Govt confers about plan on illegal colonies

Just after the objections to regularisation of unauthorised colonies by the forest and other agencies, the Minister of Urban Development A. K. Walia today discussed the issue with the senior officials of the department concerned to find out the ways to regularise the colonies.

There are legal hassles: BJP

The unauthorized colonies in Delhi cannot be regularized unless the Union government makes amendments to the Forest Act, Ridge Management Board Rules, AMASR Act. This makes it clear that the city government wants to get rid of the issue of regularization of colonies, said Vijender Gupta, chief of Delhi unit of the BJP.

With the arrest of two persons, the Central District police has busted a gang involved in the theft of socks and recovered 15,630 pairs of socks and some fake bills from their possession.

The north-west district police today arrested 16 persons in connection with yesterday's rioting in Nangloi following an eve-teasing incident. The fight had started between a few people of two communities, but soon many more joined in and started pelting stones at each other.

Double murder: Helps, tenants questioned

In the murder case of senior citizens in the Shakarpur area of East Delhi last night, the police today interrogated the domestic helps employed by the Bararu family. The double murder came to light when R K Bararu, 75, a former Ministry of Information and Broadcasting official, and his wife Durga Devi, 74, were found lying dead in a pool of blood by one of their domestic helps at around 7 pm on Tuesday.

The police said that the neighbours and tenants are also being questioned about the kind of persons who used to visit the house.

"The initial probe has revealed that Durga was suffering from dementia due to which she required special attention. According to the family members, the domestic helps were changed as they were not taking proper care of Durga," a senior police official said.

"We are also questioning the couple's tenants and trying to find out the details about those who visited the couple since Tuesday afternoon," the official added.

The police said that there was no forcible entry to the house and it appeared that the accused were known to the victims.

"The motive behind the murders seems to be robbery as their rooms were totally ransacked. Their neighbourhood is so congested that it's impossible to believe that unknown people would target the house," another official added.

Investigators are trying to check the footage of a CCTV camera installed in the Shakarpur colony lane.

According to the family members, they had been residing in the four-storey building since 1970. They were on the first floor, while the other floors were rented out to students.

The deaths came to light when the elderly couple's maid arrived at around 7.10 pm and discovered their bodies. She immediately informed the Bararu family's tenants, who in turn made a police control room call around 7.15 pm.

A case of murder and robbery has been lodged with the Shakarpur police station.

Govt confers about plan on illegal colonies

Just after the objections to regularisation of unauthorised colonies by the forest and other agencies, the Minister of Urban Development A. K. Walia today discussed the issue with the senior officials of the department concerned to find out the ways to regularise the colonies.

The minister had said a few weeks ago that the government would announce the regularisation of these colonies on August 15, but it could not be done following objections by the agencies concerned.

However, the Chief Minister is keen to regularise more than 900 colonies.

In 2008, before the assembly election, the government had issued provisional certificates to the RWAs of 1,400 colonies, assuring them that the colonies would be authorised if the Congress came to power. More than three years have since passed. The government has again tried to regularise these colonies, a senior urban development official said.

The court had directed the government that before regularising the colonies, basic amenities should be provided to them.

The government did some development work before the election. However, the work could not be completed afterwards.

Besides, some unauthorised colonies were constructed on the forest 
land and the land of Archaeological Survey of India which was also one of the objections.

The unauthorized colonies in Delhi cannot be regularized unless the Union government makes amendments to the Forest Act, Ridge Management Board Rules, AMASR Act. This makes it clear that the city government wants to get rid of the issue of regularization of colonies, said Vijender Gupta, chief of Delhi unit of the BJP.

He said the Delhi government will have to face many legal complications in the regularization of 917 colonies. But in view of the forthcoming assembly election, the government has again started selling dreams to the residents of unauthorized colonies. The Chief Minister had announced that the government would regularize 917 colonies at once. The legal formalities had been completed, she had claimed.

Now the Chief Minister is saying that the Central Government should go to the High Court and get orders for regularization. The Delhi High Court has already given orders that if the government regularizes even one colony and starts the development work, it will have to inform the court about the legal status of the colonies being regularized, Gupta said.

He said that the government has not completed the legal and documentary formalities about a single colony. Now it wants to save itself by putting the responsibility of regularization on the Central government, Gupta said.

Socks gang smashed, two held

With the arrest of two persons, the Central District police has busted a gang involved in the theft of socks and recovered 15,630 pairs of socks and some fake bills from their possession.

On August 20, Sanjay Gulati, a resident of Karol Bagh, reported to the police that his agent had gone for booking at Rewari and informed him that his company's articles (socks) are being sold at a lower price by a supplier of Kumar Trading Co.

During the investigation, the police team conducted a raid at the shop of Janak Raj, the owner of Kumar Trading Co, in Dharuhera, Rewari district (Haryana) and seized 15,630 pairs of socks and some fake bills of the complainant's firm. The accused was arrested by the police team, said Devesh Chandra Srivastav, Additional Commissioner, Central District.

On sustained interrogation, Janak Raj disclosed that the recovered articles have been sent to him by one Ravi, the employee of the complainant. Ravi was also apprehended by the police team. Initially, he did not admit to his involvement in the commission of crime, but broke down later.

"Ravi disclosed that he is working as a computer operator in the complainant's company. His job was to prepare the bills and dispatch the goods out of Delhi. The accused further disclosed that he used to prepare the fake bills in the name of fake firms and dispatch the socks to Dharuhera (Haryana), where Janak Raj sold the socks. Janak Raj is Ravi's maternal uncle," said Srivastav.

Further investigation is in progress.

16 persons held for rioting in Nangloi

The north-west district police today arrested 16 persons in connection with yesterday's rioting in Nangloi following an eve-teasing incident. The fight had started between a few people of two communities, but soon many more joined in and started pelting stones at each other. When the police tried to control the rioters, they pelted stones on the cops, injuring some of them.

The incident was videographed, and on the basis of the footage, some stone-pelters have been identified and arrested. The police is now questioning them.

According to the police, today, the situation is under control and force has been deployed in the area as a precautionary measure.

The police, meanwhile, is meeting influential people of both the communities and asking them to maintain peace and harmony.

DUTA supports workers’ stir

The Delhi University Teachers' Association (DUTA) today expressed solidarity with the ongoing struggle of Delhi University and Colleges Karamchari Union (DUCKU) and urged the authorities to hold negotiations for an amicable solution to the demands of karamcharis.

DUTA protested against the attitude of the authorities in attacking the agitating karamcharis by getting their tent at the dharna site removed. "This is an attack on the democratically elected collective bodies," said Amar Deo Sharma, president of the association.

"DUTA condemns the "No-Work-No-Pay" order slapped on the agitating karamcharis. Rather than trying to see reason, the university is indulging in dictatorial tactics," said Sharma.

DUTA members said they would launch a joint struggle, if need be, for the realization of longstanding common demands.
