Minor girl raped in Rohtak
Rohtak, October 2 “We have arrested the main accused, identified as Binder Kumar of Kachi Garhi Mohalla, who had allegedly raped the 16-year-old girl in the Industrial Area at Hisar road here last night,’’ said a spokesperson of the district police. He said the police had registered a case against Binder and four others, including three women and the driver of the vehicle in which the girl was taken to the spot of the crime. He said while the accused women — Geeta and Monu — had been arrested, Sunita and Gola, the two others involved in the incident, are absconding. The girl was allegedly accosted by three women who are related to her and made to accompany the accused who took her to a secluded building in the Industrial Area where she was raped around 10 pm last night. The girl revealed the matter to her parents, who lodged a complaint in the nearest police station this morning. Though the cause behind the incident is to be ascertained, it is reported that a dispute or an old enmity with the family of the victim could be the main factor as three women had helped the accused. Both the girl and the accused hail from the Shansi community (Backward class) and reside at Garhi Mohalla. The medical examination of the victim was under way at the Civil Hospital till the filing of this report. |

Rohtak, October 2 It may be recalled that the victim, mother of a seven-year-old girl, had failed to identify one of the accused arrested by the police. She was provided police cover after she claimed threat to her life from one of the main accused. The victim and her family have now been shifted to another accommodation in Jind. |

5 of family charred as car catches fire after crash
Hodal (Palwal), October 2 Although senior superintendent of police, Palwal, Jagat Singh Hooda, said the deceased had not been identified yet, unconfirmed reports said they were Ashok Aggarwal and his wife Manju, their son Amit, daughter-in-law Seema and six-year-old grandson Sobhit. They are said to be residents of Rohtas Nagar in Delhi. The speeding Santro car in which the victims were travelling hit the rear of the tractor-trailer. The tractor was going towards Delhi, as was the car. The police feels the car was coming from Agra and going to Delhi. Immediately after the car collided with the trailer, a fire broke out in it. In no time, the entire vehicle was engulfed in flames. The inmates could not come out from the vehicle. Their bodies were charred. It is not clear whether the victims died due to the impact of the collision, or the fire. Passersby tried to douse the fire, but could not. A police team and a fire engine reached the site in about 10 minutes, after which the fire was doused. On account of the impact of the collision, the car had lost its shape. Its bonnet had caved in and was almost touching the rear seat. It was lifted by a crane along with the bodies in it and taken to the nearby Palwal Civil Hospital for post-mortem. The police has not registered case in the matter yet. It was ascertaining if the driver of the tractor was at fault. |
Gurgaon Rapid Metro trial run held
Gurgaon, October 2 Rapid Metro’s 5.1-km Gurgaon corridor is being constructed at a cost of Rs 1,088 crore. It has six stations - Sikanderpur, DLF Phase-II, Belvedere Towers, Cyber City, Moulsari Avenue and Cyber Green Infinity Towers. The corridor is expected to be completed by March, 2013 and Metro trains will run on it from 5 am till midnight at intervala of 4 to 5 minutes. The CM also laid the foundation stone of the Rapid Metro extension project which will be completed by July, 2015, at an estimated cost of Rs 2,100 crore. It will also have six stations and the route length is approximately 7 km. It will cover the area of the city lying towards Sector 56 from Sikanderpur Metro station. Hooda said the Haryana Urban Development Authority (HUDA) was a partner in the construction of the Rapid Metro corridor in Gurgaon as it had provided the right of way for this corridor. The CM said the state government has prepared a multi-modal mobility plan to provide better transport facility to the people and Metro and Pod taxis were part of this plan. The state government was making efforts to take the Metro towards Kundli in Sonepat district, he added. Union Urban Development Secretary Sudhir Krishna pointed out that local buses and mini-buses which can serve as feeder services to the Metro stations would be required. The Union Government was aiming to prepare a National Mobility Card which could be used for travelling in Metro trains, irrespective of state limits, he added. Managing director of Rapid Metro Sanjiv Rai claimed that the trial run had been done in a record time of 24 months. Gurgaon MP takes on CM Congress MP from Gurgaon Rao Inderjit Singh maintained that at least the basic amenities like drinking water and sewerage should be provided to the people living in the restricted area of 900 metres around the local ammunition depot, as being availed by Maruti Udyog Ltd and residents of HUDA Sectors 14 and 17, which also lie in the restricted zone. Rao Inderjit Singh also requested the Chief Minister to extend theMetro service to Old Gurgaon and, if required, the state government should give a contribution as it gave in bringing Metro to Gurgaon from Delhi. Referring to his request about the restricted zone, Hooda said: “I want to help them (the residents of localities in the zone), and I wish I could help them”. |
Recession in realty sector takes toll on revenue
Chandigarh, October 2 What is more worrying is the fact that the annual revenue from the licence fee for the last financial year, which is a major source of funding government’s developmental projects, is even less than the collections of Rs 696 crore for the 2010-11 financial year. “The ever-decreasing revenue from the licence fee is certainly a worrying sign and would have an adverse impact on the ongoing and proposed development projects,” a senior government functionary told The Tribune here today. Blaming it on the ongoing recession in the housing sector, reality expert BK Sanghi explained that financial years 2006-07 (licence fee Rs 1,850 crore) and 2007-08 (licence fee Rs 2,286 crore) were the boom years for the real estate sector in the Haryana, particularly the National Capital Region (NCR). “Scores of builders, who were granted licences by the Haryana government in these years, could not complete the construction of the dwelling units and offer their possession to the investors and end-users on time due to the recession setting in in the real estate markets,” he said, explaining the rational behind the declining revenue from the licence fee in subsequent years. Meanwhile, a look at the figures indicates that the Haryana government earned Rs 7,055 crore from the licence fee from the builders since 2004-05. In 2004-05, the government got Rs 207 crore from the licence fee which jumped to Rs 420 crore the next year. While the following two years were the best for revenue collections -- Rs 1,850 crore (2006-07) and Rs 2,287crore (2007-08), the figure for the following year was pegged at a respectable Rs 673 crore. In 2009-10, the collection came down to Rs 270
crore.
