Mr Proshanto Banerjee, Chairman, Indraprastha Gas Ltd (IGL) and C&MD, GAIL, presented a dividend cheque of Rs 1.05 crore to Mr B. L. Joshi, Lt-Governor of Delhi. IGL has declared a 15 per cent dividend for the year 2003-04 compared to its maiden dividend of 5 per cent declared in the year 2002-03.

Tree plantation drive launched
New Delhi, October 8
The Union Minister, Kumari Selja, launched a tree plantation drive at an NDMC school in the Capital. Speaking on the occasion, she said that there is a need to inculcate the right concerns about sanitation, environment and habitat among children.

DM fails to allay fears on fee hike

Demanding total withdrawal of the fee hike, the students of engineering colleges in Greater Noida have refused to accept the assurance of the District Magistrate, Mr Santosh Yadav, that the excess fee charged by their colleges last year will be refunded.

Getting employed through the Employment Exchange has never been easy for the rural youths. According to reports, of the 10,179 unemployed youths registered up to September 2004, just 50 youths managed to find employment, including 34 in the private sector.

Elderly man killed in group clash

An elderly person was killed in a group clash in a village near Palwal town this morning. A number of other persons also received injuries in the incident. The police have booked five members of a family in this connection.

Scrap blast: Interpol may be sounded

Ghaziabad, October 8
In view of the role of the various international agencies in the passage of the scrap materials meant for the Bhushan Steel Factory, the help of international intelligence agencies, including the Interpol, could be sought. This was stated by the Senior Superintendent of Police of Ghaziabad, Mr Jai Narain Singh, as he felt that investigations in such complex cases are conducted at various levels. It is clear that rules and procedures had not been scrupulously followed at various stages, said the police chief.

Moreover, some of the important aspects of the case have a bearing on the national security, which are the concerns of the Union Home and Defence Ministries, he added. Therefore, it will be highly advisable that the inquiry into the episode is entrusted to high-level agencies, the police chief said.

The SSP emphasised that an inquiry by the police alone could take a long time, as the links of the case have international ramifications. Had the customs and shipping departments completed their probes, it could have greatly helped the police finish the investigation on their part, he added.

As such, he felt that a comprehensive probe would require the help of various intelligence agencies, including that of the Interpol to get to the root of the matter.

More rocket shells sighted

Ghaziabad, October 8
The discovery of dozens of rocket and missile shells in different parts of Mahanagar this morning created panic and sensation in the Ghaziabad. Shells were found in the industrial areas as well as in residential colonies

Some 50 shells of rockets and missiles have been recovered by the police from Sanjay Nagar, Dr Mukherjee Park and Kavi Nagar industrial area.

Rockets shells were also found near a hotel on the Delhi-Baghpat road. With rocket shells having been detected in Sahibabad, Ghaziabad, Bulandshahar, Khurja and Aligarh, the entire Meerut Division seems to be affected by
the menace.

At 7-45 am the police control received a call that some rockets had been sighted on the road to Sanjay Nagar, Sector 23. Kavi Nagar police station SO Anil Sumanya and CO Dr Dharamveer Singh rushed to the spot with their men and took possession of six rockets shells. After this, the police recovered 15 shells from Dr Mukherjee Park and 8 shells from near Delhi Public School, which falls under Sihani gate police station area.

According to SP City Umesh Srivastva, some of the shells could be active. — OC

5 shells defused in Capital

The Delhi Police today claimed to have defused five shells, which were found during the search of nine trucks, which were confiscated recently from Tughlakabad.

The search was carried out by the National Security Guard (NSG), the crime cell of the Delhi Police and a dog squad. The suspect pieces were defused in a controlled detonation by the bomb disposal units, the police sources said.

The detonation of over 100 shells buried in the pits in Kanha Upavan would start only after all the 11 trucks had been searched, the Army spokesman said.

Dengue cases reported in Noida

Noida, October 8
Two dengue cases have been reported from Noida. One of the patients, identified as Deepak Kumar, has been rushed to the AIIMS in serious condition, while the second is under treatment in a private hospital in Noida Sector-20.

Deepak Kumar, who was being treated in a private hospital for high fever, had to be rushed to the AIIMS as his condition deteriorated. On examination, it was found that he was suffering from dengue.

