NDMC slams hostel door on 200 destitute women
New Delhi, October 16 The alternate arrangement for these women could be either reform homes like ‘Niramal Chaya’ or any place of their choosing under the sky. Sounds insensitive, but this is the predicament of the women, some of them with children, who have been asked to leave the NDMC Hostel on R K Mission Marg. “About 100 staff from NDMC came charging and forcefully dragged women and children on the street at about 7.30 am, and that too without any proper notice and making any alternative arrangements. The NDMC staff beat up several women, including a pregnant one. Many residents were also beaten up,” claimed officials of the Aashray Adhikar Abhiyan. They went on to add, “The NDMC Chairperson, Ms Sindhushree Khullar, has completely washed her hands of any responsibility in the matter, she is reported to have said that the NDMC is not obliged to run a 24-hour shelter for women and that the present shelter was meant to be a night shelter only,” pointed out Ms Paramjeet Kaur, Director, Aashray Adhikar Abhiyan (AAA), which has taken up the cause of these distressed women. She added, “In 2002, we entered into an agreement with the NDMC to start a shelter in the four-storey unused building to provide shelter to these women. The AAA, along with other three partner organisations, proposed to run the shelter and the NDMC sanctioned Rs 50 lakh for the renovation of the structure.” In January 2004, the ground floor of the building was handed over to the AAA to be used as a nigh shelter, but on October 12, the NDMC staff allege that the AAA barged into the structure and demolished the wooden partitions and asked the homeless to leave. “It may not be obligatory for the NDMC to run a shelter, but under the discretionary functions of the Council, there is a provision for the construction and maintenance of resthouses, houses for the poor, infirmary, children’s homes and houses for deaf and dumb and for disabled and handicapped children, shelters for destitute and disabled persons and asylums for persons of unsound mind,” said Ravi Pratap Singh, Regional Manager, ActionAid India. While the NDMC proposes to build staff quarters in place of the hostel, the AAA is trying hard to jog the authority’s memory by recalling the number of persons who died of cold wave last year. “Winter is on its way and these women, some of them young girls, would be vulnerable to mishaps and social abuses. Now, all the women and children are back on the street, homeless and hopeless. “We have registered a complaint with the police, and are in the process of filing an FIR. The 100 women and their children are sitting on protest outside the gates of the hostel. These women include disabled, mentally-challenged and pregnant women,” said Singh. |

The police received a tip-off that members of the Bunti gang, who were involved in car-jacking and several murder cases, would be reaching Kashmere Gate area in order to carry out a planned operation. When the policemen of the special team spotted the silver-coloured Scorpio jeep in which they were travelling, it was signalled to stop. However, when they tried to speed away, the police intercepted them. Realising that they had been cornered, the criminals fired at the police party. Soon, however, the police overpowered them and arrested four of the criminals inside the vehicle. During interrogation, the suspects disclosed that they were planning to rob a businessman in the Kashmere Gate area and the vehicle in which they were travelling was stolen from the DLF area in Gurgaon. |

Greater Noida, October 16 Two criminals in a numberless car were fleeing after looting Rs 6,000 and a cell phone. The police recovered .315 bore revolvers, a Maroon colour Maruti car and some cartridges. SP police Sarva Nand Yadav said as Mahesh of Slampur Gujar village was coming back to his village from Noida on his scooter, a Maruti car abruptly came forward and blocked his path at the culvert near Senior Citizen Complex, Greater Noida at about 8.30 pm yesterday. Two bandits stepped out and deprived Mahesh of his cell phone and Rs 6,000 at gunpoint. When Mahesh tried to resist, they made a death threat. Later, Mahesh informed the police patrol. When the police learnt that the bandits had raced towards Sector Alpha, the SO ordered all the three gates of the sector to be closed and the area barricaded. The police challenged the criminals who were sitting in their car. At this point of time, the bandits opened fire. When the police retaliated, one person was seen running away from the driver’s seat. A seriously wounded criminal was rushed to a hospital by the police where he was declared brought dead. The police recovered two .315 revolvers, some live cartridges and their empties. The number plate of the Car No.DL-2C K-3778 was also recovered. The police are trying to find out about the owner of the car and the identity of the criminal killed.
Boy run over by dumper; berserk villagers stone vehicles
Noida, October 16 The deceased, 13-year-old
Chetan, son of Pheri Ram of Gojha village, was coming to his village on a cycle when an empty dumper No. HR38-D-3306 had hit Chetan’s bicycle. Chetan fell off his bicycle and was crushed under the wheels of the dumper. As the crowd collected, the driver of the dumper fled abandoning his vehicle. Villagers first pelted it with stones and later burnt it down. They also stoned some other vehicles. As the police force had to face the villagers’ wrath, SP City A.K. Jain and CO I also reached there and managed to calm down the villagers. Later, Chetan’s body was sent for an autopsy. SP City and CO assured the villagers that the driver would be nabbed soon.

