Missing sarpanch’s body found
Panipat/Sonepat, October 8 The sarpanch’s body was brought to the Civil Hospital, Sonepat, for a post-mortem examination but was sent to the PGI, Rohtak, as it had decomposed and was stinking badly. Rajbir Malik had gone to a dhaba on Sanoli road with Rammaher to have drinks on Friday (October 5) but did not return. Rammaher, however, returned home at night. The sarpanch’s family members made repeated calls on his mobile phone but did not get any response. Relatives said that Rajbir used to stay out with friends but remained available on the phone. As they could not establish contact with Rajbir, the matter was reported to the police. Rajbir’s blood-stained motorcycle was found abandoned in bushes near Vikas Nagar in Panipat the next day. Suspecting foul play, the police intensified the search and announced a reward of Rs 50,000 for providing information about Rajbir. Rajbir’s brother, Parveen, said he talked to his brother around 10.30 pm on Friday night and got suspicious when he did not return home. Suspecting that Rajbir might have been kidnapped, Parveen reported the matter to the police.

New criteria soon for teachers’ promotions
Chandigarh, October 8 The new Academic Performance Indicator (API) criterion for the teachers, which will be applicable with effect from September 19 in the current academic session will make the promotions under CAS transparent, according to sources. Under the new guidelines, Internal Quality Assurance Cells (IQAC) will be set up in all colleges as per the University Grants Commission/National Assessment Accreditation Council (NAAC) guidelines under the chairmanship of the principal concerned. The IQAC shall act as the documentation and record keeping centre for the institution, including assistance in the development of the Academic Performance Indicator (API) criteria for teachers. The sources said if a teacher is considered for CAS promotion in 2013-14, one year API score for 2012-13 alone will be required for assessment. If the next stage of a teacher is due in the academic session 2014-2015, the API score of only two years, i.e. 2012-13 and 2012-14, will be counted for the purpose. Now the teachers would be evaluated in three categories. Category 1 will evaluate the teaching, learning and evaluation-related activities which include the teaching-related activities, domain knowledge, participation in examination and evaluation and contribution to innovative teaching and new courses.The teachers must have an API score of 75 out of 125 to be eligible for promotion. In the second category, various co-curricular extension and professional development-related activities have been included.The teacher must have a minimum API score of 15 out of a maximum of 50. Besides, research and academic contributions, which come under the third category, will also have their weightage in the promotions to the next level. “The minimum API score required from this category is different for different levels of promotions,” a senior official said. The set assessment score will be based on verifiable criteria and finalised by the screening/selection committee. |
Haryana policeman held in Jind gangrape case
Jind, October 8 “We are shaken by the reports that at least six of the victims of a total of about 13 incidents that took place in Haryana in the recent past were minor girls’’, said Vinod Tikoo, a member of the NCPCR, while talking to The Tribune on phone today. He said it was quite disturbing and a matter of grave concern that even minor girls were not spared by the accused and the role of the government machinery and especially the police had been not upto the mark as per the reports as the action against the accused in some of the cases had been delayed. He said a notice would be issued to the state government on the matter soon. Meanwhile as senior police officials, including the IG, Hisar Range, and the SSP, Jind, visited the house of the victim’s family and assured speedy and smooth prosecution of all accused identified by the victim and her kin, the officials concerned revealed that a fifth accused had also been arrested. This accused is a policeman posted in Hisar district at present. Identified as Manoj Kumar, he is the husband of the lone woman accused Meenu alias Meena, who has already been arrested by the police. It is alleged that Manoj was also present in the house where the rape of the victim took place on Saturday noon. Claiming that the kin of the victim including her parents were satisfied with the police action taken so far in connection with the case, the IG, Hisar Range, AS Chawla, said the only concern on the part of the kin was the prosecution of all the accused as they demanded proper prosecution and trial of the accused. The victims’ family has been assured proper and speedy trial and all cooperation in this regard, said Chawla, who added that there was no complaint by any of the family member regarding the allegation of lack of carelessness on the part of the officials of the health department in providing ambulance to take the victim to the PGIMS, Rohtak on the fateful day. He said ambulance and police help was provided well in time and no incident of apathy on the part of any agency has surfaced so far. |
Keep an eye on vagabonds, DGP directs SPs
Chandigarh, October 8 Samir Mathur, Additional Chief Secretary, Home, said here today that the government felt that there should be a visible increase in police intervention in curbing crime. Mathur said instructions had been issued to undertake extensive and systematic patrolling in both urban and rural areas to control and apprehend bad characters and anti-social elements. Full use of local intelligence would be made to focus patrolling in particular locations. Meanwhile, RS Dalal, DGP, has directed all Superintendents of Police and SHOs to carry out extensive touring in rural areas to identify vagabonds and take preventive action against such elements, Dalal was reviewing various steps taken by the Inspectors-General of Police and SPs to check crime against women in their respective areas through a video-conference here. He said all possible steps were being taken to provide full protection to women. He said the government had constituted district-level committees comprising the District Magistrate, SP and the District Attorney to review fortnightly the progress of trial in rape cases. Dalal said all accused in the recent Saccha Khera rape case were promptly arrested. The police, Dalal said, had launched a drive to check drinking at unauthorised places. Raids were being conducted on dhabas and shops in rural and urban areas. |

