A mahapanchayat of about 20 villages of the Ahirwal region, belonging to the Sunaria gotra of the Yadav community, at Dhawana village, 25 km from Rewari, today announced ostracisation of the families of a couple- Bhagirath Yadav and his wife, Sunita Yadav, both residents of Dhawana village belonging to the Sunaria gotra.

Several people have come forward to adopt the newborn boy, who was found abandoned on the roof of a house at Suchan village in Sirsa on Friday. Several people visited Sanjivani Hospital in the town, where the neonate is being treated, to know the child’s well-being. Some offered prayers for the baby’s survival.

4 killed in road mishap in Kurukshetra
Ladwa, September 30
The car after the accident. T Four persons, including two children, were killed in a road accident on the Ladwa-Mustafabad road here today. The victims have been identified as Suman (35), her two children Tanya (7) and Atul (5) and her friend Seema (28). The car driver apparently lost its control and hit some trees. The car was carrying eight passengers and the deceased were headed to Uncha Chandana village to meet some relatives. The accident took place around 6 am today.

Gurgaon Rapid Metro test-drive tomorrow

The Rapid Metro, which has arrived from China, will go on a test-drive on October 2. The first train of the Rapid Metro Rail that has arrived from China will go on a test drive on October 2. The much-anticipated run will be flagged off by Chief Minister Bhupinder Singh Hooda and the operations will begin in March next year as scheduled. However, the Shankar Chowk station, one among the six on the network, will be initially closed as work is pending there.

The NCR unit of the Rashtriya Gujjar Aarakshan Sanyukt Sangharsh Samiti, Haryana, has expressing solidarity with the Gujjars of Rajasthan, who have re-launched their stir for inclusion in the reservation list.

FDI useful if it eliminates middleman: Sangwan

The FDI in the retail sector will help farmers only if the elimination of middlemen, who had been milking the poor farmers, was ensured. Hawa Singh Sangwan, president of the Haryana unit of the Jat Arakshan Sangharsh Samiti, the body spearheading the stir for quota for Jats in jobs, said the FDI in the retail sector was worth trying being more beneficial to farmers and consumers as the big stores were likely to buy their products directly from the farmer, thus reducing the long chain of middlemen who usurp the major profit.

2 sons kill mother’s paramour
Fatehabad, September 30
A 42-year-old man was done to death by two brothers allegedly over his illicit relations with their mother at Nagpur in Fatehabad on Friday night. The police has booked the two brothers, Mahabir and Shravan, under Sections 302, 452 and 34 of the IPC on the complaint of the victim’s nephew, Raghubir.

In a statement here today, state unit secretary Inderjit Singh alleged while the state was in the grip of organised crime, the government continued to remain insensitive and had failed to take measures to curb it. Haryana, he said, could not be allowed to become the gangrape state of the country.

CM gives Rs 35-cr package to Kaithal
Says INLD the biggest ‘stumbling block’ in development

Kaithal “earned” a package of nearly Rs 35 crore with Chief Minister Bhupinder Singh Hooda announcing Rs5 crore for the Municipal Council for urban development and Rs 10 crore under the Haryana Rural Development Fund for the development of villages in the area.

Making the announcement while addressing a ‘Jansamarthan rally’ in Kaithal, Hooda also announced Rs 1 crore for a recreation ground at the old bus stand complex and said volleyball and basketball courts would be set up at the Old Fort ground. He also announced Rs 10 crore for the construction of a polytechnic and Rs 11 crore for an indoor sports stadium.

Showering the “largesse”, Hooda was quick to take a dig at the Opposition for neglecting Kaithal. Quoting statistics to prove his point, Hooda said that in six years of INLD rule from 1999, Kaithal got only Rs 495 crore against Rs 3,475.89 crore spent so far by the present government. Similarly, the present government has so far spent Rs 1185.54 crore in the Kaithal assembly constituency whereas the previous government had spent merely Rs 122.93 crore.

Terming the INLD as the biggest “stumbling block” in development of the state, Hooda launched a scathing attack on the party and its leader, Om Parkash Chautala. He said the Opposition had no moral ground to speak on corruption since they themselves were facing trial and court cases. Regretting that the INLD was opposing the setting up of a nuclear plant in the state, Hooda said his government wanted to solve the problem of power shortage permanently by doing so.

