Chandigarh, August 28 “The Congress-Speaker collusion portends ill for democracy and the Governor must dismiss the Hooda government and order fresh elections to save democratic institutions. In fact, Governor Jagannath Pahadia must watch the video-recording of the Vidhan Sabha proceedings to know the circumstances leading to suspension of the INLD legislators by the Speaker yesterday,” stated a memorandum to the Governor submitted by a delegation led by Leader of the Opposition and INLD supremo om Prakash Chautala said. Alleging that the Vidhan Sabha was being convened only to fulfil the constitutional obligation, it alleged that the august legislative body had become a vehicle to approve the arbitrary decisions of the government. “This nefarious goal is being achieved by suspending all legislators of the INLD, including the Leader of the Opposition, for the whole of the session, thus eliminating the voice of dissent,” it alleged. Meanwhile, Chautala alleged the Speaker’s conduct was not above board and he was behaving like a Congressman and not as a custodian of the House. “Whenever, the INLD has attempted to raise anti-people policies of the government, its obnoxious deeds, corruption and criminal deeds by using the parliamentary procedures, including calling- attention and adjournment motions, the ruling party has with the support of the Speaker been able get them rejected,” Chautala rued. “During his tenure when Ashok Arora became the Speaker, he resigned from the primary membership of the INLD and rarely disallowed any calling-attention and adjournment motions.However, the current Speaker rarely allowed calling-attention and adjournment motions of the Opposition like on law and order in the current Vidhan Sabha session,” the INLD supremo claimed. Chautala alleged that the names of nine MLAs, including former Minister of State for Home Gopal Kanda, figured in criminal and the Chief Minister was shielding them since his “minority government” was dependent on their support. |

Chandigarh, August 28 However, this did not find favour with the members of the treasury benches. Parliamentary Affairs Minister Randeep Singh Surjewala rued that the Opposition had made a habit of disrupting the question hour and also the proceedings. He said the members of the BJP in the legislature were holding up work. However, Vij continued to say that in the interest of the democracy, the INLD should be brought back to the House. “The Congress condemned the Leader of Opposition, Om Prakash Chautala’s choice of words in a resolution. The score is even. So they should be called back,” he insisted. When he tried to drown Surjewala’s voice, Vidhan Sabha Speaker Kuldeep Sharma urged him to calm down since he had a heart operation a couple of weeks ago. “And do you have the mandate to speak for them,” he asked. Vij replied in positive and turned to Chief Minister Bhupinder Singh Hooda to support his demand. Hooda replied, “If you can give an assurance that the words used against the Chair will be withdrawn and Abhey Chautala is ready for reprimand for using casteist remarks, we are open to their coming back.” It was after this that the Speaker cornered Vij, asking him if he supported the words used by the INLD against the Chair or condemned them. Vij avoided a straight answer and, instead, said he would not use such words. Finally, Vij was allowed to go and convey the sentiments of the House to the INLD provided they also assure the House that they would not misbehave again after which the Question Hour was started. After the question hour, Vij again stood up to tell the House that he had met the INLD leaders who said that the video clip where Abhey Chautala was seen making casteist remarks should be shown in the House. |
MLAs spend just one hour on 16 Bills
Chandigarh, August 28 Interestingly, the 16 Bills, five yesterday and 11 today, were passed by the Congress MLA virtually without any discussion in the absence of the Opposition INLD. While senior Congress MLAs, Sampat Singh, Anand Singh Dangi and Sumita Singh, did intervene in the matter, other MLAs, including those belonging to the “youth brigade”, were at their wits’ end when it came to participating in the discussion on the Bills. In fact, the non-participation of the MLAs in the discussion reflected their poor understanding of the Bills, which had a direct and indirect bearing on the lives of every resident of the state. While the MLAs cutting across the party lines were quick to point out that they did not get enough time to raise the public issues, their aversion to fruitful discussion on the Bills reflected their lack of interest in the legislative business. Of the 16 Bills, two Bills, the Haryana Shri Durga Mata Shrine Bill, 2012, and the Haryana State Commission for Women Bill, 2012, were the new Bills, which became Acts without any discussion. All other bills amended important provisions of the Acts already in place. They were the Haryana Appropriation (No. 3) Bill, 2012, the Maharshi Dayanand University (Second Amendment) Bill, 2012, the Bhagat Phool Singh Mahila Vishwa Vidyalaya Khanpur Kalan (Second Amendment) Bill, 2012, the Kurukshetra University (Second Amendment) Bill, 2012, the Chaudhary Devi Lal University, Sirsa, (Second Amendment) Bill, 2012, the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development (Haryana Amendment) Bill, 2012, the Punjab New Capital (Periphery) Control (Haryana Amendment) Bill, 2012, the Haryana Good Conduct Prisoners (Temporary Release) Amendment Bill, 2012, the Haryana Municipal (Amendment) Bill, 2012, the Haryana Municipal Corporation (Amendment) Bill, 2012, the Punjab Agricultural Produce Markets (Haryana Amendment) Bill, 2012, the Haryana Legislative Assembly (Salary, Allowances and Pension of Members) Amendment Bill, 2012, the Haryana Prohibition of Ragging in Educational Institution Bill, 2012, and the Haryana Private Technical Educational Institution (Regulation of Admission and Fee) Bill, 2012. |

