Rohtak, October 9 Addressing the activists at the local Chhotu Ram Chowk, Umesh Devi, district convener of the wing, claimed that due to a deterioration of the law and order and increasing incidents of crime against women, the latter were feeling unsafe while walking down the road in any town or the village of the district. Kurukshetra: Hundreds of women, led by the INLD women’s cell district president Balesh Rana, demonstrated here today in protest against the rapes in Haryana. They marched in a procession from Jat Dharamshala to Sikri Chowk where they burnt an effigy of Chief Minister Bhupinder Singh Hooda and performed a ‘syapa’. Sirsa: The INLD women’s wing today held demonstration and its activists burnt an Chief Minister’s effigy for his failure to check incidents of rapes and atrocities on women in the state. Led by Krishna Fogat, district president of the wing, hundreds of women activists of the party assembled in Janata Bhawan in Sirsa town and marched in procession through Janata Bhawan Road, Subhash Chowk, Chandni Chowk, Hisaria Bazar and burnt the effigy at Ambedkar Chowk. Suman Bala Siwach, district president of the INLD, led the procession of agitating women activists of the party at Fatehabad. Interestingly, INLD supremo Om Prakash Chautala, who was on the way to Delhi from Sirsa, was stuck in the traffic jam engineered by his party activists at the Laal Batti Chowk. Nishan Singh, district president of the INLD, cleared the road to facilitate Chautala’s car to proceed. FARIDABAD: The Faridabad unit of the INLD’s women cell today held demonstrations outside the Mini-Secretariat here against the government in connection with rising crime, especially against women, in Haryana. About 200 women activists of the INLD burnt an effigy of Chief Minister Bhupinder Singh Hooda to register their protest against the government. Led by Faridabad president of the cell Shashi Bala Tewatia, they also took out a procession around the Mini-Secretariat. Rewari: INLD women activists held a demonstration in front of the district secretariat here on Tuesday. Seeking dismissal of the state government, they burnt an effigy of the government in protest against the spurt in cases of rape in the state. |

New Delhi, October 9 “The culprits are moving freely. No action is being taken against them,” BJP spokesperson Prakash Javadekar said. Instead of taking action against those involved in the crime, the government was pressurising the victims to not register cases, he added. “Due to the insult and pressure from the government, a few girls have committed suicide in the state,” he said. The party also criticised Congress president Sonia Gandhi who visited Jind district, stating that meeting people and showing sympathy would not solve the problem. It could be addressed only when the state machinery booked the culprits. |
Sirsa police refuses to register rape case
Sirsa, October 9 The police has registered a case of kidnapping under the Sections 363 and 366 of the IPC against a youth, Rajiv, alias Vinod, and said they had recovered the girl, who had gone missing on October 7. The girl has been restored to her kin, the police said. Chand Singh, SHO of the Ding Police Station, said the girl had denied that she was raped. He said the police did not get her medically examined as she did not want to undergo the test. When his attention was drawn towards allegations being levelled by the victim’s kin, the SHO said the victim herself was the better judge of what had happened to her. He said the police had arrested the accused, who was wanted in the case of kidnapping. |

Sirsa, October 9 The parents of girls studying in the university complain that vehicles with black films on windows are often seen near the two hostels for girls with impunity. “I called superintendent of police Devender Yadav on his mobile to inform him about the presence of two cars with black films on windows near a hostel yesterday, but I was asked to give a written complaint if I wanted any action,” alleged a woman advocate, whose daughter resides in the university hostel. “When I asked him that the way incidents of crime against women were happening in the state, who would be responsible if some girl was kidnapped, I was snubbed by the officer,” she alleged. Yadav confirmed having received the call, but said in the case of autonomous bodies like universities, the police did not normally intervene without a complaint. He denied having cold-shouldered the woman advocate, saying that he had asked her to give a formal complaint. The university Vice-Chancellor, Dr KC

Non-procurement of Paddy
