Wet weather hits paddy crop

The already-low production and yield of the paddy crop in the district this year is likely to be hit hard by the unseasonal downpour in the past 10 days. Though about 2526 metric tonnes of the crop has arrived in the mandis here so far, the farmers will have to bear the losses as several tonnes of the crop had not been purchased and the majority had gone wet due to inclement weather.

MCD told to fix time-frame for shifting abattoir

The Supreme Court today directed the Municipal Corporation of Delhi (MCD) to follow the time schedule for shifting of the abattoir at the Idgah to a place near Ghazipur in East Delhi by January.

The Apex Court had in July ordered that the Idgah slaughterhouse, the source of mutton and beef for Delhiites for a long time, be closed within a period of six months and shifted to Ghazipur in East Delhi.

Giving its decision on a long-pending petition filed by the ‘Buffalo Traders Welfare Association’, a Bench comprising Justice N. Santosh Hegde, Justice S. B. Sinha and Justice A. K.Mathur had directed MCD counsel Sanjeev Sen to ask the authorities to make the necessary arrangements for completing temporary facilities at Ghazipur for a slaughterhouse within six months.

Sen had submitted before the court that the facilities at the Idgah slaughterhouse were wholly inadequate to meet the rising demands of meat in the Capital.

Delhi’s daily requirement was of about 15,000 animals but the Idgah slaughterhouse had the facility for 2,500 animals, he said.

The court had directed the Union Urban Development Ministry to sanction necessary funds even as the Delhi Development Authority gave the go-ahead to the MCD to construct a modern slaughterhouse on a sprawling 80-acre plot at Ghazipur.

Appeal to speed up effort

The local residents of Ghazipur area in East district have approached the local MLAs to help speed up efforts to shift the slaughterhouse in the area. They said that the slaughterhouse was polluting the entire environment and creating a health hazard in the area.

R.K. Bhardwaj, a local resident, said, “We have approached Meera Bhardwaj, Amrish Gautam and Braham Palin in this connection.”

Meanwhile, the officials of the Delhi Government said that they have selected three places where the slaughterhouse could be shifted. The places have already been surveyed and the government would shortly take decision over the issue, said one of the officials.

“The matter is in our knowledge. This slaughter house is very hazardous for the health of children and other residents and the government would be taking decision on the matter shortly,” said a senior official in the Delhi Government.

MCD to launch cleanliness drive

The MCD will launch the sanitation-cum-cleanliness drive from October14 so as to ensure that Delhi wears aesthetic look during the ensuing festive season. The drive will last up to November 18. During the drive, it will be ensured that proper standard of sanitation is maintained by the field agencies with proper supervision at the ground level.

The Municipal Commissioner, Mr Rakesh Mehta, stressed that sanitation-cum-cleanliness drive could not be successful with mere participation of safai kramcharis. This is a collective teamwork. It requires efforts of all safai karmcharis, supervisory staff and officers of various departments of the corporation. It also requires the cooperation of citizens.

He has also requested the municipal councillors, chairmen of ward committees to cooperate and guide the municipal staff engaged in various works to be carried out during the drive.

Villagers shell-shocked over explosive discovery

The Delhi Police today recovered a large number of bombshells from a village in Southwest district. They were first noticed by the local residents, who later informed the police.

According to the police, the bombshells and the debris of the explosives was recovered from Bachaon village in Southwest district. Of these, six bombshells are suspected to be live; the police has cordoned off the entire area. Sandbags have been placed around the ‘live’ bombshells.

After getting the information from the villagers, the bomb squad of the Delhi Police reached the spot. Later, the local police informed the higher authorities about it.

According to Additional DCP, Southwest district, Shalini Singh, “We are investigating the matter and have also informed the higher authorities about it. As the investigations are still in progress, nothing can be said in this connection.”

A large number of live and defused bombshells have been recovered recently in Tuglakabad area. However, the discovery of live shells has spread panic in the area. The shells recovered today were lying in an open field in the midst of other junk and broken pieces of defused shells. Meanwhile, the police are not ruling out a pre-planned conspiracy behind the recovery of bombshells in civilian areas.