A report to this effect has been sent to the Chief Medical Officer, Sector-30 Noida. The second patient, identified as Sumeet, being treated in nursing home in Sector- 20, is also said to be suffering from dengue.

His blood test has indicated significant shortage of platelets in his blood.

The office of the Chief Medical Officer has been informed about this case also. It may be recalled that a woman had succumbed to dengue last week. Two other women also succumbed to high fever in Jarcha.

However, the Health Department officials refused to treat them as dengue patients.

There are reports that incidents of high fever, malaria and dengue are increasing in the area. However, both the Health Department and the Noida Authority have failed to understand the seriousness of the problem at hand.

All that the CMO, Dr M. P. Singh, claims is that he has written to the Noida Authority to step up fogging and spraying of anti-malaria medicines in the city. Anti-malaria spraying and fogging have been undertaken in Dadri, Jarcha, Chholas and NTPC, said the CMO.

Driver turns hostile in Atma Ram case

In a setback to the prosecution in the Atma Ram Gupta murder case, the main accused Sharda Jain’s driver today refuted the police story that Chajjupura village headman Roshan Singh, who had allegedly hired the killers, had visited the accused councillor’s house a few days before the incident to fix a deal.

Retracting his statement allegedly recorded by the police two days after Gupta went missing on August 24, 2002, Om Prakash told Additional Sessions Judge B. B. Choudhary that he never told the police that Roshan Singh and Rajender, alias Raju, came to Jain’s house with her brother Raj Kumar.

During cross-examination by Additional Public Prosecutor D. Paul, he admitted to having said that two people had come with Raj Kumar, but could not “identify” them. To another question, he said it was wrong that he had overheard them making a deal for Rs 1 lakh with Jain.

He, however, stuck to a part of his statement and said that on the day of the incident, he and Rajender had accompanied Jain and Atma Ram in a car to the rally. But he was dropped on the return journey as he was not well and Rajender drove the car to Ghaziabad.

Om Prakash further said that it was wrong to say that he had been threatened by Jain. On being confronted by defence counsel P. K. Dham, he said that his statement was recorded on August 25, and not August 26, as alleged by the police. He further said that he had been detained in the police station for two days.

The court also recorded the statement of two other prosecution witnesses who were present during the search at Jain’s residence. So far, 13 of the 76 witnesses listed by the prosecution have already been examined. The next date for hearing is November 29.

Gupta was allegedly murdered in Chajjupura village in Ghaziabad district on August 24, 2002, shortly after he and Jain left together from a Congress rally addressed by party president Sonia Gandhi at Ferozeshah Kotla Grounds here.

Bail denied in cheating case

A city court today denied bail to one Sunil Rana, who had allegedly cheated aspirants for medical and dental courses by collecting huge amounts from them on the assurance that he will secure their admissions in prestigious colleges in the country. The Metropolitan Magistrate rejected Rana’s bail plea after the police submitted that the investigation was not yet complete.

With the arrest of one person, the Department of Telecom claims to have unearthed an illegal exchange in Delhi, which was converting incoming international calls into local calls, using internet-leased lines. The accused has been identified as Sanjeev Solanki.

The racket was unearthed with the help of the Delhi Police, the DoT, Videsh Sanchar Nigam and Reliance Infocomm. The sleuths had swopped down on the premises of Prime Net Global, which was running an Internet leased line of 512 kbps in an illegal manner.

“This illegal exchange was routing incoming international call traffic through internet leased lines and was further maturing the calls to the called party by using high-tech equipment,’’ said the police.

“The international call was presented to the called party as a local call, while actually the called party was speaking to a party internationally,” adds the police officials.

12 held for prostitution

The Delhi Police have arrested eight women and four pimps in two different incidents and accused them of running a prostitution racket. The accused had been arrested from the posh Greater Kailash and Malviya Nagar area.

In first incident, the police raided a house in Greater Kailash Part-I and arrested five girls who were allegedly involved in the racket. The police also arrested one Jitender Malik from there. He was running the prostitution racket under the name of Jarwe Tours & Travels. The police said that the girls were from medium class families. They had joined the profession for love of luxurious life style.

In another incident, the police raided a house in Khirki Extension in Malviya Nagar and arrested three girls and three persons, including one woman, who were running the racket.

The raid was conducted at around 2 pm today. The police recovered Rs 2,000 and five mobile phones from them.

