Bathinda, October 1 The court of the Additional District and Sessions Judge, Rakesh Mittal, announced the verdict and ordered the ICICI Lombard General Insurance Company Limited to pay compensation with 9 per cent rate of interest from the date of filing the application. The counsel for the complainant, Satish Bansal, said the commando, Gurmeet Singh, was travelling in a Maruti Gypsy which was escorting the then Education Minister Sikandar Singh Maluka—now Panchayat and Rural Development Minister. The Gypsy skidded on a slippery road when the minister was on way to Delhi from Chandigarh on a rainy morning. The accident occurred in the Kundli area near Sonepat. The Haryana police had registered a case of rash and negligent driving against a Delhi-based driver and owner of a Nissan Duster car. Two Punjab Police commandos, Harbans Singh, a resident of Mansa and Gurmeet Singh of Kotfatta village in Bathinda, were killed in the accident. While a Mansa court has already announced to compensate the family members of Harbans Singh by paying a sum of Rs 46 lakh, the family members of the second deceased were compensated by the court today. Advocate Satish Bansal said the compensation amount is likely to reach Rs 50 lakh by adding the 9 per cent rate of interest. He added that the accused driver of the car, the vehicle owner and the insurance company, have been ordered to pay the compensation jointly. The amount of compensation included the per annum salary of the deceased, income after
deduction of one-third towards personal expenses of deceased, loss of consortium and funeral expenses. The opposite parties contested the claims of the complainant by declaring that the FIR lodged in the case was false and the Maruti Gypsy carrying the policemen did not collided with the car. The court, however, rejected the claims of the opposite parties and ordered the payment of compensation. |
Black festive season for cotton farmers
Bathinda, October 1 It is not only the less quantity but also the price of the cotton that has remained low on expectations. The high price of the cotton in the last two seasons excited the farmers to increase the area under cotton this year. As the Cotton Corporation of India (CCI) is yet to start purchase of the crop in the district, due to which farmers are left with no option but to sell it to private players, who are offering a price that is below their expectations. In 2012, cotton prices had touched Rs 7,000 per quintal mark. Last year, in 2013, the average price of cotton had remained just below Rs 5,000. However, the average price of cotton has gone down to Rs 4,000 during current the season. The cost of input of the farmers on the cotton crop has also increased this season. It was not only once but twice when farmers had to spend more to cherish their crop. Drought in June, July and untimely heavy rain in September caused huge damage to the cotton crop and double the cost of production on cotton crop. “We have suffered huge losses due to the unseasoned rain. We were expecting a good hike in the prices of cotton. But the current prices of cotton are not even meeting the double input cost spent on cotton crop. We are incurring losses,” said Baldev Singh, a farmer. Chief Agriculture Officier (CAO), Rajinder Singh Brar, said not much cotton has arrived in the market so far and rates have also gone down drastically. The CAO added that the reason behind the low price of cotton is that there is a supply and demand crisis, but he assured that in the coming days, the rate might go up. |

Bathinda, October 1 There are about 800 doctors in Punjab who are facing a shortage of medicines and lack of proper infrastructure in running the different health schemes under the zila parishads. In 2006, about 1,186 rural dispensaries were taken out of purview of the Health Department and handed over to the Punjab Panchayati Raj and Rural Development for decentralisation of power which resulted in two parallel health systems in Punjab. The Punjab Panchayati Raj and Rural Development used to manage rural health centres, rural veterinary institutions and schools. A majority of Rural Medical Officers (RMOs) had formed an association demanding their merger into the State Health Department. Recently, schools and vet institutions were shifted to their respective parent departments but the merger of rural health centres into the Health Department is still midway due to the alleged self-centred stand of the self-styled leaders of the two pre-existing associations. A majority of the RMOs, who were in favour of merger, came together and formed a new association to raise their voice, Pro-merger Rural Medical Officers Association (PRMOA), putting their goal into the name of the association. State president, PRMOA, Dr Arshdeep Brar, said, “The merger of the Rural Medical Officers (RMOs) with the Health Department will remove the dearth of doctors in the health system. They can play an important role in maintaining the OPD services as well as emergency services throughout the hospitals in Punjab and there will be 24 hours, seven days a week emergency services for the 18 million residents of He further added that the residents of Punjab are already battling the issue of drug-addiction and black jaundice (HCV) is on the verge of becoming endemic. The main reason for this is non-involvement of RMOs in the public health sector. State general secretary of the union Dr Deepak Maddar said another problem is that by taking these dispensaries out of the purview of the Health Department, there is breakage in the chain of coordination. Neither the field staff (MPHWs, ANMs, ASHA workers) coordinates with the rural doctors nor is there any coordination between the RMOs and the community health centres. Due to this, all the national health programmes and the rural residents of Punjab, the would be beneficiaries from these programmes, are suffering and the targets are far from being achieved.” State vice-president Dr Nikhil Gupta, said, “Due to the monotonous nature of job, no exposure to training and medical seminars, no opportunities for higher education, no opportunity for learning new technologies and medicines, the RMOs are losing the zeal to work in rural areas which can easily be understood by the fact that already more than 400 RMOs have left the job. A doctor needs continuous polishing of his skills and upgrading of his knowledge which is possible only in the Health Department. So out of 1,186 rural health centres, 400-450 are lying
vacant.” State president (women’s wing), Dr Seema Bhardwaj, said, “From being jack of all trades to master of none is a much better approach. The health system managed by a single department is better than two parallel operated chains and that can only be done by the merger of the two cadres of the RMOs and the PCMS. The ultimate beneficiary will be 18 million residents of Punjab. She informed that the association has already given the memorandum in favour of merger to Chief Minister and all the other higher officials and bureaucrats.” |
Improvement Trust, BDA sell property worth

