Highest rainfall of season causes traffic snarls all over

Severe traffic jams hit the city today after it received continuous downpour during the day which was the highest rainfall for a single day in this monsoon.

16-yr-old girl alleges kidnap, rape in moving car
New Delhi, August 29
A 16-year-old girl has alleged that she was kidnapped by two youths and raped by one of them in a moving car, the police said today. The girl, a Class XI student of a private school and the daughter of a head constable, has told the police that on August 18, two youths had kidnapped her and one of them raped her.

The Special Cell of Delhi police has busted a racket involved in preparing fake passports, visa and employment stickers of Nepal.

Two held with fake notes of Rs 6 lakh

The Delhi police has arrested two men from Anand Vihar for allegedly circulating fake currency notes. The police has claimed to have recovered fake notes with face value of Rs 6 lakh in the denomination of Rs 500 from their possession.

Highest rainfall of season causes traffic snarls all over

Severe traffic jams hit the city today after it received continuous downpour during the day which was the highest rainfall for a single day in this monsoon.

The traffic department started issuing alerts on social networking sites and its website, asking people to avoid rain-affected routes. Traffic officials said there were reports of snarls from almost all parts of the city. The worst affected areas were Wazirpur and Ashok Vihar, Ashram Chowk, Moolchand flyover, Nehru Place, IIT crossing, Yusuf Sarai and Kashmere Gate.

Potholed roads and waterlogging, which in some cases rose up to four feet, slowed down the vehicular movement causing inconvenience to office goers. There was heavy waterlogging under the Railway bridge in Pul Pahladpur while the vehicular movement was slow from Durgapuri Chowk to Loni Border, Dabri, Maa Aanand Mai Marg, Kalkaji, Govindpuri, Khanpur, Hamdard Nagar, GK-1 and Anand Parbat.

The rain gauges in the city measured 59.5 mm for a period of 24 hours till 8:30 am today, the highest for a single day. On August 21, the city received 54.4 mm rains, the highest so far.

The heavy showers since August 20 had brought down the city's monsoon deficit to less than 20 per cent from 43 per cent earlier this month. This month has got 328. mm rains, the second highest for August in the past 12 years. The city received 455.1 mm showers in August 2010.

Delhi has received a total of 478.4 mm rains during this monsoon, which started on 
July 6.

Expose BJP’s double standard, Sibal tells party activists

As part of the UPA strategy to counter the BJP on coal block issue, Union Minister of Human Resource Development Kapil Sibal today briefed the Delhi government ministers, MLAs, councillors and other party activists at the state party headquarters, asking them to make a door-to-door visit in order to expose the double standard of the saffron party.

He said that the government asked the BJP to discuss the issue in Parliament, but it is bent on going to the streets and organizing public meetings. To counter the saffron party, the Congress has also asked the party leaders in the states to unravel the facts to the people at large.

Addressing the meeting at the state party headquarters, Sibal said that the government urged the BJP-led opposition to discuss all the issues in Parliament, but they ask for the resignation of the Prime Minister.

He said allocation of coal blocks to the private companies for captive use began in 1993 after the amendment of Coal Mines (Nationalisation) Act in 1973. This was done with the objective of attracting private investments in specified areas. Sibal said as the economy grew in size, the demand of coal also grew and it became evident that Coal India Limited alone would not be able to meet the demand. Thereafter, the government decided to make coal allocations through the competitive bidding route in June 2004.

He said the maximum deposits of coal and lignite were in West Bengal, Chattisgarh, Jharkhand, Orissa and Rajasthan that were ruled by the opposition parties and they opposed to switch over to the process of competitive bidding.

He said later the UPA improved the procedure by inviting applications. The applications were examined and evaluated by a Steering Committee.

He said that the BJP's one-point programme is to come to power. To achieve its aim, the saffron party is trying to mislead people.

16-yr-old girl alleges kidnap, rape in moving car

A 16-year-old girl has alleged that she was kidnapped by two youths and raped by one of them in a moving car, the police said today. The girl, a Class XI student of a private school and the daughter of a head constable, has told the police that on August 18, two youths had kidnapped her and one of them raped her.

