Appointments: Kalam asks Chief Secy
Panipat, October 9 The President has asked the Chief Secretary to do so through a letter. The direction follows a complaint to the President by Mr Surendra Kumar of Batra Colony, Panipat. He was one of the applicants for the job of Sanskrit teacher. The Under Secretary (Public) at the President’s Secretariat, Rashtrapati Bhavan, Mr A. Samuel, informed Mr Surendra Kumar about the forwarding of his complaint to the Chief Secretary of the Government of Haryana. Mr Surendra Kumar received a one-page letter written to him by the Under Secretary on September 28. The letter says his communication addressed to the President has been forwarded to the Chief Secretary for appropriate action. In his complaint, on September 24, Mr Surendra Kumar has alleged that money and connections played a vital role in the selection of teachers. He has requested the President to get the matter inquired into and ensure justice for the eligible applicants. An advertisement by the Haryana Public Service Commission for the appointment of 357 Sanskrit teachers had appeared in different newspapers in July last year. No written test was conducted to fill these posts. However, interviews were conducted on February 25, this year. In his six-page letter, Surendra Kumar has stated that out of the total 90 marks for the selection, depended on the marks secured in various examinations and 30 marks had been assigned to the interview. Having got gold medal for being a brilliant student during studies, Mr Surendra Kumar stated that the last selected applicant from the general category had got total 52.13 marks, while his scope on the basis of his performance was 42.30. He has further said he had given correct answers to all five questions asked during the interview and should have been easily selected. He has alleged that may be if he had bribed the authorities concerned or had some higher connection, he would have been selected. The Congress MLA, Karan Dalal, had levelled serious allegations of irregularities in the appointment of Sanskrit teachers during a press conference in Chandigarh on July 6. He said a number of university toppers were not selected for the job as money and connections played an important role in the selection. |
Bhajan takes up demands of
Chandigarh, October 9 Mr Bhajan Lal has urged the Prime Minister to personally look into the demands made by ex-servicemen, which seem to be “ just”. He has also requested the Prime Minister to spare some time for meeting a deputation of ex-servicemen. In a representation sent to Mr Bhajan Lal, the All India Defence Brotherhood had demanded that the recommendations of the report of the Parliamentary Standing Committee on Defence submitted last year be implemented. Among the committee’s major recommendations were setting, up a national commission for ex-servicemen, removal of the condition of 33 years service for full pension, bringing disability pension at a par with civilians, restructuring the officer cadre to make the services more attractive and lateral absorption of armed forces personnel into paramilitary services. A similar representation was sent by the brotherhood to the Congress President, Ms Sonia Gandhi. The officer on special duty in the government’s National Advisory Council was directed to forward it to the Defence Minister’s office for appropriate action. |

Provide generators at waterworks: CM
Kalanaur (Rohtak), October 9 Following complaints by residents of several villages of the area that he visited today, Mr Chautala directed the Superintending Engineer of the department to study the problems as regards water supply and take immediate steps to rectify these. Residents of several villages also complained about delay in starting work on building waterworks under the Swajal Dhara Scheme despite their having deposited the village contribution towards the project. The Chief Minister asked the officials to start work immediately and not to wait for receipt of funds from the Centre. He told them to draw funds from the state government head for these projects. The amount could be refunded to the state when the money was received from the Centre, he added. Addressing villagers at a Sarkar Aapke Dwar camp, he said the government would provide water supply connections to all households in villages covered under the Swajal Dhara Scheme. He said any village depositing Rs 75,000 with the government would be given a grant of Rs 2.75 lakh for building a stadium in the village. He also sanctioned funds for building community centres and senior citizens’ homes in various villages. He showered largesse on the panchayats of villages that had given INLD candidates a lead in the recent Lok Sabha poll. When the panchayat of Sundana village presented its charter of demands, he openly praised the village for being the only village of Kalanaur Assembly constituency where the INLD nominee led by 250 votes in the poll. Even before the panchayat presented the charter, he announced their all demands would be accepted. SONEPAT: The government would not provide basic amenities like drinking water, electricity, roads, hospitals and schools in the residential colonies that had been declared unauthorised, said Mr Om Prakash Chautala. He was speaking here last evening. The government, he said, was committed to providing round-the-clock electricity and drinking water supply after December 31 in all urban and rural areas. Bhiwani: Haryana Chief Minister, Om Prakash Chautala has said that the survey to identify beneficiaries under the old-age pension scheme will continue up to October 15, thus providing an opportunity to those above 60 years of age to get the benefit of the scheme. He was redressing grievances of the people of Charkhi Dadri Assembly constituency here today. |
CM to inaugurate 33 kv substation
Hisar, October 9 Mr Chautala will also lay the foundation stone of a 33 kv substation to be constructed at Nandha village in Bhiwani district at a cost of Rs 1.40 crore. A spokesman for the DHBVN said here yesterday that with the commissioning of the 33 kv substation, consumers residing in various HUDA sectors of Bhiwani and in surrounding areas, including the railway station, will get regular power supply. The spokesman said earlier the areas were getting electricity from the 132 kv substation at Bhiwani. With the commissioning of the new substation, the load on the 11 kv system of the 132 kv substation has reduced substantially. Thus, nine villages and part of Bhiwani town would get indirect benefit. |

