7 IAS officers await promotion; 2 posting
Chandigarh, October 1 Seven senior IAS officers of the 1987 batch, whose promotions were recommended by the departmental promotion committee(DPC) in the last week of August this year are yet to get their promotion orders. To top it all, two IAS officers, including former Chandigarh Deputy Commissioner Brijendra Singh, are awaiting posting orders. The other officer is Arun Kumar Gupta, whose charge as Managing Director of the UHBVN, was given to Devender Singh, who came back to Haryana from central deputation. Sources said the promotion cases of IAS officers--Jyoti Arora, Devender Singh, TC Gupta, Amit Jha, SN Roy, Avtar Singh and Rajiv Arora--to the rank of Financial Commissioner, have been lying with Chief Minister’s Office (CMO). Sources said after these officers were promoted, their posts would be filled by officers handpicked by the Hooda Government. Since certain posts are crucial, these are filled by officers having full confidence of the political establishment, a senior functionary of Haryana told The Tribune. Major shuffle soon Official sources claimed these nine officers would be accommodated in the forthcoming administrative reshuffle. While certain “blue-eyed” bureaucrats of the Hooda Government have been sticking to plum postings for years, certain officers had been moved to different departments frequently. Certain officers are looking after three or four departments. |
Debt restructuring: Haryana may opt for franchisee system
Yamunanagar/Ambala, Oct 1 According to highly placed sources in the power utilities, Haryana is amongst the seven states that are supposed to be major gainers of the central government’s scheme of debt restructuring. To take advantage of this, the government would have to approve the franchisee system. The sources said the power utilities had a loan of around Rs 19,500 crore, including Rs 5,500 crore of short-term power purchase. The line losses were in the range of 25 per cent. Power theft was also a major problem as some influential people were involved in this. Non-payment of power bills in certain pockets of Haryana was also a cause of concern for the financial health of the power utilities. The sources said the state government was in the process of merging the two discoms because of a number of problems. There were different sets of rules in the two discoms. The line losses were also in variance with each other and so was the availability of material. In 2002-03, a financial package had been introduced by implementing the Ahluwalia Committee Report by which outstanding dues of state electricity boards of about Rs 43, 000 crore were securitised by the state governments through the issue of bonds. As the cost of power supply was more than the average revenue realised, the SEBs of the country again went into red. However, putting up a strong resistance against the proposed franchisee system, finance secretary of the North India Power Engineers Federation said power engineers were of the view that the franchisee system in power distribution would ultimately lead to privatisation of discoms and benefit some vested interests. Under political pressure to sell below cost and losing more than a quarter of power supply to theft and decrepit networks, distribution companies had been borrowing for years to fund their losses, he said. Further, years of populism, corruption and mismanagement were the main reasons for the losses suffered by discoms. The franchisee system would result in higher tariff to the consumer to ensure high profit margins for the franchisee. |
Ban on borewell use by builders helps
Gurgaon, October 1 for construction purposes has proved to be a boon for the groundwater-starved city as it is reportedly saving lakh litres of water since the order. Haryana Urban Development Authority (HUDA) record reveals that 3 lakh litres of water is being supplied to builders through tankers daily as they now have to use water from sewage treatment plants (STPs) in Gurgaon. HUDA is also providing drinking water for workers at the construction sites. The treated water from STPs is being made available to builders round the clock. “We were apprehensive about the step, but it has been a success. We are saving lakhs of litres of water everyday. It will help us deal with the depleting water table,” said a senior official of HUDA. The daily discharge at HUDA sewage treatment plants is about 33 MGD, which is more than the daily need of builders. Meanwhile, HUDA officials are planning to inform the court about the need for setting up STPs on the site as helps save groundwater. |
Security norms for ATM cash vans
Chandigarh, October 1 A police spokesman said the Superintendents of Police (SPs) in all districts have been asked to hold a meeting with bank officers of the area under their jurisdiction and review the safety measures being taken for ATM cash vans. He said that directions had also been issued to constitute separate police teams to keep an eye on these vans. He said in case security was poor, a notice should be issued to the company concerned. He said if a large amount of cash was to be carried, the district police control room should be informed so that a police escort could be provided. — TNS |
Boy falls into open tank, dies
Gurgaon, October 1 Ravi, a seven-year-old boy, died today after falling into a seven-foot water storage tank built in a Sector 47 plot where construction is on. Ravi hailed from Madhya Pradesh and lived with his parents who work as construction workers. He fell in this reportedly uncovered tank when he was playing with his friends. The other children raised the alarm when Ravi fell into the tank. But it was too late when he was taken out. The aggrieving parents blamed the plot owner for his callousness. “We reside in a slum and our children have nowhere to go. They play in the streets all day. The owner should have covered the tank. We want him to pay for his deed so that no other child dies,” said his father. The district administration has issued orders asking all plot owners to cover all dug up borewells, makeshift tanks and other ditches in their plots. Maahi had died after falling into an illegal 70-feet deep borewell in front of her house at Manesar on June 20. The girl could not be saved despite a massive effort by the Army and district administration officials. Following her death, Deputy Commissioner Meena had ordered a magisterial inquiry which had held six, including the plot owner, caretaker and provider of the drilling machine, guilty. |