Bathinda, October 1 During the two-day auction, the BDA and the Improvement Trust have put up plots, SCO-SCF and shops worth Rs 289 crore for sale. Though the number of “items” sold during the auction is quite less as compared to the total number of plots and shops, the authorities consider it a good deal. Property worth Rs 4.97 crore was sold by the BDA yesterday and land worth Rs 9.70 lakh was sold by the Improvement Trust today. “We put up for sale almost the entire government property for the residential and commercial purposes and are pleased with whatever we laid our hands upon,” said a senior government servant. The number of people, in dire need of property this time, however, is quite less, but the turnout of actual buyers is impressive this time, he added. Earlier, on Monday, the auctioning of the BDA land, was done and money to the tune of Rs 35.73 lakh was collected from the buyers in the form of five per cent to 10 per cent of the land. Two booths, 1 SCF and 7 SCOs of the BDA were sold in the open auction on Monday. Today, 19 residential plots in Bharat Nagar, three shops at Transport Nagar, one SCO and SCF at Transport Nagar, two residential plots in Rajiv Gandhi Nagar and nine Goods Booking Agencies were sold at Transport Nagar. Local residents, who participated in the auction, said the property put up for sale in this auction is quite expensive and only the influential could manage to purchase the same. Varinder Sharma, Chief Administrator of the BDA, who holds additional charge as Chairman, Improvement Trust, while expressing satisfaction over the auction, said his team of officials and those participating in the auction are quite satisfied over the sale of property over these two days. |

Dr Jasbir Singh Hundal, campus director, and Dr Seema Sharma, chief coordinator, welcomed the guests. like the dowry system, crime against women and corruption. The evening remained complete, full of energetic performances and contributions from students in cultural events. The results of the cultural events held on Tuesday were declared later in the evening. The winner for group dance (boys) was Prophe C Group. Mime was won by the Mask Group, 2012 batch. Choreography contest was won by Gurpyar and Group and the winners for Dance to the Beat was the 2013 batch. The guests, Dr Hundal and Dr Seema Sharma, released the college magazine. The evening session of Day 1 of the fest concluded with a vote of thanks by the chief

Anganwari workers stage protest
Bathinda, October 1 The workers threatened to intensify the stir, if their demands were not fulfilled in the coming days. They have also sent a letter to Chief Minister Parkash Singh Badal, union minister Maneka Gandhi and state minister Surjit Kumar Jyani, appealing to them to meet their demands as soon as possible. Addressing the employees, state president Hargobind Kaur asked the workers and helpers not to go to anganwari on October 2 and enjoy their holiday. She stated that they had been protesting against the state government for long, but the government was not paying heed to their demands. “Many workers go to the anganwari, but do not mark their attendance. They should not do so as it affects them only,” Kaur added. She stated that anganwari workers and helpers should be regularised, Anganwari centre building should be built, workers and helpers should be given one month’s medical leave and 300 days supply of ration should be made mandatory. |

Health Dept creates awareness about harmful effects of tobacco
Bathinda, October 1 The health authorities said the head and neck cancer were the main cause of deaths in the country. A major reason behind these deaths is tobacco consumption. The authorities said students must be aware of the dubious propaganda carried out by the tobacco mafia. People, patients and oncologists would make a new beginning when the total tobacco ban comes into effect, they added. Besides avoiding the use of tobacco, the youth should create awareness among the elders who consume tobacco and point out its harmful effects. Students promised the authorities to make their family members aware of the diseases caused due to the use of tobacco so that they do not consume it. |