Alarm bells for Hooda govt
The reality bubble seems to be bursting in Haryana, giving sleepless nights to the reality firms and the cash-strapped Hooda government. Not only have the licence fee collections come down from Rs 2,286 crore in 2007-08 to Rs 644 in the last financial year, the number of licences granted to the colonisers has also registered a sharp decline. In 2007-08, the number of licences to develop colonies was pegged at around 153 which came down to about 122 in 2011-12. The declining revenue from the licence fee also indicated that there were fewer number of mega-projects in the Haryana now as compared to a few years back. |
Govt departments major defaulters of house tax in Karnal
Karnal, October 2 Nine departments owe about Rs 25 lakh to the corporation, which is starved of funds and that is adversely affecting many projects. Information accessed through RTI reveals that the arrears of house tax are pending since 2001 in some cases, but the corporation has not launched any drive for tax recovery. Corporation officials say, “We are personally contacting the offices for the recovery of the tax.” RTI activist Rajesh Sharma said the departments concerned did not care to pay the tax and the loss of the municipal corporation was more as there was no provision for charging interest or imposing penalty. The office of the executive engineer, MITC, owes Rs 10,43,694 to the corporation, while the arrears of house tax in respect of the zila parishad, Karnal, are Rs 6,32,252, followed by Consumer Store (Rs 2,35,768), executive engineer, Haryana Urban Development Authority (Rs 2,01,312) and HUDA office (Rs 1,00,726). The other defaulter departments include the Community Centre, HUDA (Rs 92,454), executive engineer, mechanical workshop (Rs 65,604) and Haryana Agro Industries (Rs 63,774). The total arrears of HUDA offices alone amount to Rs 3,96,492. The MC was harsh on poor people and common citizens but showed undue leniency towards government departments, said K.C. Sharma, a senior citizen. |

More legal aid clinics for poor in state
Fatehabad, October 2 In Fatehabad, where the Haryana Legal Services Authority had set up 20 legal aid clinics, the authorities have decided to add 20 more. Harish Gupta, Chief Judicial Magistrate-cum-secretary of the District Legal Services Authority (DLSA) said of these, 20 legal aid clinics were in Fatehabad subdivision, 10 in Ratia and 10 in Tohana subdivision. Likewise, lawyers and the para legal volunteers working with the Haryana Legal Services Authority would get more than what they were getting earlier. “The lawyers empanelled with the Haryana Legal Services Authority will get Rs 3,000 for appearing in a case in the lower courts and Rs 5,000 per case in the session courts. Earlier, they got Rs 1,500 and Rs 22,00, respectively,” said Gupta. For every sitting in a legal aid clinic, the lawyers would get Rs 500, while they would also get travelling allowance in slabs, which would ensure them a minimum of Rs 5 per kilometre. The para legal volunteers, who had to visit a legal aid centre under their charge twice a week, would get Rs 250 per sitting. The District Legal Services Authority has already set up its legal aid clinics in Dariyapur, Dhangar, Ayalki, Bhirdana, Daulatpur, Bighar, Dharnia, Jhalnia, Hinjrawan Kalan, MP Rohi, Bangaon, Chinder, Khumarian, Buwan, Gorakhpur, Jandli Kalan, Dhingsara, Bhattu, Kirdhan and Banawali in Fatehabad subdivision. In Ratia, the villages are Aherwan, Biranbadi, Chimmo, Haroli, Hanhasinga, Lali, Khi, Mehmeda, Mohammadpur Sottar and Rattangarh, while in Tohana, legal aid clinics are being set up at Pirthala, Samain, Chander Kalan, Jamalpur Sekhan, Dharsul Kalan, Sumbewala, Kanheri, Sadhanwas, Jakhal and Shakarpura. |
SC notice to Haryana Chief Secy on judges’ plea for housing quota
New Delhi, October 2 A Bench comprising Justices Aftab Alam and Ranjana Desai issued notice to the two top officials yesterday on a contempt petition filed by Bhiwani’s additional district sessions judge M.M. Dhonchak. The petition, filed in September 2011, had raised all four issues of housing and pay, pension and allowances. However, the Haryana government has now implemented the SC directives on pay, pension and allowances. Advocate K.S. Chauhan, arguing for Dhonchak, contended that under a July 26, 2010 order of the SC, judicial officers were entitled to full pension on completion of 20 years of service. However, until recently, the state was paying pension only to those judicial officers who retired after 28 years of service. The petition said the state had not implemented another directive for reservation for judicial officers in the allotment of residential plots by the Haryana Urban Development Authority (HUDA) and the residential units of the state housing board. The Justice KJ Shetty Commission had recommended that the state agencies should earmark “a certain percentage of sites/houses” for allotment to judicial officers which was endorsed by the SC. After this SC order, the Haryana government reserved HUDA plots for advocates, leaving out judicial officers, the petition said. |
