HUDA ‘overlooking’ apex court ruling
Chandigarh, September 23 HUDA is taking advantage of a clause in the
allotment letter which says: “Rate is tentative and enhanced compensation for land would
be recoverable from the plot holder if awarded by court in future”. For
a plot that was supposed to cost Col Mohan Rs 2.94 lakh , he would pay nearly Rs 21 lakh over 18 years after he makes two more additional payments. This includes interest, extension fee etc. HUDA has sent Col Mohan another notice demanding Rs 9 lakh. This money has to be paid
to the farmers whose land was acquired by HUDA for these plots as the farmers have won a legal case for enhancement of compensation. “There are hundreds of residents
in Sector 25, 26, 27 and 28 in Panchkula and many others living in different HUDA schemes who have to face a similar predicament for HUDA’s oversight in acquiring properties free of legal tangle”, Col Mohan says. A senior HUDA official said HUDA was a “no profit, no loss” institution and all liabilities pertaining to areas developed by it were borne by the beneficiaries. This view is, however, not shared by the HUDA allottees, who say that the government must bail out HUDA and not burden the allottees two decades after they were given plots. “Had we had known that the liability is going to last a lifetime, we would have gone for other avenues available at that time”, is a majority view of the Joint Action Committee, Panchkula (JACP), which is espousing the cause of those affected. HUDA is going ahead with recovering enhanced compensation from the allottees despite a ruling of a Division Bench of Justice GS Singhvi and Justice SJ Mukhopadhaya of the Supreme Court in a case against the Haryana Housing Board where the court ruled: “Once the allottee pays the total price, he may not be subjected to the burden of additional cost after a number of years”. This was in a case where the board had asked for additional cost from owners of EWS Housing Flats after 10 years of allotment. The JACP president has in representations sent to the Estate Officer, HUDA, from time to time, have opposed the enhanced compensation. HUDA is charging 15 per cent interest on a compounding basis to those delaying payments which is against HUDA’s own policy of charging simple interest. It has highlighted that many beneficiaries are handicapped persons or award winners who were allotted plots on discretion. They too have been subjected to high compensation escalation that they cannot afford to pay. CM calls for promoting girl education
Nilokheri (Karnal), September 23 Lauding the role of Guru Brahmanand in spreading the message of girl education, Hooda said Guru ji had rendered selfless service to society and promoted girl education during his entire life. Hooda announced that Arts and Commerce classes, nursing courses of ANM, GNM, DMLT, BEd, JBT and Pharmacy, English and Hindi Stenography and stitching, sewing and embroidery courses would be started in the college, provided that it fulfil all prescribed norms. Hooda announced to give a sum of Rs 21 lakh for the overall development of college and also announced Rs 11 lakh and Rs 5 lakh, respectively on behalf of Rajya Sabha MP Dr Ram Parkash and Chief Parliamentary Secretary Sultan Singh Jadaula, respectively. Inaugurating the Government Veterinary Hospital at Anganthali (Karnal), Hooda said the government had decided to launch the Haryana Livestock Development Mission to make Haryana the country’s
Denmark. He added that the government had provided instruments, equipments and diagnostics worth Rs 60 crore to equip veterinary hospitals in the state for quality delivery of the services. Hooda said the scheme launched by the government to provide subsidy for setting up dairy units with 20 or more milch cattle to boost up the milk production in the state had paid off as 1,000 such dairy units had been established during the past three years in the state and Karnal district alone had 79 such dairies. |

