Chautala planning fresh sops for electorate
Chandigarh, October 14 Earlier, during the rally organised at Fatehabad on the occasion of Mr Devi Lal's birth anniversary on September 25, the CM had announced increase in unemployment allowance and relaxation of norms for obtaining bank loans by farmers. The CM is also on a spree to lay foundation stones of various projects. The programme of the Chief Minister for the next three days shows that there is not a single day when he is not laying a foundation stone of some or the other project. While today he has laid the foundation stone of Yamunanagar thermal power station, tomorrow he will lay the foundation stone of a drainage project at Panipat. On Saturday he will be with the President, Mr APJ Abdul Kalam, who will dedicate the seventh unit of the Panipat thermal power plant to the people of India. On Sunday, Mr Chautala will lay three foundation stones — first, for a HUDA park at Bhattu township of Fatehabad district; second for a water supply scheme in Chhinder village in Fatehabad district; and third for the Maharaja Agarsain Foundation at Agroha in Hisar district. The CM has also stepped up the Sarkar Aapke Dwar programme in which he hears public grievances and makes announcements for development works to be carried out in various constituencies. Today, the programme was held at Naraingarh. Tomorrow the programme is slated to take place at Naultha constituency and at Samalkha constituency. On Saturday the programme will take place at Sohna and on Sunday at Bhattu Kalan and Kaithal constituencies. During these days he will inaugurate a park at Panipat and a panchayat bhawan at Fatehabad. |

Ambala, October 14 Addressing a gathering at Naraingarh during
“Sarkar Apke Dwar” programme, Mr Chautala said a new survey was being conducted for issuing yellow and pink cards to families living below poverty line so as to provide them with all basic facilities. Mr Chautala said
registration was being carried out for issuing old age pensions to persons above 60 years. He, however, regretted that people who were not eligible were also trying to get the pension money. He said the state government had taken a number of steps to bring about development in the rural areas. He said the development work included repairing of school buildings, chaupals and hospitals. He heard the problems of the villagers of Naraingarh, Shahzadpur and Raipur Rani blocks. Mr Chautala announced development works for the area, including setting up of veterinary hospital, concrete pavements and paths leading to cremation grounds and retaining walls of village ponds. He also sanctioned new tubewells to meet the drinking water supply demand. He stated that efforts were being made to ensure uninterrupted quality power supply throughout the state. He said a thermal power plant was being set up at Yamunanagar in the name of Deen Bandhu Sir Chottu Ram, whose ideals had been emulated by Chaudhary Devi Lal. He said the state government was committed towards the welfare of the poor, farmers, traders and women. Mr Chautala said for providing proper irrigation facilities to the farmers of Ambala, Yamunanagar and Kurukshetra districts, the Dadupur Nalvi canal would be constructed. |

the problems raised by the villagers were relating to the lack of basic
amenities like electricity, potable water, roads, streets, community
centres, dispensaries, veterinary hospitals, dispensaries, cremation
grounds etc. Besides government officials, Mr Chautala was also
accompanied by Mr Pawan Diwan, Mr Jasbir Malor, MLAs, and Panchkula
Deputy Commissioner Mrs Neelam Kasni. |

Move on panchayat poll unconditional, says Randeep
Hisar, October 14 The Congress leader alleged that Chief Minister Om Prakash Chautala was pursuing cheap politics by trying to divide the people of the state. He, however, maintained that the people would not be influenced by these tactics as they had made up their mind to oust the Chautala government. Mr Surjewala said the Congress was observing “Save democracy day” in Haryana today to protest against the state government’s stance on panchayat and municipal poll. He said protest marches, dharnas and demonstrations were being organised in all districts of the state against the government’s move. The Congress would request the Haryana Governor, Dr A.R. Kidwai, not to approve the Bill passed by the state Assembly in this regard. He said the Chautala government had no moral right to continue in power and the Congress would demand its removal. Mr Surjewala alleged that through the “Sarkar Apke Dwar” programme and formation of the village development committees, the Chautala government had misappropriated funds to the tune of Rs 5,000 crore. He said contracts had been allotted to INLD supporters and the government had misappropriated public money. |