Local MLA and PWD and Industries Minister Randeep Singh Surjewala said today’s rally was a reply to the Opposition going about organising “parivartan rallies” in the hope to usher in the age of “organised crime” which happened under the previous government’s patronage.

“The Congress has ended their rule of intimidation and the culture of organised criminality and sale of jobs and protection to criminals. The concept of gifting pouches of money is also long over. That is why the INLD is desperate for change. In fact, Chautala played with the future of youth by indulging in sale of jobs which is very evident in the HCS recruitment scam, the removal of members of the Haryana Public Service Commission. We are committed to stalling the very change they are aspiring for and we are committed to ushering in an era of development,” Surjewala said. MP Navin Jindal, President, All India Kisan Khet Mazdoor Congress Shamsher Singh Surjewala, HPCC President Phool Chand Mulana, Education Minister Geeta Bhukkal also spoke on the occasion.

The Chief Minister inaugurated and laid the foundation stone of a number of development projects in Kaithal district involving an investment of over Rs 125 crore, including a New Police Lines, a workshop of Haryana Roadways, Dr B.R. Ambedkar Government College, two sewage treatment plants at Manas and Jind roads at a cost of about Rs 34 crore.

Unable to ensure quota at central varsity, Hooda tells villagers

The state government today conceded that it could not fulfill the promise made to the residents of Jant and Pali villages in the district regarding reservation in jobs and admissions at Central University coming up on their panchayat land.

At a meeting held with representatives of villagers in New Delhi today, Chief Minister Bhupinder Singh Hooda expressed his inability to ensure reservation in the university for Jant and Pali residents, as promised to them.

Stating that providing reservation at Central University was not within the powers of the government, Hooda said he could only recommend the matter to the Union Government.

The panchayats of Pali and Jant villages were made to lease out nearly 500 acres of land for 99 years for setting up Central University at a token rate of Re 1 per acre per year on the promise of reservation for the residents of these villages in admissions and jobs in the university.

Under pressure from the state authorities and lured by the aforesaid promises, the panchayats gave their land almost free of cost for the university.

However, when the university started functioning from a temporary campus at Narnaul, the villagers’ requests for reservation in admissions and jobs there were turned down on the ground that the University Act did not provide for reservation on the basis of domicile.

The crestfallen villagers ran from pillar to post to claim their dues, but to no avail. Eventually, on July 30 this year, residents of Jant, Pali as well as several neighbouring villages began a dharna in front of the university gate.

However, when even the two-month-long dharna could not serve any purpose, the villagers got the construction work on the university campus stopped yesterday. A local MLA called up the protesting villagers and invited them for talks with Hooda.

The villagers, who had gone to meet the Chief Minister on an optimistic note, returned empty-handed. The protesters’ leaders will hold a meeting tomorrow to decide the future course of action.

Mahapanchayat ostracises same-gotra couple

A mahapanchayat of about 20 villages of the Ahirwal region, belonging to the Sunaria gotra of the Yadav community, at Dhawana village, 25 km from Rewari, today announced ostracisation of the families of a couple- Bhagirath Yadav and his wife, Sunita Yadav, both residents of Dhawana village belonging to the Sunaria gotra.

The mahapanchayat also declared anyone who dared to violate the mahapanchayat’s decision would also be ostracised.

The mahapanchayat was held under the chairmanship of Subedar (retired) Shri Bhagwan.

Bhagirath and Sunita entered into a wedlock by getting their marriage registered in a court on December 8, 2010. Sunita bore a daughter to Bhagirath on July 30, 2012. While Sunita is employed as an operator in the Army Telephone Exchange at Jaipur (Rajasthan), Bhagirath is a practising lawyer at Rewari. Their marriage, which was shrouded in secrecy, was known after the birth of their daughter.

While taking a strong exception to their marriage, the mahapanchayat heard the boy’s grandfather Banwari Lal (Bhagirath’s father expired some time ago) and the girl’s father, Karan Singh, who both pleaded their helplessness in the matter. They stated their families had already ousted them.

