punjab Government for scrapping the river waters agreements. However, Mr Braham Singh Dahiya, general secretary of the BKU, claimed that the flow of water from the WYC had been diverted to Bhalaut sub branch by the agitating farmers. He also claimed that the indefinite dharna, launched by the BKU at this site, entered the third day today. A batch of 21 farmers are staging a dharna every day and if the Central Government failed to resolve the issue the BKU would start relay fast and thereafter the farmers would go on an indefinite fast to force the Central Government to accept the demands of the Haryana farmers. Meanwhile, security has been beefed up to prevent any untoward incident and foil the attempts it made to prevent the flow of water towards Delhi by the farmers. |

Bhiwani, October 17 Dr Panghey was addressing a state-level Rozgar Bachao rally held at the Kirorimal Park here today. The union leader said that the present government was pursuing several policies like reducing GPF interest, privatisation of public sector companies, contract system, restricting employment and reducing pension for new employees. The UPA government had decided to increase the limit of foreign direct investment in various sectors and investment of pension fund of employees in shares of private companies against the spirit of the common minimum programme. People rejected such policies and the parties which supported these were routed in elections in several states. The state president of CITU, Mr Punam Chand Rati, criticised the state government for retrenching employees. He said that the government had issued notices of retrenchment to 3,916 employees of the Tubewell Department, 1,700 of the Electricity Department, 2,500 of Hansi Spinning Mills, 1,700 Patwari, 2,000 of the Police Department, 1,500 of Confed, 1,519 of the Faridabad Nagar Nigam, 4,000 teachers and several thousands employees of health, RCH and ITI departments, besides, 4,000 of the Forest Department. The general secretary of the Sarv Karmchari Sangh, Mr R.C. Jagga, said that several thousand helpers and aanganwadi workers had been sacked. Lashing out at the Chautala government, he said that about 50,000 posts had been abolished in various departments. |
School principals allege raw deal by govt
Chandigarh, October 17 With the Haryana Government dragging its feet on the fixation of the pay scales according to the Fifth Pay Commission since 1996, the principals are a disappointed lot. Whereas their counterparts at the Centre and Punjab draw a basic salary of Rs 10,000 and enjoy Class I status, the Haryana principals have to be content with Rs 8,000 and Class II status. In fact, the principals are the only category in the state which has not been granted pay scales and allowances on a par with the central and Punjab Governments employees, alleged Mr Sudhir Kalra, chief spokesman of the Haryana School Education Officers Association. This is despite the fact that the association had taken up the issue with the top functionaries of the Haryana Government, including the Chief Minister, Mr Om Prakash Chautala, at regular internals. However, no concrete action had been taken by the government to address the anomalies in the pay scales and other demands, the association alleged. Coming down heavily on the “stepmotherly” treatment meted out to the principals, who play a central role in the implementation of the SSA, the association complained that the revision of the pay scales was not the only problem they faced. There is no provision of promotional increment after their elevation to the post of Subdivisional Education Officer. Besides, the facility of time scale promotion, which is available to the state officials of the same status and pay scale, is not provided to them. And compensatory or earned leave provided to the college principals for attending educational institutions during the summer vacations is also denied to them, an office-bearer alleged. It may be recalled that following the implementation of the recommendations of the Fifth Pay Commission even school headmasters were placed in the basic pay scale of Rs 6,500 as against Rs 7,500 recommended. However, on August 1, 2000, the Haryana Government removed this anomaly by placing them in the Rs 7,500 pay scale. On the other hand, the school principals were left to fend for themselves. |

