Abattoir is on despite IAF objections: CM
New Delhi, October 14 This would be despite the Air Chief’s objections to shifting the Idgah abattoir to Ghazipur, 8.8 km away from the Hindon Air base. The chief minister indicated that the alternative sites zeroed in on by the committee were not found suitable. In response to the Air Force authorities’ objections to the plan, the chief minister is understood to have requested them Air Chief Marshal S Krishnaswamy, in a letter to the chief minister, is reported to have said that setting up the slaughterhouse so close to the Hindon Air Base will attract birds that could hinder aircraft operations, leading to accidents and damage to the aircraft. Ms Dikshit said in her reply to the Air Chief’s letter she has indicated her government’s difficulty in finding any other site to relocate the abattoir by February in compliance with the Supreme Court order. The proposal to shift the slaughterhouse to Ghazipur has been mired in controversy from the very start. It was strongly opposed by East Delhi residents who said the existence of a slaughterhouse in their area would be a great health hazard. Following protests, the Delhi Government appointed a committee headed by the finance minister. The committee has identified sites in Narela, Nangloi, Bhalswa, Millennium Park, Wazirabad and Motia Khan for relocating the abattoir but today the chief minister said all these sites were not found suitable. The MCD has so far spent lakhs of rupees in developing a modern slaughterhouse in Ghazipur.
NHRC frowns on conditions in hospitals
New Delhi, October 14 The NHRC in its letter to the Chief Secretary of Delhi referred to the unsanitary conditions prevailing in the Sanjay Gandhi Memorial Hospital and the Lok Nayak Jai Prakash Hospital and asked for a report within three weeks. The NHRC observed that the Sanjay Gandhi Memorial Hospital, which is visited by more than 2,000 patients daily,
is in a bad condition insofar as hygiene is concerned. Similar unsanitary conditions prevailed in the Lok Nayak Jai Prakash hospital where dumping of garbage on the hospital premises was posing a health hazard for residents and patients alike. The NHRC, taking suo motu cognizance of certain media reports, directed the Delhi Government to forward the copies of its letter to the secretary (health) and the medical superintendents of both the hospitals and asked them to send their reports within three weeks.

Khurana set for birthday bash in city, BJP chief
New Delhi, October 14 Sources close to the Khuranas say a Bhajan Sandhya has been organised at his residence in the evening. “It is going to be a private affair,” they said. No public functions have been lined up, although
many party functionaries are expected to call on him. The sources maintained that “mum is the word” insofar as talks about Mr Khurana’s relinquishing the gubernatorial office and returning to the hurly-burly of Delhi politics is concerned. They ruled out any dramatic developments during his stay in the Capital. For the past fortnight or more, political circles in the Capital were agog with rumours of Mr Khurana wanting to step down as Governor of Rajasthan. The central leadership intervened eventually and dismissed all such talk as mere speculation. That Mr Khurana does not harbour thoughts any more about returning to a life revolving around politics in the Capital is still uncertain. The sources say it is a matter for Mr Khurana and the central leadership of the party to sort out. Mr Khurana’s birthday celebrations would coincide with the announcement of Dr Harshvardhan as duly elected president of Delhi Pradesh BJP. Today was the last day of filing of nominations for the post of president of Delhi Pradesh BJP. The Delhi Pradesh BJP sources said that only one nomination has been filed and Dr Harshvardhan has filed that nomination. The sources said that Chaudhry Nihal Singh, who is overseeing the organisational election of the party, would declare him as elected tomorrow evening. Show-cause notice issued for airing
Faridabad, October 14 The Commission has also asked the Ministry of Information and Broadcasting to get the tape and study the contents of the episode. The action has been taken in response to a complaint and objection raised by the ‘Shakti Vahini’, an NGO here. The Director of the NGO, Mr Ravi Kant, told The Tribune here today that the controversial episode was aired on the night of October 12 at about 10:30 p.m. He said that it was highly shocking and embarrassing to watch the episode as it had a rape scene, which continued for almost five minutes. He said he has taken up the matter with the NCW by formally lodging a complaint against the producer of the tele-serial, Ms Ekta Kapoor and the Star Plus channel, which had aired the episode. According to Mr Kant, the Chairperson of the NCW, Ms Purnima Advani, had informed him that a ‘show-cause notice’ was being issued to the producer and the Channel. He said the Commission was also seeking a report from the Ministry of Broadcasting as to how ‘uncensored’ programmes were being allowed on the TV, while a rape scene in a film needs a certificate from the Censor Board. In his letter to the NCW, the NGO has stated that the above mentioned serial was often watched by the entire family and broadcasting a rape scene for such a long time was totally intolerable and unacceptable, as it was embarrassing and shocking for the viewers. It is pointed out that films and tele-serials were largely responsible for shaping up the behavior and lifestyle of the common man and especially the younger generation.