Hopefuls may have to wait longer

Chandigarh, October 1 The fast-paced political developments at the national level like coalgate and the withdrawal of support by the TMC kept the party high command busy in controlling the damage to save the UPA government. It had little time for a state like Haryana. The coalgate had a direct bearing on Haryana as it engulfed, among others, a state MP in a big way. A close relative of the MP was considered to be in the race for making it to the state Cabinet. Even the Union Cabinet expansion, which seemed imminent at one stage, had to be postponed for various reasons. It is now expected to take place after “shradhas”. Going by that argument, the Haryana Cabinet expansion, if it takes place, will not be before the expansion of the Union Cabinet. Chief Minister Bhupinder Singh Hooda, sources say, may discuss the Cabinet expansion with Congress president Sonia Gandhi after October 15. Even before the Cabinet expansion, the issue of the Haryana Congress presidentship has assumed importance as a large section of the party feels that the high command should now make the final choice. |

Mahendergarh, October 1 Adding insult to injury, local MLA and Haryana CPS Rao Dan Singh, who was present at villagers' meeting with Chief Minister Bhupinder Singh Hooda yesterday, stated that they should vote in favour of the Congress, which had brought them the university. He even cited the example of Motihari constituency in Bihar, in which electors had voted for the Congress Presidential nominee, asserting that setting up a Central University there had tilted their opinion in favour of the Congress. "Instead of apologising for dishonouring their promise of providing reservation to the village residents, they are now shamelessly telling us to vote for them," said an angry member of the villagers' delegation. The villagers said the CPS stated this in the presence of the Chief Minister Another member of the delegation lamented that the Chief Minister called up the Central University Vice-Chancellor and asked him to accommodate the village residents in temporary/contractual 89-day jobs at the university "as if doing us a favour". The villagers, who met the Chief Minister in Delhi, returned disappointed as he expressed his inability to make provision for reservation in jobs and admissions in the university. |

Jind gangrape: Third accused’s mother held
Jind, October 1 The Haryana Women’s Commission has assured support to the victim. “The police has arrested four persons, including two main accused, while the third one is still absconding,’’ said senior superintendent of police Saurabh Singh. He said the third accused, identified as Sandeep Singh of Dharauli village who has a criminal background, was likely to be nabbed soon. He said Sandeep’s father and mother — Azad and Shakuntala — had been arrested for helping him and issuing a threat to the victim over the phone with a view to reching a compromise. While Azad was arrested a few days ago, Shakuntala was taken into police custody on Sunday. The other two main accused nabbed are Rinku and Ballu, both hailing from the same village. It is reported that at least one of the accused was known to the victim and they had gone to her house when she was alone. All four were produced in the local court which remanded them to judicial custody. Though the victim, who has been residing at Railway Colony in Pilukhera, had desired to shift elsewhere soon after the incident, her stay was extended after the intervention of police officials who provided her with a round-the-clock security cover. But now it is learnt that she has asked the police to allow her to move to some other place as it was no longer possible for her family to continue their stay. |
Bhiwani rape: Youth booked
Chandigarh,October 1 Sources said the incident occurred on Saturday night when the girl was allegedly picked up by three persons and one of them allegedly raped her. However, S. Kabiraj, SP, told reporters in Bhiwani tonight that the girl had recorded a statement before a magistrate that she had gone on her own with one of the youths known to her. Meanwhile, the police has rounded up two persons for questioning. |

Villager dies as cops, robbers clash
Gurgaon, October 1 Superintendent of police Sukhbir Singh said police officials at Tawdu got a tip-off that notorious robber Ammu was in Sonari, hatching plans for highway robberies in Gurgaon and Bhiwadi. The police immediately left for Sonari and took on the robbers, allegedly hiding in a house. Both the parties open fired at each other and it was in this firing that Purak reportedly died. When the policemen realised that a villager had been hit, they summoned an additional force and tried to convince the villagers that the robbers had killed him. The villagers, however, refused to buy the story and blocked traffic and ransacked the chowki. |

Rewari, October 1 The miscreants also took away Sonu’s revolver. The Kosli police has registered a case of murder, robbery against the assailants. Sonu was coming on his motorcycle to Kosli. The miscreants’ car hit Sonu’s motorcycle as a result of which the latter fell on the ground. Sonu tried to run away but the assailants opened fire, killing him on the spot. |

YC candidate shot at in clash Faridabad, October 1 Chaprana, who received two gunshots in his abdomen, was rushed to Metro Hospital here, where his condition is stated to be critical. The hospital staff were operating on him at the time of this dispatch. No FIR had been registered at the time of writing this report. Inder Singh, the SHO concerned, said, “The police is in the process of registering a case in the incident.” He declined to give any details ior identify the accused. He said five persons were alleged to be involved in the attack on Chaprana. No arrest has been made so far. However, according to eye-witnesses, the victim and his rival contestant, Praveen Chandila, had heated verbal exchanges in the afternoon. A truce was effected between the two factions by the public. Unofficial sources said just when the polling at the booth was coming to a close, Praveen Chandila, along with four persons came on a Fortuner. After a brief verbal exchange and fisti-cuffs from both sides, Chandila’s supporters opened fire on Chaprana from a close range. |
