917 illegal colonies to be regularised: Dikshit
New Delhi, August 28 "The Urban Development Ministry has, however, said that the unauthorised colonies on the Archaeological Survey of India (ASI) and forest land would be regularised later after modifying the law, wherever required," the Chief Minister said. With the regularisation of these colonies, about 40 lakh residents will get relief. Diskhit said that her government would now act swiftly to give the residents of these illegal colonies all the amenities available to the residents of the developed colonies across Delhi. However, when told that the colonies regularised in 1977 by the then Prime Minister Indira Gandhi had not yet been given all facilities, the Chief Minister said the MLAs of those colonies would take care of it. The Chief Minister expressed gratitude towards the Union government on behalf of the residents and her cabinet colleagues for adopting a sympathetic, humane and reasonable approach in the matter. "We are grateful that Union Minister of Urban Development Kamal Nath has been kind enough to understand the difficulties of the residents of the unauthorised colonies. It is expected that the notification will be published by tomorrow after receiving the LG's concurrence." Meanwhile, Union Urban Development Ministry has in principal agreed to the proposal of the city government to grant ownership right to 45 rehabilitation colonies developed during 1970s. The ministry has decided to prepare a Cabinet note on the matter and solicit approval of the Union Cabinet.

New Delhi, August 28 Chief of the Delhi unit of the BJP Vijender Gupta said that before last assembly election in 2008, the government had issued provisional regularisation certificate to the unauthorised colonies but it had no legal sanctity. Construction was not allowed in these colonies. The Congress is playing the same game this time too, he said. He termed it an election stunt. Gupta termed Dikshit's statement "unsatisfying", saying she hardly elaborated benefits the residents will get from this move. Taking a dig, he said the government's "big" promise to regularise unauthorised colonies had grown smaller in size over the time. The number of colonies promised to be regularised have decreased at every level. It was 1,639 in last assembly elections, which came down to 1,218 when provisional certificates were distributed, he added. |

New Delhi, August 28 The Lokayukta made this recommendation responding to a complaint filed by Arun Rai against Kamlesh, a councillor. He said, "Issuance of PRCs without verification of existing colonies, scrutinising of layout plans and habitats of non-affluent section was ill-advised. This will create corruption, malpractice and speculation in real estate." The recommendation said the government should not have resorted to without verification of the eligibility conditions under the regulations. The advisory was part of the interim order with regard to nature of scrutiny required of the applications before the grant of PRCs. The complainants mentioned the names of colonies - Radha Krishna Vihar, Abul Fazal Enclave - II and Kotla Mahigram - that did not exit in the localities it was mentioned in the application submitted for getting the PRCs. |

New Delhi, August 28 Dikshit said that Nath had given the nod for the monorail project to strengthen the transport system in the Capital. The monorails will ply in the congested areas of the city where Metro rails and buses cannot be driven. Dikshit said that the government had asked transport and infrastructure consultancy firm Rail India Technical and Economic Services (RITES) Ltd to do a survey to find out whether monorail is feasible for Delhi or not. The report has been given to the Delhi Metro Rail Corporation. After studying the report, the government will take opinions from Malaysia, Japan and Germany as they have been successfully operating monorails. |

New Delhi, August 28 Addressing a conference in presence of her cabinet colleagues, Dikshit said that some ministers have more work while some have less. Some used to work for late hours. There should be equal distribution of work. "We wanted to infuse a little enthusiasm regarding work in the cabinet ministers," she said. Yesterday, Dikshit reshuffled portfolios, divesting the senior most minister A.K. Walia of his two major departments - urban development and revenue. Now he has health and family welfare, higher education, TTE, skill mission, labour, irrigation and flood control. Walia, who worked for the regularisation of 917 colonies, his one department - urban development and revenue - has been awarded to Arvinder Singh Lovely, who is considered a Dikshit loyalist. The transport department, held by Lovely, has been given to Ramakant Goswami, who is another Dikshit supporter, while Family and Social Welfare Minister Kiran Walia gets education, earlier which was with Lovely. The industries and labour departments, which were under Goswami, have been given to Power Minister Haroon Yusuf. Public Works Department Minister Raj Kumar Chauhan has been given the additional portfolio of development. Dikshit had last reshuffled portfolios in February 2011 in which she had dropped senior minister Mangat Ram Singhal and brought Goswami in. |

New Delhi, August 28 Delhi police spokesperson Rajan Bhagat said that that they had asked for the creation of additional parking space behind the water channels in the lawns on both sides of the Rajpath. Cops further claim that they have beefed up security arrangements and have requested the agencies concerned to improve lighting arrangements in the area. Bhagat denied that the police intended to impose restrictions on public entry at the India Gate as reported by certain sections of the media. "There is no intention to prevent people from enjoying the central vista lawns," he said. "We have informed the agencies concerned that the India Gate can be a potential terror target as it is an iconic site and that while security has been beefed up at the venue, lighting there is not adequate," Bhagat added. It is being speculated that following repeated breach of security in the area by protesters and stunt bikers, the police has written to the Ministry of Urban Development seeking permission to limit access to the India Gate. |
Food & supply dept official held for graft
New Delhi, August 28 The arrests were made on the basis of a complaint. According to the complainant, his brother-in-law has a ration shop on Minto Road. The licence for the shop is expiring shortly and so he had approached the assistant commissioner of the food and supply department (central Delhi) for its renewal. But the official allegedly demanded Rs 15,000 for the renewal. The accused were arrested from their office at Vikas Sadan. |

Employee held for robbing builder
New Delhi, August 28 Amarjeet has confessed to his crime and said that he, along with Aman and Krishan, made the plan of robbery two-three days ago. He was informing Aman and Krishan about Neeraj's location through mobile phone, said B.S. Jaiswal, DCP (outer). "The incident took place when Neeraj, along with Amarjeet, went to collect dues on a motorcycle from Mundka and Kanjhawala and then to a builder in Begumpur to collect the dues," said Jaiswal. They collected Rs 1.48 lakh, but after driving a short distance they were stopped by the patrolling staff of the Aman Vihar police station to check the documents of the motorcycle. Since Neeraj was not able to produce the registration certificate as well his driving license, the motorcycle was impounded. They then decided to hire an auto-rickshaw. "As soon as they reached the road going towards Peer Baba Mazhar, two motorcycle-borne youths waylaid them and robbed the bag containing cash after stabbing Neeraj in his left thigh," Jaiswal added. A police control room vehicle later took Neeraj to Sanjay Gandhi Memorial Hospital. Aman and Krishan were arrested at Amarjeet's instance and part of robbed money Rs 1.44 lakh was recovered from them. The motorcycle used in the commission of crime has been seized. |