Now his connection is being cancelled,” said Ravinder Pal Tanwar, a resident of Jacob Pura, Old Gurgaon. “My gas connection was in the name of my wife who died a year ago. I have tried to get it transferred in my name a number times, but to no avail, and now my connection has been disconnected,” alleged Sukhbir Siwach, a 68-year-old resident of Sector 14. Sirsa mohalla residents rue eviction notices
Sirsa, October 8 The residents today marched in a procession to the mini-secretariat, submitted a memorandum to Deputy Commissioner J Ganesan, protesting against their eviction. “We have been living in these houses for the past 50 years and now the authorities want to uproot us in the name of development of an archaeological site,” alleged residents Bhagwanti, Sikander and others. Advocate Sanju Bala and councilor Rani Randhawa, who led the agitating residents, said the poor residents would be rendered roofless in case the authorities went ahead with their announcement. The authorities had recently served notices on the owners of 450-odd houses in Ther Mohalla asking them to vacate their houses before October 20 or the authorities would demolish these after disconnecting their power and water supply on October 26. The notices said the action was being taken in view of the orders of the Punjab and Haryana High Court. Ganesan told the protesters that his hands were tied as he was bound by the court orders. The Punjab and Haryana High Court, on a civil writ petition 17704 of 1997, has issued contempt notices to the Deputy Commissioners of Rohtak, Kaithal, Hisar, Faridabad, Bhiwani, Gurgaon, Karnal and Sirsa for their failure to remove encroachments from the sites of archeological importance in their respective areas. The Deputy Commissioners have to remove encroachments and submit reports before the high court on November 17, said Ram Singh Bishnoi, District Revenue Officer, Sirsa. |

Hathin (Palwal), October 8 The accused, identified as Arif was arrested on Saturday and sent to 14 days of judicial custody. The station house officer, Abbas Khan, said the victim’s family reported the matter to the police on Friday. The families of the victim and the accused had tried sort out the issue at the village level, he added. The victim, whose parents hail from Mathepur, alleged that she was raped in the fields when she had gone to collect fodder for cattle. |

Ambala, October 8 The victim, who was admitted to the Ambala Cantt Civil Hospital for a medical examination, said Rajinder Kumar of the Lal Kurti area in Ambala Cantt offered her sugarcane juice laced with some intoxicant. After she fell unconscious, he took her to a room and raped her. The woman said that the accused also prepared her video. Baljinder Singh, Assistant Commissioner of Police (ACP), Ambala Cantt, said Rajinder Kumar was known to the woman’s deceased husband. He recently offered to help
the woman buy some property in Ambala. He brought the woman to Ambala in his car where he offered her sugarcane juice before raping her. The complainant alleged that the youth who had managed to film her in the nude had been blackmailing her. She alleged the accused also extracted money from her and removed her gold
ornaments. Rajinder Kumar has been booked. Meanwhile, the victim has been medically examined but the report is awaited. |