Politicians ‘cook’
up controversy
Yamunanagar, October 9 The Supreme Court had asked the states to appoint cooks at school to run the Mid-Day Meal Scheme. Head
teachers and sarpanches are reportedly under ‘pressure’ from
high-ups. They are in dilemma — whom to oblige! All of them are
treading cautiously. According to reports, thousands of unemployed persons have applied for the job. They are pressurising MLAs and other politicians to take up their cases. There
are 558 government primary schools in the district. A significant number
of candidates are armed with ‘recommendation’ letters from ‘high-ups’,
including MLAs, politicians and even government officials. It’s
learnt that persons armed with ‘slips’ from MLAs approached the head
teachers of schools at Ganuli, Bejanpur, Darwa and Jairanpur villages
seeking appointment. The Head Master of the school at Gadi Mundi
village, who had already appointed a cook, had to face a peculiar
situation when another person with a recommendation slip from an MLA
approached him and asked for the cook’s job. The ‘fight’ over
the recruitment of a cook at the Gadi Mundi’s school was even brought
up before the Deputy Commissioner in Khula Darbar. Yesterday, panchyat
members of Panch Tirthi village reached the office of the District
Education Officer (DEO) to sort out the matter of the appointment of
cook in the village school. According to sources, at least four cases of
‘dispute’ on such recruitments in as many villages, have reached the
office of Deputy Commissioner. He has reportedly marked the cases to the
DEO. According to reports, there are disputes over recruitment of
cooks in schools Khanpur at Hadaoli and Begampur villages and four
schools each in Sadhora block and Jagadhri – I. This is not all. A
woman who was appointed cook at a school on September 21, in a
representation to the DC, has alleged that she was asked to leave as she
belonged to a ‘lower caste’. The village sarpanch could not be
contacted for comments on the issue. In Tiba Arainyawala School, children belonging to a particular religion reportedly refused to eat the meal cooked by a Schedule Caste person. Sources
in the DEO’s office admitted that the office was receiving complaints
regarding recruitment of cooks from different villages. The DEO, Mr
Sishpal Chaudhary, admitted there were some problems over recruitment of
cooks. However, he quickly added, “The schools will deal with the
problem at their own”. |

Nothing novel in new transfer policy
Chandigarh, October 9 The new policy has been framed following a court direction. Under it, an employee will normally have a tenure of two years. However, if there is no administrative inconvenience the employees can be transferred before this period on a mutual basis. An employee can also be transferred on request against a vacant post. In a major departure from the 1989 policy, an employee will not be transferred, except under “compelling circumstances”, one year prior to his retirement. In the 1989 policy, this period was for two years. Transfer outside an employee’s cadre will be done sparingly for administrative reasons alone and if there is shortage of staff in another cadre. Due consideration would be shown at the time of transfer of a physically disabled or blind employee. Husband and wife would be posted either at the same or nearby stations “as far as possible”. Efforts would also be made to post single women and widows at stations of their choice. They would get preference over couple cases. The policy also provides for a review of transfers made in 2004-05 till September 18 on the request of affected employees. It also lays down that if a request for transfer is accepted in cases of genuine hardship, specific reasons for transfer would have to be recorded. |