Bomb scare at Patiala House

New Delhi, October 11
The Delhi Police security personnel were sent into a tizzy today after they received a telephone call that a bomb had been planted on the Patiala House court premises, but it turned out to be a hoax. An unidentified person called up the police around 1.30 pm and claimed that an explosive had been placed near a courtroom, the police said. The local police, bomb detection teams and dog squads were immediately rushed to the spot, but no explosive was found, they said. — TNS

Murder case solved, three held

With the arrest of three persons, the Delhi Police claimed to have solved a murder case in which a driver, Jai Bhagwan, and a field boy, Narender, had been killed. The accused have been identified as Satyawan Ram Niwas and Sultan.

On August 13, a businessman of Daryaganj informed the police that his driver Jai Bhagwan and Narender had been sent to collect Rs 10 lakh from another businessman, but they had not returned.

The police said that Satyawan and Ram Niwas were the cousins of the deceased Jai Bhagwan. They looted the money from him with the help of another accused Sultan.

Meanwhile, the Delhi Police have arrested six bootleggers from the Najafgarh area. The police have recovered 108 bottles and 3,350 quarters of illicit liquor from them. The accused have been identified as Vikas Soni, Jagdish, Subhash, Govind, Roshan Lal and Babu. The police said that the liquor seized was only intended for sale in Haryana.

Racket in fake franking machine busted

With the arrest of three persons, the Delhi Police claimed to have busted a gang that was running a racket of counterfeit franking machine. The police have recovered one franking machine worth Rs 2,23,000 from them.

The accused have been identified as Mahesh Bhardwaj (33), Ram Sewak (30) and Raju Singh (22).

On October 9, Mahesh Bhardwaj and Raju Singh had brought twenty-two bags of franked mail in an autorickshaw (UP-16-F-1794), which was being driven by one Ram Sewak. They produced a list of franked postal bags before the authorities that revealed all the franked postage was fake.

During investigation, it was revealed that the frank mail license had been issued to M/S Roopam Marketing Network Pvt. Ltd. for the year 2000-2001, but the license was not renewed thereafter. The matter was then handed over to the Delhi Police for investigations.

Mahesh had procured the machine from one A. K. Singh, who hails from Khurja, the police said. The police arrested three accused in the case and are looking for A. K. Singh, who had procured the fake franking machine for the accused. The police said that they have information that he had sold more such fake franking machine machines to a number of people across the country.

Drugs control officers submit ‘wish list’

The eighth Annual Convention of All India Drugs Control Officers’ Confederation urged the Union Government and the state governments to implement the recommendations made by various committees from time to time, so that the inadequacies in terms of manpower, infrastructure and organisational structure can be removed.

The delegates to the convention, which was hosted by the Delhi Administration Drugs Control Gazetted Officers Association, deliberated on the theme: ‘The Role of Regulatory Officers in Healthcare’.

The Chief Minister of Delhi and her Cabinet colleagues besides officials from other departments were among the invitees.

Illegal ammo factory busted, three held

Ghaziabad, October 11
The Kotwali police, Ghaziabad, have seized a huge stockpile of finished and semi-finished revolvers after raiding an illegal arms and ammunition factory in the area. Three persons have been arrested in this connection.

According to police, the revolvers were being manufactured for distribution among the cadres of different political parties to cause disturbance during the coming byelections in the state. Another two persons have been arrested with heroin worth Rs 50 lakh.

The city Kotwali police had received a tip-off that some people were running a unit manufacturing illegal arms in the closed-down Maharashtra Steel factory on Bulandshahr Road. Accordingly, the police raided the premises on the basis of this information. The seized revolvers were being manufactured on the orders placed by a person living in the area.

The police suspect that the supply of arms and ammunition was being made to disrupt the polling. Investigations are on. The three arrested are: Farrakabad’s Sardar Ajit, Yashwant of Kasganj and Ram Khilari of Aligarh.

Five suffer burns in embroidery shop fire

In a fire in an embroidery shop in Atta Market, five workers, including a 12-year-old boy were charred.
In view of the serious condition of the 12-year-old Sargam, an apprentice, he was referred to Safdarjung Hospital, Delhi. Others were admitted to Vinayak Hospital, near Atta Market, Noida.