Empowering consumer: Plan to minimise power complaints
Hisar, September 23 A spokesman of the Dakshin Haryana Bijli Vitran Nigam said here that to minimise the complaints of low voltage, tripping, breakdowns and other interruptions in power supply, schemes for bifurcation or augmentation of all overloaded 11-KV feeders , having more than 200 amperes load, were being prepared. These would be sent within 15 days to the management for administrative approval and funding arrangement. During the bifurcation of feeders, the system would be renovated and additional distribution transformers installed as required. The old system of complaint centres has been revived in addition to the call centre where complaints relating to power supply failure could be registered by dialing toll-free telephone number 18001801615. Seats at the complaint centre have already been increased to 120. Close monitoring of working of the call centre has been started and, if necessary, seats at the call centre would be increased further. Complaint centres would be reactivated in villages also by maintaining complaint registers in which it would be mandatory to mention the time of registration and redress of a complaint. The SDOs had been assigned night duty at circle levels to attend to telephones of consumers during night and to supervise the employees on night duty. Such night duties were likely to be given to junior engineers also at the divisional level. Telephone numbers dedicated to night complaints were being made available which would made public to facilitate consumers to get complaint registered and know the status of their complaint. Telephone numbers and rosters of movement of junior engineers would be posted on the websites of the nigams. Each junior engineer would now visit each village in his jurisdiction at least once a month. The officials engaged in operations would keep their telephones open round the clock. To attend to serious complaints or complaints involving maintenance work or complaints pertaining to deep rural areas, a well-equipped vehicle in each circle would be kept ready day and night. In its area, the DHBVN will assist and provide the facility of lodging complaints through computers in the sub-divisional offices (operations) free of cost. The computer-based consumer grievance redressal system was operational through the nigam’s website www.dhbvn.com. The application is accessible through any internet browser. It can be started by opening any browser and typing URL http:/www.dhbvn.com. Devender Singh has already ensured the field staff that there will be no shortage of material for the redress of grievances of consumers. He has constituted a committee comprising the additional managing director and two technical directors to recommend appropriate delegation of financial powers and allocation of material at operation circle level so as to provide better and prompt service. The system operations wings of the nigams had also been asked to avoid imposition of loadshedding or other cuts during the scheduled power supply to consumers. |

Chandigarh, September 23 While students from the region have to go to far-away places for higher studies, the education projects, Government Polytechnic at Nanakpur village and Government Polytechnic at Sector 26, Panchkula, besides NIFT, have failed to take off several years after they were proposed. This is despite the fact that top functionaries of the Haryana Government, including Chief Minister Bhupinder Singh Hooda, had been claiming at public functions from the past many years that these institutes would come up soon. However, if the pace of construction of two polytechnics is any indication it will take several years for their completion. Claims by the government functionaries nothwithstanding, the final approval for NIFT is reportedly yet to be given by the Union Ministry of Textiles. In case of Government Polytechnic, Nanakpur, the Ministry of Human Resources Development had reportedly sanctioned a Central assistance amounting to Rs 12.3 crore out of which Rs 2 crore was sanctioned as the first installment for construction work. However, not much construction work has been undertaken at ground, residents alleged. Despite the allotment of 2.5 acres of land for Government Polytechnic in Sector 26, Panchkula, the project has failed to move beyond the files. Even the construction of the boundary wall for which an amount of Rs 4.4 lakh was sanctioned several months ago is yet to start. Meanwhile, the Shivalik Vikas Manch, a non-political organisation fighting for the rights of the Shivalik region comprising Panckula, Yamunanagar and Ambala districts, has served a legal notice on the Haryana Government for its failure to complete the projects on time. The manch will move the Punjab ande Haryana High Court if concrete steps are not taken by the authorities concerned immediately to complete these projects, the legal notice warned. |

BJP activists gear up for Sept 28 public meeting
Faridabad, September 23 However, the concentration of the propaganda materials would be in the city. A senior leader said almost all the chowks and roundabouts here would be spruced up with propaganda material. On the other hand, workers of the Haryana Janhit Congress (HJC) of the Faridabad Parliamentary constituency met last week to fine-tune a strategy to ensure success of the event. Party supremo Kuldip Bishnoi had met senior party leaders of the state in this regard, a few days ago. The meeting, which has been christened “Congress Hatao Desh Bacchao” (remove Congress to save the nation), will be addressed by top brass of the BJP, including party chief Nitin Gadkari. HJC president Kuldip Bishnoi will be a special invitee on the occasion. The meeting will be a culmination of the BJP’s three-day national programme commencing with its national executive meet on September 26 at Surajkund, which will be followed by party’s national council's session on September 27-28. State BJP president Krishanpal Gurjar has been camping here along with his senior colleagues to make the meeting a success. |