According to the girl, on the day of the incident, she had gone to the Prashant Vihar market around 10.30 pm to get her mobile phone recharged. There, nine youths had misbehaved with her, after which she had called her two male friends for help. The friends-- Honey Singh, a notorious vehicle thief, and Chirag-had reached the place in Honey's Accent car and argued with the nine youths. Later, Honey, Chirag and the girl left for Pitampura Village in Honey's car. But the youths followed them in their car till the village.

"At Pitampura Village, when the three came out of the car, the youths bashed up Honey and Chirag and robbed them of their cash. During the melee, two of the youths-- Gandharva and Deepak-forced the girl inside Honey's car and drove off. On the way, Gandharva allegedly raped the girl while Deepak made an attempt to rape her. They later dumped the girl outside the Prashant Vihar police station," said a senior police official, quoting the victim's complaint.

Asked why didn't the victim's friends called the police after she was allegedly kidnapped, the official said that they could not call because the other youths had held them in their car. Later, they were also dropped outside the same police station, added the official.

Since the place from where the girl was kidnapped falls under the jurisdiction of the Rani Bagh police station, the matter was transferred there. A case has been registered and three of the accused youths-- Gandharva, Anmol and Kushal Pahwa-- have been arrested so far. Deepak, who is said to be the son of a Delhi police head constable, and his five friends are absconding, said the official, adding that the victim and accused are known to each other.

Walia discusses college admission problems

Newly appointed Delhi minister of higher education AK Walia today instructed the department to look into the problems being faced by the students seeking admission to colleges and conduct a study to ascertain the causes of the problems.

At a meeting held here today with senior officials of the department, Walia was briefed about the Delhi government's fully- funded and partially-aided colleges under the University of Delhi. He was also informed about the status of the state universities in Delhi.

Three held for Nepalese passport racket

The Special Cell of Delhi police has busted a racket involved in preparing fake passports, visa and employment stickers of Nepal.

The three accused identified as Nabin Kumar (35), Bipin Dahal (32) and Ashiq Ali (24) have been arrested from the area of Nelson Mandela Marg, Munirka. The police has recovered 41 fake Nepalese passports, 104 foreign employment permit stickers of government of Nepal, two rubber stamps of department of foreign employment, Nepal.

All the accused were subjected to interrogation wherein they did not admit their crime. On verification from the Nepalese embassy, the seized passports, employment stickers and rubber stamps were found to be fake.

"The accused were then subjected to sustained interrogation. They disclosed that they came to deliver the passports to Uttam Silwal, resident of Nuwakut district, Nepal, presently residing at Nebsarai. A raid was conducted at the residence of Uttam at Nebsarai and he was apprehended," said a senior police officer.

The accused disclosed that the kingpin of the racket is Ram Bahadur Bist based in Saudi Arabia. At his behest, Nabin Kumar procures passport and employment stickers from one Shabbir, a resident of Nepal, and then he brings them to Delhi.

Employment visa stickers are affixed on the clients' passports. This employment visa sticker is mandatory for the Nepalese citizens travelling to Gulf countries. They also use fake stamps of the department of foreign employment, Nepal. They charged a minimum of Rs 20,000 per customer. Bahadur takes hefty sums from the employers in Saudi Arabia

Two held with fake notes of Rs 6 lakh

The Delhi police has arrested two men from Anand Vihar for allegedly circulating fake currency notes. The police has claimed to have recovered fake notes with face value of Rs 6 lakh in the denomination of Rs 500 from their possession.

The accused-- Mohammad Ayub and Vinod, both 32-years old-- are natives of Bijnor district in Uttar Pradesh.

"The notes are of very fine quality and the standard security features like watermark, security thread and paper quality used makes it very difficult to be detected. The notes were checked with the help of experts and it was found that the font, colour and stamp used were different from the original currency," a senior police official said.

The official said that the accused were arrested near Anand Vihar ISBT on the basis of a tip-off. Fake notes in 12 packets were seized from them.

The official further said that the notes were being smuggled into Delhi from West Bengal and it is suspected that the notes were pumped into West Bengal through Bangladesh.

"We were informed that the gang had been supplying fake notes in Delhi, Uttar Pradesh and the NCR for a long time. We are verifying whether this particular consignment came from Bangladesh or not," the official added.

Several teams of the Delhi police are conducting raids in various parts of the city to unearth the racket. A case under sections 489B (using as genuine, forged or counterfeit currency), 489C (possession of forged or counterfeit currency) and 120B (criminal conspiracy) has been registered against Ayub and Vinod with the special cell police station.