Dozens of workers are employed in the embroidery shop owned by Satish Ghorwal on the first floor of Awana building, Atta Market.

Sargam was washing some brocade cloth with petrol when it suddenly caught fire. Some inflammable articles lying nearby fanned the flames. All the workers ran out of the shop, some jumped down to the road in panic. One worker Vijay and shopowner Satish Gorwal tried to rescue Sargam. In the process, Vijay suffered burn injuries on his hands and feet.

It took the traders of the market about half an hour to douse the flames. Badly charred Sargam, Vijay, Shaqil, Ahmed, Javed and Parvesh were rushed to Vinayak Hospital. Sargam was referred to Safdarjung Hospital, New Delhi in view of his serious condition.

According to police, the fire was caused by petrol kept nearby while the clothes were being washed. The police are conducting the investigations.

DGP gets court notice in encounter case

The UP police seem to be in trouble for the encounter in which the Ghaziabad police had claimed to have shot dead Agra’s don Mohan and his companion on March 20, 2003 near Kanwany village under Indira Puram police station, Ghaziabad.

The Allahabad High Court while accepting a petition for hearing against the UP police has sent notices to the state Chief Secretary, Director General Police and SSP Ghaziabad, to file their replies within three weeks.

The police claimed that Mohan had come to Ghaziabad to collect extortion money from the traders. The police had seized one foreign pistol, a car and other articles from the criminals.

The then SSP Ghaziabad Chander Prakash had said that a murderous attack was made on him also during the encounter and a report of the incident was lodged accordingly. Mohan’s companion was identified as Jatin Narang of Krishen Nagar area of Delhi who was managing a cable network in Krishen Nagar area.

Jatin Narang’s family had accused the Ghaziabad police of having killed Jatin in a fake encounter. Jatin’s hotelier brother, Sunil Narang had filed a writ in the Allahabad High Court, naming the state Chief Secretary, D-G Police UP, the then SSP Ghaziabad, present SSP Ghaziabad, inspector police Modinagar and many other police officers as accused.

Sunil Narang alleged in his petition that his brother Jatin had been whisked away from his residence in Krishen Nagar by the Ghaziabad police and later murdered in a fake encounter. Justice Imtiaz Murtaza and Justice V.N. Singh, have issued notices to the UP state Chief Secretary, Director General Police and other police officials and ordered them to submit their replies to the court within three weeks.

Wet weather hits paddy crop

The already-low production and yield of the paddy crop in the district this year is likely to be hit hard by the unseasonal downpour in the past 10 days.
Though about 2526 metric tonnes of the crop has arrived in the mandis here so far, the farmers will have to bear the losses as several tonnes of the crop had not been purchased and the majority had gone wet due to inclement weather.

The state government had announced to start paddy procurement from September 29, but it is learnt that the majority of the crop has been purchased by the rice millers and the government agencies were still to make big purchases.

The authorities have appealed to the paddy growers to bring clean and dry paddy so that the agencies could purchase it immediately without hassles.

However, it is reported that the first downpour that hit the region on October 1 and 2 had caused a substantial damage as the farmers were either preparing to cut the crop or had been waiting for the agencies to procure it in the mandis.

The second spell of the rains which started two days ago had also increased the problems of the farmers as the crop that had gone wet in the previous rains had hardly dried up and now the downpour had further deteriorated the chances of a satisfactory harvest, said Mr Subhash, a resident of nearby Sagarpur village.

He said the region had already been facing a weak monsoon this year, and perhaps due to this, the farmers had gone for sowing paddy on a low area this year compared to the previous years.

He added that the paddy yield was also lower this season and if the weather disturbances continued, this could also affect the chances of other kharif crops like bajra. He said the bajra crop which was also nearing harvest had been damaged due to the wet weather in some parts here.

According to the District Food and Supply department, the total arrival of the paddy in the district so far had been about 1443 metric tonnes, more than that of the corresponding period last year. However, the experts and the officials concerned admit that the total production and yield of the paddy was likely to be lower than that of the last year due to certain factors which include low rains in July-August this year.