I went through hell at Apna Ghar: Victim
Karnal, September 23 Liquor mixed with cold drinks was served to inmates on Holi festival to exploit them in an abbreviated condition, she said, adding that she was thrashed by the daughter of the director when she refused to consume the drinks. A victim of domestic violence, the girl met a woman named Shabana at the Howrah railway station immediately after she left her house a year ago. Shabana offered to find her a job and but instead sold her to one Munni, a brothel owner on the GB road in Delhi. “I was pushed into prostitution and when I refused to entertain customers, I was beaten up. Fortunately, one day I escape from the brothel and managed to reach a railway station and from there I boarded a train without even knowing its destination,” she said. The 22-year-old destitute was followed by nearly half-a-dozen youths as soon as she alighted from the train at the Rohtak railway station. But, jawans of the Government Railway Police (GRP) came to her rescue and sent her to the Apna Ghar. The shelter home, which was being run by Bharat Vikas Sangh, an NGO, came to limelight after a team of the National Commission for Protection of Child Right rescued nearly 120 persons, including children and women, from there in a raid on May 9. The shelter home director was booked under various sections of the IPC, including the Immoral Trafficking (Prevention) Act 1956, the Bonded Labour Act and the Juvenile Justice (Care and Protection) Act. Raj Singh Chaudhry, president of the Pravasi Suraksha Vahini, an NGO that traced the girl’s family, said the victim informed them that she was suffering from a dreaded disease and they decided to provide her monthly assistance of Rs 1,000 for medicines. |

Rohtak, September 23 “We had approached the district authorities to drain out the water standing in our fields about a fortnight ago, but their cold response forced us to tackle the problem ourselves,’’ said Satish, a resident of Sundana village, about 15 km from here. Rai Singh of the same village said farmers were perhaps the last on the mind of the authorities concerned. Neither did any official visited the area nor was any step taken to provide relief to the affected farmers, he added. Rambhagat, another farmer, said, “This is not the first time when villagers have taken this step.” A few year ago when the administration failed to drain out water, the villagers had responded in a similar way, he said. Raghbir Singh, a resident of Baland village in the district, said even workers were demanding more money to cut the crop standing in water. Waterlogging has not only delayed the maturing process of paddy but excess of humidity may prove a hurdle in selling the crop, he says. Sunil of Roorki village said this had also resulted in excessive breeding of mosquitoes in the area. Dhamar, Asan, Ritoli, Kabulpur, Shimli, Mayna, Bhambewa, Kansala, Garnawathi, Karontha, Kakrana and Deeghal are some of the villages in the region where waterlogging has emerged as a big problem this year. |
Doctor caught taking bribe from prisoner
Sirsa, September 23 The State Vigilance Bureau produced orthopaedic surgeon Pawan Kumar, posted in the General Hospital here, in a local court after booking him under the Prevention of Corruption Act. According to reports, Harvinder Singh, a resident of Bhawdin village who is lodged in Sirsa District Jail, was admitted to the General Hospital a few days ago. Pawan Kumar, who treated Harvinder, discharged him from the hospital yesterday. However, when the prisoner requested him to keep him in the hospital for a few days more due to his poor health, the doctor allegedly demanded Rs 5,000 for this favour. Harvinder revealed this to his friend Malkiat Singh, who reported the matter to the State Vigilance Bureau. A trap was laid to arrest Dr Pawan Kumar. A team of State Vigilance Bureau sleuths went to the hospital along with Satish Kumar, City Magistrate, Sirsa, as a witness. The moment the accused doctor accepted phenolphthalein-laced currency notes from Malkiat Singh, sleuths of the State Vigilance Bureau caught him. |
Transformers’ repair capacity to be doubled
Chandigarh, September 23 Addressing a meeting of senior officers of material management wing of the power utilities here today, Chairman and Managing Director, Uttar Haryana Bijli Vitran Nigam (UHBVN) and Dakshin Haryana Bijli Vitran Nigam (DHBVN), Devender Singh said about 36,000 damaged distribution transformers were required to be repaired by the end of the current financial year. Chief General Manager AK Berry apprised the meeting that one more transformer repair workshop would be set up at Kaithal by the UHBVN. At present, the workshops exist at Dhulkote, Mathana (Kurukshetra), Karnal, Sonepat and Rohtak. He said the repair of about 1,200 transformers was being carried out in these workshops every month. He also said the UHBVN and the DHBVN would soon purchase 61, 000 electricity poles.