New Delhi, October 16 Rajesh Lilothia defeated his nearest rival, Raj Mehra of the BJP, to claim the Baljeet Nagar (Reserved) constituency. Lilothia bagged 21,480 votes as against Mehra’s 14,768. The constituency was earlier represented by Krishna Tirath, who was elected as Member of Parliament. In the Rajouri Garden constituency, Ramesh Lamba defeated BJP’s Ramesh Khanna. Lamba, who bagged 19,193 votes, won by a margin of 3,649. The constituency was earlier represented by Ajay Maken, who vacated the seat after being elected to Parliament. |
Zoning Plan ‘violated’; MCF gets legal notice
Faridabad, October 16 This has been pointed out in a legal notice served upon the Chief Secretary of the state government and the Commissioner, Municipal Corporation Faridabad (MCF) by a local resident, who has threatened to sue the authorities if they do not stop the ‘violations’ immediately. Mr J.P. Singla, a local advocate, has served a notice to the authorities, including the Chief Secretary of the Haryana government, on behalf of his client Mr K.L Gera, a resident of sector- 15-A here. He has stated in the letter that the sectors 10 and 11 here, which were carved out by the DLF, had now become the ‘hub’ of the violations of the Zoning Plan adopted by the coloniser and approved by the Director, Town and Country Planning. It has been stated that a ‘builder and construction mafia’ had been operative in these sectors. The mafia had been constructing multiple residential units, known as ‘builder floors’ on the single plots and selling them to the residents separately, while the Zoning Plan does not approve the subdivision of a plot for more than one independent residential unit. It has been stated that while this had been a violation of the Act 41 of the Punjab Schedule Roads and Control Areas, Act 1963, Rules 1965, MCF Act 1994 and the Haryana Apartment Ownership Act 1983, the mafia had either sold or had been in the process of developing and selling independent floors on the single plots of the sizes of 250, 500 and 1000 sq yards in these sectors with impunity. It is learnt that as many as five floors (flats) were being developed on a 500 yards plot while three units were being developed on the 250 sq. yards plot. According to the notice, the builders submit one composite map for approval in the
MCF, depicting the entire building as one unit, while selling later to three parties separately. It is claimed that this was not only a fraud being played on the people, but this could also lead to several civic problems for the residents, as the size and capacity of the water and sewer lines were not meant for the three to six times of the population. The applicant has also charged the offices of the Sub-Registrar of Faridabad and Ballabhgarh with issuing registration to such buildings in an illegal manner. |