17 in the fray for bypolls

Seventeen candidates will try their luck in the by-elections to the two Assembly seats in Delhi on Wednesday. The elections to the Rajouri Garden in west Delhi and Baljeet Nagar in the north were necessitated by the election to the Lok Sabha of former Delhi Assembly Speaker Ajay Maken and former Assembly Deputy Speaker Krishna Tirath, respectively.

While four women candidates, including Tirath, were in the fray for the Baljeet Nagar seat last year, there is no woman among the six contestants this time, Deputy Chief Electoral Officer J. K. Sharma told reporters here.

Like last time there is no woman candidate among the 11 contestants from the Rajouri Garden Assembly seat. Three hundred Electronic Voting Machines (EVMs) will be put into service in 231 polling stations for the 2,11,095 voters, of whom 90,827 are women, Sharma added.

Thirty-six polling stations, 16 in Rajouri Garden and 20 in Baljeet Nagar, have been declared as ‘sensitive’ due to “historical reasons,” he said.

About 1,500 police and paramilitary personnel and 2,050 polling personnel will be on duty on Wednesday, he said. Counting of votes will take place on Saturday.

The Congress leader, Mr Ved Prakash Vidrohi, has welcomed the merging of the Haryana Vikas Party in the Congress and claimed that the Congress would surely regain power in the state now.

In a statement here today, Mr Vidrohi claimed that the performance of the party during the last Lok Sabha elections had surprised everyone. The people had now been fed up with the present ‘misrule’ of the ruling party and its coalition partners.

He said Mr Bansi Lal was no doubt a towering political personality and his joining the Congress could mean more strength to the party.

He, however, claimed that there was no issue of leadership in the Congress and the things will be smooth once it gets into power in the elections. Meanwhile, Mr Vidrohi also condemned the nominations made by the Chautala government to the Haryana Civil Services (HCS).

Demanding quashing of these nominations, in a letter to the President, Mr Vidrohi said the manner in which the whole process took place indicated gross irregularities and violation of norms.

Appealing to the President to intervene in the issue, he alleged that these nominations had been made to benefit certain persons close to the powers that be.

The inspired inmates, mostly undertrials in Jail No 1, took a vow today not to smoke, drink or chew tobacco. They clapped and cheered as their beacon of light, Swami Ramdev, dwelt on the meaning and value of prayer and patience.

New to the paranayams taught to them today as means of self-rejuvenation, the inmates seemed to be totally at ease with their bodies as they attempted the varying postures.

Swami Ramdev said that apart from physical sins, there were mental sins that were committed by most people. He said the first step towards self-reform was to realise one’s mistake.

‘Yog,’ he said, helped one get over negative feelings and counter emotions like anger and revenge which can lead to crime.

He said everyone in the world was in some kind of a bind and prisoners should use their days in the jail for self-growth. Giving examples of freedom fighters, who used their jail term for study and spiritual growth, the swami called upon exhorted prisoners to look within themselves.

He said that man’s foremost duty was towards his country and all his actions should enhance the nation’s honour and of his family.

The swami taught prisoners several pranayams which help in removing stress and curing ailments. Deep breathing exercises of relaxation were combined with those which made the inmates laugh.

Organised by Akhil Bharatiya Vaish Mahasammelan, the `yog’ camp was attended by nearly 1000 inmates in the ground near Jail No 1. DGP Prisons Rampal Singh hoped that Swami Ramdev will visit the prison again for the benefit of prisoners.

He said later that several NGOs were working for welfare of inmates, so that they could lead a reformed life after their prison terms.

The Swami, who is conducting a yog camp in the Capital’s Jawaharlal Nehru Stadium, will tomorrow interact with city’s school children and give them lessons for their physical and mental growth.

Non-payment of salaries: Opp upset

The Leader of Opposition in the Delhi Assembly has expressed concern over non-payment of salary to the employees of various departments of the corporation and teachers of MCD schools.