Justice Mudgal inspects Gurgaon e-way
Gurgaon, September 23 Justice Mudgal visited various areas of the expressway and toll gates to get independent feedback for the forthcoming hearing on September 25 where the final decision about lifting the ban on toll collection was likely to be taken. Representatives of various organisations, including Toll Hatao Committee, also met Mudgal and apprised him about the situation and emphasised that the ban on toll collection was the only way to ensure free flowing traffic as has been witnessed in the past 20 days. The inspection team refused to divulge anything at this stage. Delhi Gurgaon Super Connectivity Limited (DGSCL) had in the last hearing presented a decongestion plan to the court wherein it had elaborated on steps taken and planned to decongest the toll gates and ensure free flow of traffic on the expressway. The division bench of acting Chief Justice Jasbir Singh and Justice Rakesh Kumar Jain declined to vacate the stay until September 25 but allowed the concessionaire, DGSCL, to collect toll from commercial vehicles on the expressway. The high court directed the Gurgaon expressway operator and the National Highways Authority of India (NHAI) to show results of the measures at the Sirhaul toll plaza. The court said it would consider lifting the stay on collection of toll if the steps succeeded in providing relief to motorists. |

poets stated that the differences among the two countries were merely political and had nothing to do with the wishes of the commoners i. Kishwar Naheed, one of the most decorated feminist poet from Pakistan, who had been awarded with the Adamjee Prize of Literature on Lab-e-goya (1969), UNESCO Prize for Children's Literature, Best Translation Award by Columbia University, Mandela Prize and Sitara-e-Imtiaz, said the two countries had been holding talks to relax visa norms earlier also. “But, this time the executive decisions taken at the highest level should be implemented.” Munawar Rana, another notable Indian poet who published works in
Hindi and Bangla, said despite repeated pleas by the artists the visa restrictions still existed. He said at least the artists should be allowed visas. |
Gangrape: One of the accused arrested
Hisar, September 23 A girl boarded a bus from Tosham for Dabra. She found one of the accused belonging to her village also travelling in the same bus. She had heard about involvement of the youth in the case. The girl quietly got down at Dabra and immediately contacted the sarpanch who informed the police. The police forced the bus to a stop at Fawara Chowk here shortly thereafter and arrested the accused. Eight other youths are wanted by the police in
the case. The father of the rape victim had committed suicide after he came to know that his teenaged daughter was gangraped. Meanwhile, the family
of the girl has refused to give permission for conducting the post-mortem examination of the girl’s father. He had committed suicide on September 18. The girl had been raped by a group of nine youths on September 9. She disclosed the incident to her parents on September 18 after which her father consumed an insecticide. |
Komal honour killing case
Ambala, September 23 The police had also found Sanju Komal had eloped from her native Bada Siana village in Kaithal district a few days ago, in Jhansha village of Kurukshetra district. It was learnt that Komal and Sanju wanted to marry each other. The two eloped from their native villages and reached Laha village where they took shelter at a farmhouse along with the boy’s family. Sanju’s elder brother, Dalbir Singh, told the police that four persons, including Komal’s elder brother Paramjit alias Ninder, father Narinder Singh and two others reached the farm house and started beating the couple. Though the two managed to flee, Dalbir Singh and other members of the family found Komal hanging with her ‘dupatta’ while Sanju was missing. The police said deceased Komal’s feet were touching the floor which confirmed that she was killed and then hanged. |
4 killed, 13 hurt in Panipat, Jhajjar mishaps
Panipat, September 23 The ill-fated vehicle carrying 24 persons, which was on its way from Delhi to Saharanpur, overturned after the accident. A large number of passengers who were returning after seva at Sant Nagar Nirankhari Bhavan were asleep when the accident occurred. The Panipat police reached the spot and rushed the injured passengers to the nearest hospital. Four seriously injured persons were referred to the PGI, Rohtak. The police has booked the truck driver who fled the spot. Jhajjar: At least two persons were killed and three injured in a head-on collision between a van and a Canter near Rohad village today. The Canter driver fled the spot after the accident. The deceased have been identified as Ashok and Yogender of Delhi while the injured, Pintu, Inderpal and Bhanu, have been admitted to the Bahadurgarh trauma centre, which referred Pintu to the PGIMS. The police has booked the Canter driver. The incident took place when the van carrying five occupants was on its way to Delhi from