10 forest trees felled for supplying Pinjore, October 9 Four jinghal trees and two trees each of
sheesham, chimbal and jakraunda varieties, were illegally cut by five men in the wee hours of the morning today. The forest officials allege that the trees were felled so as to shift the overhead electric cable and ensure the power supply to showrooms that have been constructed by owner of White House Sant Kumar and others. Senior Forest Department officials said they received information about the cutting of trees in the morning. A team of forest officials led by Range Officer Jai Kumar rushed to the spot and stopped the felling. The Divisional Forest Officer, Pinjore-Morni, Mr Ved Prakash said, “our officers restrained the five men from cutting the trees. On further enquiry, they revealed that they were employed by the management of White House- a commercial property on the outskirts of Pinjore to cut the trees”. According to forest officials, the state government has notified 50 feet area on both sides of the national highway as the protected forest area. Felling of trees in this area is prohibited, and in case the trees are obstructing the laying of telephone lines, or electric cables, the departments concerned (Telecom or Power Departments) have to seek permission for cutting these from the Forest Department. They alleged that neither the management of White House, nor the Uttar Haryana Bijli Vitran Nigam (UHBVN) had sought permission for cutting the trees. A damage report was prepared by the forest officials and a fine of Rs 1.75 lakh was imposed on those involved. The fine was later deposited with the Forest Department. Mr Sant Kumar, when contacted said the trees were cut without their knowledge by their watchman, Keshav. “He wanted to make a quick buck by selling off the wood. However, he was caught red-handed by the forest officers, and he paid the fine himself.” He, however, added that the Forest Department had taken Rs 26,000 as cost of trees, and Rs 1.50 lakh as fine, and that “Keshav” was now contemplating filing a petition in the court as the fine imposed on him was on the higher side. |

Fatehabad, October 9 He also directed them to complete the review of lists of old age pensioners by October 15. The Deputy Commissioner further asked officers of government agencies associated with paddy procurement to ensure that the crop coming to various grain markets of the district was purchased in time and farmers got remunerative price for their produce. Later, the DC presided over a meeting of the District Grievances Redressal and Public Relation Committee here and redressed grievances of the people. Eleven matters pertaining to different departments appeared before the committee, out of which seven were redressed on the spot. The Deputy Commissioner also ordered the registration of a case under section 420 of the IPC against Raj Kumar on the complaint of Krishan Lal of Rattia. Krishan Lal had alleged that Raj Kumar fraudulently transferred his property in his own name. |

Kurukshetra, October 9 He revealed to the police that he was in search of Nafis Ansaari to avenge the murder of his friend, Shahzaad. He further disclosed that he had joined Susheel Mooch’s gang in 1994 and the trio comprising Susheel Moochh, Balwinder alias Babloo and Majid made a plan to eliminate Ansaari Jitender Rathi informed the police that on August 10 he got a message from his gang leader that Nafis Ansaari would be reaching Kurukshetra and it would be the right time to eliminate him. On getting the information, he reached Pipli, 5 km from here, from where he and Susheel Moochh took Balwinder alias Babloo with them. Sushil Moochh handed over arms to both Balwinder and Majid, Rathi disclosed . Rathi further said , “We reached Ladwa, where we located and identified Nafis Ansaari. Without losing any time, I and Balwinder started firing on him. The moment Nafis Ansaari tried to escape, Majid too opened fire on him. Ansaari succumbed to his bullet injuries and all of us escaped.” Jitender Rathi had been remanded in police custody until October 15. The matter is further being probed by the crime branch team, headed by the Deputy Superintendent of Police (DSP), Headquarters, Mr Virendar Kumar Vij, added Mrs Arora. |