He said that the financial position of the corporation was in jeopardy and the MCD was not in a position to pay salaries. In July, the Municipal Commissioner, Mr Rakesh Mehta, had admitted that they had paid salaries to only 90 per cent of the employees. Today, the same story is being repeated. According to Prof Mukhi, such a situation was unprecedented. Due to non-payment, contractors were are not willing to float tenders and the majority of the development work of the corporation was at a standstill. The maintenance of roads, drains, street parks etc had grind to a halt.

Prof Mukhi said that when the BJP was in power, twice in a year the government used to launch a drive for cleanliness, maintenance of roads and upkeep of streetlights. Before the festival, the city was given a face-lift.

Now, the corporation is unable to carry out these works. The MCD is facing acute funds shortage in the non-plan sector.

No salary for schoolteachers for 10 months

Some 18 teachers of the primary school have not received their salaries for the last 10 months. The hapless teachers said they were planning to go on a hunger strike.

It may be mentioned that the primary schools are a part of inter-colleges at Khader Vidyapeeth Inter College, Habibpur, Mand Shyam Nagar Inter College, Kherli and Bihari Lal Inter College, Dankaur. Some 18 teachers work in these primary schools, who have not been paid their wages since January. OC

Effort at Voluntary Health Education

The Founder President of the Ritanad Balved Education Foundation, Dr Ashok Chauhan, has been designated by the Kanchi Shankaracharya to lead the activities of Voluntary Health Education and Rural Development Society (VHERDS) in north India.

VHERDS has been established by the Kanchi Shankaracharya Mahaswamy Sri Jayendra Saraswati of the Shankara Mutt with the objective of providing basic amenities and achieve comprehensive development of the villages.

In partnership with the Amity Business School, Manesar, VHERDS organised an interactive meeting between the officials of the Haryana Government and the residents of five villages in the neighbourhood of ABS recently.

The meeting provided an effective forum for the villagers to highlight their difficulties and needs in the sectors of health care and education. A similar forum is going to be organised on October 12 in the premises of ABS, Noida.

The repair of roads in this industrial town and district seems to be done at a snail’s pace. Though more than a month has passed post-monsoon, several roads are still in a state of disrepair, both in urban and rural areas.

The Financial Commissioner and the Principal Secretary, Department of Urban Development, Haryana, Mr Bhaskar Chatterjee, had announced here on August 21, that an amount of Rs 18 crore would be spent on the repair of roads in the district in two phases. Although no time limit had been given, the authorities seem to be completing the project at their own pace. The work on several roads was yet to be started.

The Haryana Urban Development Authority (Huda) has now released a tender notice for the work on some of the roads in the town.

Interestingly, the department has set the expense limit on the repairs and construction work of roads in various sectors, ranging from Rs 1 lakh to Rs 4 lakh. The sectors for which the tenders have been released recently include sector-12, 14, 15, 16, 17, 21-A, B, C, D, 45 46 and 48-49.

Some of the densely populated sectors like 3, 7, 8, 9, 10, 11, 18, 19 and 28 have been left out in this tender notice. The local authorities had carried out patchwork on some of the roads only during the past one month. According to Mr Suresh Kaushik, a resident of Sector-10, most of the roads in the area were like deep craters and everybody faced hardships while moving.

He claimed that besides causing damage to the vehicles, the roads had been a cause of several minor accidents.

Citing an example, he said, the dividing road of Sectors 9 and 10 had been heavily pot-holed and a source of dust pollution for the past six months. The officials had just dumped some rough material to fill up the pits.

He said moving in all the neighboring sectors had become difficult and no work had been started so far despite the announcement made by the Chief Minister and the local authorities. The condition of roads in other parts of the town is also reported to be pitiable. Despite the claims by the government to widen and relay the road connecting Faridabad and Gurgaon, the condition of this road has only deteriorated in the past few months, especially after rains, said a local businessman.

Concert to mark Osteoarthritis Day today

What better way of thanking those care-givers who toil to infuse mobility in the distressed joints of the aged population. A live concert by the noted classical singer Ms Subha Mudgal is being organised by LG Life Sciences in the Capital on World Osteoarthritis Day. It will be followed by an orchestra by Jazzalmer.

The event marks the gratitude of the population, especially those suffering from osteoarthritis to the care-givers.