Following the conclusion of the hearing, the mahapanchayat constituted an action committee comprising of about 16 senior representatives.

The committee took the decision, which was then read out by Balbir Singh, the sarpanch of Dhawana village and Ishwar Singh , a former sarpanch of Usmapur village.

Following a petition filed by Sunita, the Punjab and Haryana High Court had earlier directed the Rewari district police to provide security to the couple.

Rs 17,300-cr dairy plan to usher in milk revolution

Sixteen years after Operation Flood that turned India into the world’s largest milk producer, the country is set to take another big leap through a second milk revolution, with the implementation of Rs 17,300-crore National Dairy Plan (NDP) being implemented during the 12th Five Year Plan period.

The first phase of the World Bank-funded National Dairy Plan, to be implemented by the National dairy Development Board (NDDB), envisages breed improvement, better feeding management and providing dairy procurement infrastructure at the village level, GC Patil, secretary, Department of Animal Husbandry, Dairy and Fisheries, Union Ministry of Agriculture, said.

Talking to mediapersons on the sidelines of the national seminar on “Global opportunities and concern in dairy and food sector” organised by the NDRI, he said it was essential to take the milk processing units and cold storage chains at the village level as in spite of being the biggest producer of milk, our exports were negligible. Rs 2,242 crore would be spent in the first phase to strengthen the infrastructure to penetrate the rural areas, he added.

The plan is being implemented simultaneously in 14 milk-producing states of UP, Punjab, Haryana, Gujarat, Rajasthan, M P, Bihar, WB, Maharashtra, Karnataka, Tamil Nadu, AP , Orissa and Kerala. Director-General, Animal Husbandy, Haryana, KS Dangi said there were 1,000 hi-tech dairies in Haryana and 79 of them were in Karnal. An encouraging feature was that 95 per cent of these were in rural areas.

Several people have come forward to adopt the newborn boy, who was found abandoned on the roof of a house at Suchan village in Sirsa on Friday.
Several people visited Sanjivani Hospital in the town, where the neonate is being treated, to know the child’s well-being. Some offered prayers for the baby’s survival.

“The child’s condition is stable now,” said Dr Anjani Agarwal, a pediatrician in the Sanjivani Hospital, where he was admitted yesterday on the directions of the civil surgeon.

“When the child was brought to my hospital, he suffered from septic conditions, distress and hypothermia (loss of heat), but now the baby is stable,” he added.

In the hospital, Yashoda workers of the health department are looking after the baby, while scores of people, many from Suchan village, have visited the hospital to inquire about his welfare.

Some of them have expressed their desire to adopt the child.

Raju, a villager, met the authorities in this connection, while Mohan Lal, a brother of the villager Om Parkash, who first spotted the little one shaking its leg out of the bag in which he was placed on the roof of his house, has also expressed their desire to adopt him.

“Once discharged from hospital, we will send the child to a government orphanage by the orders of the district authorities. The adoption of the child is possible from there alone as per the government rules,” said the deputy civil surgeon, Dr Viresh Bhushan.

Meanwhile, the police does not have any clue as to who had left the infant on the roof.

The little one was found lying in a bag on the roof of an abandoned house, where the house owner Om Parkash, who lives in the adjacent newly constructed house found the child.

The police rushed the victims to the Civil Hospital, Ladwa, where Seema and Suman were declared brought dead and the two children died at the hospital. The bodies have been sent for a post-mortem examination at the Civil Hospital, Kurukshetra. The exact cause of the accident could not be ascertained.

Gurgaon Rapid Metro test-drive tomorrow

The first train of the Rapid Metro Rail that has arrived from China will go on a test drive on October 2.
The much-anticipated run will be flagged off by Chief Minister Bhupinder Singh Hooda and the operations will begin in March next year as scheduled. However, the Shankar Chowk station, one among the six on the network, will be initially closed as work is pending there.

Commuters of the Delhi Metro will not have to purchase a separate token to travel by the Rapid Metro. Though the fare is yet to be finalised, it’s likely to be a flat rate for all six stations. "We have already integrated all components and laying of tracks. We are sure that we will commence our commercial operations in March.," said a senior official of the Rapid Metro Rail.

