10 hospitals get notice for not treating poor

The Delhi government today issued show cause notices to 10 private hospitals in the city for not complying with a court directive of providing free treatment to poor patients. The hospitals were allotted land with a condition that they would give free treatment to a certain percentage of the poor.

The hospitals that have been issued notices are Escorts Heart Institute and Research Centre, Dharamshila Hospital and Research Centre, Max Super Specialty Hospital (Max Devki Devi Heart and Vascular Institute), Gujarmal Modi Hospital, Primus Super Specialty Hospital, Bensups Hospital, R B Seth Jessa Ram Hospital, Rockland Hospital, Rajan Dhall Charitable Trust -Fortis Hospital and Vimhans Hospital.

Delhi Health Minister A K Walia said that the hospitals had been asked to explain within seven days why the contempt of court proceedings should not be initiated against them for not complying with the directions of the Supreme Court and the High Court.

All the private hospitals, which were given government land at concessional rates, are required to reserve 25 per cent of their out-patient department capacity and 10 per cent of beds for free treatment of poor patients.

Both the Supreme Court and the Delhi High Court had, in separate orders, directed the hospitals to comply with the norms. Forty-three private hospitals are required to comply with the directive.

"If they do not comply with the directive, contempt cases will be initiated against them," said Walia.

The Delhi government had issued notices to 34 private hospitals in September for failing to comply with the court directives.

Twenty-four hospitals have since started providing free treatment to the poor as per the norms, a spokesman of the Delhi Health Ministry said.

Couple held for stealing goods in AC train coaches

An interstate gang of robbers, including a woman having two MA degrees, who allegedly stole goods from the AC coaches of trains has been busted by the Crime Branch of Delhi police, said the officials.

Deputy Commissioner of Police (Crime and Railways), SBS Tyagi said that two accused were arrested during a raid at New Delhi railway station in Uttar Sampark Karanti Express on November 1.

"The couple were identified as Moni Singh (23), a resident of Lucknow, UP and Mohd Naushad (31), a resident of district Kishan Ganj, Bihar. Moni Singh used to travel in the name of Praveen or Yasmeen," said Tyagi.

The matter was reported to the police after a passenger lodged a complaint on October 30, stating that when she reached Old Delhi railway station while travelling from Ludhiana to Jaipur in the Pooja Express, AC 2nd Tier, she noticed that her bag was missing. It contained two diamond bangles worth Rs 6 lakh, one I.Pod worth Rs 45,000, one mobile phone Samsung Galaxy S-III, credit and debit cards, etc, said the police official.

The police registered a case at Old Delhi railway station and investigation was taken leading to the arrest of the two accused.

Attendance shortage: DU students a worried lot

Semester exams in Delhi University (DU) are just a week away but the students, who do not meet the attendance yardstick for this semester, may get into trouble. The university will finally display the list of students short on attendance, on November 17, while the main exams are slated to begin on November 20.

Colleges are now busy preparing their attendance records to be submitted at the university for October and November. After the final display of the list, students with short attendance will only have a three-day window to clean up their act and check for mistakes, if any. All those who would fail to meet the criterion, will have troubles accessing their admit cards and to reappear for exams in the next semester.

According to the rule, students having attendance below 40 % have to seek fresh admissions next year. Every student has to attend a minimum of 66 % of the classes in a semester to be eligible to sit for the exams. Anyone below 66 % is not allowed to take the exams. However, the colleges were divided in their approach towards the issue last year when close to 400 first-year students were detained by the colleges. There were some colleges which took a rather lenient view as they felt that since the attendance was tabulated very late in the semester, it was unfair to bar the students with attendance between 40 % and 66 % from taking the exams. Hence, many colleges let the students appear for exams with an undertaking on a condition that they make up for attendance in the next semester.

"Most teachers have submitted their attendance records till October. However, the final count will be displayed by November 17. The semester system has decreased the window for any special cases. In case, even if the college records show an error in the student's attendance records, the university will not have the time to rectify the error, as a result, the student will end up running from pillar to post but to no avail.

S. Delhi worst hit by dengue; officials blame two species

Unable to control the spread of vector-borne disease, dengue, officials of the South Delhi Municipal Corporation (SDMC) today said that 'Albopicuts', another mosquito species that carries the dengue virus, is responsible for the large number of dengue cases being reported in the city. These species of mosquitoes were found in the semi-urban area of South Delhi. The National Center for Disease Control Committee of the corporation detected this species a year ago, said the leader of the SDMC.

