As CM leaves for SA today, ministers ‘desert’ Doon
Dehradun, December 19 While Chief Minister Vijay Bahuguna has been in New Delhi for the past three days and will be leaving for a week-long trip to South Africa tomorrow, his ministerial colleagues too are either in New Delhi or in their home constituencies. Since the creation of the state, this is the first time a head of the state away on a week-long tour. In 2011, former Chief Minister Ramesh Pokhriyal Nishank had left for a short tour to Mauritius. But before proceeding on his tour, the Chief Minister did not assign his responsibilities to his seniormost colleague. “Theoretically, there is a provision that the head of the state assigns his responsibilities to the seniormost minister in case he intends to be away from the state for a few days. But this option is rarely exercised. Whenever he went out, former Chief Minister ND Tiwari too never assigned his responsibilities to his seniormost colleague, even when he was the Chief Minister of Uttar Pradesh,” said a senior bureaucrat. Among the seniormost ministers who are part of the Bahuguna Cabinet, Uttarakhand Finance Minister Indira Hridayesh is in Haldwani, her home constituency, Revenue Minister Yashpal Arya also left for Haldwani after the Legislative Assembly was adjourned sine die. Minister for Medical Education Harak Singh Rawat left for New Delhi yesterday, while the Minister for Education and Water Resources left for New Delhi today. Besides, the Minister for Women Empowerment and Child Development is also in New Delhi for the past few days. As such, today a majority of the offices of the ministers in the Legislative Assembly were locked. As things stand, barring Minister for Sports Dinesh Agarwal and Minister for Panchayat Raj Pritam Singh, all ministers are out of Dehradun. With the Chief Minister and most of his ministerial colleagues away and the agitating employees out on the streets, the common man does not know whom to approach with his problems.

Medical scheme for ICFRE pensioners
Dehradun, December 19 The retired employees of the Indian Council of Forest Research and Education (ICFRE) have been demanding a medical scheme for the past many years. The approved scheme will benefit about 650 pensioners of the ICFRE and their family members. The ICFRE has made a provision of Rs 1 crore to meet the expenses linked to the scheme.Director General, ICFRE, Dr VK Bahuguna has welcomed the approval of the scheme.

Doon Hospital
Dehradun, December 19 Doon Hospital provides breakfast, full diet in the afternoon and dinner according to the chart prepared by nurses on the recommendation of doctors. But since the past few days, instances of the kitchen in-charge serving porridge instead of morning breakfast comprising milk and bread have come to light. "Instead of a full diet plan comprising chapatis, rice, dal and curds, I was served khichdi on several occasions, which was not recommended by the doctor," said a patient. While on the one hand, the patients have been complaining against not receiving food according to the diet plan, reports of food being wasted due to lack of monitoring by nurses have also come to light. "The nurses do not report properly about the daily requirement of the patients. Most of the time the food goes to waste, especially while serving the full diet plan in the afternoon," said a senior doctor. After receiving complaints, Principal Superintendent of the hospital BC Pathak has now set up a monitoring committee under a senior doctor to monitor the supply of food to the patients. |

CS reviews projects
Dehradun, December 19 The grant of Rs 20,308.10 crore had been allocated from the 13th Finance Commission for the year 2010 to 2015. The allocation included Rs 400 crore for 2010-11, Rs 300 crore for 2011-12 and Rs 300 crore for
2011-12. It was revealed at the meeting that the Rural Development Department was constructing a community centre, a marketing building and offices for rural development officers and agriculture assistants in the border areas with a budget of Rs 79.05 crore. The Home Department was spending Rs 14 crore on the police training centre and Rs 35 crore for the upgradation of
police posts. The Forest Department was spending Rs 53 crore on forest maintenance, Rs 4.52 crore by the Planning Department on improvement in statistics system and Rs 1.03 crore by the Medical Department on initial constructions of nursing training centres at Pauri, Almora,
Tehri, Chamoli and Pithoragarh. Besides, the Cultural Department was spending Rs 20 crore on the construction of state-level projection auditoriums and Rs 25 crore on the state-level museum. The meeting was attended by Principal Secretaries Rakesh Sharma, S Ramaswami, S Raju, Omprakash, Secretary MH Khan, DG School Education PS Pangti and other senior officers. |

Dehradun, December 19 Haridas, Bahujan Samaj Party (BSP) legislator, has been given the post of Chairman, State Advisory Contract Labour Board. Rawat said all three legislators had been given the status of Cabinet ministers. Earlier, two Congress legislators namely Himesh Kharakwal and Manoj Tewari were appointed as Parliamentary Secretaries with Cabinet ranks. They were attached with the office of the Chief Minister. |

Biker kills leopard
Dehradun, December 19 It came all of a sudden in front of their vehicle. While the leopard fell into a nearby drain after being
hit by the motorcycle, the boys too fell off the motorcycle and sustained injuries. Dehradun forest officials have taken the carcass of the leopard in their possession. |

