Jalandhar, August 29 Even as the orders state that the old system that prevailed prior to August 2 be allowed till the orders get implemented uniformly in the entire state, the reversal is being seen as a response of the government to favour the property dealers who had been rampantly evading the stamp duty. DC Priyank Bharti today passed down the fresh government orders to SDMs, District Revenue Officer and staff of the Circle Revenue Officers, reverting his own orders passed earlier this month. For the past 29 days, no registry was being done on the basis of Power of Attorneys. Since then the property dealers, politicians and councillors had been repeatedly making rounds to the office of Deputy Commissioner, seeking the withdrawal of restrictions imposed by him, but he had chosen to remain adamant. The orders had been passed after it was being seen that the number of registries done in a month were almost equivalent to the number of power of attorneys, which meant that there were very few genuine buyers and the properties were just changing hands. The district revenue authorities had directed the sub-registrars to get filled a new proforma of transactions from all applicants coming for getting power of attorneys done. The sub-registrars had been directed to also register the documents, which reflect the transaction, take details of the bank account of the buyer and seller, get copies of bank statement, amount paid and received and PAN number of buyer and seller to verify the mentioned details. The details thus furnished were also being passed onto the Income Tax Department for checking further evasion of the taxes. Director Income Tax (intelligence and criminal investigation) had, in a recent communiqué, also sought the details of all such transactions through the Circle Revenue Officers concerned. Official speak Deputy Commissioner Priyank Bharti said he had implemented his orders in Jalandhar on August 2 and in Amritsar, where he had additional charge, on August 6. “The Punjab Government is not averse to my orders. It actually wants to replicate the same policy across the state in two months. It has in fact lauded my out-of-box initiative on tightening the noose around the tax evaders,” he said. |

Popular known as a jolly person, Commandant Pawan Kumar Uppal is famously known for his love for swimming, laughing sessions and yoga. Uppal had not just pursued his passion of swimming but teaching yoga as well. He said, “Sports just keeps you a positive frame of mind, I go for swimming every morning and evening. Besides this, I also love to teach swimming to children in the age group of 5 to 8 years about the game. It is such a pleasure to enjoy your favourite game and keep yourself fit.” He said there was no scope of injury in swimming while one requires less effort as well. Swimming is a full body exercise which keeps you refreshed and thrilled. “I believe that if one spends some time in sports, it helps in building a good stamina and immune system. If one cannot take up a sport at least he should prefer walking. The idea is to invest time in health rather than spending money at later stages,” he added.
Uppal maintained it is must for children and the youth to take up some kind of sports, as these days children were confined to books, computers games and internet. “It is must that children and the youth take up sports as the future of the nation lies with them,” he said. An avid badminton player, Jalandhar Deputy Commissioner Priyank Bharti ensures that despite hectic schedules, he spares some time to play his favourite game at the local Hans Raj stadium. Every evening, Bharti spends at least 45 minutes to enjoy the game along with other badminton players.
Infact, the DC is not just fond of the game, he has also been instrumental in promoting some of the veteran players. Last year, he had arranged financial support for ace veteran player Ram Lakhan from
Powercom, who had represented India in Canada during the veteran’s badminton championship. Talking about his passion, Bharti said, “I took up this game in the year 2001 at the IAS Academy. Although, I am good at cricket but badminton caught my attention as it is ensures complete body exercise, requires just two people, it is a fast game and does not include much expenses. Ever since I started playing this game, there has been no looking back.” “In fact, I feel everybody should definitely take up some kind of sports to stay fit. Sports help in keeping stress at bay and stay active,” he said. Even those who had played matches with Bharti said that he was good at his game and gives a tough competition. DC Bharti added that the Hans Raj stadium would soon be equipped with the sixth court. “The District Badminton Association had decided to construct the sixth court, following which the stadium would be equipped with state of the art facilities,” he added. SDM-I, Iqbal Singh Sandhu
A passionate hockey player, SDM-I, Iqbal Singh Sandhu is not just an avid hockey player but enthusiast about the game too. As secretary of Surjit Hockey Society, he had been phenomenal in taking part in the annual Surjit hockey tournaments and other hockey matches conducted at the Olympian Surjit Hockey stadium in the city.