"Aedes Aegypti and Albopictus carry the dengue virus. Albopictus - a species usually found in forests - has spread the epidemic. This mosquito breeds outside the house, while Aedes Aegypati breeds inside the house," said the corporation official during the Standing Committee meeting. The official further said that the corporation is able to stop the breeding inside the house but helpless to kill the mosquitoes that breed outside the house. "We have spotted an equally high number of Aedes and albopictus in the capital," said the official.

Standing Committee Chairman Rajesh Gehlot said Aedes albopictus, which is usually found in South India, has spread in North Indian as well and the corporation will soon be able to deal with the situation.

Meanwhile, 39 more dengue cases were reported in the last week in the capital taking the toll to 1,200. According to the corporation report, 15 cases have been reported from the areas in the North Delhi Municipal Corporation, five from the East Delhi Municipal Corporation and two from the New Delhi Municipal Council and 17 from South Delhi. Since dengue hit the national capital this year, the SDMC has reported 457 dengue cases, the largest among all civic agencies in the Capital.

Three persons have died of dengue in Delhi in the first week of November. In 2011, a total of 849 dengue cases were reported in Delhi, down from a total of 5,649 cases in 2010.

IITF to revolve around ‘Skilling India’

The 32nd edition of the India International Trade Fair (IITF) set to start next week will revolve around the theme of "Skilling India". The event will be inaugurated by Pranab Mukherjee, President of India, at Pragati Maidan on November 14.

This year, the Republic of Belarus has been accorded the 'Partner Country' status while South Africa will be the 'Focus Country' at the fair. Uttarakhand and Andaman and Nicobar will be taking part as the Partner State and Focus State respectively.

Prime Minister of Belarus, Mikhail V. Myasnikovich and Deputy Trade and Industry Minister of South Africa, Elizabeth Thabethe will also attend the inaugural ceremony of the fair.

From November 14 to 18, the fair will exclusively be open for business and trade visitors. Thereafter, it will be open to the general public for the next eight days.

"IITF 2012 has received an overwhelming response from India and abroad numbering with over 6,000 participants. The national profile covers the states and union territories, a large number of Centre and state ministries, export promotion councils, commodity boards, banks, services sector, ministries as well as the corporate sector," said an ITPO official.

"Extensive efforts are being made to create eco-friendly ambience at Pragati Maidan. Like last year, efforts will be made to achieve a 'No Smoking Zone' with a ban on the use of plastic carry bags. A number of seminars, conferences, workshops, cultural programmes and the State Day celebrations are the other attractions for the visitors," he added.

Man stabs wife

A 35-year-old woman was critically injured after being stabbed by her husband in Shahdara, northeast Delhi, over suspicion that she was having illicit relations, said a police official. Meena Aggarwal, who lives with her daughter( 16) and son (13) in West Rohtash Nagar, is undergoing treatment at Guru Teg Bahadur Hospital. Meena was attacked by Laxman, a resident Subhash Park yesterday. "Meena and Laxman have been living separately for the past one month. Yesterday, Laxman went to Meena's home around 3.30 pm and stabbed her multiple times," the official said.

The police has lodged a case of attempt to murder over a complaint by the couple's 16-year-old daughter. She said that she had gone to attend tuition classes when she received a phone call from her uncle Vikrant Sharma, informing her that her father was going to visit her mother. She returned home and saw her father leaving the building in blood-soaked clothes. "Laxman told his daughter that he killed Meena and fled the spot," the official added.

The girl then rushed home and saw her mother lying injured on the staircase. She informed Vikrant after which both of them rushed Meena to Guru Teg Bahadur Hospital. "Meena suffered wounds on her abdomen and chest. Her condition is stated to be out of danger," the official said.

Woman, daughter charred to death

A 75-year-old woman and her daughter were charred to death after their house caught fire here today, the police said.

The incident was reported from Rajouri Garden and the deceased have been identified as Swarna Kaur (75) and her daughter Balbir Kaur (50).

The fire officials said that fire tenders were rushed to the spot which doused the fire in half an hour. "The charred bodies of the mother-daughter duo were recovered later. Investigations are on to ascertain the cause of fire," said the officials.