Chandigarh, August 28 Organised in protest against the suspension of the party MLAs for their unruly behaviour by Sharma yesterday, the “Jan Vidhan Sabha” saw the legislators taking potshots at Chief Minister Bhupinder Singh Hooda and Sharma for their repeated “attempts” to thwart the Opposition from raising issues of public importance. The ball was set rolling with the unanimous election of former minister Mohammad Ilyas as the Speaker, who conducted the proceedings. After question hour, the members brought an adjournment motion on Gopal Kanda and Apna Ghar which an obliging Speaker allowed. Coming down heavily on Hooda for his role in shielding Gopal Kanda and eight other “tainted” MLAs, former minister Ashok Arora demanded dismissal of the “inefficient and corrupt” government and holding of fresh elections. Turning the heat on two Congress MLAs, who issued recommendation letters to Jaswanti, the main accused in the Apna Ghar case, Ram Pal Majra alleged that the government was resorting to diversionary tactics like allegations of casteist remarks against Chief Parliamentary Secretary(CPS) Jaiveer Balmiki by INLD leader Abhey Chautala to shift focus from the burning issues facing the state. Narnaud MLA Saroj Mor alleged that atrocities on women in the state were on the rise. Incidents like Geetika Sharma’s suicide and Apna Ghar had brought shame to the state. Leader of the Opposition and INLD supremo Om Prakash Chautala, who donned the hat of the Leader of the House, enlivened the proceedings through his tongue-in-cheek remarks against Hooda and Sharma. Meanwhile, the House also passed unanimous resolution condemning the Haryana Government and Speaker for “illegal” suspension of the INLD legislators. |

Panchkula, August 28 While issuing production warrants on August 14, the court stated that the accused would have to be produced in the court personally and not by video-conferencing. The CBI had filed the chargesheet against Jaswanti Devi, her daughter Sushila alias Simmi, her son-in-law Jai Bhagwan, driver Satish, her brother Jaswant Singh, her cousin Sheela and councillor Veena. The shelter home landed in a controversy when a team of the National Commission for Protection of Child Rights (NCPCR) raided it on May 9 and rescued its inmates. Apna Ghar is a shelter home run by Bharat Vikash Sangh, an NGO headed by Jaswanti Devi in Shrinagar Colony of Rohtak city. Inmates had levelled allegations of rape and human trafficking against Jaswanti Devi and other accused. As many as 103 inmates, mostly women and children, have now been shifted to various places. |
Opposition fails to take on govt