Ghaziabad, October 16 Surinder Sunni had won by 11458 votes. His name has officially been announced as the next MLA from Ghaziabad. Congress candidate had established a lead in first two rounds when counting was started this morning with the SP, the BJP and the BSP trailing in that order. The Congress candidate had maintained this lead up to the 5th round. But in the 9th round, the Congress and the SP candidates had come to level and by the 16th round, the SP candidates had started taking a lead . Ammo to be destroyed in Loni
Ghaziabad, October 16 It is learnt that the Army authorities have selected the site for detonating, destroying or burying the explosives, the permission for which is being sought from the Union Home Ministry. At present, all seized explosives have been kept in Upvan Park near
Karhoda. However, the local villagers are protesting that the explosives should not be detonated or destroyed in their area as the resultant pollution would affect the dense population near Upvan Park. So, the Army and the district authorities are learnt to have decided not to destroy the explosives there. |
CNG for Noida by January
Noida, October 16 The first four stations will be set up at a cost of Rs 54.48 crore while in Greater Noida, four stations will cost Rs 27.65 crore. The issue of uniform rates in Meerut, Noida, Greater Noida, Ghaziabad and Bulandshahr like in Delhi, was also discussed. In any case, the supply will be made available by January 05 in Noida, he declared. Law will soon take its on course against the municipal committees, which fail to manage the solid waste in their cities and towns. The environment department of the state government was examining the replies received from all municipal committees to the notices sent by the department a month ago. This was stated by the principal secretary in a meeting of the state environment department in Noida. Mr Malhotra had reprimanded the officials from Ghaziabad, Noida and Meerut for the tardy work. The Principal Secretary, Environment, ordered Gautam Budh Nagar and Ghaziabad police to launch a joint campaign against the polluting vehicles. The gadgets and equipment at the pollution-checking centres should also be examined. He gave instructions that the report pertaining to the equipment examination for October should be submitted by the first fortnight of November 04. President awardee in passport racket
New Delhi, October 16 Her name came to light following the arrest of Kuljinder Singh of Kurukshetra, when he arrived at the IGI Airport as a deportee from the USA. On scrutiny of his passport, the police found that there was no departure stamp affixed on it. During interrogation, he disclosed that he had left for USA via Bangkok from Kolkata international airport, using the passport of one Haider Ali. He further disclosed that one Niharika Haider at a cost of Rs 8 lakh had arranged his journey. Nahirka had accompanied Kuljinder upto Los Angles. Then, she took his passport and left him there. Thereafter, the police tried to nab Niharika
Haider. During investigation, the police came to know that she had been earlier arrested twice by the IGI police. When the police team went to her residential address (D-73 Hauz Khas), her landlady could not provide any information about her whereabouts. The police also came to know that the suspect had two passports — one was issue in Delhi and the other in Mumbai. Later, she was arrested from her Mumbai residence. During interrogation, she disclosed that she was a singer and had received the President’s Award in 1982 for promoting Indian art and culture abroad. She was married to a senior officer at the Indian Council of Cultural Relations, who had served as the First Secretary at Fiji, Australia and British Gyuana. After divorce, however, in need of money, she started working with a travel agent Raju. She was arrested for the first time in 1999 while she was trying to illegally go abroad with one Jasmit Malhotra. It is the third time she has been arrested, the police said. |

Abdul Kalam will be the chief guest. “The President has told us that he wants to interact with our teachers,” said Prof Aggarwal. Delhi Lt-Governor B. L. Joshi, who is the Chancellor of the university, will meet the gold medal winning students and their families at the Raj Nivas in the evening on the convocation day. Chief Minister Sheila Dikshit will be the guest of honour at the convocation ceremony. The university, which will get a permanent campus in the next few years at Dwaraka in Southwest Delhi, conducts a number of professional courses through affiliated private institutions. “In the past five years, we have been able to fill the void in professional education in the Capital,” said Prof Aggarwal. The university boasts of a 50 per cent placement record for its management and information technology students, most of them study in private institutions. The university, which is running several research projects in collaboration with the industry, has awarded doctoral degrees to seven of its students. “Our norms for granting doctoral degrees are stringent. Efforts to make trade fair hassle-free
New Delhi, October 16 This year, the organisers are promising certain facilities that will ease the traffic chaos during the fair. To address the parking problem, the capacity within and around the fair grounds is being enhanced by over 25 per cent. A new foot overbridge is being constructed by the PWD at the intersection of Mathura Road and Bhagwan Das Road near the Supreme Court for easy pedestrian movement, in addition to a similar bridge made last year at Mathura Road and Purana Quila Road intersection. Moreover, Bhairon Road is being widened and a slip road near Matka Peer to Mathura Road is being constructed to decongest the traffic. Special DTC bus services to Pragati Maidan from Noida, Faridabad, Gurgaon and Ghaziabad are also being arranged. |
7 held for encashing cheques fraudulently
New Delhi, October 16 The police unearthed the racket after a complaint by Rakesh Goel, proprietor of Vayu Sewa Courier, Fatehpuri, that 92 parcels dispatched by his courier service were missing. During investigation, the police found that cheques worth Rs 5 lakh and two demand drafts of Rs 95,000 of one Radha Krishnan of Sri Ganpati Traders, which was among the missing parcels, had been encashed. It was found that the cheques and the demand drafts had been encashed from the IDBI Bank, Pitam Pura.