Karnal, October 9 Commuters on the Delhi-Chandigarh National Highway were a harried lot as a large number of vehicles were stranded on both sides of the highway. They rued that the government agencies were rejecting paddy for containing moisture above the permissible level. Farmers were being forced to sell their produce to rice millers below the minimum support price (MSP) of Rs 1,280 per quintal fixed by the government. Farmers staged a dharna in front of the Market Committee office as there was no procurement in the mandi yesterday as well. State BKU president Seva Singh Arya said that the buying of paddy at a rate between Rs 1,100 and Rs 1,250 was prevalent in all mandis in the state. While government agencies rejected the paddy on having moisture, it was being bought by rice millers below the the minimum support price (MSP) of Rs 1,280, he added. Joginder Rathi, Deputy Superintendent of Police, rushed to the spot but the blockade was lifted only after HAFED divisional manager Anil Alhawat, DFSC Ravinder Malik and the market committee secretary assured the protesting farmers about prompt procurement of paddy. |
Ceiling Demolition
Gurgaon, October 9 While residents nearby claimed that the ceiling has caved in and collapsed, the Rapid Metro authorities within minutes clarified that they had pulled it down for not having right alignment. The incident left the Gurgaon police furious over not being taken into confidence. “Even when a small-time builder demolishes anything he follows the norm and informs the local police about it but the Rapid Metro officials didn’t care about it. What would have happened if anybody would have got hurt? Lack of communication on their part is a key reason for panic and confusion.” said a police official. Though no complaint has been registered, the police has asked the Metro officials to be cautious in future and keep the local police posted about any such plan so that there is no scope of any accidents or panic and rumours. The Metro officials though silent about it clarified that it were regular demolition. A senior official said an office building was being constructed at the Moulsari Avenue in the DLF-III where no train operations were held. It was the roof of this building, which had become uneven after being laid with concrete and was thus pulled down. “The demolition was a planned event and it is definitely not an accident. When the shutters was pulled down, the concrete also came down and
some people panicked and called the police,” said an official. Interestingly, it was a video shot by one of the nearby residents, which sparked the collapse rumour. |
Report finds Haryana power surplus
Yamunanagar/Ambala, October 9 As per the LBG report, the demand for power in Haryana was expected to be around 40,296 million units (MU), whereas power to be supplied was likely cross the 41,373 MU mark, implying that there would be surplus of 2.7 per cent of power in the state. The report stated that while the peak load shortage in the state would be 200 MW as demand would be 7,200 MW against the supply of 7,000 MW, but the overall supply would surpass the demand. The assessment of the anticipated power supply position during 2012-13 had been made taking into consideration the power availability from various stations in operation, fuel availability and anticipated water availability at hydro-electric stations. It was learnt that the third 500-MW unit of Indira Gandhi Thermal plant at Jhajjar was likely to be commissioned in December this year, while one of the units of 300-MW capacity at the Yamunanagar thermal plant was also all set to be re-commissioned soon, which would add to the power availability in the state. As of today, the state has a total installed capacity of 5,050.5 MW, which includes eight units at the Panipat Thermal Power Station of a total capacity of 1,367.8 MW, two units of 300 MW each at Deen Bandhu Chhotu Ram Thermal Power Project, Yamunanagar, two units of 600 MW each at Rajiv Gandhi Thermal Power Project, Khedar in Hisar, two units of 500 MW capacity each at Indira Gandhi Super Thermal Power Project, Jhajjar, in which the state has a 50 per cent share and two units of 660 MW each at the Mahatma Gandhi Super Thermal Power Project, Jhajjar, along with the 62.4 MW of power
from the WYC hydroelectric station at Yamunanagar and 0.3 MW of power from the Kakroi micro-hydel project. The report also stated that the monthly peak load shortage in the coming winter months would be in the range of 9.2 per cent to 17.2 per cent. |
Urban areas to have 20-hour supply
Chandigarh, October 9 It will be shut down from 6 am to 7 am, 12 noon to 1 pm, 7 pm to 8 pm and 1am to 2 am in Karnal and Panipat districts . The shutdown will be from 7 am to 8 am, 1 pm to 2 pm, 8 pm to 9 pm and 2 am to 3 am in Ambala and Jind districts. The shutdown in Rohtak, Jhajjar and Sonepat districts will be from 8 am to 9 am, 2 pm to 3 pm, 9 pm to 10 pm and 3 am to 4 am. |
Voluntary Disclosure Scheme