All over the world, October 12 is observed as World Osteoarthritis Day. Osteoarthritis or OA is accepted as an inevitable part of ageing. The onset of it can be subtle. Joint stiffness in the morning is often the first symptom. As the joint wears out eventually, an increase in pain is felt.

According to Dr A K Singh, Director, HOD, Central Institute of Orthopaedics, Safdarjung Hospital, New Delhi, “OA is an important cause of pain and disability in the advancing years of life. Its causes include ageing, heredity, obesity and injuries to the joint. An overweight person is more prone to the osteoarthritis of the knees due to an increase in the load. Extra weight places pressure on the joints and wears away the cartilage (tissue that cushions the joints).”

Research has shown that two out of three women above 65 years have OA and it has been observed that it affects women three times more than men. In women, especially after menopause, the decrease of estrogen hormone increases the risk of developing osteoarthritis.

More than half of the men over 65 years will also develop it. This population, i.e. adults over 65 years of age is expected to increase to 22 per cent by the year 2050 which means loads of pressure on the care-givers.

Dr Singh cautions, “Diabetics are more prone to develop OA.” The WHO has also declared India the Diabetes Capital of the world. Today, India has 25 million diabetic patients, more than any other country, and the number is expected to rise 57 million by 2025. While osteoarthritis can’t be cured, its progression can be slowed, and sometimes arrested. Apart from treatment, the patient’s education and social support are effective in reducing pain and discomfort.

“Some people think that exercise and OA do not go hand in hand. However, research has now shown that exercise is an essential tool in managing your pain,” Dr Singh says.

Regular moderate exercise offers a whole host of benefits to the patients suffering from OA. Exercise reduces joint pain and stiffness apart from building strong muscle around the joints.

IGNOU to run B.Sc. course in Faridabad

The three-year degree course in B.Sc. (general) run by Indira Gandhi National Open University, (IGNOU) New Delhi, will also be available here locally. The university has allocated about 41 seats in the course for the year 2004-2005, in the Government Nehru College here, to begin immediate studies.

According to a spokesperson of the government college, this was the first time that IGNOU has decided to run an undergraduate course here with the infrastructure of the local college, and the students enrolled by the university will be able to complete their course with the help of the teaching infrastructure available locally.

He said that the college will run classes of both medical and non-medical streams simultaneously and class for each course will be held for at least two days a week on a regular basis, besides the practical sessions.

It may be recalled that each year, almost all the Delhi colleges witness a huge rush of students who wish to carry on their undergraduate education in their favorite colleges and streams

The decision of IGNOU to run B.Sc. course at the local college may bring some relief to many students, though the demand of seats and the courses was likely to be much more than the present allocation, said a lecturer of the government college here.

Govt may file affidavit on relocation

The Vice-President of Delhi Pradesh Congress Committee, Dr Narendra Nath, has said that the Delhi Government is preparing an affidavit to be submitted to the Supreme Court regarding relocation of industries in the national Capital.

He said that the government will not take steps that would adversely affect the owners of the small-scale industrial units and the workers dependant on these units for their livelihood. The government will not allow industries to be removed or shut as it would render lakhs of workers jobless, he added.

Traders ask Fire Service to defer action

The Confederation of All India Traders (CAIT) has asked the Delhi Fire Service to not initiate action against buildings that have failed to take adequate precautions or failed to install the prescribed safety devices.

The Delhi Fire Service has issued notices that ask buildings of 15 metres or more in height to make arrangements for 12 fire safety devices. The notices were issued after the court’s order of May 29, 2003.

The delegation apprised the chief fire officer of the constraints in making the necessary arrangements.

Appeal for reassessment of property tax

The Resident Welfare Association of B-Block Lajpat Nagar-I today appealed to the Chairman of the Hardship Anomalies Committees to categorise Lajpat Nagar– I in ‘F’ category instead of ‘C’ category for assessment of property tax under the Unit Area Method System.

They said that the categorisation of Lajpat Nagar–I in ‘C’ category was unjustified as most of the houses in this colony were owned by people of low income group, who had shifted here as refugees in 1949-50.