Sandhu who played as a goal keeper with college and universities hockey team, remained a player at the forefront, as a captain of the GNDU hockey team, played in the combined universities hockey matches, represented Punjab at various national hockey tournaments. “I am fond of Hockey. Although I don’t get much time to play as it requires a team and a proper infrastructure but it is my earnest effort to promote the game. During the Surjit Hockey matches, I ensure to spare time from my busy schedule to remain on the Astroturf,” he added. He said, whenever he gets a chance to play the game, he is the first one to take the lead. “Sports of any kind is one of the best means to keep yourself going. It just teaches you the spirit of success and the humility to accept defeat. Nothing can substitute sports and one should definitely spare some time to enjoy such pastimes,” he added.
Sandhu started playing hockey in class IX and since then it had remained his passion. “Last year, we held veteran hockey league, which gave me a chance to enjoy the game after a long time. I feel even the parents have a major role to play in motivating their children to take up sports,” he said. |

MC to earn Rs 60 crore as property tax
Jalandhar, August 29 The MC was currently charging house tax from nearly 34,000 commercial buildings in the city, of which there were as many as 20 per cent defaulters. Many commercial buildings which were currently out of the radar of the MC are also likely to get covered up as the new policy entails self-assessment (as is the case for income tax), rather than MC inspectors visiting each premises and making calculation. Likewise, there were as many as 44,000 residential property owners who had rented out properties and were being sent the bills across. The MC officials claim that there are nearly 1.25 lakh residential properties which would have to pay the property tax. Since there is no exemption to any property owner with even an owner of 50 sq yard property expected to pay up Rs 50 per annum, some income was expected from each house. The officials of the House Tax department said they were still not clear as to what formula would be applied for levying property tax, whether it would be on the Bihar pattern or the Gujarat pattern. “In any case, our inspectors would not have to go around the city making calculations and sending bills after the self-assessment procedure starts. They would be more readily available for rounding up the defaulters and seeking recovery from them. Further since there are no exemptions and everyone barring a few social and religious bodies would have to pay up, they will not even have to listen to any arguments.” The malls, marriage palaces and hotels would have to shell out maximum tax. Besides bringing in income for the MC reeling under financial problems, we would also be eligible to opt for various Centre Government development schemes, including Jawahar Lal Nehru Urban Renewal Mission. Jalandhar, August 29 The various proposals include giving land at workshop site on Lamma Pind Chowk to Gail Gas India Pvt Ltd for setting up a CNG pump, capping of the solid waste dump at Wariana, starting of the first phase of the sports hub at Burlton Park, clearance of the design, build, finance, operate and transfer project regarding food court and aquarium at Company Bagh, setting up a committee for the settling of issues related to developing a new park at Green Park Colony, regularisation of 14 JCB operators and giving extension to XEN (B&R) Gurcharan Singh, who is due to retire on July 31. A perusal of the agenda copy showed that the consultancy company, M/s Darashaw and Company, Mumbai, for preparing feasibility report, concept plan and tender documents, hunting for a project developer and project management had cost the MC Rs 25 lakh, while it would also be levying an amount of Rs 1 crore from the developer. The MC has also proposed paying up Rs 8,64,25,150 to the PWD for executing the construction of Railway Underbridge at the Chandan Nagar railway crossing. The proposal number 37 of the agenda copy pertains to giving an NOC for issuing L-21C licence for running a bar at Clock Tower Complex, which has been given to the Punjab Press Club on an annual lease of Re 1 for 20 years. Some amendments have also been proposed in the lease agreement, which read, “The lessee shall not use the leased property for any commercial purpose or any unlawful activities under any circumstances, and no advertisement is allowed without prior permission of MC Jalandhar.” The MC is also inviting Expression of Interest from consultants to prepare DPR, Action Plan and getting clearance from the Punjab Pollution Control Board by scrapping the garbage at Wariana dump site, levelling it and capping and creating compaction of waste bed with a layer of 60 cm of soil, inert debris or construction material and providing shrubs and grass over the levelled finished bed. |