Hisar, October 9 A DHBVN spokesman said here today that 5,260 domestic consumers, 2525 farmers, 643 non-domestic and 169 industrial consumers had declared their load and got it regularised without paying any penalty under the VDS. The highest number of consumers to get their load regularised was in Gurgaon (2,914) followed by Hisar (1,826), Sirsa(1,283), Narnaul (709) Faridabad (643), Bhiwani (639) and Rewari (583). He said that during the currency of the VDS, the DHBVN would not impose any penalty on account of unauthorised extension of load. However, after the expiry of the scheme, a massive campaign would be launched to detect unauthorised extension of load and heavy fines would be imposed as per rules. The VDS ends on October 31. The domestic, non-domestic and agriculture consumers could declare the extended load by submitting an “application and agreement” (A&A) form along with consumption security. They need not submit any terms and conditions form or affidavit. The consumers are not required to submit any fresh test report for load up to 20 KW. They can submit just a declaration form. However, for extension of load beyond 20 KW, a fresh test report is required from both domestic and non-domestic consumers. The extension of load will be deemed to have been regularised from the date of submission of the A&A form by the applicant in the office of the SDO concerned. |
Denial of info under RTI Act
Ambala, October 9 Vishal Mohindra, a law lecturer at Punjabi University, Patiala, had applied for info under the RTI Act about Ambala-based property dealer Shyam Sunder Mehindiratta, his father-in-law, on May 28, 2011. The info was related to a tax evasion petition, which had been filed against Mehindiratta on March 5, 2011. Mohindra said as the naib tehsildar did not provide him with the info, he went to the Deputy Commissioner, but his pleas went unheeded. He then approached the SIC which directed the district administration on August 8 to provide the info. The commission had also directed the Ambala Deputy Commissioner to let Mohindra inspect the relevant records pertaining to the property dealers registered under the Haryana Regulation of Property Dealers Act within four weeks. As no information was provided to him, Mohindra again approached the SIC and also wrote to the Additional Chief Secretary in this connection. The SIC then directed the naib tehsildar to file a compliance report within 15 days and also issued a warning that in case the information was not provided, it might lead to penal proceedings under the RTI Act. The Additional Chief Secretary also asked the Deputy Commissioner to conduct an inquiry and file a report within 15 days as to why the information was not provided to Mohindra. Mohindra said he was facing dowry charges and the information was required to defend himself in the court. |
Wanted criminal arrested
Gurgaon, October 9 Bachhu Singh belongs to Kharaut in Mathura district of Uttar Pradesh and carried a reward of Rs 1 lakh. Bachhu Singh was arrested earlier also, but when he was being taken back after a court hearing in February, 2011, his accomplices attacked the police party accompanying him and got him freed. They shot and killed assistant sub-inspector Om Prakash of Palwal police and also took away a carbine snatched from a policeman. Since then, Bachhu Singh was on the run. The police departments of Uttar Pradesh and Haryana had announced rewards of Rs 50,000 each on his head. The crime branch of the Sohna police, led by inspector Inderjit Singh, had been trying to locate Bachhu and his gang. Last night, sub-inspector Sunil and his team got a tip-off that Bachhu and his gang members had been spotted near the Hotel Westin turn on the Sohna-Ballabhgarh road in a bid to carry out some crime. Acting on the tipoff, a police team rushed to the indicated spot and zeroed in on the gangsters. However, according to the police, Bachhu and his men opened fire on the police personnel, who retaliated and returned fire. Following the encounter, the police arrested Bachhu Singh and his accomplices Randhir Singh, Chanderpal and Om Parkash of Uttar Pradesh. A carbine, a 7.62-mm pistol, a country-made pistol, a rifle, a gun, around 15 live cartridges and an un-numbered white Bolero vehicle have also been seized from their possession. A case under Sections 332, 333, 186 and 307 of the IPC and under Sections 25, 54 and 59 of the Arms Act has been registered against them. |
Husband, in-laws get 10-year jail