Security to be beefed up on salary day

The police authorities have decided to beef up security measures in and around banks and industrial units in the city on 7th and 10th of every month when salary amounts are moved to and fro from the banks.

The demand for the extra security had been made by the Gurgaon Industrial Association (GIA) in a recent interface with the district police chief. The measure is on account of increase in violence and loot noticed on these days.

In fact, the demand for extra security is a long-standing demand of the industrialists here. The new police chief, Mr Alok Kumar Roy, is said to have initiated fresh measures on several fronts to improve the image of the police and make the force more effective.

Moreover, the authorities have decided to speed up the finalisation of the verification reports of employees of the industrial units. However, the units will have to pay certain charges to the Police Department for the verification exercise, particularly when it requires the help from the authorities of other cities.

The delay in providing the verification reports often creates a dilemma in the minds of the industrialists in regards to new appointments.

In order to further improve the public image of the department, the authorities have directed all the police stations and officers to be courteous to those visiting the police stations.

The instruction specifies that anyone visiting the police stations must be treated with respect.

Moreover, the training officers in the department have been instructed to ensure that these directives are followed meticulously.

However, the failure of the police to control the “unruly” behaviour of the truck unions has not gone down well with the industrialists, who have repeatedly complained that the truck unions often dictate their terms while fixing transportation charges.

Moreover, the industrialists complained that the truck unions did not allow personal vehicles of the industrial units or those not belonging to the unions to operate in the area.

IGL hands over dividend cheque to LG

Mr Proshanto Banerjee, Chairman, Indraprastha Gas Ltd (IGL) and C&MD, GAIL, presented a dividend cheque of Rs 1.05 crore to Mr B. L. Joshi, Lt-Governor of Delhi. IGL has declared a 15 per cent dividend for the year 2003-04 compared to its maiden dividend of 5 per cent declared in the year 2002-03. The Government of NCT of Delhi holds 5 per cent equity stake in IGL.

The financial year 2003-04 has been excellent for IGL, both in physical as well as financial terms. The average sales of CNG increased from 5.66 lakh kg per day in 2002-03 to 7.72 lakh kg per day in 2003-04. The gross revenue increased from Rs 354 crore in financial year 2002-03 to Rs 492 crore during the financial year 2003-04, and the profit after tax has increased from Rs 54 crore to Rs 82.2 crore during the corresponding years.

The company is considering expanding in the adjoining areas of Delhi. IGL expects to maintain its profitability and improved performance in the future years while maintaining the trend of dividend payment.

She urged the school managements to join hands with the government in its effort to develop a clean and healthy habitat. She promised all support from the government in this regard.

Mrs Chitra Chopra, Secretary, Urban Employment and Poverty Alleviation, in her speech said that children are the best medium to popularize social concerns.

She expressed the hope that the message of a healthy and clean habitat will reach the various sections of the society through these activities undertaken by the government.

Among others present on the occasion included Ms Sindhushri Khullar, Chairperson, NDMC, and senior officials of the Ministry of Urban Employment and Poverty Alleviation.

DM fails to allay fears on fee hike

Ghaziabad, October 8
Demanding total withdrawal of the fee hike, the students of engineering colleges in Greater Noida have refused to accept the assurance of the District Magistrate, Mr Santosh Yadav, that the excess fee charged by their colleges last year will be refunded.

The students have resolves to continue their agitation for the total withdrawal of hiked fee by the managements of various colleges. The students had met the DM recently.

Meanwhile, the students of Ghaziabad colleges have also joined the agitation for the total withdrawal of fee hike by institutes.

Students of ABIM College boycotted their classes and disrupted traffic. They accused the management of “misappropriating” funds and raised slogans against the “dictatorial” style of functioning. Anticipating the worsening of the situation, the college management has ordered the students to vacate their hostels.

The students alleged that the college had charged Rs 6,000 extra fee. A number of teachers, including the Academic Dean, Mr J. B. Vaishnai, had tried to persuade the students to end their protest.

Accusing the college management of “dictatorial attitude” the students clearly told them that they would continue to boycott the classes until the excess fee was refunded. It may be recalled the student’s agitation appears to have gained momentum with the reported support by the Samajwadi Party’s student wing.

Rural unemployment

Getting employed through the Employment Exchange has never been easy for the rural youths. According to reports, of the 10,179 unemployed youths registered up to September 2004, just 50 youths managed to find employment, including 34 in the private sector.