Sirsa, September 23 No local leader of the Congress, including Sirsa MP Ashok Tanwar, who was in Sirsa today, was seen in the function. She opened a political office at her late father’s residence in Hisaria Bazaar. “I have decided to contest the next Assembly poll from Sirsa to fulfil my father’s wish,” said Setia and added that she did not invite any leader because she was not sure from which party she would contest. |

SPIO fined for not giving info to RTI activist
Panipat, September 23 The commission has also sent a notice to the SPIO asking him to supply the relevant information free of cost within 30 days failing which a fine of Rs 25,000 would be imposed. Kapoor had filed the RTI on January 12, 2012, asking for information about the public toilets constructed for women by the Municipal Corporation and the Municipal Council, but the information was not given within the mandatory period of 30 days. An appeal was filed with the Deputy Director, who is the First Appellate Authority (FAA), but there was no response and finally Kapoor appealed to the State Information Commission under Section 19 (3) of the RTI Act, 2005, and demanded that information be provided free of cost immediately and the persons guilty of denying the information be punished. Taking cognizance of the appeal, the commission sent a notice to the SPIO and the FAA to furnish the information by June 20 and also summoned them to appear before the commission on September 4. Information Commissioner MR Ranga who heard the appeal imposed a fine of Rs 2,000 on the SPIO and asked him to pay the amount to PP Kapoor by October 17. The Information Commissioner also issued a show-cause notice to the SPIO under Section 20(1) of the Act, asking that why a fine of Rs 25,000 not be imposed on him for not supplying the information. The commission further asked the SPIO to supply the information within 30 days and personally appear before the commission on November 30 next. |

Income limit for scholarships to SCs hiked
Chandigarh, September 23 This was decided at a meeting held under the chairmanship of Chief Minister Bhupinder Singh Hooda. Hooda issued directions to the officials concerned that 'Kanyadan Rashi' being given under the Indira Gandhi Priyadarshini Viwah Shagun Yojna should reach the beneficiary families at the time of marriage. Hooda ordered the inclusion of art subjects under the Anusuchit Jati Chhattra Ucch Shiksha Protsahan Yojana. So far under this scheme annual scholarship between Rs 5,000 and Rs 14,000 was given to the girl students studying science, commerce and other professional courses. |

Man gets life term for killing wife, daughter
Sirsa, September 23 Accused Shera Singh, a resident of Maujdeen, had thrown his wife Kuldeep Kaur (35) and two daughters into a canal where they had gone to wash clothes on December 25, 2010. A passerby, however, managed to save one daughter who revealed her father’s misdeed to the police. The accused wanted to eliminate his family due to frequent altercations between him and Kuldeep Kaur.