Temple, fish market to be shifted for widening of road
Dehradun, December 19 The officials of the related department gave their consent to relocate these places on the suggested alternative land in today's meeting. The responsibilities to take steps in this connection were allocated. It was decided that the temple would be shifted to Kargi Grant Road on 100 sq m area. On another piece of 200 sq metre land, adjacent to it, a community centre for senior citizens will be established as well. The task of preparing the map and its approval has been handed over to officials of the NHAI. The police post on the bypass will now be shifted to Mothorowala Road. The SP, City, gave his symbolic consent on the shifting. The SP was directed to visit the area and send his proposal to the DMC. The crossing across which the police post would be set up would be named as Tehri Chowk. The fish market, which had been opposed by the residents for a long time but could not be shifted from the locality because of the shortage of land would now be relocated on a vacant plot near the bypass. Each fish seller will be provided 25X10 sq feet land to set up his stall. Mayor Vinod Chamoli said the fish sellers should no longer be allowed to run their business illegally but provided licences for the purpose. The City Magistrate and Senior Health Officer have been tasked to complete the map-related formality on this issue. A team of the City Magistrate, Additional Mukhya Nagar Adhikari and Executive Engineer has been directed to prepare a proposal to build a connecting road, which will link up the burial ground, Mahboob Colony and Patel Nagar road to bypass. The link road will reduce the time taken to reach to the bypass from these given places. The Mayor also directed the City Magistrate, the SP, City, and the Deputy Mukhya Nagar Adhikari to carry out the anti-encroachment drive to remove illegal occupants from the DMC land at various places across the city.

IMA cadet held for slapping cop
Dehradun, December 19 It was at 2 pm when Jitender Singh, who was coming from DAV College on his bike, tried to take wrong side for the Mussoorie road on Old Survey Chowk, the traffic constable stopped him. The infuriated Jitender who had his girlfriend as pillion rider exchanged hot words with the constable and later slapped him in the face after tearing his shirt. The father of Jitender Singh, a resident of Garhi Cantt, Rajinder Singh, is a Subedar in the Army and posted at J&K these days. SSP Kewal Khurana said a case against Jitender Singh was filed in a mild section of 151 IPC for creating nuisance to save his career from getting spoiled. Since he was driving a motorbike without any number plate and related documents, a case was also filed against him under the Motor Vehicle Act. Jitender Singh’s mother arrived in the police post. He will be produced in the District Courts tomorrow.

Dehradun, December 19 At a function held at Indira Gandhi National Forest Academy’s auditorium, Dehradun, chief guest, Director, FRI, PP Bhojvaid, expressed happiness over the achievements of the KV FRI and hoped that the glorious past traditions of the school would be carried forward in future as well. Deputy Commissioner, Kendriya Vidyalaya, NS Rana, also present applauded the efforts of all the members of the staff for striving hard to achieve academic success. Principal Charu Sharma read out the annual report. She highlighted the achievements of students as well as teachers. Earlier, tiny tots of the KV FRI rocked the stage with their ‘Fan Dance’ and ‘Musical Sleeping Beauty’. Qawwali and dance drama ‘Ritu Darshan’ won many hearts. English skit ‘Refund’ and Hindi drama ‘Free Style Gawahi’ made the audience laugh. The giddha presented by the senior girls set the stage on fire. The other highlights was the cultural show of the “Nanda Rajjat Yatra’ which presented glimpses of the unique culture of Garhwal and Kumaon regions and was highly appreciated by the audience. |

CM’s decision to ‘accommodate’ Rawat men brings mixed reactions
Pithoragarh, December 19 Considered as rebel MLA till getting the status of a Cabinet minister, Narayan Ram, a second-time Congress MLA from Gangolihat Assembly constituency of Pithoragarh district, has said that he will not get involved in any group from here and will do his work honestly. “Had Rawatji not shown rebel postures, he would not have been made union minister himself,” said Narayan Ram, justifying the rebel postures to gain political mileage in a democracy. Almora MLA Manoj Tewari said that that by elevating him, the Chief Minister had given representation to the youth cadre of the party. Tiwari also did not want not be labelled as Harish Rawat man and said that he was happy as he had been given responsibility by the Chief Minister. “Though I am thankful to the Chief Minister that he has given a big responsibility to a young man like me, it does not mean that I will stop raising issues related to the people of my area,” said Tiwari. The Almora MLA also answered those who had alleged that he had bargained during the anti-government agitation led by him some months ago at Almora for demands of sufficient medical staff at base hospital, Almora. “It is not my responsibility at all. Other factors are also responsible for the medical problems in hill areas. Moreover, I succeeded in stopping the transfers of 6 doctors from Almora and deputing a surgeon at the base hospital, besides an anaesthetist there,” said Tiwari. Champawat MLA Hamesh Kharkwal, who has also been attached with the Chief Minister as parliamentary secretary, was considered as ND Tiwari loyalist during the latter’s tenure as Chief Minister from 2002 to 2007. He is full of praise for his new leader Harish Rawat as, according to him, it was the leadership of Harish Rawat that got Congress back to power again in the state after being ousted in the 2007 elections. “As the four districts of Kumaon region who had voted for Congress Party under Rawatji’s leadership have not been given representation in the government, the Chief Minister has taken the right decision to include these districts into the decision-making process,” said Kharkwal. Kharkwal said that he was never after such position but as the responsibilities had been given by previous governments to allay local imbalances, the Chief Minister had also taken a step in this direction. “It is simply a process of decentralisation of powers of the government to serve people better; it should not be linked with the groups in Congress Party as the party has always remained one,” said the Champawat MLA. |