Rajasthan Gujjars’ stir supported

The NCR unit of the Rashtriya Gujjar Aarakshan Sanyukt Sangharsh Samiti, Haryana, has expressing solidarity with the Gujjars of Rajasthan, who have re-launched their stir for inclusion in the reservation list.

Suraj Mal, Convener of the samiti, said Haryana Gujjars would take part in a "Gujjar Mahapanchayat” scheduled to be held in Delhi on October 2.

Attar Singh Bhadana, a former BJP MLA of Buyana in Rajasthan, and a senior community leader from the state, Mukhia Gujjar, who were here with Suraj Mal to mobilise public support for the mahapanchayat, said the present Congress government in Rajasthan had misled the community to call off its earlier agitation on the reservation issue.

“The government had promised to provide 5 per cent reservation as a special measure till the issue pending with the Centre was disposed of. But nothing has been done on the issue even after more than four years”, they added.

Suraj Mal said the samiti was in favour of reservation policy based on economic status. Gujjars form a sizeable chunk of population in Haryana, especially in Faridabad and Gurgaon and Mewat districts of south Haryana.

2 sons kill mother’s paramour

A 42-year-old man was done to death by two brothers allegedly over his illicit relations with their mother at Nagpur in Fatehabad on Friday night.
The police has booked the two brothers, Mahabir and Shravan, under Sections 302, 452 and 34 of the IPC on the complaint of the victim’s nephew, Raghubir.

The complainant alleged that the two accused barged into the house of the victim (his name is also Shravan) on Friday night and attacked him with sharp-edged weapons.

The victim’s sons, Pankaj and Banti, ran out and raised an alarm to seek help from the neighbours, but the accused had killed Shravan by the time the people could reach there.

The accused escaped after committing the crime.

The police said investigations were in progress and efforts were being made to arrest the accused.

The Haryana unit of the CPM has expressed concern over the rising crime graph, particularly against women.
In a statement here today, state unit secretary Inderjit Singh alleged while the state was in the grip of organised crime, the government continued to remain insensitive and had failed to take measures to curb it. Haryana, he said, could not be allowed to become the gangrape state of the country.

Citing the gangrape cases of Dabra in Hisar, Pilukhera in Jind and Gohana in Sonepat as most disturbing, he said women in general and the Dalit community in particular had become soft targets of criminal elements. “It appears that the police which ought to take swift action against the accused was seen hobnobbing with criminals and trying to make a deal out of such cases with no fear from the superiors or the state government,” he charged.

Expressing surprise over the Chief Minister’s statement that the spurt in crime figures were due to an increase in the registration of cases by the police, he said the Chief Minister ought to take moral responsibility for the failure of the law and order machinery and promise to take suitable steps to improve the situation.

He said the party had decided to launch a mass campaign against the deteriorating law and order situation throughout the state.

The All-India Jat Aarakshan Sangharsh Samiti today demanded that the provision for reservation in government jobs for members of the Jat community should be first made at the Centre and thereafter in all states.

Hawa Singh Sangwan, president of the Haryana unit of the samiti, said here after a meeting of the national executive of the samiti that the benefit of reservation to Jats should be extended across religious, region and sectarian lines.

He said the samiti leadership was hopeful that the Haryana Backward Classes Commission would recommend OBC status for their community. However, if this did not happen, the samiti would launch an agitation to get its demand fulfilled. — TNS

Youth shot in Gohana

Sonepat, September 30
Sunil (19) of Bidhal village under Gohana Sadar police station, was shot dead allegedly by another village youth, Sumit, near Government Girls Senior Secondary School in the village late last evening.

Sunil died on the spot while his cousin, Ravi, sustained bullet injuries. Both were rushed to the Civil Hospital, Gohana, where the doctors declared Sunil as brought dead. The accused has been booked.

The victim along with Ravi and Dharmendra was returning from the school on a motorcycle when Sumit opened fire on them.

The police said Sunil and Sumit had an altercation two days ago while playing in the school ground. A compromise was reached between the two. As Sumit continued to nurse a grudge against Sunil, he committed the crime. — OC