A CHC which barely works as a dispensary
Jalandhar, August 29 While a CHC is ideally supposed to be situated on a 4-kanal land which houses wards, this one is cramped in a two-room establishment with one of the rooms almost serving as a store. Leave alone wards, the dispensary has just a single examination table for patients to lie down on. Massively understaffed and housed in a little building, it carries on the work of a regular dispensary even as it continues to be called a CHC. Staff
While CHCs ideally have specialists like a surgeon, gynaecologist, paediatrician, dental specialist among a fleet of doctors, the Basti Gujan CHC has only four doctors, all medical officers, none of whom are specialists. The massively understaffed CHC also has an LHV, two ANMs and a staff nurse. Currently, the centre has no pharmacist or class IV staff posted in it. It also doesn’t have any ayurvedic officer, which it is supposed to have. Sources said the reason the CHC had no specialists was also because it was operating at a dispensary-level right now. Despite regular demands to the health department for the CHC to be provided with a bigger premises, the CHC is being run in a little building donated by the authorities of an Arya Samaj Mandir. While there was talk that a land near the 120-foot road will be allocated to the CHC, it never happened. The staff at the dispensary does not even have
enough space to sit in. The coming of one or two patients cramps the place. There isn’t enough seating arrangement for OPD patients to wait. Since the CHC is housed in a donated building, it doesn’t get any money for repairs from the health department either. The tiny, inside room has the IRL (ice-lined refrigerator) unit and an examination table with boxes and brooms and papers stacked beneath it. The plaster on almost the entire wall is chipping off and the outer room is even worse. The lower wall is cracked with bricks showing through. Diseases
With a population of as many as 40,000 people, the Basti Gujan CHC caters to a primarily BPL population from the Basti Gujan, Basti Mithu and Basti Peerdaad area. The CHC has an OPD of 900 to 1,000 patients per month. It is situated in a sensitive area as almost the entire area that it covers was affected with gastroenteritis this summer. The supply of bad water in the area has given rise to many diseases like gastroenteritis and other related problems. BPL cards
The staff says most of the patients coming to them are from the BPL families. There are only 38 BPL card holders in the area. Despite a bustling BPL population, not a single patient at the centre is a smart card holder under the RSBY scheme. JSSY scheme
Every month as babies of as many as 24 mothers registered at the centre are delivered, the number of the JSSY beneficiaries ranges between eight and 10 per month. The staff says the dues of all the JSSY beneficiaries till date have been cleared by the centre. Talking to The Tribune, staff said they had been writing regularly about the allocation of a bigger place, but it hadn’t been done as yet. “Two or three of our doctors set out for immunisation programmes and the rest sit here. We are regular with the various immunisation programmes and other drives. A bigger work space undoubtedly will do us a lot of good.” |
HC sets 2-month deadline to remove police post
Chandigarh, August 29 The directions by a division bench of the High Court came on a petition filed in the public interest by Manisha Garg against the state of Punjab and other respondents. In her petition placed before the division bench of acting Chief Justice Jasbir Singh and Justice Rakesh Kumar Jain, the petitioner had earlier claimed that a police post has been established in a land earmarked as a greenbelt in the focal point area. In an attempt to substantiate her contentions, the petitioner had placed on the High Court record information procured from the authorities concerned under the Right to Information Act, 2005. Further reference was made by the petitioner on a letter written to the Deputy Commissioner by the executive engineer of Jalandhar Punjab Small Industries & Export Corporation limited (PSIEC). It was stated that the police post existing on the green belt in the industrial focal point area in Jalandhar should be