Panipat, October 9 According to the relatives of the deceased, Krishana (19) was working in the Janata Spinning Mill at Nimburi village. He left the factory for his house yesterday night, but did not reach his house. On the contrary, some persons informed that his body was found at Nimburi village and probably he had died due to electric shocks. Following this, his relatives reached the spot and found the body hanging on an electric wire. His relatives suspected foul play and informed the police. The agitated villagers blocked traffic at the Sanauli road. Later, they lifted the dharna after the police assured them of justice. The body had some injury marks. |
Woman gangraped by husband, nine others
Yamunanagar, October 9 After a statement before the Sub-Divisional Magistrate, the police today registered a case against the 10 persons. Interestingly, the alleged rape and abduction took place two months ago. Some members of the community were reportedly unhappy with the second marriage, as the girl’s family had not complied with the “mandatory” 40-day period of “Iddat” (if a woman wants to re-marry, she has to pass through the 40-day ‘Iddat’ period so that it could be checked if she was not pregnant from her former husband). Yesterday, the girl deposed before the SDM and alleged that she was kidnapped and raped by the 10 persons named in the FIR. The alleged rape took place in the house of one of the accused, Salim, in the village. Police sources said the woman was married three years ago to Fana of Nainowali village. However, the marriage did not last and the couple divorced about six months ago. The woman reportedly married within the ‘Iddat’ period to Noor Hassan of Nagli village. The police has registered a case under Sections 342, 365, 376 and 34 of the IPC against Noor Hassan (husband), Neek (uncle), Mir Hassan (former sarpanch), Johny, Salimu, Salim, Taj Hassan, Saran and Neema Hassan. |
2 sentenced to life for
killing property dealer Ambala, October 9 According to the prosecution the body of property dealer Joginder Singh, wrapped in woollen cloth with injuries on the neck, was recovered from the Army ground at Ambala cantonment on May 23, 1999. The deceased was an ex-serviceman. The police had registered a murder case against six persons in this regard on the complaint of Avinash Kaur, wife of Joginder Singh. Ms Kaur in her complaint lodged on May 22, 1999, had stated that in the evening a man and a woman came to her residence in a maruti car and talked with her husband on some issue. Later they took her husband in the car. Her husband did not return home till midnight and the next morning his body was found in the Army ground opposite to SD College. A letter was recovered from his pocket in which it was written that the informers had to face such fate. Two police personnel were also threatened in the letter to be ready to face dire consequences. The police investigated the matter and established that the accused had hired the maruti car from Dera Bassi. They locked the driver of the car Sohal Lal in a house located in Sector 9, Ambala city, and used the car to kidnap the property dealer. The police said in the challan that there was a dispute between the accused and the property dealer over a piece of land. According to the counsel of the complainant, Mr
D.K. Bansal, during the proceeding of the case the driver of the car identified Surender and Sapna and told the court that they had hired the car from him. |

Panipat, October 9 They staged a dharna for about one hour under the leadership of Sabha’s president Amolak Singh and its vice-president Gurcharan Singh. They lifted the dharna only after being assured from the authorities that this kind of incident would not occur again. Meanwhile, the Municipal Council restarted its drive beneath and around the Asandh flyover yesterday as most of the defaulters began encroaching the area again on Thursday evening. A police team accompanied the Municipal Council employees to avoid any untoward incident during the drive. The jhugghis and other illegal structures had come up under and around the fly-over during past some months which was not only creating problems for the passers-by but was also giving shabby look. The residents of the surrounding localities welcomed the move of the Municipal Council for removing the illegal structures. |
Traders’ bandh evokes good response
Rohtak, October 9 All shops in the main markets, including the Bhiwani bus stand, Railway Road and Qila bazaar remained closed, for most part of the day. Traders gathered at the Aggarsain Chowk, and later they went in a procession to the Bhiwani bus stand, where they blocked traffic for about an hour. They carried black flags and banners. They also burnt an effigy of the Chief Minister. Significantly, the visit of the Chief Minister Mr Om Parkash Chautala, passed off peacefully. In the morning, he addressed a meeting in the Shourie Market. He left minutes before the protesters arrived at the Bhiwani bus stand. Haryana Beopar Mandal president Bajrang Das Garg, Congress legislator Shadi Lal Batra and Munish Grover of the BJP were among those who addressed them. |

Sonepat, October 9 According to a report, the robbers reached the bank on a motor cycle and two of them entered the bank premises. They threatened the cashier, Mr Satpal Rathi, with a pistol.