Cops to highlight mess at Kherki toll plaza today
Gurgaon, October 2 “Things are worse at Kherki Daula than the Gurgaon-Delhi toll plaza. We have recorded the situation at this toll with a special night vision camera and will apprise the court of the situation,” said ACP (traffic) Ravinder Tomar. The court had, on a previous hearing, directed the NHAI and the concessionaire to take remedial measures at the Kherki toll so that the court was not compelled to pass some “harsh orders”. The police will apprise the court on the measures being taken by it to decongest the toll barrier. In a bid to streamline the movement of heavy vehicles during the daytime, the traffic police has decided to hold back groups of 100 heavy vehicles on the Gurgaon border at the nearby parking place in the event of a traffic jam to give way to light vehicles. Subsequently, the heavy vehicles will be released in small groups. |
Swine flu death in Karnal village
Karnal, October 2 Preetpal had been running fever for the past many days. On medical examination at a Karnal hospital, symptoms of swine flu were found and he was taken to a Rajpura hospital, where he succumbed to the disease, family sources said. Panic gripped the village following Preetpal’s death. A team of doctors rushed to the village with medicines and urged the people to take all possible precautions to prevent the disease. Villagers said a case of swine flu was detected in the village a few days ago but he was cured as the disease was detected well in time. Chief Medical Officer Shiv Kumar has despatched a team of doctors to the village. Meanwhile, two-year-old girl Jyoti of Bras village has been admitted to the Karnal hospital with symptoms of dengue, Dr Shiv Kumar said. |
Candidate among 6 booked for violence
Faridabad, October 2 The violence took place outside the polling booth in Tigaon, when the voting process was coming to a close. As many as six persons, including the rival candidate, Praveen Chandila, have been named in the FIR. Amit and Bhure (Badoli), Jolly and Bhola (Faridpur) and Rajesh of Tigaon village are other names that figure in the first information report. The accused have been booked under, among others, Section 307 of the IPC, and the Arms Act. The station house officer concerned said the accused have absconded. Their residences were raided, he added. Meanwhile, two pellets were removed from the abdomen of Chaprana in Metro Hospital here where he is admitted. According to the police, he is out of danger. The accused arrived near the polling booth in the village and clashed with Chaprana and his supporters. They had opened fire on him from close range. |
Wife, son accused of murdering handicapped man
Sonepat, October 2 Satish’s father Om Prakash of Bhatgaon village lodged another complaint on September 23, alleging that his son had allegedly been killed by his wife, Kanta, Satish’s son, Manish, and Sat Narain of Khizarpur Jatmajra village. The police arrested Sat Narain and Manish but Kanta managed to escape. The accused confessed that Satish was strangled with a wire on September 3 after he was given sleeping pills in milk by his wife. Satish’s body was thrown into the Delhi branch of West Yamuna Canal. The police has recovered Satish’s artificial leg and crutches from the canal and the wire used in strangulating him. It launched an operation to locate Satish’s body. |

Sirsa, October 2 The police has identified the accused as Raj Pal, a resident of local Preet Nagar locality, his son Tanuj and a youth, Gobind, from the Rania Gate area. The police has recovered Rs 19,000 in cash, two mobile phones, a colour television and some other paraphernalia used in booking bets on the cricket match. The accused were booking “satta” deals from a place in Preet Nagar on the mobile phone. A case has been registered against the three accused. |
Farmers block traffic over delay in buying paddy
Kurukshetra October 2 They were demanding that these agencies should start purchasing paddy without further delay otherwise they would be compelled to launch an agitation. The blockade was lifted around 5.30 pm on assurance by Prem Pal, District Food and Supplies Controller, that the agencies would start purchasing paddy tomorrow. The farmers threatened that they would block traffic again tomorrow if the purchase of paddy was not initiated. |