removed. After going through the rival contentions and the documents placed on record, the bench asserted: “Having regard to the facts and circumstances of this case and upon consideration of inter-se communications going on between the officials, i.e. letters dated October 1, 2010, and February 15, 2011, we direct the estate officer and executive engineer, PSIEC, Jalandhar, that under the supervision of Deputy Commissioner, Jalandhar, demarcation should be got conducted at the spot.” Before parting with the order, the bench closed the petition by asserting: “If after demarcation it is found that police post exists on the land earmarked as greenbelt/ park, area should be got cleared forthwith. The needful shall be done within two months from the date of receipt of a copy of this order.” |
Vegetable, fruit vendors raze concrete stuctures
Jalandhar, AUGUST 29 Even as the MC JCB machines had barely pulled down two such platforms on the frontal side, the vendors pleaded that they be allowed to break the structures on their own. BJP councillor Joginder Tony also reached the spot and pleaded for the vendors while also claiming that he had not been taken into confidence before action. At this, the MC team withdrew their machinery while keeping a daylong supervision over shopkeepers that they continue demolition on their own. MTP Tejpreet Singh said that the vendors would be allowed to withdraw their counters. “There are about three vendors who would have no space left at all as their counters fell completely along the passage. We have no scope to adjust them but have told fellow vendors to make any possible adjustments at their own end. After the demolition is over, we will construct footpaths at the site”, he said. |

Shahkot, August 29 The good Samaritans are Pritam Singh, a resident of Kania Khurd village, and Kulwinder Singh, aka Atta, a resident of Kania Kalan village near here. The bike (TVS Apache) cost about Rs 76,000 to
the farmers. Both farmers contributed equally to buy the bike. Asked the reason of gifting the bike to the police, the duo said, “Our motive to gift the bike to the police is to increase patrolling in the area to keep a tab on criminals.” Deputy Superintendent of Police(DSP) Mukhwinder Singh, while accepting the bike keys and other documents said, the duo had approached him and expressed their desire to gift a bike to the police for patrolling. “We already have two PCR motorcycles and this gifted bike, too, would be added in the PCR fleet for patrolling in the city and its periphery. Four cops for day and a night shift would be deputed for the purpose,” he said. |
3 snatchers nabbed
Jalandhar, August 29 Assistant Commissioner of Police (ACP) Manpreet Singh said the police had put up a naka near Thamia Park, and on suspicion, signalled a bike-borne youth for checking and during search of the youth, the cops recovered 273 gm of an intoxicant powder and a gold chain. The accused revealed to the police that the gold chain had been snatched by him from a girl on a rick-shaw near Kaki village here this afternoon only. He also admitted that he, along with his two others accomplices namely Harsh and Sonu, had engineered about half a dozen snatching incidents. Meanwhile, the police also nabbed his two accomplices and recovered two motorcycles and two mobile phones from them. The police said further investigation was on in the case. |
No headway in teacher’s suicide case
Shahkot, August 29 The police said raids were being conducted at the suspected hideouts of the accused. It may be recalled that Ramandeep Kaur (23), a teacher at a private school, had allegedly committed suicide by consuming some poisonous substance following the alleged torture by a village granthi, who had been insisting her for marriage. The accused had been irritating the victim for the past several months and on July 20, when kin of the girl and villagers came to know about his acts, the villagers had even blackened his face and made him wear a shoe-garland in public. Despite bearing such insult, the accused was still pressing the girl for marriage. A case under Section 306 of the IPC had been registered at the police station concerned.

Two held for stealing books
Jalandhar, August 29 The manager of S Dinesh Publishers Company, Gorakh Ram, had complained to the police that two employees of his company had been stealing books and were selling these at cheaper rates in the market. Police sources said Prem Kumar, driver at the press, was also party to the crime and would be nabbed soon. A case under Section 381 of the IPC was registered against the accused. |