Haryana employees gear up for rally
Faridabad, October 14 The employees of the State government have intensified their efforts to make the proposed state-level rally at Bhiwani on October 18 a success. Till now, the employees had hoped that with the forthcoming Assembly elections in the State, the government would accept their “pending demands”. According to the employee’s union, the success of the rally will not only put pressure on the government to accept their demands, but also serve as a “warning” to the Opposition parties that issues connected with the employees could not be neglected as it could become a major issue in the forthcoming elections to the State Assembly. It was pointed out that there were around 3.5 lakh government employees in the state. The ‘Sarva Karamchari Sangh, Haryana (SKS), which is organising the rally, has failed to bring on board the Haryana Karamchari Mahasangh (HKM) for the proposed rally at Bhiwani. The Sangh claimed that it had tried to solve the “problem” of the staff through a “dialogue process”. However, it alleged that the government was bent upon harassing the employees through various means. Instead of giving a fair treatment at par with the other state governments, the Haryana Government had been engaged in ‘mass’ retrenchment and adopting ‘contract system ‘ in various departments without any rationale, a spokesperson of the SKS alleged. The rally has been aptly called the ‘Rojgar Bachao Rally’, as for the first time the government employees in Haryana are worried about the security of his job, he added. He said the large-scale abolition of posts in various departments and replacing them with “contract jobs” was unjustified. If this trend continued for some more time, he alleged that the State would be in the hands of ‘contractors’, where the interests of the common man would be at the mercy of the ‘unknown’. It was ridiculous that the government, which had promised at least 50,000 jobs every year in the last elections, had actually retrenched 20,000 employees and about 50,000 posts had been abolished. |
Jailer threatened for obstructing criminal’s ‘darbar’
Ghaziabad, October 14 It was alleged that he threatened to “wipe out” all those involved in creating hurdles for the visitors coming to meet him in the jail. When the jail staff reported this to the Jail Superintendent, Mr Rajesh Keshwani, Sunder Bhatti was summoned. However, the Jail Superintendent and the Jailer were shocked when Sunder Bhatti repeated his threat in their presence. Subsequently, a report was lodged in the Mussori Police Station against Sunder Bhatti under Section 506 of IPC. According to a report, he was later put in solitary confinement. The Jail Superintendent also informed the District Magistrate and the Senior Superintendent of Police about this development.
Booth rigging alleged
Allegations of booth rigging and impersonation of voters have been reported from different parts of the city. The BJP accused the Samajwadi Party of encouraging impersonation of voters at the booth located in Chandi Public School, Khora colony. The BJP has demanded repolling in the area as they alleged that senior leader of the Samajwadi Party, including the sitting Member of Parliament, were involved in encouraging booth rigging. Similarly, the BJP alleged that some armed persons with the help of the Samajwadi Party had forced their way into the polling centre in Indraprastha Public School in Prem Vihar. On receiving the report of booth rigging, Ms Sunita Dyal, rushed to the spot with her supporters. A police force was rushed to the booth in time so as to prevent a clash between the BJP and SP supporters. Ms Dayal has demanded repolling in the centre and would be meeting the Chief Election Officer in Lucknow in this connection. The Youth BJP President, Mr Ashok Katarya, alleged that the State administration had “favoured” the ruling party while conducting the elections in the district.
Increase in dengue cases
Noida, October 14 However, the Health Department officials have tried to cover up its lapses by disputing this figure. The officials have pointed out that only five IGG and IGM positive reports have been shown, while the rest are unclear. However, according to the Chairman of Kailash Hospital, Dr Mahesh Sharma, reports of 18 dengue cases have been sent to the Health Department, and IGG and IGM positive reports were attached with all those cases. According to Dr Sharma, he has shown the complete record, including lab test reports to the Deputy CMO, Dr R. C. Gaur.