Mussoorie MLA seeks housing colony for weaker sections
Mussoorie, December 19 He also presented a memorandum to Meenakshi Sundaram in this regard said that the Municipal Council (MC) of Mussoorie was ready to give land for the purpose of constructing a housing colony in Mussoorie, and he had a discussion with the MC president, where the latter gave his consent for the project. MLA, Mussoorie, Ganesh Joshi, will be having another round of talks with the MC, the MDDA and Jal Sansthan officials to facilitate the construction of a housing colony at the earliest and provide relief to the citizens of the town. He also demanded from the VC, MDDA, to provide additional funds for the construction of a road leading to Pataleshwar Temple at Gucchu Pani as the previous sanctioned amount of Rs 8 lakh needed a revision due to change in the route. Besides, he also demanded construction of a community centre at Kyarkuli, sulabh shauchalaya and an NOC from Allahabad Bank for installing an ATM counter in Mussoorie. Ganesh Joshi raised the issue of widening of Gandhi Chowk to ease the traffic congestion witnessed during the peak season. Meenakshi Sundaram agreed in principle to the demands raised by Ganesh Joshi. Speaking on the issue of widening of Gandhi Chowk, he said that tenders for the same had been called on December 20, and the work would begin thereafter. Girl child prevented from being abducted
Dehradun, December 19 Singh had come to meet his parents. While playing outside, the girl was picked by the accused. When Singh came outside, he did not see his child around. A few persons standing outside told the officer a man took the girl away. The accused was spotted at some distance and the girl was saved timely. The accused worked in a tent-house and belongs to Saharanpur.

Seminar on minority rights
Dehradun, December 19 R K Bakhshi, president of the alumni association, welcomed the chief guest. Before the beginning of the proceedings, a two-minute silence was observed as mark of respect to late Nityanand Swamy, the first Chief Minister of Uttarakhand and chief patron of the association. Dr S Farooq, patron of the association, remembered Swami for his human qualities and contribution to the development of Uttarakhand. He also made a reference to crime against women and the uproar on the issue in Parliament today. He stressed the need to protect the rights of the minorities and conditions for the countrymen to live in peace. Rev Dr P. Satish John said the country gives the maximum attention to the rights of the minorities such as equality, freedom and equal opportunities. He added the minorities were also well protected. Gurdeep Singh Sahota said India is a multi-cultural state and suggested that the contributions to nation building should be recognised. He added there was a need to observe “Sankalp Diwas” for the welfare of minorities and mechanism to provide early justice to the past happenings. Justice Tandon greeted all speakers for expressing their thoughts on the subject. He also described the chronology of the development of rights of minorities based on UN thoughts and the important sections of the Constitution that deals with such rights with special mention of minorities rights covered under the Human Rights Act. He also made a mention of Baba Sahib BR Ambedkar in this regard as well. DS Mann, vice-president of the association, in his vote of thanks, highlighted the significant contributions made by the minorities to the independence struggle. |

Dehradun, December 19 A memorial lecture on Malviya was organised and Dr MO Garg, Director, Indian Institute of Petroleum, Dehradun, and Prof Mrinal K. Sen, Director, NGRI, Hyderabad, were the two eminent speakers. Garg spoke on the subject “From fossils to solar-a road map for a petroleum-deprived future”, while Sen spoke on “Subsurface imaging for resource exploration: Challenges and Opportunities”. Sudhir Vasudeva, CMD, ONGC, stressed on the relevance and importance of research and development in today’s competitive business environment. He said, “Research and development is a vital component not only for the company’s growth but also for the country’s growth.” He expressed gratitude to Malaviya, who carved out the future for ONGC and the domestic exploration and petroleum industry. He said ONGC had been focusing on research and development through its various Institutes and adopting innovations in its operations. He added the role of institutes like the KDMIPE were important due to the burgeoning gap between demand and supply of hydrocarbons as newer fields and sources of hydrocarbon need to be identified. Vasudeva urged the geoscientists to become pro-active and said, “Don’t put off till tomorrow what needs to be done today. We need to be successful in research and development as we have been in other activities and emerge global leaders.” SV Rao, Director (Exploration), praised Garg and Sen for their astute presentations. Earlier, Dasgupta said the institute came into existence in 1962 and was known as the Research and Training Institute (RTI) in 1971. It was renamed as the Institute of Petroleum and Exploration (IPE) and in 1982 it was re-christened as the Keshava Dev Malviya Institute by the then Prime Minister, Indira Gandhi. Two books, ‘ONGC Bulletin-47 TH volume’ and ‘KDMIPE-Annual Report’ were released on the occasion. |