Fatehabad, October 17 Brushing aside reports of the new district having run into rough weather due to objections from the Delimitation Commission, Mr Chautala said the state government had carved out the district to provide better administration, and it would definitely start functioning on Haryana Day. He said the commission had nothing to do with the matter since it had not even started functioning yet. He said it was not clear whether the next elections would be held on the basis of the existing constituencies or the reorganisation would be done before that. Attacking the Haryana Pradesh Congress Committee (HPCC) president, Mr Bhajan Lal, for “trying to politicise a purely administrative matter”, Mr Chautala alleged that Mr Bhajan Lal had tried his best to incite the people of the Mewat area but had to return without addressing a rally there due to the wrath of the people. On the issue of alliances before the assembly elections, Mr Chautala said any party that wanted a share in power in Haryana would have to come to the INLD for alliance. Earlier, Mr Chautala inaugurated a newly constructed Panchayat Bhavan here. He listened to public grievances at the local PWD Rest House. The Chief Minister also laid the foundation stone of a Tau Devi Lal Town Park at Bhattu Kalan in this district and of a water works project at Chindar village. The state Finance Minister, Mr Sampat Singh, the district INLD president, Mr Nishan Singh, and the local MLA, Ms Swatantra Bala Chowdhary, were present on this occasion. The Chief Minister inaugurated a Rs 35 crore Rangoi kharif channel near Ghaswa village in this district last evening. The 85.5 km channel would help in siphoning out Ghaggar floodwater and it would be used for irrigation in areas where it was needed. The capacity of the channel is 500 cusecs at its head and 250 at the tail. It would save around 10,000 acres of land from floods and provide irrigation to around 20,000 acres. |

These cases also included those of bank loans. The Lok Adalats were organised by the Haryana State Legal Services Authority. |

Panel of welfare bodies holds meeting with MC
Ambala, October 17 Federation secretary general ND Arora said that a number of issues were discussed during the meeting held earlier this week. “Regarding non-implementation of pending works approved by the Chief Minister in ‘Sarkar Apke Dwar’, the EO said that tenders for the pending work have been called for on October 9 and after its finalisation, the work will start shortly,” he said. Mr Arora said that on dumping of garbage, it was decided that the Municipal Engineer, Junior Engineer and Sanitary Inspector shall conduct a joint survey, along with representatives of the federation and finalise a dumping site. He said that with regard to the faulty drainage system in Mahesh Nagar area, it was decided that the officials concerned, along with federation represenatives, would submit a viable proposal for drainage of water. “Regarding patch work on different roads in Gobind Nagar, Raja Park, Shiv Partap Nagar, Mahesh Nagar, the EO said that on availability of funds, these works will be completed. EO also said that the delegates should educate the residents of the outer colonies to clear their outstanding arrears so that funds could become available for pending work,” Mr Arora said. |

Chandigarh, October 17 Taking up an appeal filed by some accused in the murder of one Amar Singh of Rampur village in Panchkula, the Bench acquitted four appellants out of nine for the offence under Section 302 of the Indian Penal Code. They had been convicted for life by a lower court. The Bench acquitted the appellants on the basis of medical evidence from which the injuries sustained by the deceased was not clear. Initially 33 persons had been arrested for the murder of Amar Singh. During trial, Panchkula Additional Sessions Judge had acquitted 24 accused out of 33. After conclusion of the trial, the lower court had convicted all the nine accused for offence punishable under Section 302 of the IPC for life term. Challenging the orders dated January 4, 2003, and January 8, 2003, of the Additional Sessions Judge, Panchkula, Roshan Lal and three other accused had filed an appeal. They had prayed for setting aside the judgment of conviction and order of sentence. Recovery stayed
The High Court has stayed the recovery of additional ad hoc relief granted by the Haryana Government in 1999 to some Chief Account Officers, Senior Account Officers and Account Officers in various departments. A Division Bench comprising Mr Justice J.S. Khehar and Mr Justice Viney Mittal, while admitting the petition filed by Mr Suresh Chander Dutt and 15 others, also issued notices to the Haryana Government through its Chief Secretary and other respondents. The next date of hearing is in February, 2005. In their petition, Mr Dutt, Chief Accounts Officer in the office of the Director, Higher Education, Haryana, and other officers in different department of the Haryana Government, have sought quashing of the order dated June 25, 2004, vide which amount paid to the petitioners as additional ad hoc relief was sought to be recovered. Arguing the matter, advocates Deepak Sibal and Vikas Mor, counsel for the petitioners, stated that the Government of Haryana was seeking to withdraw the benefits given to the petitioners on the false ground that the petitioners withheld the information from the government. After hearing the submissions, the Bench stayed the recoveries of additional ad hoc relief from the petitioners. |