Clerk held for accepting bribe
New Delhi, October 14 On October 13, one OM Prakash reported to the anti-corruption branch that he had gone to the SDM’s office to collect his sister’s voter I-card. However, the dealing clerk, BS Bhati, refused to give it and accepted Rs 200 from Om Prakash. The police had laid a trap and arrested Bhati red-handed while accepting money from the complainant. The Delhi Police have also arrested one Dharmender, alias Dharma, who was an active bootlegger in Delhi, from Naraina. The police have also recovered 252 bottles from his possession. The accused, who hails from Rajasthan, was in the profession for the last 15 years. |
750 allottees hauled up for plot misutilisation
Noida, October 14 The Noida Authority has asked these allottees in the notices as to why their allotments should not be cancelled as they were carrying on commercial activities from their residential or industrial plots. These notices have sent shock waves to the other allottees who are similarly carrying on illegal activities from their premises. Noida Chairman Dev Dutt said that the Noida Authority will take back the possession of these properties on the expiry of notice period. No allottees found violating the terms and conditions of allotment will be spared, he added. Similarly, the authorities will take possession of all industrial properties where allotment terms and conditions have been violated, the Chairman said. Among the residential sectors being targeted for commercial activities include Sectors 12, 22, 19, 20, 21, 25, 28, 29, 37, 15, 55, 56, 26, 27 and 31. Similarly, industrial sectors found violating the terms of allotment include sectors 9, 10, 7, 6, 5, 3, 2 and 4. In some of the industrial sectors, units have been converted into showrooms, the Noida Authority sources said. |
Private security agencies under scanner
Gurgaon, October 14 According to police sources, there are about 85 agencies involved in this business in the city. Many others are on the verge of setting up offices and offering their services. The antecedents of many of the employees, large number of them coming from far off places, are not verified. These agencies, as per the law, are registered with the Labour Department. The department does not have the technique nor the resources to verify the antecedents of the employees of the firms registered. The authorities feel that the public would be best served by the Haryana State Industrial Security Forces (HSISF), an outfit of recent origin, created for providing security to the industrial premises and, if need be, to the residential
pockets. |
Probe sought into arbitration awards
New Delhi, October 14 He said that during the last three years, the MCD had paid more than Rs six crore to the contractors in 34 cases in compliance with the awards announced by the arbitrators against the corporation. Besides, arbitration awards of more than Rs one lakh are under appeal with the competent court of law. He said that during the corresponding period not a single case has been awarded in favour of the corporation. Out of these, only an amount of Rs 3.76 crore in one case has been paid. In eight cases, the payment is more than Rs 10 lakh in each case. Besides, more than hundred arbitration cases, pertaining to various engineering divisions, are pending for award with the arbitrators. Arbitration cases, involving claims amounting to Rs 4 crore and pertaining to one division only, are pending for the last two years. Works pertaining to construction of zonal office buildings, staff quarters, school buildings, flyovers etc are mainly involved in the arbitration cases. |
JNU poll panel chief quits post in face of opposition
New Delhi, October 14 The NSUI had opposed Khurram’s selection to the EC on the grounds of his political affiliations, which they claimed were with the SFI and the AISF. In a statement issued here the NSUI claimed that during his stint as the councillor of the School of Physical Sciences, Khurram had supported the resolutions of the SFI-AISF during the council meetings and that it was difficult for them to repose faith in him as the Chairperson of the EC. On his part, Khurram, who is a Ph.D. student, claimed that the charges leveled against him by the NSUI are “baseless” and that his selection was in keeping with the rules. “Clause 4, article 18 of the JNU constitution bars members of the present students council from becoming EC members, it does not prevent past members from the same”, said Khurram. He added, ‘Besides I have always fought the elections as an independent member and if ever I have supported a party it has been strictly on issues not ideology”. |
Poor pupils wait for textbooks as session
New Delhi, October 14 More than 700 students of classes VI, VII and VIII in Govt. Boys Secondary School, Libaspur, have not been given any textbooks by the school despite a written representation made several times, the last being September 13, 2004. “These students come from economically deprived sections of the society and cannot afford to purchase books, which is why they had written to the Directorate for free books. The session is drawing to a close, but the books are still elusive,” complained advocate Ashok Agarwal of the Social Jurists, who has now written to the Director, Rajendra Kumar on behalf of the students. It was pointed out that these students are residents of the Bhalswa resettlement colony and their parental income ranges between Rs 1,000 and Rs 2,000 per month. “The parents of these children are unable to purchase books for their children owing to sheer poverty and not providing books to these children is tantamount to violation of fundamental right to education as guaranteed to them under Articles 21 and 21A of the Constitution,” said Mr Agarwal. He added, “It is needless to say that these children are entitled to facility of free books as a part of their right to free and compulsory elementary education.” It was also pointed out that with the first half of the academic session already over, if the required books are not supplied immediately, all the 700 students are bound to create further impediments in their studies. “It is really unfortunate that the Delhi Government is least concerned about the educational needs of the poor children. The constitutional guarantee of free and compulsory education to children below 14 years is totally meaningless if basic facilities like books are not made available to the needy students.” |

Six major hospitals to be computerised
New Delhi, October 14 He said that Swami Dayanand Hospital in Trans-Yamuna area would be the first hospital to be computerised. The remaining five hospitals – Hindu Rao, Kasturba, Rajan Babu TB centre, Mrs G. L. Maternity and M. V. Infectious Diseases will be computerised later. The colony hospitals and maternity homes will also be subsequently computerised. Mrs Rina Ray, the Additional Commissioner (Health), signed the agreement on behalf of the MCD and Mrs Ranjana Moitra, Chief Operating Officer, on behalf of the Wipro Health Care I.T. Limited. Dr Sudhakar Patnaik, Director, Hospital Administrations and Mrs Sudhir Behl, Country Manager, Wipro will be coordinating for smooth implementation of the project. |