Pak delegation visits HAU
Hisar, October 14 The delegation, accompanied by Haryana Agriculture Minister Jaswinder Singh Sandhu and senior officers of the Agriculture Department, was received by Finance Minister Sampat Singh. The team members visited the research farms, veterinary clinic and kisan seva kendra of the university. They evinced keen interest in the hybrid varieties of cotton, maize and bajra developed by university scientists. They appreciated the functioning of the kisan seva kendra. The members of the delegation discussed various issues with the HAU Vice-Chancellor, Mr M.K. Miglani, and interacted with university scientists. Later, talking to mediapersons, Mr Noor said there should be a greater exchange of ideas, information and experts between the two countries. He said India and Pakistan had common languages, culture and climate. Even the problems faced by the farmers on both sides were similar. Sharing of knowledge and technological know-how would be beneficial to both nations, he added. Mr Noor said the visit had been quite fruitful. He appreciated the system of procuring foodgrains in Haryana through mandi boards. |
Dairying contributes 9 pc to country’s GDP
Karnal, October 14 He expressed his concern over the low level of milk productivity per dairy animal in the country despite being the leader in overall production of milk in the world. He said the policy-makers and the scientists needed to discuss through logical and scientific deliberations the strategies required to make dairying sustainable in nature so that it could contribute in rural development. Taking a dig at the cross-breeding programme of the country, he said the need of the hour was to improve the genetic potential of important indigenous breeds of cattle and buffaloes. He said the breeding policy with respect to cattle and buffaloes should be based on production traits, economic performance and draft ability of the concerned breeds of dairy animals. Eminent scholar and veteran dairy scientist Dr T.S. Sohal, in his opening remarks said there was a need to expand the scope and contributions of dairying in the integrated rural development of the nation. Dr Ram Chand, head of the extension division, and organiser of the workshop said the aim of organising the workshop was to strengthen the link between the scientists of the NDRI and Animal Husbandry Department and dairy development officers of the states. During the technical session on the first day, as many as 20 research papers were presented by the dairy scientists on latest cattle and buffalo-breeding technologies, animal nutrition and dairy cattle physiology. Earlier, Dr Sharma awarded a certificate of appreciation to Dr Ashwani Sharma, a senior scientist of the institute, for designing insignia of the institute on account of the golden jubilee year. |

Chandigarh, October 14 Mr Justice Jasbir Singh of the Punjab and Haryana High Court issued notice of motion for October 26 to the respondents. In his petition, the MLA has claimed that after he withdrew support to the Om Prakash Chautala government, he was booked for rape on the complaint of a Chandigarh-based woman. Saying that though he has been granted bail in that case, he feared his arrest in some other false case and hence the government and the police should be directed to give adequate notice to him before arresting him in some other case. It may be recalled that Mr Justice Jasbir Singh had sometime back granted bail to the MLA. He had been arrested by the Kurukshetra police on July 4 after Ms Asha Thakur lodged a complaint with the police that the MLA was having physical relationship with her on the pretext of marrying her. She also told the police that the MLA had even married her in a temple in New Delhi and later taken her to the office of the Registrar of Marriages to get the marriage registered. He also told her that the marriage had been registered. However, later he married another woman in a clandestine manner without informing or divorcing Ms Thakur, she alleged. Admission sought
A Division Bench of Mr Justice J.S. Khehar and Mr Justice Viney Mittal has issued notice of motion for October 29 on a petition filed by Ms Neetu Rani and 11 other students, seeking directions to the respondents to admit them in the two-year course for Diploma in Education at Government Elementary Teachers Training Institute, Ferozepur Namak, Gurgaon. The petitioners have stated that the Mewat Development Agency in the prospectus for the session 2004-05 has reserved 50 per cent of the total seats for local girl candidates of Mewat while the remaining 50 per cent have been reserved for candidates of the religious minority (Muslims). Seeking quashing of the provisions relating to reservations more than those prescribed by the government, the petitioners have also prayed that the respondents be directed to admit them in the general category. |
Zonal youth festivals begin
Ambala, October 14 The zonal festival has been sponsored by the Youth and Cultural
Department of Kurukshetra University. Dr Chawla said sports and
extra-curricular activities helped in guiding the youth in the right
direction. He said the cultural activities reflect the life of the
people and the youth of the country could play a vital role in the
development of the society, a press note said. The inaugural function
was presided over by the Chairman of the MMET, Mr Tarsem Kumar Garg. Dr
S.C. Gupta, Dr D.L. Khanna, Dr M.K. Sehgal, Mr Sanjeev Garg and Mr
Vishal Garg were also present. Mr Tarsem Kumar Garg said the MMET was
keen on an overall development of the students and the trust organised
these kind of festivals every year. Dr S.C. Gupta said over 600
students from 36 different colleges were taking part in the zonal youth
festival. He assured that the students would not face any
inconvenience.

Police remand for Beniwal
Sirsa, October 14 He was wanted by the police for stealing a jeep from the Nathusari area. In another case he was
produced in the court of CJM, S.K. Garg. In this case he has been charged with attempt to murder a complainant, Sub Inspector Hetram, in the Nathusari Chopta area of the district. Sources say that the court sent him in the 14-day judicial custody. The police had also registered a case against him for attacking a police party in 1991. In yet another case pending against Beniwal Additional Civil Judge, Vani Gopal Sharma ordered the police to bring relevant documents. |
Cong men hold demonstration
Ambala, October 14 District Youth Congress President Tarun Chugh said they were observing the day as “Prajatantra Bachao Divas”. He criticised the amendment which could lead to early holding of the panchayat elections. Congress activists took out a rally through the different areas of Ambala City, including Model Town, Polytechnic, Old Civil Hospital, Agrasen Chowk and Manav chowk. They later submitted a memorandum, which was addressed to the Haryana Governor A.R. Kidwai. The demonstrators said the Chautala government had lost the faith of the people and they are resorting to unconstitutional means. |

Jhajjar, October 14 Addressing the people during his contact programmes in Badli Assembly segment, he said one should not be surprised if INLD also merged with the BJP. Blasting the BJP for its proposed the Jal Adhikar Rally in Rohtak on October 17, the Ekta Shakti chief alleged that this was yet another attempt hoodwink the people by further raking up of the SYL issue. He said neither the previous BJP-led government nor the present Congress regime were seriously taking steps to complete the remaining work on the canal. |