Among the 16 who managed to find government jobs, two were employed as peons and 14 as watermen. As for the unlucky majority, most of them did not even get a reply or call from the employment exchanges.

According to one report, of those registered with the Employment Exchange, 940 were graduates, 194 postgraduates, 236 technical diploma holders and 180 ITI diploma holders.

According to sources, the number of youth unemployed in the rural areas is double when compared to their urban counterpart.

According to sources in the Noida Employment Exchange, some 3,069 youths with Inter degrees and 2,092 graduates are unemployed.

Tytler accused of threatening SAD lawyer

The Delhi unit of Shiromani Akali Dal (SAD) today accused Union Minister Jagdish Tytler of threatening its lawyer in the 1984 riot cases and demanded his removal from the government.

The threat was made to the lawyer in a TV programme recently by the Minister, SAD General Secretary Harmohinder Singh said in a press note here.

‘‘The open threat of Tytler to our advocate H S Phulka during a TV interview in full view of the public is totally undemocratic and shall not be tolerated by the Sikhs in Delhi,” it said.

Urging Prime Minister Manmohan Singh and Congress President Sonia Gandhi to take “strict action, including removal” of Tytler from the Union Ministry, the Akali Dal leader said that such tendency of “intimidation” should be curbed.

8-yr-old rescued from abductors

The Delhi Police today have rescued an eight-year-old boy of Mangolpuri from the clutches of abductors. The boy, Master Akash, had been abducted on October 2 from Mangolpuri area.

The accused have been identified as Virender Singh, Sanjeev, alias Kala, Monu and Deen Dayal.

On October 2, the boy had gone to a playground, but he did not return. Later, his mother Babita approached the local police and lodged an FIR there. After two days of the incident, Babita received a ransom call for Rs 6,00,000 at their house in Block-B, Mangolpuri. The abductors threatened to kill the child if the demand was not met.

The caller also directed the parents of Akash to hand over Rs 2,00,000 as part payment at a place near Old Delhi Railway Station on Thursday. Virender Singh, one of the abductors, reached the said premises on Thursday, where he was apprehended. During interrogation, he revealed the names of the gang members and told them about the hideout where they were holding the child in captivity. Later, the police went to that place and rescued the child. The abductors told the police that they were planning to abduct a businessman and the boy’s abduction was a trial run.

Mukhi’s call to voters

The Delhi Pradesh BJP today said that the October 13 by-election was an opportunity for voters to “register their protest” against the repressive taxation policies of the Delhi Government.

The Leader of Opposition in the Delhi Legislative Assembly, Dr Jagdish Mukhi, told a news conference that the house tax was an emotive issue in the Rajouri Garden Assembly constituency.

“The house tax in Rajouri Garden has increased from eight to 12 times … the Janata Quarter in Raghubir Nagar was earlier exempted from house tax but now they have been covered by unit area system,” he said.

Dr Mukhi alleged that the closure of industrial units in the non-conforming areas has hit industry hard and the workers employed in those factories have been laid off.

Meanwhile, the party’s candidate in Rajouri Garden, Mr Ramesh Khanna, continued door-to-door canvassing in Basi Dharapur and Raghubir Nagar areas of the constituency.

Elderly man killed in group clash

An elderly person was killed in a group clash in a village near Palwal town this morning. A number of other persons also received injuries in the incident. The police have booked five members of a family in this connection.

According to information, the incident flared up in Harphali village this morning when two families challenged each other and came out in the street after some altercation.

Moti Lal, who was allegedly hit on the head, succumbed to his injuries. His daughter-in-law was among others, who were injured in the clash.

The police have registered a case of murder and started investigation into the matter.

Meanwhile, the police found the body of an unidentified youth from the fields of Piyala village in Ballabhgarh sub-division. It is believed that the body was dumped in the fields after he was murdered.

Body found

Noida, October 8
The police have found the body of a boy, who had gone missing five days back and have sent it for the postmortem examination.

According to the police, one Ramashrey had lodged a report in the Phase-II police station on Monday that his 8-year-old son Umesh was missing.

Later, the police received an information that a body had been seen in a tank in Nangla Charan Das village.

When the body was pulled out, Ram Ashrey identified it as that of his missing son. It appeared the boy had drowned in the tank, the police said.