Chandigarh, August 28 Though the government would have avoided holding the session, it was the constitutional compulsion to summon the session. While the government was not only apprehensive, also on the defensive initially , the opposition parties’ failure to organise themselves let the government off the hook easily. With the Minister of State for Home landing the government in a tight situation and the violence at Maruti’s Manesar plant making headlines, the Opposition could not have asked for more to put the government on the mat. The government too appeared to be not too serious about the session.It pushed through 16 Bills in three days, 11 of these in a few hours without debate . Some of these Bills like the Punjab New Capital (Periphery) Control (Haryana) Amendment Bill, the Haryana State commission for women Bill, 2012, the Haryana Good Conduct Prisoners (Temporary release), Amendment Bill, 2012, have serious political ramifications for state’s politics. Out of these 14 are amendments and two are new. On the first day of the session on Friday, the INLD forced disruptions not allowing any significant work . During the second sitting on Monday, the INLD members were suspended for the remaining session . On the last day, the BJP boycotted the proceedings alleging that they were not allowed to raise important issues. BJP leader in the House Anil Vij was perturbed over Speaker Kuldeep Sharma not allowing a calling-attention motion notice about an incident of police firing on a farmer in Rewari. The BJP boycotted the House and walked out. The proceedings have thrown up the issue of social division in communities. INLD legislator Abhay Chautala allegedly used casteist remarks against Jaivir Balmiki of the Congress. Though the Speaker has for the time being placated Balmiki by saying that Abhay will be reprimanded in the next session of the House, it has kept the possibility of the issue being raked up again outside the Assembly by a particular community. On the political front, the session has been able to throw some light on the possibility of alignments within the Opposition. State BJP President Krishan Pal Gurjar clarified today that there was no possibility of forming any political or pre-poll alliance with the INLD, thereby indicating that INLD was likely to face the Congress on its own in the next general election. |

Chandigarh, August 28 In separate calling-attention notices,Sampat Singh and Batra alleged that on account of laxity in the enforcement of traffic rules, the accident rate in the state had set the alarm bells ringing. As against a population of 2 per cent of the country, the state accounted for 5 per cent of the total accidents in the country, Sampat Singh rued.
“Driving habits of motorists, stress and strain on drivers and laxity on the part of the police are some of the causes for the huge number of road accidents in the country,” he asserted. As many as 2,592 persons were killed and 5,284 injured in road accidents in the state since January 1 this year . Batra wanted to know why the drivers and owners of commercial vehicles ferrying passengers were not booked under Section 304-B, IPC (culpable homicide not amounting to murd er). In his repluy, Parliamentary Affairs Minister Randeep Surjewala claimed that the Haryana police was issuing challans against erring vehicle drivers to check accidents. From January 1 to June 30, 2012, 14,674 drivers were challaned for drunken driving, 1,76,677 for driving without helmet, 95,069 for driving without seat belt and 8,238 for using mobile phones while driving. He said overspeeding was one of the main causes for the accidents. Interceptor vehicles and radar guns had been deployed on main highways to check overspeeding. |

Chandigarh, August 28 The CM, who was speaking to mediapersons here today, said that the opposition has suffered defeat on all fronts. When Hooda’s attention was drawn towards the demand raised by the Opposition for his resignation, he reminded that they had been sitting on ‘dharnas’ and making such demands for the past eight years. Hooda said when the session began today, he suggested in the House that in case they (opposition MLAs) regretted what had happened yesterday, they should be called in to attend the House. But members of the Opposition did not accept this offer. And MLA Anil Vij also walked out of the House. Speaker Kuldeep Sharma had said that he would consider his calling-attention notice, but Vij did not pay any heed. The House passed many Bills which aimed at speedy development of the state, but the opposition had no interest in joining the process of development as their sole aim was to create hindrances. Hooda said if the Opposition had any issue, it could bring a no-confidence motion. |
Woman beats son to death
Fatehabad, August 28 In his complaint to the police, Maninder Singh alleged that his wife beat up two-year-old Gurkirat, first with a broom and then threw him on the floor several times on August 26. He alleged that Paramjit Kaur, whom he married three years ago, did not see eye to eye with his parents. On August 26, the child went to his grandparents. When Paramjit came to know this, she allegedly beat him up mercilessly and then went to her parents’ home at Madhganda village with the child. She called on Maninder’s mobile this morning and told him that Gurkirat was not well and she was taking him to the General Hospital, Fatehabad. He said he rushed to Fatehabad, where doctors pronounced his son brought dead.