Fatehabad, October 9 The victim’s brother, Harjinder, a resident of Hans Colony, Fatehabad, had lodged a complaint with the police on July 27, 2010, that the accused persons had poisoned his sister, Manjit Kaur, to death. He alleged that his sister was married to Rajbir Singh of Shakarpura village for five years and the couple had a three-year-old son. He alleged that his sister was constantly harassed for dowry. On the fateful day, he received a call from Rajbir Singh that his sister had consumed some poisonous substance. She later died in a private hospital in Tohana. On Harjinder’s complaint, the police had booked Rajbir Singh, his brother Tarsem Singh and mother Surjit Kaur under Sections 304-B, 498-A and 34 of the IPC. District and Sessions Judge SC Goyal found the accused guilty of the crime and sentenced them to 10-year imprisonment. |
Gunfire exchanged over tractor parking; 5 hurt
Sirsa, October 9 One seriously injured person has been referred to the PGIMS, Rohtak, for treatment. Deepak, a resident of Street No 3, had a spat with Harbhagwan over the parking of a tractor yesterday. Though the matter was reported to the police, the police did not act in time, the residents alleged. Later in the night, the two sides fought again and this time, firearms were used. This resulted in injuries to Sonu and Monu, both brothers, Deepak, Dharmender and Jagdish. Monu has been shifted to the PGIMS in view of the grievous nature of his injuries. As many as 26 rounds were fired in the brawl. SP Devender Yadav said the police had registered a case. In another incident, 10 hooligans riding on motor cycles allegedly created a ruckus in the Old Housing Board Colony late last night. The youths threw stones on some houses when the residents opposed their activity. The residents alleged that the police arrived only after the youths had left, though they had informed it in time. Yadav said a police control room vehicle was sent immediately. |
Hisar university hostellers clash
Hisar, October 9 He used to drink liquor there and manhandled or abused other residents. They said they had reported the matter to the authorities but the nuisance continued as the former student was related to a high-level functionary of the university. Last evening he again came to the hostel and manhandled some residents. He also made casteist remarks against them. This was followed by a clash after which several officials, including the warden, arrived. The residents allegedly misbehaved with him. Later, the residents took out a protest march and lodged a complaint with the police. |
Suspected polio case in Fatehabad village
Fatehabad, October 9 “It is a case of acute flaccid paralysis (AFP), which can be due to several reasons,” said Dr VK Jain, a senior medical officer. He said this was the third such case in the CHC in the past less than one month. He said as per the World Health Organisation’s (WHO) guidelines, all cases of the AFP were to be thoroughly investigated to rule out the possibility of polio. — TNS |

Gurgaon, October 9 The Scorpio entered the Pataudi area and it was then that one of the occupants shot at Sudeep Singh who was hit at hand and then leg. The Scorpio even hit constable Ram Mehar who tried to block its way. While the police continued chasing it, the accused managed to flee and their car was recovered from fields on the outskirts of village. The injured policemen were rushed to a hospital in Gurgaon. |

Kurukshetra, October 9 Batra was addressing a meeting in his chamber here today. He said at times four or five couples were kept in two rooms provided in the Police Lines. He stressed the need for extra accommodation and food for such couples. Talking about problems of senior citizens in old-age homes, Batra said they should be given proper medical facilities. |
Mother of 3, paramour commit suicide
Fatehabad, October 9 Sant Lal (32) from Sadalpur village fell in love with the woman, Salochna (35), a mother of three children. The two went missing from their houses yesterday morning. Salochna’s husband Rameshwar lodged a complaint with the police that Sant Lal had enticed away his wife. The two committed suicide at night. The train driver told the police that the two were standing on the tracks in a hugging position, when they were run over. |

Sonepat, October 9 Sandeep and Anil of Pugthala and Praveen and Bijender of Murlana village were arrested from near the Murlana bus stop. They have allegedly confessed to their involvement in the murder. They said he was beaten with iron rods and strangled. His body was packed in a gunny bag and thrown into the canal. |
Students hand over gold bangle to SHO
Hisar, October 9 The students - Ankit Sharma and Raman - are students at Government Senior Secondary School here. They were loitering in Jindal Park when they found a gold bangle. They took it to a goldsmith who confirmed that it was a gold ornament. They went to the police post at Multani Chowk and handed the bangle over to the SHO. The bangle weighed 13 gm. The policemen thanked the boys and assured that they would find the owner. |