Kurukshetra October 08 In a complaint lodged with the police, Bhuta Ram Namberdar of Ugala village in Ambala district, said that his son was admitted to the Community Health Centre (CHC), Shahabad. He and his wife, Jageero, had been attending to their son there. On September 26, a woman joined them showing sympathy. Bhuta Ram said the woman asked his wife to hand over her jewellery to her as she could make these shine. Jageero gave her earrings and bangles which the woman started cleaning. She asked Jageero to bring a glass of water. When Jageero returned with water, the woman had escaped with jewellery . A case in this connection has been registered at Thana Shahabad (M). District police chief Rakesh Arya has appealed to the people, particularly women, not to be taken in by such persons. They should also not get a lift from unknown men or women. |
Gorakhpur N-plant: Farmers told not to sow next crop
Fatehabad, October 8 Announcing this here today, the Land Acquisition Collector-cum-District Revenue Officer of Fatehabad, Ram Singh Bishnoi, advised farmers not to sow the next crop in their fields after the ongoing harvesting. The authorities had acquired 1,503 acres, 4 kanals and 19 marlas of agricultural land for the proposed project — 1,313 acres, 5 kanals, 8 marlas from Gorakhpur; 185 acres, 3 kanals and 7 marlas from Badopal; and 4 acres, 3 kanals and 14 marlas from Kajal Heri village of this district. The land belongs to as many as 847 farmers. Bishnoi said more than 97 per cent of the farmers had already accepted their compensation. The owners of only 55 acres in Gorakhpur has refused to take their cheques. The owners of nearly 30 acres in Gorakhpur and 60 acres in Badopal are yet to receive their payments because their cases are pending before courts or revenue authorities. Meanwhile, a group of 40 farmers of Gorakhpur left for the Narora Atomic Power Plant in Uttar Pradesh today on the initiative of the Nuclear Power Corporation of India Limited (NPCIL). The farmers would share their views with the scientists, technical experts working in the plant there and would also clear their apprehensions, said an official spokesperson. |
Shortage of potable water in Faridabad
Faridabad, October 8 “Other measures, including a stoppage in the wastage of water and an effective metering system will have to be taken,” he added. Official figures reveal that the supply of water in Faridabad city at present was 160 mld (million litre per day) as against the demand of 250 mld. The break-up with regard to the water supply per person per day, was 85 litres as against the ideal figure of 135 litres. The supply dips further during the summer season. D Suresh said water supply would be augmented in Faridabad through the JNNURM project, a centrally sponsored scheme in which 50 per cent of the cost of the project is funded by the Centre and the balance shared by the state government and the municipal corporation concerned. Giving details of the project, work on which is under way, MCF chief engineer NK Katara said it was prepared keeping 2030 in view. He said the city's projected population by 2030 was 27 lakh and the expected demand of water in the city 400 mld. The salient feature of the project was the laying of 212 tubewells along the Yamuna and 10 rainy-wells in this district. Underground water through the tubewells would be drawn in the wells from where it would be discharged into five storage tanks which would be constructed in different parts of the city. After treating the water in the tanks, it would be supplied to the houses. Katara said a new network of pipelines of 276 km length would be laid under the project. |
Youth shot at by 6 with muffled faces
Karnal, October 8 He received a bullet injury on the arm and was rushed to the Civil Hospital at Karnal and later shifted to the PGI, Chandigarh, in a critical condition. His mother said that five or six persons with their faces covered with cloth barged into the village and shot at her son. Hearing the gunshots, villagers rushed towards her house and tried to chase the miscreants, but they managed to escape. The villagers named two suspects and the police has registered a case and started investigations. The Indri Police station in charge, Deepender Rana, said the police was investigating the case and would arrest the accused soon. |

Kurukshetra, October 8 Avdesh Rao’s Beagal (male) was declared the best breed in India while Meerut’s Syberian Huskey bagged the best puppy position in the show. Devender Baghel’s (Golu) Saint Bernard was declared the choice of judges for a beauty puppy. A ramp walk in which dog owners along with their pets walked the ramp was entertaining. In this event, of the 50 participants, pug dog Arren owned by Anil Shahi got the first prize and min pin dog Chinki owned by Abhishek Bhardwaj got the second prize. In the obedience training competition, trainer Arun Chauhan got the first prize. The medical examination of dogs present in the dog show was done by Dr Gaurav Sardana while dog food expert Ashish Sharma guided people and distributed samples of dog food free of cost. About 600 dogs of 35 different breeds from Punjab, Haryana, Chandigarh, Uttar Pradesh, Himachal Pradesh, Delhi, Gujarat, Rajasthan, West Bangal, Maharashatra, Uttarakhand, Kerala and Karnataka participated in the show. |
